Result/Conclusion: The study defines the concept of Leading Cadres’ new media from the perspective of media practice, determine its position as a media communication platform in the government affairs new media communication system and its relationship with the other elements, and then systematically review the evolution of its media practice from personal website, blog, microblog and microblog to WeChat, live show. On this basis, with the Harold Lasswell communication model, this article summarizes leading cadres new media communication characteristics from five aspects: content producer, content, channel, audience, and effect. The new environment provided activists, politicians, civil society, and youth among others, who want to express their opinions and share their views, with various channels and means of corranunication to be part of the political action and to participate in the decision-making process. Social media played an important role in mobilizing youth to rally and protest. This is to say that a new model of communication has emerged with this new environment. The receiver has become the sender and the producer of the message. The process of communication, therefore, has been changed from one to many to from many to many, and everybody became sender and receiver at the same time. The main research question this paper aims to answer is: Are social networks enough to change the political and economic scene in the Arab World? And is there a relationship between the new communication environment and Arab spring? The year 2011 has been in the Arab world the year of social networks and radical changes in the political scene where a score of dictators were ousted. New political communication networks and mechanisms took place, and for the first time in Arab political communication, public opinion was a major political player. Social networks helped tremendously the formation of new public sphere where the public finds its way in the media and communication processes. At their best, new media can mobilize crowds and masses to rally and protest. They can give a social perspective to movements. However, they can't make change and implement democracy. After the collapse of the regimes in Tunisia and Egypt, things are not getting any better. There are some blogs which were created by Georgian bloggers. They were trying to express civil activities, wanted to be involved in information war and provide information to western online space. The author of this paper reviews these online recourses. She is trying to study what kind of publications people could come "across, which one dominated-- materials based on information or on personal feelings, how frequently the blogs were renewed, how many readers visited these websites and etc. The purpose of the research is to find out how effective working with these groups was; whether the world leader TV or newspaper agencies used these alternative media publications and photos as the source of information or not. From the very beginning of the war several groups were formed in Facebook which is the unconditional leader in the social networks. The aim of these groups was to protect Georgia from Russian aggression. Most of these groups united Georgia's supporters but people also met supporters of Russia and Ossetia. These are open groups of interactive type where anybody and not only by the registered members could participate. The members, besides leaving comments and taking part in discussions, could also upload photos and videos. Consequently, we came across shots describing Russian aggression as well as facts of bombing Ossetia by the Georgian side.展开更多

The in...Organizations serving rural communities in Kenya have found use for media as a tool of replacement for personal interface in the daily communication with the beneficiaries of their programmes in deprived areas. The interactions between two non-governmental organizations (NGOs) and rural beneficiaries in Isinya, Kajiado County, provide case studies of how NGOs modernize their outreach via new media and how beneficiaries respond to the change. The research was not only concerned with the presence of information technology (IT) and online facilities in remote and deprived locations. It also evaluated responses to the replacement of person-to-person contact with technologies, such as social media, the Internet, Compact Disc-Read Only Memory (CD-ROMs), and Digital Versatile Disc (DVDs). Conducted in four focus groups, the research evaluated the uptake of new media technologies by beneficiaries following the transition, asked whether beneficiaries engaged with the materials being communicated, and assessed whether this confluence of technology and culture had eased the flow of communication, or unsettled it. Evidence of discomfort among the older (over 50-year-old) beneficiaries stemmed from fear of failure to master the technologies and a desire for a continuation of regular interpersonal interaction with the NGO field officers (whose field trips were scaled back in preference of computer-mediated communication). However, younger (under 40-year-old) beneficiaries were less insistent on regular interpersonal visits and were appreciative of the use of technology, and of the building of Maarifa Centres to give the beneficiaries free access to internet, DVDs, and hard drive-based information materials. Another demographic, beneficiaries aged between 40 and 50 years old, said they were not comfortable with the change and wanted the interpersonal interaction to continue, but were open to a longer-term transition once the beneficiaries were all conversant with the uses of the new technologies. The study recommends a better managed transition that accommodated the beneficiaries’ fears, misgivings, and cultural preference for verbal, face-to-face consultation.展开更多

文摘Nowadays,the communication of traditional culture is facing various challenges,including limitations of traditional culture itself,decrease of inheritors,poor construction of structure,and heterization of connotation,as well as conflicts between Chinese and foreign cultures in the context of globalization.New media has provided more opportunities for the communication of outstanding Chinese traditional culture.This paper analyzed the role of new media in completing the structure and expanding the scope of communication of outstanding Chinese traditional culture,and proposed strategy for optimizing the communication route from the perspective of improving environment,changing content,and adjusting strategy.The contributions of new media to the communication of Chinese traditional culture should be highly appreciated.

文摘This paper is to study the role of new media in Russian-Georgian August War 2008. There are some blogs which were created by Georgian bloggers. They were trying to express civil activities, wanted to be involved in information war and provide information to western online space. The author of this paper reviews these online recourses. She is trying to study what kind of publications people could come "across, which one dominated-- materials based on information or on personal feelings, how frequently the blogs were renewed, how many readers visited these websites and etc. The purpose of the research is to find out how effective working with these groups was; whether the world leader TV or newspaper agencies used these alternative media publications and photos as the source of information or not. From the very beginning of the war several groups were formed in Facebook which is the unconditional leader in the social networks. The aim of these groups was to protect Georgia from Russian aggression. Most of these groups united Georgia's supporters but people also met supporters of Russia and Ossetia. These are open groups of interactive type where anybody and not only by the registered members could participate. The members, besides leaving comments and taking part in discussions, could also upload photos and videos. Consequently, we came across shots describing Russian aggression as well as facts of bombing Ossetia by the Georgian side.
文摘Organizations serving rural communities in Kenya have found use for media as a tool of replacement for personal interface in the daily communication with the beneficiaries of their programmes in deprived areas. The interactions between two non-governmental organizations (NGOs) and rural beneficiaries in Isinya, Kajiado County, provide case studies of how NGOs modernize their outreach via new media and how beneficiaries respond to the change. The research was not only concerned with the presence of information technology (IT) and online facilities in remote and deprived locations. It also evaluated responses to the replacement of person-to-person contact with technologies, such as social media, the Internet, Compact Disc-Read Only Memory (CD-ROMs), and Digital Versatile Disc (DVDs). Conducted in four focus groups, the research evaluated the uptake of new media technologies by beneficiaries following the transition, asked whether beneficiaries engaged with the materials being communicated, and assessed whether this confluence of technology and culture had eased the flow of communication, or unsettled it. Evidence of discomfort among the older (over 50-year-old) beneficiaries stemmed from fear of failure to master the technologies and a desire for a continuation of regular interpersonal interaction with the NGO field officers (whose field trips were scaled back in preference of computer-mediated communication). However, younger (under 40-year-old) beneficiaries were less insistent on regular interpersonal visits and were appreciative of the use of technology, and of the building of Maarifa Centres to give the beneficiaries free access to internet, DVDs, and hard drive-based information materials. Another demographic, beneficiaries aged between 40 and 50 years old, said they were not comfortable with the change and wanted the interpersonal interaction to continue, but were open to a longer-term transition once the beneficiaries were all conversant with the uses of the new technologies. The study recommends a better managed transition that accommodated the beneficiaries’ fears, misgivings, and cultural preference for verbal, face-to-face consultation.
