After more than ten years,offshore wind power industry in China has got into a new stage of high-quality development.The economy has gradually improved to be affordable,floating wind power has been in the stage of eng...After more than ten years,offshore wind power industry in China has got into a new stage of high-quality development.The economy has gradually improved to be affordable,floating wind power has been in the stage of engineering,and integrated development innovation has been flourished.Industrial policy system of offshore wind power has gradually been established and improved.A series of measures work together to promote the industrial clusters and guide the persistent and healthy development.The current policy framework was sorted in this research.The national and local government policy guidance was analyzed from the aspects of development planning,resource allocation,enterprise support,scientific research support,power system,financial services,etc.Aiming at the problems of industrial layout,organization mode,integration of industry and finance faced,policy suggestions were proposed,i.e.,planning as a whole to the sites and industrial layout as well as corresponding policies,promoting the integration and coordination of the floating offshore wind industrial chain,and strengthening the guidance and innovation support of green finance.展开更多

Analysis of gearbox repair policy that includes economic considerations is important for the effective operation of offshore wind farms. From their initial perfect working states, gearboxes degrade with time, which leads to decreased working efficiency. Thus, offshore wind turbine gearboxes can be considered to be multi-state systems with the various levels of productivity for different working states. To efficiently compute the time-dependent distribution of this multi-state system and analyze its reliability, application of the nonhomogeneous continuous-time Markov process(NHCTMP) is appropriate for this type of object. To determine the relationship between operation time and maintenance cost, many factors must be taken into account, including maintenance processes and vessel requirements. Finally, an optimal repair policy can be formulated based on this relationship.展开更多

This paper proposes a novel deep reinforcement learning(DRL)control strategy for an integrated offshore wind and photovoltaic(PV)power system for improving power generation efficiency while simultaneously damping osci...This paper proposes a novel deep reinforcement learning(DRL)control strategy for an integrated offshore wind and photovoltaic(PV)power system for improving power generation efficiency while simultaneously damping oscilla-tions.A variable-speed offshore wind turbine(OWT)with electrical torque control is used in the integrated offshore power system whose dynamic models are detailed.By considering the control system as a partially-observable Markov decision process,an actor-critic architecture model-free DRL algorithm,namely,deep deterministic policy gradient,is adopted and implemented to explore and learn the optimal multi-objective control policy.The potential and effectiveness of the integrated power system are evaluated.The results imply that an OWT can respond quickly to sudden changes of the inflow wind conditions to maximize total power generation.Significant oscillations in the overall power output can also be well suppressed by regulating the generator torque,which further indicates that complementary operation of offshore wind and PV power can be achieved.展开更多
