High-quality Development Path of Henan Agriculture and Rural Areas Empowered by Digital Inclusive Finance

By studying high-quality development process of Henan agriculture and rural areas empowered by digital inclusive finance,it is found that the construction of digital financial infrastructure in Henan Province is relatively complete,and the level of deposit and loan of rural enterprises and farmers is constantly improving,and the market and government are constantly upgrading the financial risk insurance compensation mechanism.At the same time,there are also problems such as insufficient demand and supply of digital finance,single digital financial products,and weak market supervision.Based on this,some implementation paths are proposed,such as continuing to strengthen the construction of rural financial infrastructure in Henan Province,improving farmers’financial literacy,and enriching digital financial products and services.The government should continue to improve the construction of market system,and broaden the market supervision and management,to actively promote the digitalization of agricultural finance to enable the high-quality development of agriculture and rural areas in Henan Province.

Research on the Development of Rural Commodity Economy in the Edo Period

The rural commodity economy in the Edo period developed by leaps and bounds under the influence of institution,policy,technology and other factors. From the mid 17 th century,the specific area of cash crops gradually took shape in Japan and the largescale cultivation of cash crops greatly promoted the development of rural handicrafts,thereby creating the conditions for the initiation of the capitalist relations of production. The development of rural commodity economy not only changed the traditional mode of operation and production of Japanese farmers,but also accelerated the class differentiation,shook and disintegrated the economic foundation and class basis of Bakuhan society,and created the preconditions for the later Meiji Restoration.

Research on the Development of Rural Collective Economy in Shandong Province

The 19th National Congress of the Communist Party of China proposed a strategy for rural revitalization and made a scientific deployment.In this context,how to pursue the development of rural collective economy is of great significance.Analysis on the status of the development of rural collective economy in Shandong Province showed that decentralized small farmers had a wide range of wealth,poor income-generating capacity,and weak income growth.The development models of rural collective economy in Shandong mainly included the follows:property leasing to explore the way to make money on the spot;relying on resources to build advantageous industries;creating a livable living environment led by capable persons;cooperative management to sound agricultural production and management system;and reform of property rights system to develop the collective economy.In addition,it also found that the rural collective economy in Shandong Province had weak economic foundations,uneven development,financing difficulties,debt resolution difficulties,lack of scientific support policies,and limited innovation and development of leadership team.In response to these problems,countermeasures and suggestions were put forward in this article.

Green development of rural tourism from the perspective of sharing economy

A tourist vacation that integrates leisure and learning has become a new fashion. In line with this development trend, rural tourism with unique charm has developed well. However, the delay and asymmetry of information in the development of rural tourism lead to the coexisting contradiction between lack of a large number of resources idle and the inability of satisfying tourists’ deep experience. The sharing economy can help match the supply and demand sides precisely to improve the efficiency of use of idle resource. The sharing economy is integrated into the development of rural tourism. Through the Internet platform, it can effectively realize the maximum use of idle resources of rural tourism, to promote green sustainable development of rural tourism in the context of sharing economy.

On Development of Rural Tourism Economy in China

Constantly ascendant rural tourism provides great opportunity for exploration and development of small scenic spots and scenic sites.For this new opportunity,it is required to provide correct guidance and encouragement. Then,it will become a new growth point of rural local economy. In this study,it came up with several recommendations for expanding the development space of rural tourism.

Development of suburb farm landscape in the process of urban-rural overall planning from the perspective of ecological economics:a case study of Chengdu City

With the accelerating development of Chinese urbanization and the widening gap between rural and urban areas,urban-rural overall planning is to be an inevitable choice for economic and social development.However,the specific patterns and methods in urban-rural overall planning are greatly different.From the persperctive of ecological economy,taking the main physical and biological pattern of the farmland as research objects,this paper analyzes the components and characteristics of farm landscape,the relationship between farm landscape exploitation and rural tourism,and the role of farm landscape exploitation in planning urban and rural development.It expatiates on the pattern,method and principle of farm landscape development.Furthermore,based on the actual development case,this paper explores how to make high-grade tourism products with scientific and reasonable farm landscape development method,how to increase peasant income,how to improve urban and rural ecological economic environment,so as to promote urban-rural overall planning.

Mechanism Research on Standardized Development of Rural Private Finance

In generalizing the researching conditions of researchers on private finance,the paper introduces the connoted meaning of rural private finance broadly and narrowly.The paper states the forms of rural private finance(including private loaning,private bank,rural private collecting,financing organizations,cooperatives,NGO,small loaning organizations and so on),the relations between rural private finance and rural economic relations,pointing out that it is the combination of the strong and the weak,which may generate benefits with the operation of marketing mechanisms.The paper analyzes the historical causes,supervision causes and cultural causes of rural private finance,discussing mechanisms of standardized development of rural private finance:firstly,standardize the organization management mechanisms,including scaled controlling mechanisms and bank management mechanisms;secondly,complete finance supervision mechanisms;thirdly,moderate government intervention,including affording liberal policy environment and reducing the improper intervention;fourthly,upgrading qualities mechanisms,including cultivating the rural credit culture and improving the quality of regulatory personnel.

County financial ecology and the development of new socialist countryside in China

The new rural construction will involve many fields, such as the upgrade of the industrial structure of agriculture, the improvement of the efficiency in the use of agricultural resources, the increase of farmers’ income, maintaining sustainable agricultural development, and strengthening the construction of agricultural service system and circulation system. Finance, as the core of modern economy, should serve the new rural construction. However, there are many problems about the financial system in the rural area for a long time. So it is vital to build a good county financial eco-environment to promote the development of county financial systems and give full scope to the supporting function of finance. Only when we solve the problems in rural financial ecology and make clear the government’s function and activities, the county financial environment can function and be improved. Based on the reality of county economic development and starting from the connotation of county financial ecology, this paper analyzes the status quo of county financial eco-environment, especially the significance of optimizing the county financial eco-environment under the macroscopic background that the country proposed the socialist new rural reconstruction, and proposes the opinions and suggestions to construct and the maintain county financial eco-environment.

新型农村集体经济高质量发展:内涵特征、现实困境与应对策略

发展新型农村集体经济,实现集体经济现代化转型,是促进乡村振兴和共同富裕的重要途径。论文在阐述与分析新型农村集体经济高质量发展的理论内涵与新型农村集体经济主要类型的基础上,回顾与总结新型农村集体经济的发展历程与改革成效,阐明新型农村集体经济发展面临的主要问题,并有针对性地提出推动新型农村集体经济高质量发展的路径和举措。同时,论文结合目前学界关于经济发展质量内涵的界定,从现实困境与需求出发,提出从治理、经济和社会三个维度理解新型农村集体经济高质量发展的内涵特征。研究表明,面向未来,可从治理、经济和社会三个维度优化社会主义市场经济条件下新型农村集体经济的高质量发展路径,为全面推进乡村振兴和实现农民农村共同富裕奠定更加坚实的物质基础和制度保障。

数字赋能农村经济高质量发展的实现路径

当前,新一轮科技革命正如火如荼地进行,数字技术正在农村这片广阔沃土引发一场深刻的社会变革,回顾马克思主义经典作家理论、我国农村经济建设的经验成就,当前农村经济高质量发展拥有深厚的理论渊源和实践积淀。但在不确定性、不稳定性明显增强的国内外环境下,中国作为农业资源禀赋丰富、人均资源匮乏的人口大国,在数字技术赋能农村经济发展过程中也遇到了诸多问题和阻碍,如农村产业链条延伸不充分、基础设施薄弱、青壮年劳动力流失严重、农民数字素养低、缺乏高质量人才等问题。因此,在推动农村经济高质量发展过程中,应坚持问题导向,通过以数字化驱动农村产业融合发展、加强农村数字基础设施建设、强化农村数字人才队伍建设等措施,更好地让数字技术服务农村经济建设,打造数字乡村,推进乡村振兴,促进共同富裕。

农村集体产权制度改革综合评价及障碍因子分析

基于改革政策目标,从产权能力完善、集体经济发展和农民权益保障三个方面,运用熵权TOPSIS法和障碍度模型,对中国30个省(区、市)2014—2021年的农村集体产权制度改革进行综合评价和障碍因子分析。研究发现:中国农村集体产权制度改革水平总体呈平稳上升趋势,区域间呈现“东高西低”的特征,各地区改革水平的差距呈逐步缩小态势;各省(区、市)农村集体产权制度改革的主要障碍因子是农业机械化水平、家庭农场发展水平、农村市场化程度、集体经营收入水平、集体经济组织管理能力和农村居民财产性收入占比,基本属于集体经济发展维度,表明农村集体经济发展水平与改革规划目标仍有差距,还需进一步提升集体产权改革的经济效能。

数字经济赋能乡村振兴研究热点与趋势——基于CiteSpace的可视化分析

数字经济是信息通信技术应用与发展所创造的新生产物,已成为全球经济发展和社会进步的重要源动力。在国家推进“数字经济赋能乡村振兴”的大背景之下,本文采用CiteSpace软件对2000—2022年中国知网(CNKI)所收录的CSSCI来源期刊有关“数字经济赋能乡村振兴”研究505篇文献,根据研究热点、聚类变化和演进趋势等特征分别进行了关键词共现、聚类分析、时间区图和时间线图等知识图谱的绘制。结合对知识图谱的分析和文献梳理,对数字化转型背景下我国乡村领域的研究现状和研究内容、热点问题、演进脉络及研究趋势等进行了深入分析,并对数字经济赋能乡村振兴的实践提出了三点对策建议:加快乡村信息化转型,开创城乡经济融合的新格局及孵化创新乡村产业模式,以期为乡村振兴数字经济领域研究提供参考。

乡村振兴视域下的廊坊市农村集体经济产业模式发展研究

分析了农村集体经济在实现乡村振兴战略中扮演着的至关重要的角色。河北省廊坊市政府根据全市农村实际情况制定了农村集体经济发展规划,通过强化党建引领、优化资源配置,打造乡村振兴连片示范区等措施,致力于发展壮大廊坊市农村集体经济并取得突出成效。对廊坊市的各项信息进行处理和提炼,总结出廊坊市农村集体经济产业发展所呈现的“六种模式”,包括资源整合、文创旅游、品牌打造、股份合作、承包租赁以及资源开发。同时,探讨了集体经济成功发展的因素,总结了经验启示,旨在为其他地区农村集体经济发展提供一些参考。

数字经济下福建森林旅游与乡村振兴的融合发展

基于新古典经济学、文化生态、社会资本和环境经济学等相关理论,结合福建5G+平安鼓岭项目、智能导览典型案例、旅游元宇宙城市等数字化实践,探讨森林旅游和乡村振兴在经济、文化、社会及生态系统等方面融合发展的理论逻辑。结果表明:数字技术的应用优化了市场资源配置,加强了文化和社会联系,提升了生态系统的可持续性;数字经济下森林旅游与乡村振兴融合发展存在数字化森林生态模式、个性化大数据森林导览模式、数字森林产品电商销售模式、虚拟森林生态体验模式和社交媒体森林旅游推广模式5种可行模式。因此,为了推动福建省森林旅游与乡村振兴智能、高效、可持续地融合发展,应加强建设数字基础设施,努力提升居民数字素养,不断完善数字法律法规。

农村数字经济与农业绿色发展的耦合协调研究

基于2014—2020年中国省级样本数据测算农村数字经济和农业绿色发展水平,采用修正的耦合协调模型、Dagum基尼系数及QAP模型实证分析农村数字经济与农业绿色发展的耦合发展水平差异及其原因。结果表明:尽管农村数字经济和农业绿色发展均处于发展推进期,但目前两者并未达到最优耦合状态;农村数字经济与农业绿色发展耦合水平差异经历“缩小-平稳-增大”的过程,缩小地区间差异和地区内差异都是解决耦合不平衡的关键;政府调控水平、运输邮电水平以及外贸开放水平差异是造成各省耦合水平差异的主要原因,而科技水平的差异化有利于缩小各省耦合度的差异。据此,建议由地方政府牵头将现代信息技术深度融入农业农村发展,打造高效高质寄递运输网络,健全农产品国内统一大市场体系,并坚持创新驱动发展。

分割还是融合:数字经济如何影响中国城乡劳动力就业市场

中国经济步入新时代后,数字经济的快速发展为城乡劳动力就业市场带来了新的挑战。区别于以往在传统经济发展情境下对城乡劳动力就业市场的研究,本文将数字经济发展与中国城乡劳动力就业市场纳入同一研究框架,以探究数字经济冲击对城乡劳动力就业市场的影响。在理论上,构建数字经济冲击背景下城乡边际劳动生产力分割和劳动力流动的理论模型;实证上,基于2013~2020年中国省级面板数据,检验了数字经济对城乡劳动力就业市场的影响与机制,并进一步分析了数字金融的效能。研究发现:第一,数字经济显著促进了城乡劳动力就业市场的分割,这一结论在利用多种方法进行稳健性检验后依然成立;第二,数字经济对城乡劳动力市场分割的影响具有区域异质性差异,所有制分割是数字经济推动城乡劳动力市场分割的重要条件;第三,数字经济相关产业的发展及区域产业结构的转型升级是数字经济影响城乡劳动力就业市场分割的有效机制;第四,数字金融作为产业数字化融合的典范,显著抑制了城乡劳动力就业市场分割。此结论可为探讨数字经济为城乡劳动力就业市场带来何种改变,以及带来这种改变的机制为何提供有益参考。

数字经济、生态保护与城乡融合发展的耦合协调效应——来自省域面板数据的实证检验

数字经济-生态保护-城乡融合发展的耦合协调效应是检视经济与社会高质量发展的重要维度。基于2011-2021年中国省域面板数据,采用熵值法、耦合协调度模型、探索性空间数据分析法以及灰色关联度模型,探究三者耦合协调发展的时空分异特征和驱动因素。研究结果表明:三个子系统的评价指数存在一定差异,城乡融合发展最高,生态保护居中,数字经济最低;从时间上看,研究期内三大系统的耦合协调度在低水平段位呈上升状态;从空间上看,三大系统耦合协调度表现为“东部>中部>西部”,且存在显著的正向空间自相关特征,局部空间自相关类型以“高-高”和“低-低”集聚为主;作为制约三大系统耦合协调发展的重要因素,产业结构、人口素质、经济驱动、政府调控、科技支撑的驱动效果依次递减。因此,要制定差异化区域协调发展战略,建构跨区域协作机制,实现数字经济、生态保护与城乡融合发展的互构式发展。

新型农村集体经济的理论内涵、现实困境与实践路径

新时代发展新型农村集体经济对于促进农村共同富裕具有重要作用。高质量发展下新型农村集体经济是增进民生福祉、实现共同富裕的重要途径,是激发内生动能、实现乡村产业振兴的重要抓手,是巩固基层政权、增强制度自信的重要保障。新型农村集体经济发展至今,已取得一定阶段性成果,但仍存在诸多问题,如部分基层干部群众思想认知有待提升、新型农村集体经济相关政策支持力度有待增强、与新型农村集体经济相关联领域改革的协调性有待提高、与乡村振兴战略实施匹配度有待提高、对实现农村共同富裕建设的支撑力度有待加大等。因此,在中国式现代化发展进程中实现新型农村集体经济高质量发展,需要从普及常态化的农村现代化培训;加快综合性政策出台,优化资源配置;强化相关改革的协同效应;因地制宜探索内外联动发展新模式;构建共同富裕原则下治理新格局等方面入手,有针对性地优化其发展,促进新型农村集体经济发展提质增效,最终实现农村农民共同富裕。

乡村振兴与县域经济耦合发展对中国式现代化发展的影响效应研究

乡村振兴与县域经济耦合发展对中国式现代化发展具有重要影响,能够加快人口规模巨大的现代化发展、全体人民共同富裕的现代化、人与自然和谐共生的现代化以及物质文明与精神文明相协调的现代化发展,是推进中国式现代化发展的有力推手。基于理论分析提出研究假说,进而通过指标体系构建、熵值法、回归模型构建等方法,进一步分析2013—2022年乡村振兴与县域经济耦合发展对中国式现代化发展的影响效应。结果表明:(1)乡村振兴与县域经济耦合发展对中国式现代化发展具有积极效应,主要表现在乡村振兴与县域经济耦合发展对中国式现代化发展具有经济促进效应、社会辐射效应和生态促进效应;(2)乡村振兴与县域经济耦合发展对中国式现代化发展的影响效应具有明显的区域异质性,东部地区乡村振兴与县域经济耦合发展对中国式现代化发展的影响效应要大于其他地区。
