Research on the Evolution of Media Practices of Leading Cadres’ New Media and the Communication Characteristics

Purpose/Significance: This study aims to define the concept of leading cadres new media usage in China specifically, and to describe and analyze the forms and typical cases and characteristics of leading cadres new media in different stages. Method/Process: Based on the themes and contents of a few media accounts of leading cadres at different ranks, we summarizes leading cadres new media usage in a systematic perspective and content analysize method. Result/Conclusion: The study defines the concept of Leading Cadres’ new media from the perspective of media practice, determine its position as a media communication platform in the government affairs new media communication system and its relationship with the other elements, and then systematically review the evolution of its media practice from personal website, blog, microblog and microblog to WeChat, live show. On this basis, with the Harold Lasswell communication model, this article summarizes leading cadres new media communication characteristics from five aspects: content producer, content, channel, audience, and effect. Future studies may also enhance the empirical research from the effect perspective.

Research on Operation of UAVs in Non-isolated Airspace

In order to explore the safe operation of UAVs in non-segregated airspace,a collision risk model for cylindrical UAVs based on conflict areas was constructed and the risk of conflict between manned and unmanned aerial vehicles was researched.According to the results of risk analysis,a strategy for solving the conflict of aircraft is proposed,and the risk assessment experiment of unmanned aerial vehicle(UAV)in non-isolated airspace conflict is carried out.The results show that under the experimental conditions,large unmanned aerial vehicles equipped with ADS-B,TCAS and other airborne sensing systems will indeed interfere with other aircraft in airspace when they enter non-isolated airspace.Especially when the number of aircraft in airspace is large,the automatic avoidance system of UAV will increase the avoidance time and trigger the safety alarm,but the safety level is still acceptable.This indicates that it is relatively safe for UAVs to enter non-isolated airspace under limited conditions.The results can be used as a reference for the safe operation of unmanned aerial vehicle(UAV)in non-isolated airspace.

The Evaluation Indicator System for the Audit of Township Leading Cadres' Economic Responsibility: Based on the Survey of One County in Chongqing

Economic responsibility audit evaluation of township cadres is important and difficult. According to the evaluation content and principles,the paper constructs the evaluation indicator of five subsystems: " economic management", " economic decision-making", " implementation of economic policy", " economic development",and " honest and upright administration". Through the field survey of some county in Chongqing,evaluation indicator is screened. According to the expert questionnaire,it uses the Hierarchy Analysis Process method to construct the judgment matrix and calculate the indicator weight and thereby build evaluation indicator system. It focuses on traditional indicators and evaluation indicator of sustainable development to construct a new,more complete evaluation indicator system.

Analysis on Causes of "Micro-corruption" of Rural Cadres in China and Recommendations

This paper mainly introduced major manifestations of corruption of rural cadres in China,and analyzed causes of " micro-corruption" in rural areas. On the basis of analysis,it came up with pertinent recommendations for regulating " micro-corruption" of rural cadres,including improving the overall quality of village cadres,improving treatment of rural grass-roots cadres,improving grass-roots supervision system,activating the functions of rural discipline inspection commissioners,and reinforcing the punishment of " micro-corruption".

Corruption of Village Cadres and Construction of Clean Government in Rural Land Management in China

This paper analyzed the types and causes of corruption of village cadres in rural land management in China. On the basis of current corruption situation,it came up with recommendations including improving the financial system at the village level,establishing land information network,and reforming functions of village committees in the land management,in order to prevent corruption of village cadres in the land management and establish and improve the clean government mechanism for village cadres.

Entropy Production in a Non-Isolated Thermodynamic System Taking into Account Regular Factors of Nonrandom Nature

The work illustrates the impossibility of decreasing entropy in a strictly random thermodynamic process in a non-isolated system using the example of heating a planet by solar radiation flux without and taking into account its rotation around its own axis. That is, the second law of thermodynamics formulated for isolated systems continues to govern such systems. We have shown that in order to achieve a stationary state at lower values of temperature and entropy far from thermodynamic equilibrium at a maximum of temperature and entropy, it is necessary to have regular factors of nonrandom nature, one of which in this example is the rotation of the planet around its own axis. This means that the reason for the appearance of ordered structured objects in non-isolated thermodynamic systems is not the random process itself, but the action of dynamic control mechanisms, such as periodic external influences, nonlinear elements with positive feedback, catalysts for chemical reactions, etc. We present the plots with dependences of temperature and entropy versus time in non-isolated systems with purely random processes and in the presence of a control factor of non-random nature-rotation.

四川大学华西医院四位一体中层干部考核体系构建实践

目的:综合运用多种考核方法构建平时考核、年度考核、专项考核、任期考核四位一体的适宜公立医院高质量发展的中层干部考核体系。方法:通过改良专家咨询法,结合工作实际,确定不同维度中层干部的考核指标及权重赋值。结果:以团队业绩体现干部个人业绩,实绩量化建立中层干部四位一体的考核体系。咨询专家对一级指标的重要性、合理性、可测量性、可考核性评分和认可度均较高。结论:统筹兼顾、综合运用各类考核评价,使其相互补充、相互印证,可增强考核体系的完整性和系统性。科学合理、客观公正的干部考核体系有利于培育一支忠诚、干净、担当的高素质专业化干部队伍。

中国县级领导班子群体特征研究——基于东西部比较分析

面对东西部发展存在的巨大差距,西部地区必须全面提升发展质量,而这离不开作为地区发展“领头羊”的领导班子的引领和推动。现有文献对于领导干部群体特征以及配置结构进行了深入的归纳和探讨,但也有必要比较区域间领导干部整体水平的差异并分析其潜在原因,据此对症下药。比较东西部领导班子的群体特征,对于西部地区领导干部的培养、选拔有一定参考价值。论文运用高层梯队理论,采用分层抽样的方法,在广东省、天津市、陕西省、重庆市获得562名县级党政领导班子的履历信息,从人口统计学特征、教育背景、职业发展经历三个维度进行分析,对比研究东西部地区县级党政领导班子群体特征的共性和差异。本研究利用EXCEL对县级领导班子特征各个指标的变量进行统计分析,通过均值、标准差等数据展示变量的分布结构和特征;利用SPSS21.0对东西部县级领导班子的差异性特征进行分组,通过t检验、卡方检验等呈现数据间的差异性。研究表明,东西部党政领导班子在性别、民族、政治面貌、教育背景等方面呈现出相似的特征,但在籍贯来源、年龄、任职经历、晋升路径等方面呈现出显著差异,西部地区县级领导班子年龄分布呈现“两头多,中间少”、籍贯结构“本地多,外地少”、教育背景“偏人文,轻理工”、“任职经历单一,工作经验同质性高”、自下而上晋升比例更低等明显特征。针对分析结果,建议西部县级党政领导班子要着重加强领导班子协同效能建设、优化领导班子干部队伍结构、完善现代干部任用选拔机制,以及进一步强化领导干部的交流制度。

某三甲肿瘤专科医院年轻干部选拔任用工作实践及探索

为了探索适合高校附属医院年轻干部选拔、培养、考核机制与路径,为年轻干部选拔任用工作提出建议,本研究以某高校附属三级甲等肿瘤专科医院年轻干部选拔任用工作为例,通过文献研究、定性研究和定量研究,分析该专科医院年轻干部选拔任用工作的现状,探索医院选拔任用年轻干部的机制。研究结果显示该医院对年轻干部的选拔、任用和培养工作十分重视,已经建立了系统完备、科学规范、有效管用的年轻干部选拔培养考核制度和机制,以保障医院高质量发展需要,为医院的长远发展提供有力的干部人才支撑。
