Analysis of standardization of community security fund management-Taking practice of community security fund management in Wuhou district of Chengdu as an example

The Chengdu community security funds refer to the special security funds for urban and rural community development and governance in Chengdu.At present,there are some problems in the use of community security funds,such as low participation of residents,and low efficiency of fund use.Taking the exploration of standardization of community security fund management in Wuhou district,Chengdu city,as an example,this paper suggests further strengthening the use and management of community security funds by means of standardization,ensuring the democratic,open,and transparent use of funds,and effectively enhancing the supporting role of community security funds in community governance.

The Essence of Non-Traditional Security Issues and Their Solutions

Non-traditional security issues have arisen since the 1960s,especially after the end of the Cold War,and are becoming a major issue in world security and politics.This reflects tremendous changes in the world situation.With diverse causes and plural referent objects,non-traditional security issues cover nearly all the problems in the world today and make development difficult to sustain.This raises the question of whether human society and the earth can survive.Power politics one-sidedly stresses the role of power,endangering the harmonious development of nations and the whole of human society.It is not at all conducive to the solution of non-traditional security issues.The solution of non-traditional security issues demands cooperation from all actors in the international community.Multiple means are needed to solve these issues.Equal dialogue between all the actors,which can easily be attained,will play an effective role,as long as all actors respect each other's differences.

Study on Community Ecological Security

This paper argues that community ecological security(CES) includes personal security, public safety and humanistic ecological security. The personal security is to protect the resident's life and physical health, public safety means that the residents don't suffer from physical damages or property damages in daily life, and humanistic ecological security is interpreted as that ideas of harmony, fairness, balance implied in ecology are used to coordinate the social relations of settlements, alleviate the increasingly serious social problems of residential space differentiation. In light of serious community ecological safety issues in China, the corresponding measures are pointed out: road system of "separating people and vehicles"; consideration of disaster prevention and mitigation in residential space design; the community construction from culture, environment, management and service; response to the residential space differentiation.

Social and Environmental Impacts of Maryland Oil Palm Plantations on Forests,Biodiversity,and Community Livelihoods in Liberia

Liberia holds 44.5% of the remaining portion of the Upper Guinean Rainforest in West Africa,which is home to critically endangered forest elephants and western chimpanzees.The forests are of vital importance for the livelihoods of millions of West Africans and provide key ecosystem services of local and global importance for food systems transformation and agroecology.Liberia’s efforts toward land reform through legislation and policies recognise communities’rights to own and manage their customary lands and resources.These include the National Forestry Reform Law of 2006,the Community Rights Law Concerning Forest Lands of 2009,and the Land Rights Act of 2018,and more.In May 2022,a program team from the Sustainable Development Institute(SDI)-Friends of the Earth Liberia researched the social and environmental impacts of Maryland Oil Palm Plantations(MOPPs)in Liberia.Twenty-three(23)key informant interviews(KIIs)and 10 focus group discussions(FGDs)were conducted in seven communities in and around the MOPP.They included farmers,contract workers,MOPP staff,local authorities,women and youth leaders,the Environmental Protection Agency(EPA)Inspector,the Civil Society Head,and the Gender Coordinator of Maryland County.The team cross-checked information with formal documents as much as possible and took photographs and global positioning system(GPS)locations of areas of deforestation,pollution,and conflict.The team also used observation to monitor environmental pollution,such as affluent into water bodies and planting oil palm in wetlands.The team used narrative analysis and geospatial landscape analysis to analyze the data.The research finds that land conflict and deforestation have several negative impacts on communities.MOPP has not respected land tenure rights or followed Free Prior and Informed Consent(FPIC)standards,including resettlement without reparation and destruction of farms and old towns without(sufficient)compensation or restitution.During MOPP land acquisition and clearance,communities experienced the loss of their farms and the identification of villages as“village de squatters”,leading to restricted access to farmland,heightened food insecurity,and reduced income from cash crops to support families.MOPP destroyed high conservation value areas and destroyed secondary forest regrowth,which affected important biodiversity areas.MOPP is one of the four large-scale industrial palm oil plantations in Liberia in Maryland County.It has a palm oil mill in a joint venture with Golden Veroleum Liberia(GVL).Its 2011 concession agreement includes 8,800 hectares for industrial palm oil plantations.

The White Volta Basin, Climate Change and Food Security： Perspectives of Riparian Communities in Northern Ghana

This paper has examined how the resources of the White Volta River are enhancing food availability for riparian communities in northern Ghana despite climate change and its associated effects on food security. Using participatory methods such as focus group discussions and interviews, data was collected from households and institutions in three riparian communities. The result of the study indicates that, all things been equal, cultivation of food crops along the river bank in the rainy season gives significantly high yields as compared to yields from farms farthest from the river under rain fed agriculture. Higher organic content and moisture retention capacity of river bank soils explains the yield differential and adaptability to climate change. In addition, farmers now irrigate cereal crops which were hitherto, reserved for only rainy season production. However, inappropriate irrigation practices are accelerating erosion and sedimentation of the river and thus, threaten the sustainability of agriculture and food security in the White Volta Basin. The paper therefore, recommends the adoption of IWRM （integrated water resources management） and the participation of local communities, Government and Civil Society organisations for sustaining the productive capacity of the White Volta Basin for enabling adaptation of agriculture to climate change in the riparian communities of the basin.

Policy Framework for Community and State Policing in Combating Rising Security Challenges in Nigeria

Viability of decentralizing policing in Nigeria had been on the front burner of security discourse since Nigeria returned to democratic governance in 1999.Valid points had been put forward by both those in support and those in opposition.The Community Policing Department of the Nigeria Police had remained more of an administrative unit with little impact beyond the Police Community Relations Committee activities.Rising cases of herdsmen attacks of various communities,terrorist insurgency in the North-East,kidnappings across the different geo-political zones had resulted in the need to interrogate the efficacy of effective community policing and state policing as viable options to combating rising security challenges.The study adopted qualitative method,and being a library research relied entirely on secondary data.Sources of data included journals,relevant textbooks,newspapers,magazines,and materials downloaded from internet.The paper argues that the traditional security agencies had failed to effectively combat the many security challenges that Nigeria faces.The combination of the official security agencies and the military had failed to effectively combat insecurity in the country.The local vigilante groups on the other hand had made valuable inroad in curtailing some of the security challenges including terrorist insurgency as a result of their knowledge of the terrain.The paper concludes that to effectively combat the many security challenges,there is a need for new policy framework at the federal and state levels that would decentralize policing and give legal backing for collaboration between the official security agencies under the federal government and state security outfits including the vigilante.

Human Security, Poverty Pattern and Social Order in Igbo Rural Communities of Contemporary Nigeria

The Igbo have their homeland in seven states of Nigeria mainly Imo, Abia, Anambra, Ebonyi, Delta and Rivers. They are receptible to new ideas and adapt easily to change. The ramifications of human insecurity, poverty, social disorder, poor coherence and poor integration appear to haunt them and the gravity is felt more in the rural communities. The factors are traceable to many pathetic issues. The pathological consequences do affect Igbo stability and navigation in the Nigerian socio-economic environment. The causality constitutes the physical, human, natural, financial and social assets. It is recommended, among others, that the people should return to core values and norms, stick to their own noble identities, have a framework for tackling insecurity and hunger, target the youth in poverty reduction measures and tackle the herdsmen menace. Equally, the abused philosophies used to support dangerous and strange behavior should be tackled.

Study on the Community Policing Administration Innovation from the Perspective of the Public Security Governance

Since the 20th century, human public security accidents occurred frequently, so that the developed countries such as the United States, Japan, and Russia took the lead in strengthening the study of the public security administration. Since the 21th century, all walks of life have paid more attention to the public security administration in China, along with the deepened implementation of the reform and opening-up policy and the rapid development of economic construction and the effects from the outbreak of the SARS crisis and the frequent occurrence of many coal mine security accidents, etc. In this process, the non-traditional security issues and man-made crisis are gradually becoming the main threats currently to the public security of China, because the conflicts of interest and the social contradictions overlap and the social crisis such as cadres-masses and police-masses conflicts is being aggravated. At present, the Ministry of Public Security of China is pushing forward a community policing reform and great numbers of community polices in community policing administration will directly confront with the challenges of the public security administration complexity, and therefore, the promotion of community policing urgently needs the innovation of administration concept.

Security Aspects of Gated Community Housing and the Concept of Safe Townships

Crime is often associated with urban development as urban areas tend to be at greater risk security-wise as compared with other areas. This is the reality of an increasing population crowding into the cities, and fomenting crime in the process. The physical design of the environment also contributes to the escalating crime rate, resulting in fear and anxiety among the residents. The ＂Safe Township＂ concept is an approach to resolving the issue of security in urban areas. It is an agenda within the concept of liveable cities that focuses principally on the problems of urban security. The development of properties within the concept of Gated Community housing is considered a step towards protecting residents in a residential area. The development of fenced Gated Community housing equipped with full-time security facilities is among the strategies in implementing the concept of the Safe Township. This paper discusses the security features in the Gated Community housing development as measures to combat crime in line with the implementation of the Safe Township concept. This study adopts an investigative methodology that combines theory with case studies. The compilation of data was made through literature search, interviews with representatives from the Town Planning Department and data were also collected through observations of Gated Community housing schemes in Johor Bahru.

Social Security Internationalization During China's Reform and Opening Up from 1978 to 2018——Viewed from the Paradigm of a Community with a Shared Future for Mankind

China's reform and opening-up policy,launched in 1978,marks the start of the internationalization process of its social security system.This paper takes the notion of "a community with a shared future" as the perspective to analyze the internationalization of social security in the process of China's reform and opening up.Based on China's developments in globalization,it divides the internationalization process of China's social security from 1978 to 2018 into three stages: the stage of reshaping the domestic social security system with reference to the best international practice; the stage of achieving bilateral or multilateral alignment on the premise of equality and mutual benefit,and the stage of injecting Chinese wisdom in social security into the development of global social security.The trajectory of the development of China's social security internationalization shows the incremental evolution within the country,between nations,and in the world community.This paper studies the internationalization process to show China's grand achievements in the four decades of reform and opening-up and to demonstrate Chinese wisdom and confidence.

Toward a Security Community in Asia? The Limits of Constructivism, Developmental Statism, Liberalism, and Realism

This article asks whether a regional security community has emerged in Asia with the potential to grow mature and seeks to make a contribution to the ongoing debate on this controversial topic.It advances the argument that states in this broad region are far from being able to develop a security community for reasons different from those provided by political realists,developmental statists,liberals,and constructivists(social,discursive,and emancipationist).The role of Association of Southeast Asia(ASEAN)and that of China provide excellent test cases for the theoretical proposition that the building of a successful regional security community requires at least two necessary conditions:liberal democracy and regional democratic leadership,which remain absent in Asia.

A network security situation awareness method based on layered attack graph

The real-time of network security situation awareness(NSSA)is always affected by the state explosion problem.To solve this problem,a new NSSA method based on layered attack graph(LAG)is proposed.Firstly,network is divided into several logical subnets by community discovery algorithm.The logical subnets and connections between them constitute the logical network.Then,based on the original and logical networks,the selection of attack path is optimized according to the monotonic principle of attack behavior.The proposed method can sharply reduce the attack path scale and hence tackle the state explosion problem in NSSA.The experiments results show that the generation of attack paths by this method consumes 0.029 s while the counterparts by other methods are more than 56 s.Meanwhile,this method can give the same security strategy with other methods.

China＇ s Security Measures for 2010 Shanghai World Expo： A Retrospect

The security threats to Shanghai World Expo were multi-faceted, ranging from terrorist threat to ethnic separatist threat, from foreign diplomatic and political disputes to domestic mass disturbances as well as serious social crimes The first was from terrorist threat, and the global Jihad network in Eurasia was looming in the early 21st century, which was guided by radical ideologies; the second threat was from ethnic separatist groups; the third threat was related with foreign personnel and diplomats＇ security; the fourth threat was from mass disturbances, and the fifth was from serious social crimes. China＇s measures to these potential multi-faceted challenges were serious and various, including preventing terrorist attacks through international cooperation, lessening ethnic separatists＇ dissatisfaction and avoiding possible mass demonstration, reducing the chance of domestic mass disturbances, guaranteeing public transportation and aerospace security, making extensive use of advanced technologies and referring to other countries＇ expertise in security check, seeking help from other provinces bordering Shanghai, and strengthening control over explosive materials, etc.. Nevertheless, the efficacy of the above-mentioned countermeasures was problematic, for they were more defensive than offensive, more passive than proactive, and more tactical than strategic.

The Romania-US Strategic Partnership and the Security of the Wider Black Sea Region: Historical Landmarks

The Strategic Partnership,launched in 1997 with the purpose of becoming an advanced mechanism of bilateral cooperation between Romania and the United States regarding fields of strategic interest for both countries,is an important element of maintaining peace and stability in South-Eastern Europe and in the Black Sea area.The Partnership determined a substantial evolution of the bilateral relations based on an intense political speech,as an important aspect for the regional security,and promoted democracy near the Euro-Atlantic community.Romania’s relation with the United States,being focused on security aspects,proves its utility,considering that to this day the North Atlantic Alliance and the European Union do not have a common strategic vision regarding the Wider Black Sea Region.This is due to conceptual differences and to the fact that,unlike Central and Eastern Europe—where the integrations of NATO and EU were linked,in the Black Sea area,the situation is different,having in mind that only Romania and Bulgaria have been part of these structures.This study’s purpose is to present both the evolution of this cooperation format between Romania and the United States in the last two decades and its relevance for the new regional security system.In the circumstances in which the events in Ukraine in 2014 lead to unprecedented tension(Post-Cold War)between the Russian Federation and the Occident,the USA’s involvement in ensuring the security of the extended Black Sea Region gains even more relevance.

Diversification of Security and Possibilities for“Cultural Security”:Focusing on the Cases of the EU and France

Security in international relations has been at a crossroads,especially after the end of the Cold War.National security has not been the only framework of security;human security has also occupied an important position.This“paradigm shift”of security occurred due to changes in the global security environment,such as the emergence of insecurity caused by poverty and ethnic conflict.It is obvious that national security based on a sovereign state and military forces are not enough to prevent war-fighting or to resolve its basic causes,so human security has attracted considerable attention,which complements national security.Human security needs the protection of communities in which people can find their identities and lead a peaceful life.For example,in Europe,a French riot by immigrant young people in 2005 indicated a lack of human security,where the shortage of protection of communities of immigrants under politics by the French government made the situation very serious.We present a new framework,“cultural security”,which complements human security in that the former protects communities based on each culture.It is ideal that all three dimensions of security work well as,if national security lacks,it may cause civil war or a failed state;if human security(in the narrow sense,focused on only individuals)lacks,it may lead to reinforced authoritarianism or a despotic regime;and if cultural security lacks,a civic nation would be developed but social life may be instable.

Renewal Needs and Solutions for Urban Old Communities under the Guidance of Resilient Security

The renewal strategy guided by resilient security aims to enhance the community’s resistance and resilience to natural disasters and other emergency situations,ensuring that the community can quickly restore normal functions in the face of shocks.By enhancing the resilience of the community,residents’sense of security and satisfaction can be improved,while promoting the long-term stability and prosperity of the city.Using methods such as literature review,case analysis,and demand investigation,this paper investigates the needs and strategies for the renewal of urban old communities,and explores the demand analysis and solutions for the renewal of urban old communities under the guidance of resilient security.This paper aims to address the lack of resilience in old communities caused by outdated construction,aging infrastructure,and insufficient public services,as well as how to improve the adaptability,resilience,and transformation ability of communities through renovation and transformation.

Defining Non-Traditional Security and Its Implications for China

Non-traditional security, often abbreviated to NTS, is a popular but rather ambiguousconcept within and outside academic circles. How to accurately define this term? Whatshould be considered in prioritising the needs to curb various NTS threats, given a countryslimited resources and capacities? By raising thought-provoking questions, the author triesto explain the perplexity concerning NTS issues, arguing that NTS is important in economic,political and security sense, but that more efforts are needed from the academics in order toreach a consensus in understanding and dealing with NTS issues.

Security Governance and ASEAN's Political Security Community:Fragmented but Inclusive Security Communities?

The establishment of the ASEAN Political and Security(APSC)in 2015 mimics the notion of a security community where member states are imbued with deep habits of cooperation,mutual trust,a sense of'we-feeling'and the ability to manage security problems together with no prospects of any member going to war with another.But does a security community provide sufficient foundation for security governance in Southeast Asia?The idea of security governance,defined as a set of processes and arrangements carried out by a range of state and non-state actors across multiple levels from the local to the international that are aimed at defining and managing security challenges,requires a movement beyond state-centric approaches to one that is more participatory and inclusive.Despite the APSC's people-centred rhetoric,there are inherent tensions in security practices in ASEAN as states hold on to the principles of non-interference and state sovereignty,while having to respond effectively to address a host of non-traditional threats.These tensions have led to the emergence of multiple sites of governance that are changing the nature of security governance in the region.In analysing the cases of civilian protection in times of humanitarian crises and forced migration,the paper argues that multiple sites of governance point to the need to reassess the APSC as a mechanism for security governance and explore the idea of having fragmented but more inclusive and participatory security communities that work together towards the shared goal of more secure region.

How to Make Virtual Community More Active and Cohesive:From Brand and Perceived Protection Perspectives

With the increasing popularity of the Internet and mobile Internet, the Virtual Community （VC） is becoming an important medium for person-to-person communication. To realise the potential of the VC, it is neces- sary to cultivate within it good group cohesion and vitality. Using empirical and experimental research methods, this study explores the ef- fect of users＇ trust in the VC Platform （VCP） on group cohesion and vitality and how brand and perceived privacy security can affect us- ers＇ trust in the VC. The research results indi- cate that the brand of the VCP can directly af- fect users＇ trust in the VC, and can also influe- nce it indirectly through users＇ perceived pri- vacy protection and perceived security protec- tion. Further, this study also confu＇ms that the performance of the VC （group cohesion and vitality） is significantly affected by users＇ trust in the VC. The results of this study can provide theoretical guidance for internet companies to maintain and enhance the value of VCs.

浅析全球安全倡议的实施路径

In the current era of changes unseen in a century,humanity is caught up in a deteriorating security environment on a global scale.By proposing the Global Security Initiative(GSI),China has offered its wisdom and a solution toward building a community of shared security for humanity.After a brief review of the historical evolution of the global security mechanism,the present study analyzes the main ideas and contemporary values making up the GSI.Meanwhile,based on the approaches proposed in and the spirit of the GSI Concept Paper,the authors uncover the dialectical relationship between the GSI,the Global Development Initiative,and the Global Civilization Initiative,which are all included in the Law on Foreign Relations of the People’s Republic of China adopted on June 28,2023.Furthermore,the authors recommend three practical paths toward implementing the GSI:a path toward shortterm goals,a path toward medium-term goals,and a path toward longterm goals.The success of the GSI needs the concerted efforts of all countries.China is not only an active advocate of the GSI but has also been striving to enhance its capability in safeguarding global security,implement the GSI vigorously,and spearhead a new type of global governance.
