Cancer has become the first leading cause of death in the world, particularly in low- and middle-income countries. Cancer has become the first leading cause of death in the world, particularly in low- and middle-income countries. Facing the increasing trend of cancer incidence and mortality, China issued and implemented "three-early(early prevention, early diagnosis and early treatment)" national cancer prevention plan. As the main body and dependence of social governance, non-governmental organizations(NGOs) take over the role of government in the field of cancer prevention and treatment. American Cancer Society(ACS) made a research on cancer NGOs and civil society in cancer control and found that cancer NGOs in developing countries mobilize civil society to work together and advocate governments in their countries to develop policies to address the growing cancer burden. Union for International Cancer Control(UICC), Cancer Council Australia(CCA), and Malaysian cancer NGOs are the representatives of cancer NGOs in promoting cancer control. Selecting Chinese Anti-Cancer Association(CACA) as an example in China, this article is to investigate how NGOs undertake systematic cancer prevention work in China. By conducting real case study, we found that, as a NGO, CACA plays a significant role in intensifying the leading role of government in cancer control, optimizing cancer outcomes, decreasing cancer incidence and mortality rates and improving public health. 展开更多

In a profit-oriented organization, the option that maximizes profits tends involve reaching an agreement between stakeholders. However, there is tendency for stakeholders to differ in their beliefs as to what is desirable particularly in a non-profit organization. In a local government, it is especially difficult for the interests of a stakeholder group to be completely in agreement. This research considers the use of the analytical hierarchy process (Saaty, 1971) as a solution for one of the difficulties of decision-making in a local government. This research is a case study to explore the strategy of a local Japanese healthcare management organization. The conclusion was drawn to decide which strategic option should be taken by using the analytical hierarchy process. Also, it was found what to work on a countermeasure that prevents the negative effects that are generated by selecting the strategic option. 展开更多

On the basis of expounding the necessity of evaluation index system of farmers' cooperative economic organization,the three first level indexes including organization development index,member development index and social development index and 13 second level indexes including aggregate capital of cooperative organization,annual profit share of cooperative organization,annual total income of cooperative organization,etc.,are established according to the principles of Systematics and the methods of Statistics and Quantitative economics.By using the analytical hierarchy process,the weight of each index is tested and the operation result and evaluation mode is established,as well as the index standard value and comprehensive value.As for the result of the evaluation,it is suggested that the government should support the farmers' cooperative organizations in hierarchy and targeted way according to local conditions.Though the construction of index system and comprehensive score,the government should establish the entry and exit mechanism of farmers' cooperative organizations to reasonably guild the rapid development of cooperators. 展开更多

Objective To study the problems of Chinese social organizations in participating in the prevention and control of the COVID-19 pandemic so that we can standardize the participation mechanism,improve the collaborative management mechanism,and promote the development of social organizations.Methods Through the analysis of CNKI,news reports,industry conferences and other data,combined with the current situation,the participation of social organizations in public health emergencies were investigated.Results and Conclusion The coordination between government and social organizations is not good.Social organizations in the field of public health are unable to stand out in a timely manner.The public do not have self-management ability.Some of the media spread rumors.Besides,most social organizations are highly dependent on the government and they are ack supervision.Social organizations should be incorporated into the emergency management system and national hub-based social organizations must be established.In addition,supervision should be strengthened to increase the credibility of social organizations.The responsibilities of community and emergency management at the grassroots level should be enhanced.The public opinion response and disposal system should be improved.Lastly,the responsibility of social organizations in the field of public health must be fulfilled. 展开更多

Trust and Structural Response to Natural Disaster: Some Implications to Government Reform

It has three co-equal branches of government namely the executive, legislative, and judicial, operating on the principle of check and balance. Issues that had riddled top officials of government remained unresolved hitherto; and, the local government units had their own lingering issues. The government structure therefore did not seem to have the mechanism to correct itself. This paper argues that responses to, as well as the ensuing conditions of the survivors of natural disasters, are affected by how much trust the incumbents of relevant government structures have of each other and that actors outside of the government hierarchy can offer avenues for reform. Tropical Storm Washi that hit Cagayan de Oro City could be a case in point. It left thousands of people dead or missing, millions of dollars in damages, and thousands of internally displaced persons (IDPs). The local government, tasked by the local government code to handle matters related to social welfare, did not seem to have performed as expected. In an apparent lack of trust, donor agencies preferred to course cash and relief items through conduits others than the local government. While the system remained unable to correct itself, the victims of the disaster continued to suffer. Civil society organizations and non-government organizations were trying to re-establish people’s trust in the system through legal measures, and hope that electoral reforms could be instituted. 展开更多

Since the reform and opening up, the local government has played a key role in promoting the economic and social development of our country, and the effective implementation of the local government has become an important research topic. Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation. 展开更多

本文研究了一个由高校院所进行基础研究和制造企业负责后续商业开发的共性技术跨组织合作研发激励模型及其选择问题。本文将政府支持与合同激励放在同一框架,运用博弈论方法为制造企业设计产出导向单一激励模型、产出导向+过程监控激励... 本文研究了一个由高校院所进行基础研究和制造企业负责后续商业开发的共性技术跨组织合作研发激励模型及其选择问题。本文将政府支持与合同激励放在同一框架,运用博弈论方法为制造企业设计产出导向单一激励模型、产出导向+过程监控激励模型及“政府支持+”综合激励模型以激发高校院所基础研究的积极性,同时解析了激励模型选择、影响因素及机理。研究表明:“政府支持+”综合激励模型是三种激励模型中的占优模型、产出导向+过程监控激励模型优于产出导向单一激励模型;双方收益分享系数具有促进和抑制高校院所认真履责行为的双重作用,且对其机会主义行为具有抑制作用,对制造企业后续商业开发行为及预期收益有“倒U型”影响;高校院所基础研究的影响系数在双方收益分享系数对制造企业后续商业开发努力的影响中发挥调节作用;政府补贴对高校院所和制造企业的合作研发行为具有明显的正向激励作用;惩罚系数可有效抑制高校院所的机会主义行为。 展开更多

冷战结束后,国内冲突逐步成为世界武装冲突的主要形式之一,而冲突调解是构建冲突国国内和平的关键一环。伴随着和平建构主题的多元性,国际非政府组织逐步成为当今时代各类冲突中活跃的调解主体。然而,国际非政府组织的调停实效始终备受... 冷战结束后,国内冲突逐步成为世界武装冲突的主要形式之一,而冲突调解是构建冲突国国内和平的关键一环。伴随着和平建构主题的多元性,国际非政府组织逐步成为当今时代各类冲突中活跃的调解主体。然而,国际非政府组织的调停实效始终备受争议。一方面,国际非政府组织宣称可凭借其在中立性、道义性上的优势对国内冲突进行有效调停;另一方面,强制能力的缺乏也使其难以在实施环节有所作为。因此,研究国际非政府组织在调停过程中的成功与失败,界定冲突层级,对于理解国际非政府组织的调解效力至关重要。不同层级的冲突顺应不同的冲突逻辑,不同的冲突逻辑则生发不同的冲突情境与格局。在底层冲突中,碎片化和多元主体并存的冲突格局更适合国际非政府组织的运作;而在顶层冲突中,其强制能力不足的缺点遭到放大。基于这一逻辑,在调解活动中与主权国家展开合作则有望强化其调解效力。通过对非洲和平进程展开的实证研究说明,评价国际非政府组织的调解效果特别是在非洲地区的调解效果需要考虑冲突层级等限定条件,并将其与多元主体的互动纳入考量范围。国际非政府组织在冲突调停中应与主权国家的调停体系进行密切配合,在维护国家主权与国际体系稳定的前提下,整合主权国家、国际非政府组织等多方治理行为体的作用,可有效地提升冲突调停的可能性。 展开更多

非政府组织是全球治理中的重要行为体,在冲突环境下的人道主义援助、发展合作乃至建设和平进程中扮演着关键角色。然而,在冲突环境急剧变化、逆境丛生的状况下,为何一些非政府组织呈现出更强的生命力?本文引入“韧性”概念,提出基于“... 非政府组织是全球治理中的重要行为体,在冲突环境下的人道主义援助、发展合作乃至建设和平进程中扮演着关键角色。然而,在冲突环境急剧变化、逆境丛生的状况下,为何一些非政府组织呈现出更强的生命力?本文引入“韧性”概念,提出基于“认知—行为—关系”互动的组织韧性进程模型,用以解释一些非政府组织在冲突环境下不仅能够反弹恢复生存,甚至实现改进发展的原因。缅北地区长期遭受战乱,社会发展迟滞,民众流离失所,近年来又成为网络赌博和电信诈骗的“温床”,是名副其实的边缘地带。自20世纪90年代以来,英国非政府组织“健康扶贫行动”云南代表处“致力于一个最贫困与最边缘化的人群享有卫生权利的世界”,进入高风险的缅北地区并持续运营30年,体现出强劲的生存能力和发展势头。无论是在缅甸军政府统治时期,还是在民主化转型时期,抑或是在紧急状态时期,“健康扶贫行动”都能够及时调整自身认知、改变行为模式、构建关系网络,展现出较强的韧性能力,有效应对缅北地区既有的和新出现的各种风险和挑战,实现跨越式发展。其韧性能力也不断进行迭代,最终达到韧性治理的结果。 展开更多

为摸清公益型邻避设施项目的邻避冲突形成原因和避免措施,以演化博弈理论为基础,建立2个阶段演化博弈模型。第一个阶段建立当地政府与周边居民之间的演化博弈模型,探讨公众参与对公益型邻避设施选址的影响;第二阶段将环保NGOs作为第三... 为摸清公益型邻避设施项目的邻避冲突形成原因和避免措施,以演化博弈理论为基础,建立2个阶段演化博弈模型。第一个阶段建立当地政府与周边居民之间的演化博弈模型,探讨公众参与对公益型邻避设施选址的影响;第二阶段将环保NGOs作为第三方引入当地政府和周边居民利益博弈,探讨环保NGOs参与下的冲突协调机制。结果表明在没有外部介入下,政府与居民博弈几乎不能达到积极沟通-支持决策的结果,而环保NGOs介入调节了双方得失利益,为居民争取更多的环境效益,减少居民对抗政府行为和监督作用的角色提高了达到这一结果的可能性。 展开更多

当下算法技术已被广泛应用于社会各个领域,给当代社会结构和政府组织带来了巨大变革,进而深刻影响了“国家-社会”关系和社会治理的基本样态。本文首先从国家与社会二分的角度出发,系统梳理了算法对社会结构和政府组织的影响和改变,继... 当下算法技术已被广泛应用于社会各个领域,给当代社会结构和政府组织带来了巨大变革,进而深刻影响了“国家-社会”关系和社会治理的基本样态。本文首先从国家与社会二分的角度出发,系统梳理了算法对社会结构和政府组织的影响和改变,继而论证算法时代的社会治理特征。对于社会结构而言,算法偏见改变了传统的信息获取和人际交往方式,使公民权呈现序数化特征,重塑了公民、市场与国家间的生产关系和权利关系。对政府组织来说,算法为政府提供了一种效率导向的决策方式,塑造了数据控制的运作流程和组织结构,重新定义了科层官僚的自由裁量权。基于上述变化,算法在“国家-社会”关系的共识基础、双重序数化的价值选择、偏见与透明的问责机制上深刻影响着传统的社会治理模式,为信息时代的中国式现代化道路提供了技术基础。 展开更多

Background:Despite great medical advances and scientific progress over the past century,one billion people globally still lack access to basic health care services.In the context of the 2030 Agenda for Sustainable Development social innovation models aim to provide effective solutions that bridge the health care delivery gap,address equity and create social value.This commentary highlights the roles of multilateral organizations and governments in creating an enabling environment where social innovations can more effectively integrate into health systems to maximize their impact on beneficiaries.Main text:The integration of social innovations into health systems is essential to ensure their sustainability and the wide dissemination of their impact.Effective partnerships,strong engagement with and endorsement by governments and communities,regulations,trust and sometimes willingness are key factors to enhance system integration,replication and dissemination of the models.Three examples of social innovations selected by the Social Innovation in Health Initiative illustrate the importance of engaging with governments and communities in order to link,integrate and synergize their efforts.Key challenges that they encountered,and lessons learnt are highlighted.Multilateral organizations and governments increasingly engage in promoting and supporting the development,testing and dissemination of social innovations to address the health care delivery gap.They play an important role in creating an enabling environment.This includes promoting the concept of social innovation in health care delivery,spreading social innovation approach and lessons learnt,fostering partnerships and leveraging resources,convening communities,health system actors and various stakeholders to work together across disciplines and sectors,and nurturing capacity in countries.Conclusions:Multilateral organizations and local and national governments have a critical role to play in creating an enabling environment where social innovations can flourish.In supporting and disseminating social innovation approach,multilateral organizations and governments have a great opportunity to accelerate Universal Health Coverage and the achievement of the Sustainable Development Goals. 展开更多

民族地区县级政府社会治理能力绩效评估——以桂黔7县为例

民族地区县级政府社会治理能力是我国社会治理能力的重要组成部分。在社会治理体系五大构成要素的基础上,通过“修正型德尔菲法”、AHP法以及专家赋权法,最终确定了包括56项指标的民族地区县级政府社会治理能力绩效评估指标体系。利用2... 民族地区县级政府社会治理能力是我国社会治理能力的重要组成部分。在社会治理体系五大构成要素的基础上,通过“修正型德尔菲法”、AHP法以及专家赋权法,最终确定了包括56项指标的民族地区县级政府社会治理能力绩效评估指标体系。利用2022年桂黔7个县的数据,对民族地区县级政府社会治理能力绩效进行了实证分析。研究发现:社会治理能力呈现XA县>CX市>LZ县>NM县>LP县>TZ县>HJ县,从障碍度看,社会治理方式要素和社会治理内容要素是2个最主要的障碍因素,障碍度平均值分别为22.59%、22.2%,社会治理资源要素障碍度较高,均值达到20.34%,社会治理主体要素和社会治理价值要素障碍度则较低,影响较小。建议民族地区县级政府必须坚持以人民为中心的发展理念;建立上下有效互动的社会治理体系;完善党建引领县域社会治理体系;优化内部治理能力,拓展社会组织的基层服务能力。 展开更多

在传统主体理念的背景下,国际环境法的主体仅限于国家和政府间国际组织,但随着非政府组织和个人在当今全球环境治理中的作用凸显,固有的主体论受到很大冲击。在系统总结和概括非政府组织和个人这两种非国家参与者在国际环境法领域现有... 在传统主体理念的背景下,国际环境法的主体仅限于国家和政府间国际组织,但随着非政府组织和个人在当今全球环境治理中的作用凸显,固有的主体论受到很大冲击。在系统总结和概括非政府组织和个人这两种非国家参与者在国际环境法领域现有地位、局限性与理论争议的基础上,认为应有限地承认其主体地位。这不仅符合法律主体扩大化的法理趋势与国际环境法的独立性和特殊性,也具有发扬全球环境治理模式、顺应市民社会发展和人权保护潮流、肯认非国家参与者实际作用的现实意义。因此,应通过灵活的定义选择、构建地位不平等的多元法律主体谱系、创设特殊主体资格承认的具体条件等路径,打造有限承认非国家参与者主体地位的具体模式,适当扩充现有国际环境法主体范围,使非国家参与者的主体地位在一定范围内得到彰显。 展开更多
