At present, China has about 36% of the global rare earth reserves, but provides 90% of the world's supply, which has generally met world demand and promoted the development of the world economy. In order to continuously and stably supply rare earths to international markets, the Chinese Government has financially supported the Institute of Multipurpose Utilization of Mineral Resources within the China Geological Survey to study the utilization of low-grade rare earth ores. Following many years of experimental research, the project has developed a new technology entitled "Flotation to Form Agglomerates and then Magnetic Separation", which will bring a technological revolution to the world's light rare earth ore dressing. 展开更多

Employees in new business forms face higher occupational injury risks and the plight of“falling in the gap in the protection network”of work-related injury insurance.The existing three types of occupational injury protection models are based on the reflection and reform of traditional occupational injury insurance.The readjustment path of occupational injury insurance is the most desirable among them.Occupational injury protection for employees in new forms of business is based on the concept of human rights protection,with the right to equality,social insurance and occupational safety and health as the direct basis.The top-level design of the system should be based on the appropriate“decoupling”of work-related injury insurance and labor relations,and rely on the technological empowerment of the digital age to explore the establishment of a work-related injury insurance system that is both mandatory and flexible.For the specific system building,in the dimension of mandate,the commercialization of benefits payment should be realized while expanding the statutory coverage of work-related injury insurance;while in the dimension of flexibility,it should be based on the characteristics of employees.Corresponding rules and regulations should be adjusted in terms of management model,work-related injury identification,and treatment calculation and payment. 展开更多

In recent years,despite the global economic recession and steel oversupply,the demand for high strength steel( HSS) and advanced high strength steel( AHSS) sheets has robustly increased. To supply the materials needed for automotive manufacturing,various AHSS products and application technologies have been developed by Baosteel,including the 1st,2nd,and 3rd Gen. AHSS,which makes Baosteel the world’s first steel maker to commercially provide all three generations of AHSS. Recently,the new Gen.( the 2nd and 3rd Gen. combined)AHSS products,which feature ultra-high strength and enhanced ductility,have drawn great attention from both steel makers and the automotive industry as these products can be used to produce auto parts with complicated shapes by cold forming and have great potential for manufacturing car bodies that are lighter in weight and have higher crash resistance. In this article,the concepts,properties,and applications of Baosteel’s new Gen. AHSS products,including quenching and partitioning( QP) steels,twinning-induced-plasticity( TWIP) steels,and Medium-Mn( Mn-TRIP)steels,are described and reviewed. The discovery of new-type ore deposits, an important approach to guarantee the mineral resources supply in the 21st century, often brings about a gigantic increase in the mineral resources reserves. The analysis of mineralization system is of great importance to the discovery of new type ore deposits. ① The understanding of the relationship among various ore deposit types within a mineralization system in a region can help us to locate the unknown ore deposit types from the known ore deposit types, evidence that has been proved in the mineral prospecting history of ore belts in the middle and lower reaches of the Yangtze River, China. ② The understanding of the spatial structure of a mineralization system, especially of the vertical zonation, is helpful for the discovery of the concealed ore deposit types. ③ Clarifying the temporal structure of a mineralization system, including the iteration relationship between the mineral deposit types in the mineralization, leads to the location of the missing mineralization chains from the known mineralization chains (mineral deposit type), a method often proved to be effective in the magmatic hydrothermal mineralization system.④ Clarifying the factors restraining the diversity of mineral deposit types in mineralization system leads to the discovery of the potential of new type mineral deposits in relevant region. ⑤ Studying new mineralization setting and new ore forming processes leads to discovery of new type mineral deposit. More probabilities of discovery of new type mineral deposits are present in biogenic mineralization system, deep sea mineralization system, low temperature mineralization system, tectonic mineralization system and superimposed mineralization system. 展开更多

Based on the generalized bilinear method, diversity of exact solutions of the (3 + 1)-dimensional Kadomtsev-Petviashvili-Boussinesq-like equation is successfully derived by using symbolic computation with Maple. These new solutions, named three-wave solutions and periodic wave have greatly enriched the existing literature. Via the three-dimensional images, density images and contour plots, the physical characteristics of these waves are well described. The new three-wave solutions and periodic solitary wave solutions obtained in this paper, will have a wide range of applications in the fields of physics and mechanics. 展开更多

Abstract:With the rise of new business forms,the traditional industrial-era model of binding social insurance to labor relations is facing unprecedented challenges.In the context of these new busi-ness forms,whether the protection of workers’social insurance rights and interests can be“decoupled from labor relations”has become a hotly debated topic in academia,with“the ability to establish labor relations”emerging as a key variable influencing government depart-ments’policy choices on classified social insurance coverage.Based on this,the paper constructs a theoretical model of the correlation be-tween social insurance and labor relations to analyze cases concern-ing the protection of social insurance rights and interests of workers in new business forms.It examines the advantages and disadvantages of binding social insurance to labor relations and suggests promoting so-cial insurance policy innovation by transcending labor relations.The paper advocates abandoning the path dependency that starts with la-bor relations and clarifying the theoretical basis that workers’access to social insurance rights should be based on labor rather than em-ployment.To adapt to the profit model of new business forms,it pro-poses establishing a rule of“proportional responsibility for commis-sions,”where the social insurance contribution base is determined by the proportion and amount of corporate commissions.By reasonably setting rates,it will protect the healthy development of new business forms in a balanced manner.In this way,enterprises can share social insurance responsibilities according to unified rules without worrying about being classified as having a labor relationship,which helps fully protect workers’social insurance rights and interests and promotes fair competition and healthy development among enterprises. 展开更多

新就业形态创造了大量就业岗位已成为社会共识,但其就业规模和占就业人口比例一直未得到系统回答,导致相关政策出台缺乏依据。本研究构建了依托住户端调查数据和平台端大数据两个数据维度的新就业形态从业者就业规模测度方法。在此基础... 新就业形态创造了大量就业岗位已成为社会共识,但其就业规模和占就业人口比例一直未得到系统回答,导致相关政策出台缺乏依据。本研究构建了依托住户端调查数据和平台端大数据两个数据维度的新就业形态从业者就业规模测度方法。在此基础上,以W市劳动力调查数据为基础,结合职业伤害保障制度数据,对该市新就业形态从业者比例和就业规模进行了测算。研究结果显示,在未修正前,2023年上半年新就业形态从业者规模达61.42万人,占全市就业人口比例为4.97%;使用职业伤害保障等数据修正后,该市新就业形态从业者规模为100.38万人,占全市就业人口比例为8.13%。2019—2023年上半年,W市新就业形态从业者比例不断波动。2020年初,受到新冠疫情影响,新就业形态就业比例出现快速下降。2023年开始,新就业形态就业比例又重新开始上升。具体类别中,用车服务、物流服务、生活服务、网络直播、中介服务等新就业形态就业比例上升;而金融服务,商品交易,承接生产订单,知识、技能、娱乐、广告等线上服务新就业形态类别比例下降。本研究构建的依托住户端调查数据和平台端大数据相结合的测度方法避免了新就业形态就业规模的低估和高估。 展开更多

以数字技术创新发展易货贸易,不仅是贯彻落实“发展数字贸易,加快建设贸易强国”重要精神的表现,也是加快形成和发展习近平总书记提出的“新质生产力”的重要表现。在以数字技术为代表的新一轮信息技术革命下,易货贸易通过数字赋能可以... 以数字技术创新发展易货贸易,不仅是贯彻落实“发展数字贸易,加快建设贸易强国”重要精神的表现,也是加快形成和发展习近平总书记提出的“新质生产力”的重要表现。在以数字技术为代表的新一轮信息技术革命下,易货贸易通过数字赋能可以解决以往面临的信息不对称、供需难匹配等传统难题,并面临着创新发展的重要机遇。特别是,受世界百年未有之大变局和世纪疫情的叠加影响,数字赋能下的易货贸易有望成为应对世界经济“动荡”与“变革”等不确定性和风险的重要举措,并成为未来贸易方式的主导形态和新增长极。中国亟待抢抓这一新战略机遇,其战略意义不仅在于顺应经济全球化发展大势,实现中国对外贸易“增量提质”,更为重要的是,能更好地服务国家统筹开放和安全、加快推动人民币国际化等战略需要。为此,中国应尽快启动易货贸易新战略,依托数字赋能推动易货贸易创新发展,并将中国打造成为全球易货贸易的中心和枢纽。这也是实现党的二十大报告提出的建设数字贸易强国的题中应有之义。 展开更多
