The new towns serve as dormitories for people workingin the metropolitan area. The commuters' reliance on publictransport is significant. The towns are thus far from self-containedeven aller 20 years of development. The public transport network,trip rate, peak factor, purpose, mode choice, costs and journey time,are signilicantly different from those originally estimated. Thesemay be related to distance from the metropolitan area,theavailability of modes, the structure of the public transport netwrk,and changs in the economical structure of Hong Kong. lt suggeststhat the direct and indiscriminant importation of Westernplanning practice to plan new towns with an oriental socio-economicsetting deserves critical review.展开更多

In this study, from the three levels of plan EIA policy framework, five problems of plan EIA in power sector were analyzed according to the current situation of plan EIA in power sector. One of the fundamental issues in developing countries is how to evolve tax policies that can generate sufficient revenue for government activities.Consequent upon the above,this study examined tax policies and plannin...One of the fundamental issues in developing countries is how to evolve tax policies that can generate sufficient revenue for government activities.Consequent upon the above,this study examined tax policies and planning in developing sub-Saharan African countries.It adopted table content analysis and descriptive statistics in its methodology.The study observed that aggressive tax planning which the Multi-National Corporations execute through royalty payment,interest payment,strategic transfer pricing and treaty shopping,among others,has caused countries around the globe huge revenue losses annually and has become a matter of serious concern to both the developed and developing economies.The implication of this is that achievement of objectives of tax policies and their reforms will remain a mirage in sub-Saharan African countries.The study concluded that the prevalence of illicit financial outflows in the form of tax evasion and avoidance in the guise of aggressive tax planning by multinational corporations,however,makes Africa’s tax policies worse.It was recommended that the Organization for Economic Corporation and Development,and the G-20 should involve developing countries in the Base Erosion and Profit Shifting project as they are the worst victims of these activities.展开更多

Previous studies mainly attribute the failure to unsystematic urban planning, problems of governance or implementation, and rapid economic development. We suggest that an underestimation of urban population numbers is also a key factor, and that population forecasting methods currently in use need to be revised Using panel data covering 110 major countries across 60 years (1950-2010), this study examined the relationship between large cities, and countries' population numbers, urbanization rate, land area, and four dummy variables.
