Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.

Analysis of Economic Development in Binzhou Economic and Technological Development Zone under the New Normality and Prospects during the "13th Five-Year Plan" Period

Firstly,the current situation of economic growth in Binzhou economic and technological development zone was analyzed firstly,and then existing problems were pointed out. What's more,the goals and strategic orientation of economic development in the zone during the " 13^(th) FiveYear Plan" period were determined,and several countermeasures and proposals were put forward.

Economic Development Strategies and Optimization of High-tech Development Zones from the Perspective of"Four-transform and Three-famous":Taking Nanchang High-tech Development Zone as an Example

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

Technology-Transfer Through International Network Formation： Revisiting the Role of Cultural Variation

This paper studies the factors affecting the technology-transfer within international research and development （R＆D） networks. Specifically, this study examines the characteristics of ties, actors, and international network configuration to assess finn＇s accessibility to unique technologies. This study was conducted by research analysis in the aerospace industry. The total sample size used in this study is 125 cases of international R＆D consortiums from January 1980 to December 2000. The result of this study supports the effects of ＂strength of tie＂ and ＂characteristic of actors＂ on the technology transfer explained by network theory. It also demonstrates that the international network structure that would facilitate the technology transfer is shaped by dual type of tie; the apparent type of tie is general, usual, and functional tie, and the hidden one is the national culture.

Logic of Citizen Participation in Sustainable Development

Sustainable development,a concept which has been built with the sustainability of economic progression as a main thrust,has been a widely preferred model to traditional developmental models.However,the real meaning of what sustainable development is and should include has been an object of debate.On the one hand,differing from traditional economic developmental models,economic progress does not necessitate the practice of ‘sustainable development'.On the other hand,current levels of science and technology are still unable to solve several problems that arise with economic development.Sustainable development has transferred the responsibility of environmental destruction to that of developing countries.Lastly,instead of utilizing the best technology and leadership into formulating excellent environmental-protection policies,it is more important to create widespread awareness to the public on the need to protect the environment and thereby engage their participation in decision-making to actually realize what is truly ‘sustainable development'.

自由贸易试验区助力新质生产力形成的机理与策略分析

高水平对外开放是加快发展新质生产力和构建新发展格局的强大外部动力。自由贸易试验区建设作为推进高水平对外开放的重要举措,是以改革开放创设良好国际环境的开路先锋,是以制度型开放发展新质生产力的先导示范。文章通过分析自由贸易试验区助力新质生产力形成的机理发现,自由贸易试验区作为改革开放的新高地,契合新质生产力高水平对外开放、科技创新、产业升级和绿色发展的理念和定位。为进一步发挥自由贸易试验区对新质生产力的先行驱动作用,未来应从单一自由贸易试验区、区域跨自由贸易试验区、自由贸易试验区与自由贸易区的视角出发,聚焦自由贸易试验区特色产业,布局创新链和产业链,构建新质生产力所需产业体系;推进区域多个自由贸易试验区合作,促进科技协同创新,打造战略性新兴产业集群;加强自由贸易试验区与自由贸易区的协同联动,主动融入区域经济一体化的创新链和产业链,为新质生产力发展营造良好的国际环境。

国家自主创新示范区设立与服务贸易高质量发展

自主创新是实现企业高质量发展、提升国际竞争力的必由之路。基于1997—2021年中国省级数据,使用合成控制法和双重差分法实证分析了国家自主创新示范区设立对服务贸易高质量发展的影响及其机制。研究发现,国家自主创新示范区设立能显著促进服务贸易高质量发展,且通过技术创新和产业结构升级促进了服务贸易高质量发展。异质性分析发现,相较于中西部地区,国家自主创新示范区设立对服务贸易高质量发展的促进作用在东部地区更大。因此,中国应继续鼓励国家自主创新示范区扩围发展,加快科技成果转化,中西部地区要大力发展科技服务业,以促进服务贸易高质量发展。

新时期新型工业化绿色发展道路及其意义研究

新时代新征程的发展格局下,新型工业化是建设中国式现代化经济体系的重要组成部分,绿色发展则是实现新型工业化高质量发展的必由之路。本文详细解读党的二十大报告和相关政策文件,梳理了如何实现新型工业化的绿色发展,明确了发展新能源产业、升级传统工业结构、健全经济体制以及构建降碳标准体系是绿色发展工业的四条重要道路。同时,通过分析绿色发展工业的具体路径,得出技术创新是新型工业绿色发展的原动力,有助于推动中国工业实现高质量发展,推进中国式现代化的发展进程。

国家重点森林生态功能区产业生态化水平测度与产业-生态的协调发展

以9个国家重点森林生态功能区作为实证研究区域,构建产业化和生态化两个子系统及产业生态化系统发展水平评价指标体系,运用熵值法、耦合协调度模型、剪刀差模型、耦合度模型、Dagum基尼系数和MGWR模型等方法,从县域尺度测度生态功能区建设12年来产业化水平、生态化水平及产业生态化水平发展变化,分析产业化、生态化两个子系统协调发展水平、发展速度差异及动态演化趋势,剖析影响产业生态化发展因素为产业生态化健康发展提供科学支撑。结果表明:(1)12年间产业生态化呈低水平的小幅上升态势,9个功能区间的最大差距呈先下降后上升的波动发展态势。不同功能区间产业生态化水平及产业化水平、生态化水平差异均较大,不同功能区产业生态化水平发展变化的主要内部动因存在较大差异;产业化水平和生态化水平总体均呈小幅上升态势,产业化总体水平低于生态化水平,9个功能区间的最大差距均呈先下降收敛后上升发散的态势;产业生态化、产业化、生态化水平均表现为前一阶段增长快于后一阶段,且后一阶段增速下滑幅度大。(2)12年间产业化与生态化系统二者协调度实现由初级协调到中级协调的提升,9个功能区间协调水平最大差距呈持续上升发展态势。186个县域样本总体协调水平分布呈以初级、中级协调为主,濒临失调、勉强协调和良好协调县份少的“纺锤”形态;产业化增长速率快于生态化增长速率,产业化与生态化发展速率的剪刀差呈小幅下降态势,产业化与生态化发展间差异逐渐缩小,趋向于共同发展阶段。(3)城镇化率、人口密度、人均城乡居民储蓄存款余额、第三产业增加值/第二产业增加值、财政自给率、城镇居民人均可支配收入、每万人医院和卫生院床位数对产业生态化水平呈正向影响,且城镇化率为影响产业生态化水平的正向主导因素。

国家高新区与高新技术产业的耦合机理与实证分析

国家高新区与高新技术产业内部构成有所差异,但两者互为支撑、互为影响,存在很强的内在逻辑关联。在高质量发展战略引导下,探究国家高新区与高新技术产业的内在关联、耦合程度具有重要意义。本文从国家高新区与高新技术产业的耦合机理出发,从国家高新区对高新技术产业发展的驱动机理、高新技术产业对国家高新区高质量发展的反馈机理两个维度进行分析,构建国家高新区与高新技术产业综合评价指标体系,采用熵值法进行赋权,并测算两者的耦合度和耦合协调度,从不同视角分析其特征。实证结果表明:(1)两子系统的耦合协调度相比于全国整体走势而言是上升的,但不同时间区间耦合协调度的等级不同。2009—2011年,耦合协调度处于勉强与低度耦合等级之间,2012年达中级耦合水平,2018年起处于高度耦合类型。(2)分年度看,2009—2010年耦合协调度类型为勉强协调,2012—2013年为低度协调,2014—2019年为中度协调,2020年达到高度协调。(3)分区域看,近年来东部、中部、西部耦合协调度值高于东北地区,但各区域整体表现为波动中呈上升趋势。

科技赋能健身产业高质量发展的现实基础、核心特征及路径选择

随着5G、物联网、大数据、人工智能等高新技术的飞速发展及其在健身行业的广泛应用,健身产业持续发展并催生出一批新兴业态。运用案例分析等方法,梳理科技赋能健身产业高质量发展的现实基础和核心特征,并对智能化健身的应用形态进行分析。研究认为,数字化推动传统健身智能化发展、疫情推动原有健身行业重构、全民健身促进健身消费需求升级是科技赋能健身产业的现实基础。健身形式多元化、应用场景多样化、产品设计人性化是科技赋能健身产业的核心特征。培育健身产业“新市场”、开发健身产业“新动力”、发展健身产业“新业态”、创建健身产业“新保障”是科技赋能健身产业高质量发展的路径选择。

数字经济对全国统一农产品大市场的影响效应分析

选取2013—2022年中国30个省级面板数据,利用双重固定效应模型与空间计量方法实证检验数字经济对全国统一农产品大市场的影响效应。结果表明,数字经济能够显著促进全国统一农产品大市场建设,且二者间关系呈倒“U”型特征;数字经济对全国统一农产品大市场建设的推动作用在东部、中部以及东北地区显著,在西部地区不显著;数字经济与全国统一农产品大市场均具有显著正向空间溢出效应;数字经济对本地区全国统一农产品大市场具有直接促进效应,对周边地区产生较强的挤出或竞争效应。

国家审计对低碳转型发展的影响研究——来自领导干部自然资源资产离任审计试点的证据

低碳转型发展是实现“双碳”目标的必由之路。为探索国家审计推动低碳转型的作用路径,采用283个地级市面板数据为样本,构建多时点双重差分模型,检验领导干部自然资源资产离任审计试点对低碳转型发展的影响。研究发现:审计试点可通过推动产业结构升级、降低煤炭能源消费占比、促进绿色技术进步、保护林草资源等途径助力低碳转型。进一步分析发现,审计试点对低碳转型发展的影响存在空间外溢效应,且在政府审计独立性较高的地区、审计机关负责人具有监督背景的地区、低碳政策实施地区以及对自然资源依赖程度较高的地区,审计试点推动低碳转型的作用更加显著。研究结论有助于“双碳”目标下领导干部自然资源资产离任审计评价标准的构建,也为国家审计推动中国经济低碳转型发展提供必要的经验支持与政策注脚。

数智化创新政策如何推动企业新质生产力发展

数智化创新政策有利于企业劳动者、劳动资料、劳动对象及其优化组合的跃升,并能够优化供应链配置、加速数字化转型、促进数字技术创新,从而推动企业新质生产力发展。以“国家新一代人工智能创新发展试验区”建设为准自然实验,采用2013—2022年沪深A股上市公司和地级及以上城市的非平衡面板数据,运用多期双重差分模型进行政策效应分析,结果发现:数智化创新政策的实施显著提升了企业新质生产力水平;数智化创新政策能够通过促进企业供应链配置多元化、加速企业数字化转型、提高城市数字技术创新水平3条路径来推动企业新质生产力发展;数智化创新政策的企业新质生产力提升效应存在城市和企业异质性,表现为在东部地区城市、中心城市、大城市以及中小企业、融资约束程度较低企业、非国有企业中显著,但在中西部地区城市、外围城市、中小城市以及大型企业、融资约束程度较高企业、国有企业中不显著。因此,应积极实施和推广数智化创新政策,加快数智基础设施建设,深化市场化改革和金融体制改革,促进产业链供应链优化升级,有效推动企业新质生产力加快发展。

国家级承接产业转移示范区的低碳发展效应研究——以大湘西地区为例

基于2013—2022年大湘西地区各市(州)数据,采用双重差分模型,检验国家级承接产业转移示范区建设对大湘西地区低碳发展的影响。研究表明,国家级承接产业转移示范区有利于大湘西地区的低碳发展,且通过绿色技术创新投入和提升政府对低碳发展的关注度,有利于促进大湘西地区的低碳发展。

日本科技研发体制解析

日本是第二次世界大战以后最早提出科技立国的大国,深知在大国博弈中,科技领域是重要支柱。日本的科研体制重视以政府和国家为主导,官产学三方相结合。日本的科技体制并非简单的行政与社会体制,而是有其传统文化和社会基础的综合体系,是多方面因素推动产生的结果。尽管日本工业化先进水平主要体现在半导体技术与产业、材料技术和工业制造业等方面,但科技软硬件技术发展不平衡、在优势产业半导体领域上下游发展不平衡使其难以形成对相关整体供应链的主导力等。日本在科技人才培养和使用上也有自身弱点,而且受其经济长期低速运转影响,科技研发投入相较中国和美国相对下降,势必影响其未来科技竞争。

大数据战略对制造业高质量发展的影响研究

文章以国家级大数据综合试验区的设立作为准自然试验,考察大数据战略对制造业高质量发展的影响、作用机制以及空间效应。研究发现:国家级大数据综合试验区建设整体上促进了制造业高质量发展,且对邻近地区的制造业高质量发展具有空间溢出效应;试验区建设通过改善资本要素错配促进制造业高质量发展,而劳动力要素错配的中介作用不显著;产业结构升级增强了试验区建设推动制造业高质量发展的正向促进作用;在技术创新、互联网和人力资本发展水平高的地区试验区建设对区域内制造业高质量发展的积极作用更明显。
