Persistent efforts are needed to fully implement the guiding principles of the third plenary session of the 20th Communist Party of China(CPC)Central Committee and advance the reform of China's national security w...Persistent efforts are needed to fully implement the guiding principles of the third plenary session of the 20th Communist Party of China(CPC)Central Committee and advance the reform of China's national security work on the new journey that lies ahead.All of us in the Party should never forget our original aspiration.Since the advent of the new era,China has pushed forward and made remarkable achievements in reforming its national security work,undergoing a process of constant evolvement and continuous improvement.The third plenary session of the 18th CPC Central Committee could be deemed the starting point of comprehensively deepening reform in the new era,opening a new epoch for reforming and innovating China's national security work.It identified modernizing China's system and capacity for governance as the overall goal of further deepening reform comprehensively and,most significantly,made a historic decision to establish the National Security Commission,having far-reaching impacts.General Secretary Xi Jinping stressed pursuing a holistic approach to national security,which provides us with fundamental guidance for further reform.The new version of the National Security Law of the People's Republic of China fully covers China's national security system and will guide the improvement of its legal system for national security in the new era.The fourth plenary session of the 19th CPC Central Committee called for improving China's national security system in efforts to modernize the country's system and capacity for governance.The 20th CPC National Congress clarified the Party's central task on the new journey and made strategic plans for safeguarding Chinese modernization through modernizing the country's national security system and capacity.The third plenary session of the 20th CPC Central Committee carried forward the spirit of the above meetings,from the third plenary session of the 18th CPC Central Committee to the 20th CPC National Congress,reiterating the importance of further deepening reform comprehensively on the new journey,emphasizing national security as the foundation for advancing Chinese modernization,and setting out the road map and agenda for modernizing China's national security system and capacity in the next five years.Therefore,we must study and implement the guiding principles of the third plenary session of the 2Oth CPC Central Committee.展开更多

This study develops a methodology for measuring NIC with a view to provide the evidence for policy-making...The national innovation capacity(NIC) has received increasingly more attention from academia and policy makers. This study develops a methodology for measuring NIC with a view to provide the evidence for policy-making concerning national innovation capacity-building, and conducts a crosscountry comparison based on the panel data of 2006-2015.(1) National innovation capacity index(NICI) is established to measure the performance of NIC from two perspectives, namely national innovation strength index(NISI) and national innovation effectiveness index(NIEI).(2) Developed countries usually perform better than developing countries in terms of the NICI if there is no huge gap in economic scale between two kinds of countries.(3) Emerging countries show greater imbalance between the NISI and the NIEI, and have generally higher average annual growth rate of the NISI and the NIEI than that of developed countries.(4) National innovation strength is closely related to national economic scale while national innovation effectiveness is closely related to national development level. Some theoretical considerations in this research may make contributions to innovation development studies.(1) NIC is regarded as the capacity for scientific discovery and technology invention, and for driving economic, social and environmental development, which emphasizes the driving effect and the influence of innovation on development.(2) The concepts such as the NISI and the NIEI are introduced to measure the NIC so as to distinguish the contribution of the size of innovation activities to the NIC and the contribution of the efficiency and efficacy of innovation-driven development to the NIC.(3) The indicator system of the NICI is designed from the perspective of the full spectrum of capacity-building process ranging from input to output by introducing the "innovation condition" as a broad sense "innovation input" and the "innovation outcome" as a broad sense "innovation output".展开更多

In the West, property rights have the economic function of maximizing efficiency and the political function of rights protection, but in China, they also have a strong social character. With the modernization of national governance, these functions interact with and transform each other. When the state's ability to supply public goods is relatively weak, property rights take on more of a social character, meeting public demand for welfare at the grassroots level. When the state is better able to provide public goods, the social function of property rights lessens as their economic function grows. The social character of property rights was the institutional foundation for China, as a huge agrarian state, to realize "governance through inaction," and at the same time was the secret key that could break the code to the millennial continuity of Chinese agrarian civilization. Reforms including the collectivization of rural property rights after 1949, the "separation of two rights" (to collective ownership and household contracted land, with a focus on the latter), and the "separation of three rights," (to collective ownership, household contracts and revitalized land management).
