Research on spending policy for university endowment funds

University endowment funds are important capitals in many universities in China today. A lot of universities target their endowment spending at a fixed spending ratio. Because of volatile inflation, it is not optimal. In this paper, the author analyzes the importance of spending policy of university endowment funds, and suggests two models in accordance with inflation-adjusted value.

Analysis of the targeted funding of the university students with profiles and cards from the perspective of poverty alleviation and tackling difficulties

The poor households with profiles and cards are the important objects of the targeted poverty alleviation. The supporting work of the students with profiles and cards in colleges and universities is an important part of the poverty alleviation in education. The university support should not only maintain in the economic and material support, but should also pay more attention to each student as the pillar of the socialist modernization in China, to fundamentally block the intergenerational transmission of the students with profiles and cards and their families. In fact, the path is to build up the supporting concept of the growth and development based on the students with cards and profiles, build a three-dimensional identification path, and establish and improve the tracking and evaluation mechanisms for the targeted funding.

A Survey of Learning Motivation among Junior and Senior English Majors in Non-governmental Universities——A Case Study in Ningbo Dahongying University

Motivation is an important factor to English learning,it plays an important role.In this thesis,the instrument used in the study is a questionnaire,and this thesis was conducted on December 5th,2016 at Ningbo Dahongying University involving 182 students.Based on the questionnaire investigation,this thesis discusses the learning motivation of English major juniors and seniors in Ningbo Dahongying University from the motivation types,factors and strategies.

It also has very important academic value and theoretical practical significance for the improvement of the financial management levels, the introduction of the evaluation results of the special funds into the budget appropriation mechanism, the refinement of the budget planning of the special funds, the improvement of the scientificalness and accuracy of the budget planning oft he special fimds, and the further strengthening of the management of the expenditure and balance of the special funds of universities, and the formulation of the scientific and effective performance evaluation methods, and the formation of the theoretical platform of the performance management evaluation.

Charging Rate, Imposing and Allowancing Range of Universal Service Fund for Network Industries

Universal service obligation of network industries, such as telecommunication, electric power, post, railway, and aviation, has greatly hampered the progress of their marketization reform. Establishing universal service fund could be an efficient solution. This paper provides a method to calculate the charging rate, imposing and allowancing range of universal service fund for network industries, it also proves the feasibility of accomplishing universal service through universal service fund in network industries.

How to Optimize the Management of Science and Technology Funds in Colleges and Universities Based on the Policy of Streamlining Administration,Delegating Powers,Improving Regulation,and Strengthening Services

To advance the field of science and technology,we need to revitalize the development of science and technology through innovation.The development of science and technology has many beneficial implications on the revitalization of the country.For this reason,universities in China should give full attention to their role as the main propeller of science and technology.“Streamlining administration,delegating powers,improving regulation,and strengthening services”is a policy issued by the Chinese government for the management of science and technology funds in colleges and universities.Based on the policy of“streamlining administration,delegating powers,improving regulation,and strengthening services,”colleges and universities must optimize the management of science and technology funds for their efficient use.In this paper,we analyzed the importance of the policy and put forward an effective management strategy,aiming to improve the management of science and technology funds in colleges and universities.

高校党建融入发展型资助育人工作的路径研究

高校党建工作与发展型资助育人工作是有机联系的共同体,二者具有天然的融合优势,这有利于推动融合式党建模式向发展型资助育人工作领域延伸生长。高校发展型资助育人工作面临着育人模式相对传统、育人载体不够集约、育人实效显性不足的实践困境。为此,高校应当加强顶层设计,强化思想引领;建强战斗堡垒,筑牢育人根基;发挥先锋作用,推进双融互促;拓展有效载体,提升融合质效,不断探索党建融入发展型资助育人工作的优化路径。

2017—2023年《五邑大学学报》(自然科学版)本校基金论文分析

以2017—2023年《五邑大学学报》(自然科学版)所发表的论文为统计对象,采用文献计量学方法,对本校作者每年的发文量、基金类型、基金论文比等进行统计分析,结果发现,随着高水平理工科建设以及学科建设力度加大,学报的基金论文比逐年增大,但是高等级基金论文仍然不足;基金论文比与学校的优势学科不完全匹配,从基金论文人员构成、基金类型与比例来看,学报仅反映了学校科研水平的本色和底色.为此,探讨了提高基金论文比、促进学报与学校学科建设协同发展的路径.

培养定向公培生的教育实践课程体系构建研究

定向公培生特指为乡村小学定向培养的本科学历的公费师范生。高等师范院校培养的本科学历小学教师,不只是学历水平的提高,更主要的是要在质量方面能真正满足当地社会发展、教育发展和教师发展的要求。要提高小学教育专业人才培养质量,就目前而言,亟须在原有教育实习的基础上,进一步优化教育实践课程。该文结合海南师范大学的探索实践,在构建教育实践课程体系、健全教育实践课程的运行机制、完善教育实践课程内容等方面进行阐析,以便更好地指导我国小学教育本科专业的培养实践。

高校发展型资助工作是实现共同富裕战略目标的重要组成部分,优化发展型资助工作需要厘清共同富裕与发展型资助工作的逻辑关系。面对共同富裕对高校学生资助工作提出的新要求,为此,需要明确目标定位,注重资助的育人内涵,实现人的现代化;把握关键导向,解决贫困生的“相对贫困”问题,缩小获得感差异;更新资助方式,注重“物质+服务”的救助方式,形成梯度资助格局;加强队伍建设,打造资助育人“多维矩阵”,形成多方合力;打造信息平台,用好“望远镜”和“显微镜”,推进资助科学化。

地方高校公费师范生培养质量评价标准的构建

师范生是教师队伍的后备军,公费师范生政策的实施为壮大和优化教师队伍做出了巨大贡献。新时代教师队伍建设对公费师范生培养提出了新要求。基于全面质量观和教育质量观,坚持立德树人、学生中心、产出导向和国家标准,注重全面性、时代性、角色性和民族性,构建了满足国民要求、时代要求、文化要求、能力要求和乡情要求的“师德为先、能力为重、发展为要”“三位一体”的培养质量标准体系,对于提高公费师范生培养质量、壮大乡村教师队伍、提升乡村教师层次、促进教育公平具有重要意义。

工程技术师范大学发展型资助育人:成效、问题与路径

发展型资助育人工作是贯彻落实立德树人根本任务和维护教育公平的重要举措。吉林工程技术师范学院发展型资助育人工作取得了一定的成效,基于问卷调研结果,总结学生对发展型资助育人工作的真实感受与关切诉求,从经济资助、能力资助、心理资助、政策宣传四个维度,阐释发展型资助育人工作存在的不足,并提出相应的优化措施。

中华优秀传统文化融入高校资助文化路径探讨

高校资助文化建设是当前高校资助育人亟待加强的一项重要工作,将中华优秀传统文化融入高校资助文化,可以更好地丰富资助文化的内涵。该文采用文献研究等方法从制度、体系、活动、互联网平台等方面着手,探索中华优秀传统文化融入高校资助文化的路径。高校资助文化将经济资助、学生个人素质的全面提升和个人自我价值的实现结合在一起,使其呈现出特定性、持续性、多元性的特征。多维度、立体化加强高校资助文化建设,构建高校资助—自助—助人的资助育人模式,对于弘扬中华优秀传统文化、涵养社会主义核心价值观、切实增强高校资助工作的实效性,有着积极的推动作用。

新疆高校资助育人与爱国主义教育融合发展研究

文章以新疆高校资助育人与爱国主义教育融合发展的必要性为切入点,通过向新疆高校学生发放调查问卷,调研分析学生对新疆高校资助育人与爱国主义教育融合发展的现状及满意度,通过调查得出,资助育人与爱国主义教育融合发展初见成效,但仍存在一些问题,如融合形式单一、融合内容不够丰富、学生参与度不高等。采用结构方程模型对样本数据进行分析,结果表明:资助政策认知、资助评选条件、资助项目精准度均显著正向影响资助育人与爱国主义教育融合成效,以此提出新疆高校资助育人与爱国主义教育融合发展的对策和建议。

科研经费中人员费占比与科研产出的关系——来自中国高等学校的经验证据

调动科研人员积极性是中国科研经费管理改革的重要内容。为了探索科研人员激励如何影响科研产出、优化科研经费支出结构,利用2011—2020年中国省级高等学校的科技活动数据,通过固定效应模型分析科研经费支出中人力资本分配对科研产出的影响。结果表明:科研支出中的人员费占比与科研产出呈现倒“U”型关系,放宽科研经费中人员费限制的措施出台提高了人力成本占比对科研产出的阈值效应,但并未加速或减缓人员费占比对科研产出的边际影响,可见政策可以改善资源配置结构与效率,然而科研产出本质上经由要素投入而产生;理工农医学科与人文社科的人员费在科研支出中的平均占比呈现出明显的差距,前者使科研成果产出最大化的极值点出现在19.50%附近,后者在41.51%附近。据此提出优化科研经费配置、提升人员经费效益、实施经费差异化管理等改善中国高校科研经费使用效率的建议。

加权资助率:评价高校科学基金申请质量的新探索

针对当前部分高校片面重视国家自然科学基金数量规模的情况,为引导依托单位提高科学基金申请质量,提升科学基金资助效能,本文在综合考虑高校学科布局和规模体量差异的基础上,提出了一种合理评价高校科学基金申请质量的新指标——加权资助率。基于高校科学基金面上项目的申请、资助数据,研究发现:相较于项目资助率,加权资助率能相对科学客观地反映高校的科学基金申请质量。该模型方法及分析结果可以为依托单位提升科学基金项目管理水平、促进学科建设提供管理参考。

“以人为本”视域下大学生资助体系的构建

在高等教育持续性改革的现实背景下,大学生数量和规模得到了提升。为了更好地保证整个教育的公平性、公正性,需要针对家庭困难大学生展开资助工作。为在大学生提供资助服务的过程中,落实好高校育人工作,保证资助服务的精准性,亟待高校深度贯彻并落实“以人为本”的基本原则,增强被资助学生的主体意识,从而构建高质量的资助育人体系。

高校发展型资助育人的理论逻辑与实践进路

学生资助是发展教育扶贫、促进共同富裕的重要手段。随着绝对贫困的消除,以及相对贫困的反复性、多样性和非地缘性等特征的出现,必将赋予高校学生资助工作新的理论价值和现实意义。在高校场域内深度解析资助育人的内涵,构建“保障”与“发展”一体两翼资助服务育人体系,是实现稳定脱贫和高质量脱贫的重要途径。然而,当前高校工作中存在助困与育人“两张皮”、理论研究与实践创新失衡、主体需求与外在资源分离、实施力度与产生效度对立等问题,解决这些问题需要从育人的理论逻辑、发展的实际需求、机制路径的创新选择上构建发展型资助育人体系。

现阶段,世界各国均十分注重大学生资助问题,不只是由于其彰显了社会公平与公正,更关键在于促进社会可持续发展。近年来,我国致力于构建高校资助政策体系,贫困大学生入学问题得以缓解,并在国家与党的关怀下学生顺利地完成学业,为中国特色社会主义建设贡献自己的力量。然而,关于大学生资助工作依然存在一定的问题,需要深入研究,探寻有效的解决路径。

后脱贫时代高校发展型资助的内蕴与实践范式

进入后脱贫时代,高校发展型资助要明确从“绝对”到“相对”、“单一”到“组合”、“输血”到“造血”转变的新定位;把握好工作开展的四个关键:贫困生精准认定是前提、资助育人是目标、能力提升是重点、精准施策是方法;从建立“三准一体”资助工作机制、健全资助育人规章制度、营造“感恩—知恩—报恩”道德浸润场域、构建“资助—自助”协同育人机制方面探索实践范式,进一步提升资助育人成效,助力高等教育高质量发展。
