Reform and Reconstruction of the Rural Elderly Care Service System in the New Era

With decades of hard work,socialism with Chinese characteristics has crossed the threshold into a new era.The transformation of the principal contradiction in the new era has imposed new and higher requirements on the rural elderly care service system.However,the current service system based on welfare-multiplex and urban community environment is often difficult to operate in the rural areas of central and western China.And the urban home care service for the aged is inappropriate to the rural reality;community service for the aged faces difficulties in practice;institution care for the aged develops slowly;the synergy among different elderly care service models is poor.Through observing the rural areas of central and western China in the field for a long time,this paper proposes to build the rural elderly care service system based on family supporting,supported by community mutual assistance care,supplemented by institution care for the aged,combined with medical care,and localized with diversified forms for targeted groups according to different realities.And the system should follow the fundamental guidance of development-oriented family policy,adhere to the governance mode of multiple subjects with one core and respect rural reality,which could provide a feasible way for the reform and reconstruction of the rural elderly care service system.

A Summary of the Seminar on “Construction of China's Human Rights Discourse System in the New Era”

A seminar on Construction of China’s human Rights discourse System in the new era was held in Central South University(CSU) on April 12, 2018. The event was sponsored by the China Society for human Rights Studies and the Publicity department of the hunan Provincial Committee of the Communist Party of China, and hosted by the CSU Research Center for human Rights and the CSU School of law. nearly 70 experts and scholars in law, international relations, and communication from institutes of higher learning, research institutions, and practical work departments from around the country shared their opinions on three topics: Cultivation of a Chinese human Rights discourse System in the new era, Communication of the Chinese human Rights discourse in the new era, and Chinese human Rights discourse and International human Rights Governance in the new era. They conducted an in-depth discussion on enhancing human rights self-confidence, grasping the characteristics of the new era and the general development trend, consolidating consensus between domestic and overseas human rights discourses, and effectively carrying out international human rights exchanges. Fully reflecting the in-depth thinking and insights of attending experts and scholars on the matter, the seminar effectively promoted the development of research on Construction of China’s human rights discourse system in the new era.

Characteristics of China＇s Development in the New Era Explained in Light of Economic Principles

As China entered into a new era of development, the primary contradiction facing Chinese society has also evolved. It is important for both scholars and policymakers to review the characteristics of China's economy in its present stage in accordance with economic principles-principles that reflect every aspect of economic and social life and macroeconomic regulation. In this paper, we attempt to unravel the characteristics of China's new era from three perspectives-historical materialism, dialectic materialism and epistemology, and in light of economic principles at the three levels of resource factors, modes of production and regulation of resource allocation. Based on these perspectives, this paper further identifies the characteristics of China's new era from nine aspects, including globalization, modernization, the primary stage of socialism, new development concepts, supply-side reforms, the guideline of seeking steady progress, the mentality of scope, bottomline mindset and strategic composure. From the three different levels, this paper summarizes and applies economic principles to propose solutions to the problems and challenges facing China in the new era. The findings of the paper are also relevant to implementation of the guidelines CPC Central Committee General Secretary Xi Jinping noted in his report to the 19 th CPC National Congress.

A Theoretical Outline for National Security Studies for the New Era

China is tasked with attaining the great rejuvenation of the Chinese nation and facing global changes unseen in a century.To this end,a pressing task for China’s national security studies in the new era,under the guidance of a holistic concept of national security,is to provide an analytical framework and scholarly insights.Seven theoretical propositions can be derived when we clarify the relationships between security level,security capability,and security threats.They are:absolute security is out of reach;growing security investment that eyes absolute security will create a security dilemma;under closed conditions,the country should put the brakes on building relative security when it achieves equilibrium security;under open conditions,hegemonic powers may generate security capabilities that exceed equilibrium security and tend to“protect”or prey on countries whose development has relatively high output efficiency rather than those whose security capabilities have relatively high output efficiency;and following separate technical routes for dealing with intentional and unintentional threats may achieve a higher security level than managing in an undifferentiated way.The“Great Yu Improvement”pattern is pivotal to“Building a Community with a Shared Future for Mankind”as it can transform other actors’capacity to address intentional threats into a capacity for shielding oneself against unintentional threats;and appropriate allocation of excessive security capability and stronger national system security capability are major solutions to the uncertain nature of security threats.

Responses to population ageing in the new era:a national condition report from China

Population ageing is the new national condition of China in 21st century.Responding actively to population ageing should be a long-term strategy of the country.This article introduces the process and characteristics of population ageing as the new national conditions and major challenges posed by it in the first session;in the second session,the author reviews the history of ageing policy system development since the founding of P.R.C.and presents the blueprint of a top-level strategy to respond actively to population ageing in the new era;session three of the article describes the major achievements of undertakings on ageing after 18th CPC national congress.
