Research on Integrated Planning Method of Offshore Oil and Gas Exploration and Development

Under the requirement of high-quality development, the research method of integrated model planning for offshore oil and gas exploration and development suitable for the western South China Sea is put forward. Based on the new round of resource evaluation and exploration and development research in the western South China Sea, the in-depth research on underground oil and gas resources, surface development facilities, external factors and economic indexes are carried out to clarify the industrial layout of oil and gas development. The potential and prospect of oil and gas exploration and development were implemented, and the main external factors and corresponding measures affecting the planning were clarified in this paper. The economic evaluation model suitable for the region is established based on the analysis of internal rate of return, comprehensive barrel oil cost, critical price, financial net present value and other important indicators, and a set of planning and research methods suitable for the integration of exploration and development in the western South China Sea is finally formed. This method has been applied to the replacement reserve study of Weizhou X and Weizhou Y oil fields. It is found that the planned reserves and production are consistent with the actual ones, and good practical results have been achieved.

Research on the Green Planning in Rural Settlements of Hui Nationality in Central Ningxia

Targeted at the residence status in rural settlements of Hui people in central Ningxia Hui Nationality Autonomous Region, this research revealed that the construction of new countryside and the transformation of old countryside all have to be on the basis of present topography, landform, environment, social-economic level, education, religion, customs, living habits and so on. An Evaluation of South Korean Container Sea Port Development Policy

As Busan New Port has been developed with a total scale of 30 berths in 2020, the chronic problem of Busan port, a lack of port facilities, is being addressed, and there is a growing interest in regard to port development with an optimal scale. The Korean container port development under the master plan for national port development reveals a severe problem of excess supply of port facility in some ports. This paper, the authors analysed the second and the third master plan for national port development implemented in 2001 and 2011, and a revised plan in 2006, along with the amended predictions for container throughput. Furthermore, the effectiveness of the implementation of the initial plan, and the current situation of South Korea＇s main container ports of Busan, Gwangyang, Incheon, and Pyeongtaek ＆ Dangjin was examined. Through the analysis of port vitalizations, we have examined the actual problems for the prediction of container throughput. Also, this research analysed the functional difference of each port and organized the function of each one discriminatively. Therefore, identifies the problems, which arise with making the container throughput forecasts, which is a fimdamental aspect of existing port development policy, and suggest a direction for future port development by synthesizing the results of analysis.

借鉴发达国家经验优化我国国际科技合作项目管理的思考

在科技创新发展新机遇与国际形势严峻复杂新挑战的双重背景下,探索建立更加符合国际合作规律的科技合作项目管理机制尤为重要。本文梳理了国家国际科技合作与交流专项及改革后的国家重点研发计划“政府间国际科技创新合作”和“战略性科技创新合作”2个国际合作类重点专项的实施情况、取得成效,分析存在的问题,借鉴美国、英国、日本、德国、欧盟等发达国家(组织)国际合作项目管理经验,提出破解当前突出问题、优化国际科技合作项目管理的政策建议。

第十五届全国运动会推动粤港澳大湾区服务国家发展大局的历史进程、价值目标与实践进路

中华人民共和国第十五届运动会(以下简称“第十五届全国运动会”)是党和政府依托大型体育赛事促进区域协调发展的实践典范。采用文献资料分析、比较分析和逻辑分析法,探究第十五届全国运动会推动粤港澳大湾区服务国家发展大局的历史进程、价值目标及实践进路。研究发现,广东、香港地区和澳门地区在体育领域经历了从探索交流到广泛交流、从深度合作到协同发展的历史演变进程。第十五届全国运动会在推动粤港澳大湾区服务国家发展大局方面具有丰富的时代价值,包括促进粤港澳大湾区携手并进、利益共享和凝心聚气。当前,世界正经历百年未有之大变局,赛事筹备仍面临行政管理制度差异较大、要素流动与资源配置不畅、文化发展与价值观念存在差异等现实挑战。据此提出第十五届全国运动会推动粤港澳大湾区服务国家发展大局的实践进路:1)打造三地协同合作新范式,丰富“一国两制”实践内涵;2)推动资源要素优化配置,激发区域协调发展新动能;3)传承民族共同文化记忆,铸牢中华民族共同体意识。

国家科技计划体系演变与发展策略研究

文章总结了我国建国早期至改革开放初期、改革开放初期至十八大、十八大以来等3个不同时期国家科技计划实施的战略定位、重要贡献、管理模式及特征等。国家科技计划项目的组织实施模式与国情紧密相关,美国实行灵活的“DARPA”和“DIUx”模式,日本则实行层级分明的管理模式,而我国的科技计划体系则实行顶层设计、统筹实施的“新举国体制”模式。论文运用理论研究和比较分析的方法,通过对美国、日本、德国等国家科技计划设置的特点和组织管理经验等进行分析,提出了新时期我国科技计划体系发展策略,指出我国科技计划体系应进一步加强基础性、前瞻性研究领域的布局,强化有组织科研范式的改革,完善多元的科技资源投入机制和需求为导向的科技资源配置机制,强化以创新贡献为导向的科技计划项目全过程管理。

全国教育科学规划课题以解决教育发展与改革中的理论和实践问题为目的,具有前沿性、全局性、导向性等特点。以全国教育科学规划课题为研究对象,呈现教师教育类课题的发展趋势和发展问题,有助于把握教师教育领域的研究动态。通过对教师教育类课题的立项数据和主题内容的分析发现:当前,教师教育类课题在立项数量上较为稳定,但在立项单位、立项区域上较不均衡,立项单位间的合作不够密切;研究已形成稳定的核心主题,但仍存在教师教育理论研究薄弱的问题;课题成果数量不足,挂靠课题现象较为明显。基于以上问题,提出加强科研单位间合作、鼓励基础教育教师参与课题、夯实教师教育理论研究、提高课题成果转化率等有效举措。
