Study on the Synchronous Propulsion of New Urbanization and Ecological Civilization Construction

The construction of ecological civilization is the inevitable choice for implementing of the new urbanization strategy and is the objective requirement of promoting the new urbanization. It provides the power support for the new urbanization,and economic development has entered a new era in China. In order to better promote the new urbanization and the construction of ecological civilization,there is a need to optimize the use of land resources,provide space guarantee for new urbanization and the construction of ecological civilization; vigorously develop the financial sector to provide financial support for the new urbanization and the construction of ecological civilization; perfect information infrastructure to provide information support for the new urbanization and the construction of ecological civilization; stick to people-oriented principle and strive to build livable city of ecological civilization; establish ecological compensation mechanism to promote the coordinated development of regional new ecological town; make a blue map for cooperative promotion of new urbanization and ecological civilization construction through the establishment of a scientific and rational plan.

Regional coupling coordination degree between new urbanization and water ecological civilization in China,2009-2018

New urbanization is closely related to the construction of aquatic ecological civilization,and it promotes and restricts each other.Based on the panel data of 30 provinces in China from 2009 to 2018,this paper constructs the evaluation index system of new urbanization and water ecological civilization,determines the weight by using entropy method,and comprehensively analyzes and judges the development status and coupling coordination of new urbanization and water ecological civilization by constructing the coupling coordination model of new urbanization and water ecological civilization.The results show that the coupling coordination degree of new urbanization and water ecological civilization in most provinces and cities is in the state of barely coordination and primary coordination,and is at the level of medium coupling coordination;the overall trend is increasing,and the gap between provinces is gradually narrowing with the advance of time;In terms of regional distribution,the eastern region is higher than the central and western regions.Beijing,Shanghai,Tianjin and other places in the eastern region have realized the high-level coupling of new urbanization and water ecological civilization,while Henan,Anhui,Hunan and other places in the central region still have a large space for improvement.

Study on New Urbanization and Urban Ecological Security Assessment

Taking the relationship between new urbanization and urban ecological security protection as research object, based on pressure -status - response model, taking Gaochun （Gucheng Lake basin） and Zhangjiakou （Guanting Reservoir basin） as the examples, basin ecological security in its new urbanization process was evaluated. Based on the principle of comprehensiveness, representativeness and data availability, evaluation indexes were selected, and index system was established. Mathematical function of evaluation indexes was established, and security index of each evaluation indicator in index layer was determined. Using weighted average method, ecological security indexes in the two areas were obtained. On the basis of comparison and analysis, it is proposed that we must deal with urban ecological security problem in new urbanization process, thereby truly achieving ultimate value orientation of new urbanization construction oriented by people.

Focus of the Construction of the Ecological Civilization in Socialism with Chinese Characteristics in the New Era

Marx and Engels related and analyzed the relationship between humans and nature as early as more than 100 years ago. and they revealed the interdependent and indivisible relationship between humans and nature in the development of the human society and history from the perspectives of the dialectical materialism and the historical materialism. The Communist Party of China has always attached great importance to the ecological problems. The ＂17th CPC National Congress＂ wrote for the first time the ＂ecological civilization＂ into the political report. The ＂18th CPC National Congress＂ placed the construction of the ecological civilization in a prominent position, emphasizing that the ecological construction should be integrated into all aspects and the whole process of the economic construction, the political construction, the cultural construction and the social construction. The report of ＂19th CPC National Congress＂ promoted the construction of the ecological civilization to a new strategic level, and made an Omni-directional discussion from a new height, the new goals. the new values, the new roles and the new initiatives and other aspects.

Connotation of Xi Jinping's Thought on Construction of Ecological Civilization in the New Era

Xi Jinping's thought on ecological civilization construction is an important part of the socialist ideology with Chinese characteristics in a new era,which inherits and develops the ecological theory of Marxism and Sinicized Marxism based on the reality of the national conditions and the ecological wisdom rooted in traditional Chinese philosophy. In this paper,the basic connotation,significance,goals,requirements and realization ways of ecological civilization construction are expounded profoundly. This is of great significance to move toward a new era of socialist ecological civilization and promote the construction of beautiful China.

How does the construction of China’s ecological civilization affect the health burden of urban and rural residents?

Accelerating the construction of ecological civilization and promoting the management of health environment problems is one of the core elements of the implementation of the“Beautiful China”and“Healthy China”strategies with Chinese characteristics in the new era.Based on the scientific connotation of ecological civilization,this paper systematically assesses the level of interprovincial ecological civilization construction in China using the combined CRITIC empowerment method and explores the impact of ecological civilization construction on the health burden of urban and rural residents using interprovincial panel data from 2003 to 2018 with the help of panel feasible generalized least squares,simultaneous equation estimation,and the extended regression model.It is found that there is a significant inverted U-shaped relationship between provincial ecological civilization construction and urban and rural residents’economic health burden,as well as a significant U-shaped relationship between ecological civilization construction and urban and rural residents’disease burden.Fiscal decentralization,urbanization,and industrialization are the three important indirect mechanisms through which ecological civilization affects the health burden of urban and rural residents,and fiscal decentralization plays a typical role in crowding out the health effect of ecological civilization.In the eastern and central regions,ecological civilization construction has effectively reduced the health burden of urban and rural residents,but it is more significant for improving the economic health burden of rural residents.While the“catching-up trend”of the progress of ecological civilization construction in the western region is obvious,ecological civilization plays an important role in alleviating the economic health burden of urban residents.After the robustness test,the conclusion still holds.This study provides an important empirical basis for local governments to improve the accuracy of their policies in promoting the“Beautiful China”and“Healthy China”strategies.

Characteristics and Trends of Urban Waterfront Human Settlements Based on CiteSpace

Urban waterfront human settlements have gradually become a hot topic for research in recent years.Using CiteSpace,597 publications from 2017 to 2023 that were retrieved from the Web of Science were analyzed and sorted out,and the following characteristics were found:(1)The research hotspots transitioned from thermal comfort evaluation to the functional mechanism of water bodies,and then to the impact on the environment and residents’behavior.(2)The integration of disciplines has promoted the diversification of perspectives on urban waterfront human settlements,and the content has become more concentrated in interdisciplinary fields.Research on corresponding technology and methods of urban waterfront human settlement has improved,and so has the extensiveness of the experiments.(3)The research on urban waterfront human settlement from the perspective of ecology has been improving.The research focuses more on the harmonious coexistence of ecological and cultural values and human beings.

双碳目标下河北省新型智慧城市建设研究

面对当今碳达峰与碳中和“双碳”工作新要求,作为京津冀生态协同圈的腹地,河北省尤为注重新型智慧城市建设。鉴于此,文章分析了在双碳目标下河北省新型智慧城市建设在城市治理、城市化过程和信息科技发展的条件下,向新型智慧城市过渡的必要性,并对智慧城市建设的政策体系、技术成果和应用领域的发展现状进行了分析研究。

中国省域生态文明建设水平:测度、时空差异及集聚特征

基于生态环境、资源环境、经济发展、社会进步和生态文明制度建设五个子系统构建省域生态文明建设水平评价体系,分析了2008—2017年省域生态文明建设水平的空间分布差异及集聚特征。结果显示:生态文明建设总体水平的发展态势是逐渐向好的,但其增幅差异大,大部分省份的增长率处于20%~30%,增幅最高的为湖北省;五个子系统的建设水平,基于省域视角10年间变动过程有所起伏,但总趋势向好。从区域来看,东部地区除了资源环境方面外,其他四个子系统建设水平显著优于中、西部地区;省域生态文明建设水平具有全局空间相关性,其空间效应显著,且其空间效应很大部分取决于8个局部地区的空间效应。

内生性空间修复:县域生态文明建设的实践逻辑——基于浙江省P市的经验

空间是生态文明的物理容器,也是理解生态文明建设的重要视角。在县域生态文明建设中,由于生态空间增量资源的限制,地方政府主动发挥调控作用,通过产业“腾笼换鸟”和环境综合整治等措施,实现县域空间的内生性修复,形成一种中国特色的县域生态文明建设经验。该过程立足县域独特的自然社会禀赋,以域内生态环境资源创新利用与循环发展为动力,形成具有整体性、内部性和自发性特征的内生性空间修复过程,涉及“生产—生活—生态—文化”多重生态空间的转型重构。浙江省P市通过县域空间重构、空间整合、空间更新、空间增值,推动了既有产业空间、城乡人居空间、生态景观空间与生态文化空间的重置与再造,展现了县域生态文明建设中内生性空间修复的生动实践。这一实践基于县域整体统筹、县域城乡融合发展、县域生态资本、自然资本与生态文化等要素的共同作用,蕴含了政策在地化、城乡共生化、产业生态化、生态产业化与价值内在化的多维共奏,既盘活了县域内生态资源,又保留了县域自然生态风貌,实现了产业增效、居民宜居、生态增值的多重效能。县域生态文明建设的内生性空间修复逻辑回应了生态环境空间发展不平衡问题,通过县域资源统筹与整合,以空间内部更新、重塑与再生,创造出应对生态挑战、维持空间平衡、创造空间价值、保留地方特色等多效合一的新样态,折射出中国式现代化进程中人与自然和谐共生的发展理念,也为生态环境空间正义价值旨归的实现提供了实践方案。

我国都市农业现代化发展的法律困境及路径探究

当前,都市农业的深入推进面临法律困境,包括农地产权结构失衡抑制都市农业增长、农业现代化立法滞后于农业技术探索、都市农业在国土空间规划中的法律地位不明确等问题。应以农地产权制度改革为都市农业发展的逻辑起点,以农业高质量发展助推生态文明建设,建立我国都市农业法律制度,确立都市农业在国土空间规划中的合法地位。

人类文明新形态视域下贵州生态文明建设的历史进程及经验启示

人类文明新形态是中国共产党带领中国人民开创物质文明、政治文明、精神文明、社会文明、生态文明,即五大文明实践探索的集中概括。贵州在统筹协调五大文明发展过程中,结合自身优势把生态文明摆在突出发展地位,取得丰硕生态文明建设经验。贵州生态文明建设的成功实践说明,人类文明发展是多样性的统一,以五大文明作为创造人类文明新形态的总体战略布局,是促进中国区域协调发展的强大推动力量。

走向大共建:新时代乡风文明共建的再思考与实现路径

乡风文明是乡村现代化建设不可或缺的重要内容,但如何推进乡风文明建设却是个现实难题。一方面,“乡风文明”不是一个恒定概念,具有时代性意涵,在不同时期被赋予了特定内涵和具体要求。另一方面,作为整体性事项,走向共建是实现乡风文明的必由之路。在全面建设社会主义现代化国家新征程、乡村社会处于现代化转型关键期和城乡融合进一步深化的时代环境下,新时代乡风文明建设需要拓展和丰富建设主体的认知,从强调政府与乡村的共建走向国家-乡村-城市大融合、大共建的格局,落实到行动上要以乡村为主场域,对标国家政策要求,广泛吸纳包括城乡在内的各方力量协力推进。

基于TOPSIS法水土保持生态文明建设效益评价

水土保持是生态文明建设的重要内容,选用合适的指标及方法评价一个地区的水土保持生态文明建设效益尤为重要。本文以新疆3个地区小流域为单元,选取规范中水土保持生态功能区生态功能评价的12项指标,采用专家打分的方式对各指标打分,得到不同指标的主观权重,采用熵权法得到不同指标的客观权重,结合客观及主观权重得到综合权重。收集3个地区的各项指标数据,采用TOPSIS进行计算并排序,得到不同地区的综合分值,结果表明:从2000年到2020年,3个地区的综合分值均有一定增长,水土保持生态建设效益良好,对权重较大的前6个指标进行分析,3个地区的植被覆盖指数及林草地覆盖率均有一定增长,耕地及建设用地面积相应减小,侵蚀土壤面积占比及主要污染物排放强度有所降低,表明水土保持取得了积极的成效。针对3个地区的分析结果,给出了进一步加强水土保持的措施。

生态文明视角下滨水空间规划管控与建设指引思考——以闽江福州段为例

滨水空间是区域重要的生态空间,也是城乡发展中的“黄金地带”,亦是城市人居空间的聚集地,是生态文明建设的重要承载空间。新形势下,探索滨水空间的生态文明建设,对提升区域生态系统服务功能、引导滨水空间存量用地更新、提升滨水空间公共效益、展示山水与地域文化、满足人民群众对美好生活的向往具有现实意义。文章通过剖析闽江福州段沿线滨水空间的现状问题与规划挑战,从生态、空间、文化三个维度探讨了城市滨水空间综合提升的规划管控与建设指引,以期创造新时期城市滨水空间可持续发展的人居环境典范。

新时代新型农民生态文明意识构建逻辑研究

新型农民作为社会主义现代化建设中的重要参与者,主要是指具有较高生态文明意识、能够与时俱进运用现代技术手段提高改进农业生产水平的农民群体,其主要意识基础一般由生态文明意识、现代化意识、文化接受程度等方面构成。其中生态文明意识成为这一群体意识觉醒的重要标志之一,这种意识的构建逻辑受到多方面的影响,经历了漫长的演变,在有着古代“天人合一”思想的基础上,经过国家政策在潜意识上的逻辑构建和自身对于社会发展形势的掌握而逐渐搭建起完整的生态文明意识并随着时代发展不断更新完善。新型农民生态文明意识的形成在构建逻辑上经历了萌芽、觉醒、奠基三个阶段,伴随着国家政策指向的底层逻辑框架构建。在萌芽阶段后,国家层面的指向引导开始转而成为个人意识觉醒的“催化素”从而构建起完整、可持续的新型农民生态文明意识。当下我国绝大部分农民正是处于萌芽阶段,国家政策的指向和生态道德的“遗传”对于生态文明意识的构建至关重要。

新质生产力赋能生态文明建设的内在逻辑、战略价值及践诺理路

都市农夫的生态农业实践与关系生产——新乡建中北京小毛驴市民农园的案例分析

市民农园试点活动的开展成就了一批利用闲暇时间从事农业耕作的都市农夫,为城郊农业发展带来新的生产经营方式和文化价值。本文基于北京小毛驴市民农园的实践案例,结合观察法、文献分析法和访谈法对都市农夫的生态农业实践进行深入分析,研究发现基于健康食物、休闲娱乐、养老教育等目标,都市农夫开展的新生活、生产方式复归了劳动的价值,重构了人与自然和谐的生态关系、人与人友善的社会关系,在提高农业综合效益的同时拓展了当代农业的社会功能。未来,市民农园有着更多发展可能,如探索建立与乡村农园协同发展平台,为推动城乡融合发展提供更多实践路径。

公园城市理念下公园绿地景观绩效评价研究

作为破解大城市病与建设人民城市的新模式,公园城市既是理想的城市发展模式,也是对田园城市、生态城市、山水城市、低碳城市等建设理论的新发展。通过引入景观绩效的研究方法,以景观绩效系列评价体系为参照,构建涵盖环境、社会、经济三个维度,17项一级因子和109项指标,适应于公园城市理念指导下的绿地景观绩效评价体系。以成都市天府新区兴隆湖公园为实证研究对象,选取了适用于综合公园,兼具科学性与适应性的13项一级因子、46项指标进行验证,结果表明:在环境绩效层面,兴隆湖公园系统优化了其土壤保护、雨洪管理、栖息地创造与净化空气等方面的核心功能;在社会绩效层面,兴隆湖公园娱乐社交、文化保护、健康生活、教育科普、风景质量、交通通达与使用公平等方面价值显著;在经济绩效层面,兴隆湖公园提升了本地区房价地价,带动了基础设施建设的迭代升级,实现了筑巢引凤。建设公园城市,在环境层面上,要积极打造“城在绿中、园在城中、城绿相融”的新层次,构建更加精细化的区域一体化生态绿色链。在社会层面上,要努力建设“景观化、景区化、可进入、可参与”的新高度,科学植入复合城市功能。在经济层面上,要坚持市场化导向,融汇多元化场景,激发数字化消费,以场景营城实现“园·业”共生,臻至“人、城、境、业”共荣、共治、共兴。

新质生产力赋能生态文明建设:理论逻辑与实践路径

新质生产力作为绿色生产力,区别于以资源消耗为主导的传统生产力。把握新质生产力的生态维度,推进生态文明建设。新质生产力符合新时代背景下生态文明发展的要求,以绿色发展为底色,具备高质和高效发展的特征,体现出创新协调的发展理念。新质生产力为生态文明建设提供强劲的动力。新质生产力系统的组成要素是处于发展变化的,即新质劳动资料的发展变革,新质劳动对象的拓展壮大,新质劳动者的技能提升。为实现新质生产力的发展,协同推进生态文明建设,本文提出四条实践路径:以体制和机制改革作为建设的抓手;以科技创新作为建设的引擎;以绿色产业作为建设的支撑;以科技人才作为建设的资源。
