Characteristics of China's Development in the New Era Explained in Light of Economic Principles

It is important for both scholars and policymakers to review the characteristics of China's econom... As China entered into a new era of development, the primary contradiction facing Chinese society has also evolved. It is important for both scholars and policymakers to review the characteristics of China's economy in its present stage in accordance with economic principles-principles that reflect every aspect of economic and social life and macroeconomic regulation. In this paper, we attempt to unravel the characteristics of China's new era from three perspectives-historical materialism, dialectic materialism and epistemology, and in light of economic principles at the three levels of resource factors, modes of production and regulation of resource allocation. Based on these perspectives, this paper further identifies the characteristics of China's new era from nine aspects, including globalization, modernization, the primary stage of socialism, new development concepts, supply-side reforms, the guideline of seeking steady progress, the mentality of scope, bottomline mindset and strategic composure. From the three different levels, this paper summarizes and applies economic principles to propose solutions to the problems and challenges facing China in the new era. The findings of the paper are also relevant to implementation of the guidelines CPC Central Committee General Secretary Xi Jinping noted in his report to the 19 th CPC National Congress. 展开更多

The national strength in strategic science and technology is one of the key terms elaborated in the Report to the 20th National Congress of the Communist Party of China(CPC),highlighting its strategic significance for the manufacturing sector in enhancing China'sinternational competitiveness and overall innovation performance.Based on the shift-share analysis,significant regional disparities are noted in the distribution of national strength in strategic science and technology in the manufacturing sector in China.The northeast China region and the Yellow River middle reaches comprehensive economic region exhibit the highest industry mix effect in talent structure and in R&D structure.Furthermore,the computer and office equipment manufacturing industry shows a large spatial shift,indicating that the industry mix and spatial distribution of high-tech industries in China need urgent optimization.A comparison of international experiences in the building of national strength in strategic science and technology reveals that China faces problems such as imbalance of investment contributors,insufficient innovation synergy,and weak R&D domains.Therefore,it is necessary to apply a systemic approach to planning comprehensively for advancing the national strength in strategic science and technology.To this end,the immediate task is to mobilize national strategic scientific and technological capabilities to create a collaborative innovation complex. 展开更多

Stepping up legislation in the foreign-related field is a foundation and prerequisite for advancing the rule of law in domestic and foreign-related affairs in a coordinated manner.It is also an important link in the promotion of the socialist legal system with the Constitution as the core,as proposed in the Report to the 20th National Congress of the Communist Party of China(CPC).Since China introduced the reform and openingup policy in 1978,China's legal system in the foreign-related field has evolved from initial formulation to mature framework,and China's legislation in the foreignrelated field has maintained distinct Chinese characteristics and contemporary features.Currently,China's legislation in the foreign-related field focuses on national security and on high-level opening-up.It continuously strengthens the connection of the rule of law in domestic affairs with that in international affairs,and consistently promotes the China's legal system of extraterritorial application.Furthermore,legislation in the foreign-related field in China still has issues to address,which includethe inconclusive status of international treaties within the legal system,a relatively conservativeedomestic approach in exercising extraterritorial jurisdiction,and a limited scope of legal liability.To better respond to the need of legislation in building a human community with a shared future and to enhance China's right to international legal discourse in global governance,China needs to move faster to introduce the Law on Foreign Relations of the People's Republic of China.This law shouldreflectthebasicpositions,principles,and policies that China upholds in matters of foreign relations,as highlighted in the Report to the 20th CPC National Congress.Furthermore,Chinashould continue to improve legislation in keyareas of national security and increase the preexisting punitive measures for responding to actions that harm national security both domestically and internationally.Legislation should also be strengthened to counter sanctions and interference,and supporting measures should be adopted to ensure the effect of relevant legislation.In the field of foreign economic and trade relations,China should incorporate highstandard international economic and trade rules in relevant legislations,and should legalize the replicable and promotable legal rules in the building of free trade zones.Additionally,the existing jurisdictional system and international commercial dispute resolutionsystem shoulddbe promoted. 展开更多
