The necessity of the agricultural policy-based finance in terms of supporting the new village construction is analyzed: in the first place, the theoretical roots of agricultural policy-based finance supporting new vil...The necessity of the agricultural policy-based finance in terms of supporting the new village construction is analyzed: in the first place, the theoretical roots of agricultural policy-based finance supporting new village construction are "market failure" and "government intervention"; in the second place, the continual decline of agriculture and the "rural financial market failure" in recent years have become the objective evidence and historical mission for agricultural policy-based finance to support new village construction; in the third place, the combination of agricultural policy-based finance and new village construction is conducive to solving the "three agriculture" problems and facilitating the reform of new village construction. The feasibility of the support is analyzed: firstly, agricultural policy-based finance boasts the status and position of the "primary drive" in new village construction; secondly, the nation continuously deepens the reform of rural financial system and policy-based banks and strengthens the functions of Agricultural Development Bank, which provides policies for agricultural policy-based finance to support new village construction; thirdly, the 14 years' reform and development of Agricultural Development Bank and the eleventh five year plan lay sound practical basis for the support of agricultural policy-based finance to new village construction. Based on the necessity and feasibility, the following six aspects are analyzed to fully display the function of the "first engine" of agricultural policy-related finance to new village construction. With the advent of the era of big data and artificial intelligence, new infrastructure construction(NIC) has attracted the attention of many countries. The development of NIC provides an opportunity to bridge the digi...With the advent of the era of big data and artificial intelligence, new infrastructure construction(NIC) has attracted the attention of many countries. The development of NIC provides an opportunity to bridge the digital divide and narrow the regional gap,providing continuous impetus to further promote economic development. Here, we considered 31 provincial-level administrative units in China(not including Hong Kong, Macao, and Taiwan of China due to data unavailable) and established comprehensive evaluation indicators for the development potential of NIC. Afterward, we used the entropy-weight TOPSIS model to determine the development potential of NIC and analyze its spatio-temporal evolution characteristics. Furthermore, the GeoDetector model was applied to explore the driving mechanism of the NIC development potential. The conclusions were as follows: (1) The Chinese NIC development potential is generally low. The eastern China was the region with the highest development potential year by year, while the development potential in the central China was found to be in an accelerating phase. (2) The evolution of the Chinese NIC development potential’s spatial pattern has been characterized by an inland extension and coastal agglomeration. Moreover, we identified a superior development zone, a rising development zone, an inferior development zone, and a declining development zone. (3) The scope of Chinese NIC development potential agglomeration areas has gradually expanded and its degree has gradually deepened. The range of high-value agglomeration in eastern area gradually expanded and its degree gradually deepened. (4) Investment in innovative talents appears as the core factor affecting the Chinese NIC development potential. Whether acting alone or synergistically with other factors, its promoting effect on Chinese NIC development potential is the strongest.展开更多

Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. On the basis of combing domestic and foreign related literature and research practice,the influence mechanism of the construction of new liberal arts was analyzed,and the fundamental tasks of the construction of new l...On the basis of combing domestic and foreign related literature and research practice,the influence mechanism of the construction of new liberal arts was analyzed,and the fundamental tasks of the construction of new liberal arts in Tibet were summarized.Based on 173 field questionnaires in Tibet,factor analysis was used to conduct empirical analysis.It is found that the cumulative contribution of the first,second,third and fourth common factor was 24.921%,21.742%,17.331%,and 14.206%,respectively.Professional orientation,the reform of talent training mode,teacher ability,quality and level of the teaching team,curriculum system reform,teaching content reform,education training service,and other evaluation indicators are the key points of the construction of new liberal arts.The research conclusion is that the construction of new liberal arts needs to highlight the"three positions";it is needed to plan and promote various resources to focus on the ability and level of professional teachers’social services;the managers and professional teachers should be the leaders and participants of the innovation of the talent training model respectively.Finally,relevant policy recommendations were put forward.展开更多

Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable lan...Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows:(1)the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;(2)land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;(3)total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land(INL),transportation land(TRL),rural construction land(RUL)and town construction land(TOL)are 45.03%,15.8%,15.47%and 11.5%,respectively;and(4)the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation's macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.展开更多

文摘Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows:(1)the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;(2)land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;(3)total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land(INL),transportation land(TRL),rural construction land(RUL)and town construction land(TOL)are 45.03%,15.8%,15.47%and 11.5%,respectively;and(4)the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation's macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.
