A good quality Environmental Impact Statement (EIS) is key for the effectiveness of Environmental Impact Assessment (EIA) processes and consequently to the acceptability of projects subject to EIA. The international literature has contributed to the understanding of the essential aspects to be verified regarding the quality of EIS, offering a wide spectrum of good practice examples related to the content of the studies. Even so, there is a need for empirical studies that allow the identification of specific aspects related to the context of application of the EIS, which could lead to the identification of opportunities to improve both the quality of the reports and also the effectiveness of EIA. Therefore, the present paper is focused on the quality review of a number of EIS submitted to the Brazilian Federal Environmental Agency (Ibama) to instruct the assessment of electric power transmission systems. Based on the application of the EIS quality review package as proposed by Lee and Colley (1992), the outcomes reveal opportunities for improving the scope of EIA, analysis of alternatives, prediction of magnitude and the assessment of impact significance. Finally, the development and/or adaptation of a similar tool for the systematic review of the quality of EIA reports is recommended. 展开更多

Follow-up of environmental impacts is an integral part of the Environmental Impact Assessment (EIA) process, closely related to the effectiveness of the instrument. EIA follow-up has been receiving a lot of interest from scientists and practitioners, though it is recognized as one of the weakest points of EIA systems globally. Also, EIA follow-up is influenced by the context, mainly in terms of the types of projects or activities and their related impacts on the environment. Therefore, the present paper is focused on the investigation of the follow-up stage applied to the activity of seismic survey coupled with offshore oil & gas exploitation in Brazil. Research was based on a qualitative approach that included document analysis and semi-structured interviews with analysts involved in EIA processes, and sought to generate evidence of effectiveness of the EIA follow-up as conducted by the Federal Environment Agency (Ibama) in order to situate the practice of follow-up in the broader context of international best practice principles. Based on the findings, it was concluded that, due to the peculiarities of offshore seismic survey, it is necessary to promote adaptations in the procedures for monitoring impacts in order to ensure proper alignment with the principles and conceptual foundations that guide EIA practice. Specifically, the timing of the execution of the activity imposes challenges for its integration into the “conventional” cycle that has guided the monitoring of the impacts in the EIA of projects. 展开更多

Micro-energy systems contribute significantly to environmental improvement by reducing dependence on power grids through the utilization of multiple renewable energy sources. This study quantified the environmental impact of a micro-energy network system in an industrial park through a life cycle assessment using the operation of the micro-energy network over a year as the functional unit and“cradle-to-gate”as the system boundary.Based on the baseline scenario,a natural gas generator set was added to replace central heating, and the light pipes were expanded to constitute the optimized scenario. The results showed that the key impact categories for both scenarios were global warming, fine particulate matter formation, human carcinogenic toxicity, and human non-carcinogenic toxicity. The overall environmental impact of the optimized scenario was reduced by 68%compared to the baseline scenario.A sensitivity analysis of the key factors showed that electricity from the power grid was the key impact factor in both scenarios, followed by central heating and natural gas. Therefore,to reduce the environmental impact of network systems,it is necessary to further optimize the grid power structure. The research approach can be used to optimize micro-energy networks and evaluate the environmental impact of different energy systems. 展开更多

The paper discusses the importance of public engagement in environmental impact assessments (EIAs) and the benefits of stakeholder involvement in project design, environmental soundness, and social acceptability. It highlights the negative repercussions of mining activities in Ghana, including health consequences such as skin conditions, fever, coughs, diarrhea, malaria, and catarrh, as well as HIV/AIDS infection among those engaged in or connected to prostitution in mining towns. The environmental effects of mining in Ghana include noise pollution from heavy trucks, contamination of water bodies with chemicals from mineral refining, pollution of agricultural soils leading to reduced food productivity, and wildlife depletion from deforestation. The activities of small-scale miners, particularly those engaged in illicit mining, have a negative impact on water quality and increase the cost of water treatment for public consumption. Mining operations have detrimental effects on the social, cultural, and natural ecosystems in Ghana, affecting the quality of life of local communities. The study takes into consideration the impact of mining activities on the environment and natural resources in Ghana, as these are vital to the livelihoods of Ghanaian communities. Stakeholders in Tarkwa claim that mining operations have distorted the natural path of the river, leading to excessive pollution and making the water unfit for consumption. Ghana’s economy depends heavily on mining, which also contributes significantly to GDP and generates jobs for a large number of people. But mining also has a lot of negative repercussions, the effects of mining extend beyond the mineralized zone initially explored, highlighting the need to consider the environmental impact at every phase of the mining process. 展开更多

Coastal Resource Management (CRM) are activities that achieve sustainable use and management of valuable resources in coastal areas. This study presents the perceived impact of the coastal resource management (CRM) interventions implemented by the Bureau of Fisheries and Aquatic Resources (BFAR) under the FishCORAL Project in the Municipality of Milagros, Masbate. The respondents are members of fisherfolk organizations, Bantay Dagat (BD), and community members. The CRM projects include mangrove planting, the establishment of marine protected area (MPA) markers, the construction of a watchtower, and the establishment of Bantay Dagat (BD). Respondents were convinced that the interventions affected their daily living, especially mangrove planting projects. Members of fisherfolk organizations carried out the project in Barangays Jamorawon, Magsalangi, and Tagbon. In terms of knowledge, attitude, and practices (KAP), these could be attributed to the respondent’s appreciation of the intervention, which contributed to the protection of the area from flood, storm surge, and tsunami, support for livelihood, the presence of marine animals (i.e., shrimp and crabs), and apprehension of illegal fishing activities. Destructive fishing, domestic waste, and natural calamities are some identified causes of aquatic ecosystem destruction. In terms of socioeconomic, respondents are provided additional income ranging from Php 1,500.00 - 2,000.00 per month, and fish stocks have also increased. The distribution of fishnets and Banca, livelihood, protection of marine resources, and commitment of legal authorities to enforce related fishery policies are among the CRM activities with a sound impact on the community. 展开更多

The inefficiency of the aviation industry and the persistent rise in aviation hazards have been linked to weather phenomena. As a result, researchers are looking for better solutions to the problem. The study examined the impact of thunderstorms on flight operations at Murtala Mohammed International Airport,Lagos. The data on thunderstorms and flight operations were sourced from Nigerian Meteorological Agency(NiMet)and Nigerian Airspace Management Agency(NAMA)respectively. In order to meet the research target, descriptive statistics(mean, standard deviation, and charts)and inferential statistics(Pearson’s Product Moment Correlation(PPMC)and Regression)were used. The significance level for all inferential analyses was set at 5%(0.05).The study revealed that 77.4%of thunderstorms occurred during the rainy season(April-October)while 22.6%occurred during the dry season(November-March).It also revealed some fluctuating movements of a thunderstorm in the study area.According to the findings, thunderstorms occur most frequently at the airport in June and less frequently in January and December. The study also discovered that thunderstorms at the airport are positively and significantly related to flight delays and cancellations, while the association between flight diversions and thunderstorm occurrence is positive but statistically insignificant.Furthermore, flight delays, flight diversions, and flight cancellations interact positively among themselves. The regression result of the study revealed that a 1%increase in thunderstorm occurrence leads to a 19.4%increase in flight delay,a 7.1%increase in flight cancellation, and a 4.3%increase in flight diversion. As a result, the study presented various regression models that may be utilized to make predictions. The study proposes consistent thunderstorm observation at the airport and steady forecasts using the regression models, based on the findings. However,it further recommends that pilots, air traffic controllers, and meteorologists be trained and retrained so that they can provide better and more efficient services. 展开更多

Land reclamation is a complex marine environmental engineering and has a huge impact on social, economic, and physical environment. Reclamation environmental impact assessment (REIA) is also a complicated project, including the assessment of social economic background, ocean engineering, coastal geomorphology, sediment transportation, marine hydrodynamics and marine ecosystem and so on. Nowadays, a large number of land reclaimed projects have been carried out or in the process of construction along the coastal zone, thus, it is necessary to build up a fnmlework on REIA to evaluate and quantify the environmental changes, to contribute to reclamation program, to reduce marine environmental disasters, and to sustain development of coastal zone. This article focuses on the research of REIA framework theory and puts forward a REIA model on land reclaimed evaluation, at the same time, applies this assessment system in Shenzhen City, which is a highly developed coastal city with an expectation of land reclamation. By use of the Remote Sensing (RS) and Geographic Information System (GIS) techniques, along with the topographic map and in situ survey in recla- mation area, it concludes that the area of 2680 hectares in total has been reclaimed in Shenzhen city by the end of the year 2000. Thus, reclamation is usually applied to meet the needs for infrastructure, such as harbors, industries and highways in Shenzhen City. However, some serious negative impacts have been created to the coastal environment shown clearly in the following aspects. Firstly, it caused the dramatic changes of tidal flat and channels along the western coast, made this area more unstable, which is threatening the function of the harbor in this area. Secondly, Tidal prism has decreased rapidly. During the 20 years of reclamation, the tidal prism has been reduced by 20% - 30% along the western coast in the Lingdingyang Estuary, and 15.6% in the Shenzhen Bay. As a result, the velocity of the tidal current has also declined, and the direction of the tidal current has changed, which is harmfid to the dilution and diffusion process of the contaminants. Thirdly, it has threatened the eco-environment finally. More than 147 hectares of mangrove area along the coast of Shenzhen Bay, accounting for 48.8% of the total mangrove reserve area in this region, has been reclaimed only during the short period from 1988 to 2000. Thus, the biodiversity is decreasing, and more and more plants and animals are disappearing. Based on the above analyses of the environmental impacts, strategies and suggestions for the future reclamation in this area have been put forward in order to support the sustainable development of the coastal zone. 展开更多

Large scale open cut coal mining operations have significant impacts to groundwater in surrounding areas in both active and post-mining phases. The prediction of water inflows into a surface mine excavation is one of the many components involved in mine design phase. Groundwater performance also reacts to mining activities from the operational, economic and safety implications perspective. Under NSW planning legislation, as part of the comprehensive risk assessment, a groundwater impact assessment has to be conducted for a coal project to predict and mitigate the impacts in consideration of the government requirements. In this paper, the groundwater assessment modelling of mine pits was discussed in predicting of groundwater inflows and reviewing analytical and numerical approaches. A methodology of groundwater impact assessment for an open cut mine in NSW with a three-dimensional groundwater flow model Modflow Surfact demonstrated its functions in simulating the project's impacts on the groundwater regime. The key findings with mitigations are discussed and recommended in the paper to reduce impacts on groundwater and fulfil regulation requirements in NSW. 展开更多

In arid regions, large-scale water diversion from rivers leads to significant changes in river flow regimes, which may have large impacts on ecological water uses of river-dependent ecosystems, such as river, lake, wetland, and riparian ecosystems. To assess the integrated impact of water diversion on ecological water uses, we proposed a hierarchy evaluation model composed of four layers representing the evaluation goal, sub-areas of the influenced region, evaluation criteria, and water diversion schemes, respectively. The evaluation criteria for different types of ecological water uses were proposed, and the analytical hierarchy process was used for the integrated assessment. For a river ecosystem, the percentage of mean annual flow was used to define the grade of environmental flow. For a lake ecosystem, water recharge to the lake to compensate the lake water losses was used to assess the ecological water use of a lake. The flooding level of the wetland and the groundwater level in the riparian plain were used to assess the wetland and riparian ecological water uses, respectively. The proposed model was applied to a basin in northern Xinjiang in northwest China, where both water diversion and inter-basin water transfer projects were planned to be carried out. Based on assessment results for the whole study area and two sub-areas, an appropriate scheme was recommended from four planning schemes. With the recommended scheme, ecological water uses of the influenced ecosystems can be maintained at an acceptable level. Meanwhile, economical water requirements can be met to a great extent. 展开更多

Biochar-based bioenergy production and sub- sequent land application of biochar can reduce greenhouse gas emissions by fixing atmospheric carbon into the soil for a long period of time. A thorough life cycle assessment of biochar-based bioenergy production and biochar land application in Northwestern Ontario is conducted using SimaPro Ver. 8.1. The results of energy consumption and potential environmental impact of biochar-based bioenergy production system are compared with those of conventional coal-based system. Results show that biocbar land application consumes 4847.61 MJ per tonne dry feedstock more energy than conventional system, but reduces the GHG emissions by 68.19 kg CO2e per tonne of dry feed- stock in its life cycle. Biochar land application improves ecosystem quality by 18 %, reduces climate change by 15 %, and resource use by 13 % but may adversely impact on human health by increasing disability adjusted life years by 1.7 % if biomass availability is low to medium. Replacing fossil fuel with woody biomass has a positiveimpact on the environment, as one tonne of dry biomass feedstock when converted to biochar reduces up to 38 kg CO2e with biochar land application despite using more energy. These results will help understand a comprehensive picture of the new interventions in forestry businesses, which are promoting biochar-based bioenergy production. 展开更多

Designers of infrastructure are aware that the government, owners and users become more and more concerned about negative environmental impacts of tunnels, so environmental assessment of tunnels are becoming an issue in the process of tunnel design. In this study, to assess tunnels in construction and operation phases, the matrix method, through which the “Impacting Factors” and “Environmental Components” are determined, is also outlined. The affected environment was divided into thirteen components, such as Ecology, Surface water, Air quality, etc. In this paper, matrix method was applied to evaluate the impact of tunneling in three typical tunnels and compare them with standard diagrams of Environmental Components that were derived and introduced. These tunnels were: Urban Utility tunnel in Tehran, Eurasia tunnel in Istanbul and Tsuen Wan drainage tunnel in Hong Kong. Based on the acquired results, the present paper finally concluded that among three cases, Tsuen Wan drainage tunnel affects the environment in construction phase more than others, while Eurasia tunnel effects on air quality are more significant in operation phase. 展开更多

In recent years, the ecological environment along highways in Tibetan Plateau has been severely affected due to the rapid construction of highways. In order to solve the problems of multiple indicators and inconsistent criteria in the ecological impact assessment of highways, and to scientifically screen assessment indicators, the paper proposes a multi-round indicator screening method, which combines literature analysis, expert rating, and statistical analysis.Based on this screening method, normalized difference vegetation index, land surface temperature, elevation, and normalized difference soil index are screened out.Combined with multiple linear regression,an ecological impact assessment model is established and applied to ecological impact assessment of Gonghe-Yushu Expressway. The results show that the expressway construction is the first driving force for the deterioration of the ecological environment along the roadside, and its interference range on the desert grassland ecosystem is greater than that on the agroforestry system. The ecological environment within 150 m on both sides of the expressway should be protected. 展开更多

Although the tobacco industry is a significant contributor to energy consumption and carbon emissions its negative environmental impact has received inadequate attention globally.Cigarette factories are a key link in the tobacco industry’s production chain, and using data provided by a cigarette factory in China we conduct a life cycle assessment to account for the carbon footprint of cigar production in cigarette factories. The results of the assessment show that factory air conditioning is the most important contributor to the environmental load of the cigar manufacturing process, while electricity is the key factor that contributes the greatest envi‐ronmental load across all of the processes in the product life cycle. In addition, packaging, including small boxes and cigarette cartons, has a significant impact on the industry’s environmental footprint due to its use of raw materials. We find the carbon footprint of the entire production process for cigar products to be 383.59 kg CO_(2) eq.Based on our findings,we suggest ways to optimize cigar/cigarette factory processes to re‐duce carbon emissions that can help to promote sustainable development in related industries. 展开更多

Diffuse attenuation coefficient (DAC) of sea water is an important parameter in ocean thermodynamics and biology, reflecting the absorption capability of sea water in different layers. In the Arctic Ocean, however, sea ice affects the radiance/irradiance measurements of upper ocean, which results in obvious errors in the DAC calculation. To better understand the impacts of sea ice on the ocean optics observations, a series ofin situ experiments were carried out in the summer of 2009 in the southern Beaufort Sea. Observational results show that the profiles of spectral diffuse attenuation coefficients of seawater near ice cover within upper surface of 50 m were not contaminated by the sea ice with a solar zenith angle of 55°, relative azimuth angle of 110°≤φ≤115° and horizontal distance between the sensors and ice edge of greater than 25 m. Based on geometric optics theory, the impact of ice cover could be avoided by adjusting the relative solar azimuth angle in a particular distance between the instrument and ice. Under an overcast sky, ice cover being 25 m away from sensors did not affect the profiles of spectral DACs within the upper 50 m either. Moreover, reli-able spectral DACs of seawater could be obtained with sensors completely covered by sea ice. 展开更多

In this work is developed a proposal of environment indicators needed for the Environment Impact Assessment (EIA) process in Mexico’s Federal District (FD);through which are authorized the construction and realization of different work actions and activities. The methodology is based on the combination of cabinet and field work, performed in three stages. In the first, a documental review was carried out within the topic of Environment Impact (EI), the EIA and the study area, with a subsequent analysis of the environment indicators at an international, national and regional scale. In the second, the systematization of information was performed for the sixteen study cases at a local scale and the organization and analysis of a data base with the allotted information. And in the last stage, a field work was realized with participative observations in three verification sites and interview applications to the principal actors of the EIA process. These results allowed: to determine the main limitations within the EIA process (methodological, technical and operational), to propose an indicators scheme, and to formulate recommendations focused on the improvement of this Environment Public Policy instrument. 展开更多

This study explores and seeks to explain the EIA procedures practice gap in Lao PDR. It reviews the literature and studies EIA legislation, administrative procedures, guidelines, and relevant documents by using a model proposed by Leu et al. (1996) and applying criteria proposed by Wood (1995) to evaluate the performance of EIA systems. Key EIA legislation in Lao PDR has many strengths, but also major weaknesses: Inadequate planning procedures, no secondary regulations, few trained and skilled personnel, inadequate public consultation, lack of environmental data, weak follow-up and monitoring, and no enforcement machinery. Additionally, the EIA approval procedure is very bureaucratic and easily derailed by political and economic pressures. In addition, coordination among EIA proponents, consultants, concerned ministries, local authorities, planners, and decision-makers is generally weak. This delays decision-making and hinders implementation of environmental regulations. Thus, procedures and evaluation are not always performed well. EIAs are more a project justification tool than a project planning tool for sustainable development. We conclude with recommendations to strengthen the system, such as improving capacity building, implementing an EIA consultants’ accreditation system, ensuring effective public participation and access to EIA reports, applying systematic EIAs, reviewing criteria, and promoting environmental awareness. 展开更多

Results revealed that Bongabon obtained moderate vulnerability to floods and typhoon while low vulnerability to drought and soil erosion. Gabaldon had moderate vulnerability to floods, soil erosion and drought while low vulnerability to typhoon. Cabanatuan City attained moderate vulnerability to floods and drought while low vulnerability to typhoon. There were four crops suitable to grow in the current condition with flood and landslide hazards and in the two projected future scenarios (RCP 4.5 with good conditions and RCP 8.5 with the worst conditions). Only three crops are highly suitable to grow in Gabaldon for the future conditions while in Cabanatuan City four crops are very suitable for the three situations. Native chicken and goats are highly suitable to raise in the three study sites for the three conditions. There were 16 vulnerability maps developed and generated in Bongabon, 16 in Gabaldon and only 12 in Cabanatuan City. Furthermore, 21 crop, chicken and goat suitability maps were produced in Bongabon, 27 maps in Gabaldon and 21 maps in Cabanatuan City. Overall, validation of the maps in the study sites had high accuracy. 展开更多
