Tourism is increasingly prominent for economic and social development,both as a strategic pillar industry of national economy and as a modern service industry that satisfies people’s aspirations for a better life.This paper probes into tourism development and opening up from the perspective of the new development pattern with dual circulation,which is of practical implications for the tourism development.Balancedly developing domestic and inbound and outbound tourism-accelerating domestic tourism,expanding inbound tourism,and regulating outbound tourism-is an important way for tourism integrating into the new development pattern.For this point,it is essential to fully play the decisive role of market mechanisms and better play the regulatory role of the government.Multiple measures should be taken for the rapid,high-quality and sustainable development of tourism and for the mutual promotion of domestic and international tourism,so as to lay the foundation for making China to be a world tourism power.

Demand-Side Reform:A New Mission to Promote the Dual Circulation Development Pattern

Beginning with increasing effective demand,thedemand-sidereformadvocates for the strategy to expand domestic demand,rectifies distortions in the demand structure,and further aligns demand and supply by reforming the mechanisms for demand formation and regulation,matching supply and demand structures,and easing restrictions on demand.This will enhance economic growth potential and operational efficiency.The demandside reform contributes to developing a super-large-scale market and optimize market functions to form a unified national market.It also helps address significant structural distortions within domestic circulation and move faster to form a new development pattern of dual circulation.As demand-side reform inevitably deals with the vested interests of stakeholders,it presents challenges on par with supplyside structural reform.Therefore,due attention must be given in terms of priority and weight by increasing operational and property household income,transforming governmentt functions,rectifying any excessive market-orientedreforms in certain public service sectors,among others.

The Chinese economy is currently undergoing a digital transformation.New growth drivers are replacing old ones,creating a new development landscape.Countries with strong digital industries will be the first to reap the benefits of digitalization.For China,the transformation to a digital economy is both of inevitability and heterogeneity fueled by dual circulations.Crowded out from more skill-based digitalized sectors,less-skilled labor moves to less digitalized sectors.New capital,industries and technology clusters emerge as new drivers of manufacturing and service sector development.With its large domestic market and industrial competitiveness,China has fostered a new development landscape of“dual circulations”.

Theoretical Logic and Empirical Facts of Consumption Structure Upgrade and Domestic Value Chain Circulation under the New Development Pattern

Under the new development pattern,this paper explores the characteristic tendencies and intergenerational changes of consumption structure upgrade(CSU)as well as the theoretical logic and empirical paradigm affecting the domestic value chain circulation.This paper constructs a region-industry decomposition framework for domestic value chain circulation based on backward demand to explore the impact of CSU on domestic value chain circulation.The results show that:first,CSU can optimize the structure of domestic value chain circulation and strengthen inter-regional value chain linkage;second,CSU promotes domestic value chain circulation through innovation drive,resource optimization and industrial coupling;finally,the domestic value chain circulation effect caused by CSU may be constrained by market segmentation,and accelerating regional economic integration across a country can help build up the main position of domestic value chain.

Make Coordinated Efforts to Advance the Building of Modern Circulation System in the Context of the New Development Pattern

The circulation system links production and consumption.It is not only the basis on which the new development pattern is built but also an important guarantee for achieving domestic circulation.During the 14th Five-Year Plan period,improving the modern circulation system is essential for ensuring unimpeded domestic circulation and supporting high-quality economic development.This paper expounds on the new changes of and requirements on the circulation system under new circumstances,summarizes the current situation of the circulation system,analyzes the problems and challenges that the circulation system is faced with according to new requirements,and makes recommendations and puts forward main measures in a targeted way,so as to provide references for promoting coordinated development of the modern circulation system.

新质生产力、双循环联动与共同富裕

文章以2012—2022年为考察区间,选取我国276个地级及以上城市面板数据,就新质生产力对共同富裕的影响效应与作用机制展开研究。基准回归结果发现,新质生产力可显著推动共同富裕;异质性分析显示,新质生产力对共同富裕的影响效应具有城市规模异质性和分时段异质性;中介效应检验表明,国内循环、国际循环以及双循环联动在新质生产力与共同富裕之间发挥中介效应;门槛效应结果证实,随着数字金融水平不断提升,新质生产力对共同富裕的影响效应持续扩大。研究结论有利于进一步发挥新质生产力“助推器”作用,为实现共同富裕目标提供有益借鉴。

Research on the Scientific Connotation of New Development Pattern

General Secretary Xi Jinping’s important exposition on building the new development pattern is an important theoretical viewpoint of socialist political economy with Chinese characteristics.The theory is to understand and reveal the objective law of the development of things,which requires us to use the theoretical method of economics to demonstrate the understanding and grasp of the objective law of the economy.The ideological source of the important exposition on new development pattern can only be explored in Marxist theory.Marx’s surplus value theory is based on an analysis of the economic cycle of capitalist domestic production,distribution,circulation and consumption,and reveals the general law of socialized mass production.The important exposition on the new development pattern is precisely the application,innovation and development of this scientific principle under the condition of socialist economy.Scholars should not examine,understand or explain the objective requirement of“taking the domestic market as the mainstay”from the perspective of“dependence on foreign trade”.An empirical study on the contribution of China’s three major demands to economic growth shows that the important judgment on the new development pattern not only reveals the basic characteristics of China’s economic development,but also points out its future trend.That“domestic and overseas markets reinforce each other”is not only a summary of China’s historical practice in its economic interaction with the rest of the world,but also denies the one-sided theoretical viewpoint in Western mainstream international economics,and reveals the objective law of the dynamic balance between China and the open world economy on the basis of pluralistic balance.The important exposition on the new development pattern also contains the main contents of how to implement the new development philosophy and deepen the reform inevitable in building a modern socialist country in the new development stage.It is the theoretical cornerstone of the guilding ideology of deepening reform.

流通数字化赋能全国统一大市场建设的机理与效应研究

建设全国统一大市场是加快构建新发展格局的基础支撑和内在要求。本文聚焦流通数字化发展对全国统一大市场建设的影响,实证检验流通数字化赋能全国统一大市场建设的传导机制和异质特征。研究发现,流通数字化发展能够显著促进全国统一大市场建设,且该研究结论具有较强的稳健性。机制检验结果表明,流通数字化发展能够通过加快创新要素流动、扩大企业规模、释放消费潜力等途径促进全国统一大市场建设。异质性检验结果表明,在基础设施水平、城镇化率和人口集聚程度较高地区,流通数字化对全国统一大市场建设的促进作用较为明显。进一步研究发现,流通数字化与统一大市场之间存在基于基础设施、城镇化率和人口集聚水平的门槛效应。本文研究结论为我国进一步加快流通产业的数字化转型、破除区域间要素流动壁垒、推进统一大市场建设提供了经验证据。

服务业开放、数字化赋能与国际循环质量提升

服务业高水平对外开放及数字赋能,是我国进一步提升国际循环质量和水平的重要内容,也是构建新发展格局的有力抓手。自改革开放以来,我国服务业开放已历经45年,但服务贸易发展不均衡不充分的特征依旧明显。从生产成本,贸易成本,贸易方式、贸易对象和贸易主体等层面,对我国服务贸易开放发展进行数字化赋能,现阶段仍存在政策性壁垒较高等问题。从全球价值链分工的视角看,继续逐步降低服务要素流动的政策性成本,能够从全球价值链分工地位、全球价值链参与的安全性与稳定性以及国际经贸规则制定中的话语权等方面,提升我国的国际循环质量。此外,数字技术的发展同样能够以独立或者与服务业开放互动的形式促进我国国际循环质量的提升。

我国国内大循环的测度、解构及内生动力研究:基于构建全国统一大市场的视角

党的二十大报告指出要增强国内大循环内生动力和可靠性,准确测度、分解并动态描述我国国内大循环及区域间和产业间循环的水平、结构及时空演变趋势,找到畅通国内大循环发展的内生动力有重要意义。运用价值链循环分解方法对中国国内大循环水平进行测度,并从构建国内统一大市场的视角揭示国内大循环的内生动力。研究发现:中国各产业增加值主要依赖于国内循环,国内区域间循环占比远高于国内产业间循环占比,省外循环水平也略高于省内循环;国内大循环存在一定的空间相关性和地域差异,水平较高的省份主要分布在沿海沿江经济带;我国国内大循环发展整体上呈下降趋势,国内大循环在各区域(省份)的差异逐渐增加;构建全国统一大市场可有效抑制各省份的国内循环水平差异,提升整体的国内大循环水平,作用路径体现在通过消除生产、分配、流通和消费4个环节的堵点提升区域间循环水平。研究结论有利于从定量的角度深入理解国内大循环的现状与趋势,对于构建国内统一大市场、畅通国内大循环具有一定的启示意义。

新时期推进高质量发展的若干路径

进入“十四五”时期,构建双循环新发展格局是促使我国迈向高质量发展的必经之路,新发展格局及其构建问题成为理论界探讨的一个焦点。文本着眼新发展格局的理论内涵与实施方略,对阐释新发展格局构建问题的现有文献进行全面梳理和评述,并论述相关实证研究:基于国内循环和国际循环间的关系对双循环新发展格局的科学内涵进行阐释,利用政治经济学理论、大国经济发展理论、经济增长理论、国际贸易理论和“阶段—模式—动力”三维理论对双循环新发展格局展开逻辑说明,并探讨新发展格局的历史逻辑;在实施方略方面,从国际环境、我国国内条件和需要应对的突出矛盾角度探讨双循环新发展格局的实践背景,从产业升级、收入分配、资源分配、现代物流能力改善、扩大内需、数字经济、经济社会基础等角度探讨双循环新发展格局的构建方略;在实证研究方面,论述全球产业链和区域融合发展对产业升级的影响以及双循环新发展格局能否对全要素生产率发挥促进作用。最后,文本对新发展格局构建问题的现有研究作出评价,对未来研究进行展望。

“双循环”新格局下中国省域旅游协同发展研究

旅游业具备较强的辐射和联动作用,同时也具备较好的内外循环能力,区域旅游协同发展对促进区域旅游高质量发展、推动国内旅游内循环、疏通国际旅游外循环具有重要意义。文章以中国31个省域为研究对象,构建中国旅游协同发展的评价指标体系,运用耦合协调模型与标准差椭圆分析中国旅游协同发展状况与演化趋势,运用引力模型与社会网络分析法研究各省域旅游协同发展的空间联系强度。研究表明:(1)中国旅游协同发展总体上呈现“东部隆起,西部凹陷,中部衔接”的态势,形成马太效应,旅游协同发展重心逐渐向西南移动;(2)空间联系的网络结构逐渐向面状式聚集,在东部与中部形成的增长极发挥核心辐射作用,以空间联系强度为划分标准的聚类逐渐集中并打破地域限制。由此提出,东部应用创新突破旅游协同发展瓶颈,中部需要充分挖掘自身旅游优势,西部各方面起头并进,统筹发展;充分调动各省域之间的旅游活力,促进旅游各要素在区域间的流动,实现由小区域向大区域推进旅游协同发展,逐步提高中国整体旅游协同发展水平。

本土市场规模与制造业出口复杂度——基于国内国际市场协同的视角

在“双循环”新发展格局下,利用我国超大规模市场优势提升出口产品的复杂度显得尤为重要。通过构建本土市场规模影响出口复杂度的理论模型,采用147个国家(地区)205种制造业产品的出口数据进行实证检验,研究结果表明:本土市场规模对制造业出口复杂度呈显著促进效应,且这种作用在数字基础设施高水平国家、非毗邻大国国家以及发展中国家中表现得更为突出。渠道检验显示,本土市场规模可以通过提高技术创新水平进而影响出口复杂度。此外,基于国内、国际两个市场协同的视角,发现发展中国家进口依存度与本土市场规模具有协同效应,能够促进出口复杂度的提高,其出口依存度则存在负向作用,而发达国家则相反。

构建新发展格局视域下的营商环境治理研究

营商环境治理作为中国国家治理的重要部分,是国家治理体系和治理能力现代化的重要标志,也是中国式现代化在经济领域的突出表现,彰显着国家治理现代化水平。因此,要牢牢把握营商环境发展方向,坚持以习近平新时代中国特色社会主义思想和党的二十大精神为指导、以中国式现代化为目标、以马克思主义中国化时代性成果和经验为基础,将营商环境的制度优势转化为国家治理效能。文章以中国式现代化作为营商环境治理的方向引领,以大国经济发展理论、新新贸易理论、马克思主义政治经济学为理论支撑,剖析了构建新发展格局视域下营商环境治理的内在机制,即大国经济理论从“人口规模巨大的现代化”出发,从人口规模多样性和市场多样性的现实角度,揭示了构建形成强大国内市场的重要意义;共同富裕、物质文明与精神文明相协调、人与自然和谐共生的中国式现代化目标,与新新贸易理论中基于企业异质性、挖掘企业潜力、关注企业参与度与社会责任感、最终实现产业整体效益的逻辑相符合;马克思主义政治经济学追求的国民经济良性循环目标,从国内国际“双循环”的角度,诠释了“和平发展道路”的政治经济学内涵。其次,文章基于三大理论基础,解析新发展格局视域下营商环境治理促进经济发展的多维动态逻辑,即基于大国经济发展理论的要素市场化配置逻辑、基于新新贸易理论的产业链供应链升级逻辑与基于马克思主义政治经济学的现代流通体系建设逻辑。最后,文章将营商环境治理的多维动态逻辑融入中国当前构建新发展格局的目标取向和战略选择中,提出构建新发展格局视域下营商环境治理的市场化改革路径、创新驱动路径和“放管服”改革路径,三条作用路径相辅相成、协同发力,以制度创新为新发展格局经济体系注入源源不断的活力。
