Based on an analysis of the limitations of conventional production component methods for natural gas development planning,this study proposes a new one that uses life cycle models for the trend fitting and prediction ...Based on an analysis of the limitations of conventional production component methods for natural gas development planning,this study proposes a new one that uses life cycle models for the trend fitting and prediction of production.In this new method,the annual production of old and new wells is predicted by year first and then is summed up to yield the production for the planning period.It shows that the changes in the production of old wells in old blocks can be fitted and predicted using the vapor pressure model(VPM),with precision of 80%e95%,which is 6.6%e13.2%higher than that of other life cycle models.Furthermore,a new production prediction process and method for new wells have been established based on this life cycle model to predict the production of medium-to-shallow gas reservoirs in western Sichuan Basin,with predication error of production rate in 2021 and 2022 being 6%and 3%respectively.The new method can be used to guide the medium-and long-term planning or annual scheme preparation for gas development.It is also applicable to planning for large single gas blocks that require continuous infill drilling and adjustment to improve gas recovery.展开更多

To make the process practical, we integr...We present an efficient and risk-informed closed-loop field development (CLFD) workflow for recurrently revising the field development plan (FDP) using the accrued information. To make the process practical, we integrated multiple concepts of machine learning, an intelligent selection process to discard the worst FDP options and a growing set of representative reservoir models. These concepts were combined and used with a cluster-based learning and evolution optimizer to efficiently explore the search space of decision variables. Unlike previous studies, we also added the execution time of the CLFD workflow and worked with more realistic timelines to confirm the utility of a CLFD workflow. To appreciate the importance of data assimilation and new well-logs in a CLFD workflow, we carried out researches at rigorous conditions without a reduction in uncertainty attributes. The proposed CLFD workflow was implemented on a benchmark analogous to a giant field with extensively time-consuming simulation models. The results underscore that an ensemble with as few as 100 scenarios was sufficient to gauge the geological uncertainty, despite working with a giant field with highly heterogeneous characteristics. It is demonstrated that the CLFD workflow can improve the efficiency by over 85% compared to the previously validated workflow. Finally, we present some acute insights and problems related to data assimilation for the practical application of a CLFD workflow.展开更多

However, lack of integration of transportation and land-use planning threatens economic sustainability of the SGR project. This study was carried out for the purpose of finding-out how transportation can be integrated with land-use planning for economic sustainability of the project. The study was carried-out by using qualitative research approach through demonstration as case study. Findings show that construction of the SGR is not integrated with land-use planning around the stations and along the SGR corridor. It is concluded that economic sustainability of the SGR projects can be achieved by integration of transport and land-use planning. As demonstrated, it is recommended to deliberate for integration of transportation and land-use planning in the SGR projects of which the prime land within Transit Stations can be efficiently used by using Transit Oriented Development and secure more land for production activities around the Transit Stations and along the SGR corridor.展开更多

An integrated hydraulic model which combines the traditional drainage sewer system with LID practices is adopted to assess the master plan.Through a long-term continuous simulation for 20 years the results reveal that the runoff volume will be reduced by over 80% following full implementation of this plan. Combining with the local conditions technical guidelines are established to provide assistance in implementing the stormwater master plan. Bioretention facilities for three main roads are constructed and other areas of development are being implemented sequentially under the guidance of the plan. This project provides an alternative method of stormwater management through the implementation of LID and it acts as a good example for other developing districts in China.展开更多

With the rapid social and economic development of the Tibet Autonomous Region,the situation in regard to energy supply and demand is increasingly tense.Meanwhile,the development of renewable energy in Tibet has been g...With the rapid social and economic development of the Tibet Autonomous Region,the situation in regard to energy supply and demand is increasingly tense.Meanwhile,the development of renewable energy in Tibet has been given considerable practical significance by its peculiar ecological environment.Given the complementarity of renewable energies in Tibet,using the method of factor analysis,we derived four major factors:level of economic development,social development,industrial development,and energy endowment,which help to evaluate development conditions in different regions of Tibet.Treating these four factors equally,we used the hierarchical clustering method to determine the order of regional development.Thus we acquire a three-stage planning project for renewable energy.In the first stage,Lhasa plays a leading role in promoting the development of renewable energy,particularly that based on solar and wind energy.There are two phases in the second stage,the first being to simultaneously develop solar and wind energy in Xigaze and Nyingchi.The second is to develop solar and wind energy in accordance with the time of year in Qamdo,Nagqu,and Ali,with 1.145billion kWh electricity to be generated.The third stage is to develop energy production in Lhoka Prefecture,with 1.369billion kWh electricity to be generated.At the end of the three-stage project,consumption of available electricity will have reached 4.045 billion kwh,with major social and economic benefits.展开更多

In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.展开更多

The Sustainable Development Goals(SDGs)of the United Nations 2030 Agenda are a key focus for implementing the Sustainable Development(SD)concept.But generally speaking,SD goals and targets are continuously evolving,co...The Sustainable Development Goals(SDGs)of the United Nations 2030 Agenda are a key focus for implementing the Sustainable Development(SD)concept.But generally speaking,SD goals and targets are continuously evolving,country specific,complex to implement,and are often given relatively short time horizons,such as the 15-year horizon for the SDGs.Many SD issues need a much longer time horizon as the policy interventions to deal with these issues can take decades before their effects become apparent,which is especially true for China.The T21 China 2050 is developed to study the long-term SD challenges and opportunities of the country.In its business-as-usual simulation to 2050,T21 China 2050 reveals some of the sustainability challenges facing China,including 1)aging population and labor force decline,2)huge food imports,3)land degradation and loss of arable land,4)water shortages,5)huge fossil fuel imports,and 6)carbon dioxide emissions.These SD issues are a subset of the SDGs specifically relevant to China over a time horizon well beyond 2030.The model is then used to test possible policy interventions in these six areas under two separate scenarios:Balanced and Narrowly Focused.The major results from these two scenarios are compared with those of the business-as-usual scenario.The simulations show that by adopting certain policy measures,China’s path towards SD can be further improved.It also shows that a variety of policy measures can be selected and tested with the T21 China 2050 model for exploring the future SD prospects of the country.Specific policies recommended include:extension of retirement age,adjustment of the current family planning policy,protection of agriculture land,promotion of agricultural R&D to raise yield,improvement of public transportation to slow private vehicle ownership,increased investment in renewable energy,and water conservation.展开更多

Based on the new round of resource evaluation and exploration and development research in the western South China Sea, the in-depth research on underground oil and gas resources, surface development facilities, external factors and economic indexes are carried out to clarify the industrial layout of oil and gas development. The potential and prospect of oil and gas exploration and development were implemented, and the main external factors and corresponding measures affecting the planning were clarified in this paper. The economic evaluation model suitable for the region is established based on the analysis of internal rate of return, comprehensive barrel oil cost, critical price, financial net present value and other important indicators, and a set of planning and research methods suitable for the integration of exploration and development in the western South China Sea is finally formed. This method has been applied to the replacement reserve study of Weizhou X and Weizhou Y oil fields. This study focuses on a national regional coordinated development strategy and adopts China Multi-Regional Computable General Equilibrium model to analyze the economic and social development, energy demand, and carbon...This study focuses on a national regional coordinated development strategy and adopts China Multi-Regional Computable General Equilibrium model to analyze the economic and social development, energy demand, and carbon emissions of the provinces during the 14th Five-Year Plan (FYP, 2021 2025) period based on the economic development and energy demand since the New Normal. The main conclusions are the following: 1) Under the guidance of the regional coordinated development strategy, 13 provinces/municipalities are expected to have a per capita gross domestic product (GDP) of more than US$15,000, and 16 provinces/municipalities will have a per capita GDP of US$10,000 15,000. All provincial economies are expected to achieve steady and rapid development by the end of the 14th FYP. 2) The total energy consumption of the provinces is expected to reach 5.45 Gtce (excluding Tibet) in 2025, and the average annual growth rate is approximately 1.5%. The growth of energy demand will remain in low speed. The key point of energy demand will gradually shift from the eastern to the middle area, while the proportion of energy use in the western provinces will remain stable, which is consistent with the economic development stage and regional coordinated development strategy. 3) The annual average carbon intensity (mainly considering carbon emissions from energy use) of the provinces will approximately with most provinces dropping by over 4.0%. The trend of a considerable decline in carbon intensity, as observed in recent years, is expected to continue.展开更多
Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a co...Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a comprehensive method combining resources and environmental carrying capacity(RECC)and land development suitability(LDS)was developed by using techniques of GIS,analytic hierarchy process(AHP)and threedimensional magic cube.Taking Aba prefecture in Sichuan Province of Southwest China as a case study,LDS for transportation was analyzed from three aspects,including overall planning layout,different transport modes,and transportation projects.The results showed that the transport planning scales of most counties in Aba were suitable,and the order of LDS of different transport modes was railway>highway=superhighway>tourism track,which already included 42 new transportation projects.We found that two counties(Maoxian County and Jiuzhaigou County)should improve the ecological protection level of transportation,in which the railway network construction should be encouraged,and some transportation projects with low LDS should be postponed or constructed harmlessly.We suggest the combination of RECC and LDS for transportation could enhance the territorial space optimization and sustainable transport construction.展开更多

文摘Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.
文摘At present,high-value eco-agriculture research in China is till limited and controversial,theoretical innovation and practices on eco-agriculture should be conducted.The key problems which should be solved urgently on the development of high-value eco-agriculture in the middle-lower reaches of Yangtze River now including:the connotation and characteristics of high-value eco-agriculture,the construction of high-value eco-agriculture system and the policies of the development of high-value eco-agriculture.Therefore,the strategic development research on high-value eco-agriculture mainly includes the following aspects:development of agriculture modernization and theory and practices of eco-economics;theory of high-value eco-agriculture;practice of high-value eco-agriculture in the middle-lower reaches of Yangtze River;construction of high-value eco-agriculture in the middle-lower reaches of Yangtze River;development strategy and system innovation of high-value eco-agriculture in the lower and medium reaches of Yangtze River.

文摘With the rapid social and economic development of the Tibet Autonomous Region,the situation in regard to energy supply and demand is increasingly tense.Meanwhile,the development of renewable energy in Tibet has been given considerable practical significance by its peculiar ecological environment.Given the complementarity of renewable energies in Tibet,using the method of factor analysis,we derived four major factors:level of economic development,social development,industrial development,and energy endowment,which help to evaluate development conditions in different regions of Tibet.Treating these four factors equally,we used the hierarchical clustering method to determine the order of regional development.Thus we acquire a three-stage planning project for renewable energy.In the first stage,Lhasa plays a leading role in promoting the development of renewable energy,particularly that based on solar and wind energy.There are two phases in the second stage,the first being to simultaneously develop solar and wind energy in Xigaze and Nyingchi.The second is to develop solar and wind energy in accordance with the time of year in Qamdo,Nagqu,and Ali,with 1.145billion kWh electricity to be generated.The third stage is to develop energy production in Lhoka Prefecture,with 1.369billion kWh electricity to be generated.At the end of the three-stage project,consumption of available electricity will have reached 4.045 billion kwh,with major social and economic benefits.

文摘By focusing on Guangzhou, this paper examines how different concepts of city in terms of urban-rural relationships are shaped in transforming China since 1949, and explores how they influence the way in which urban planning are practiced. In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.
文摘Regional development planning is one of the 'hot spots' in the field of human geography in China Based on brief retrospection and reviewing of its development since the 1980s, this paper discusses the basic thoughts of regional development planning under the socialit market economy, i.e.,to work out planning of flexibility, sustainability, multi-objective coordination and high effective practicability. In line with these thoughts, the paper puts forwards boo countermeasure in the practice of working out a high effective regional developmed planning. These countermeasures are to strengthen research on market factors, to take the coordinated development between the economy,society and PRED as the main line of regional development to correctly deal with the relationship between qualitative analysis and quantitative research and to emphasize on researches of regional policies.

文摘The Sustainable Development Goals(SDGs)of the United Nations 2030 Agenda are a key focus for implementing the Sustainable Development(SD)concept.But generally speaking,SD goals and targets are continuously evolving,country specific,complex to implement,and are often given relatively short time horizons,such as the 15-year horizon for the SDGs.Many SD issues need a much longer time horizon as the policy interventions to deal with these issues can take decades before their effects become apparent,which is especially true for China.The T21 China 2050 is developed to study the long-term SD challenges and opportunities of the country.In its business-as-usual simulation to 2050,T21 China 2050 reveals some of the sustainability challenges facing China,including 1)aging population and labor force decline,2)huge food imports,3)land degradation and loss of arable land,4)water shortages,5)huge fossil fuel imports,and 6)carbon dioxide emissions.These SD issues are a subset of the SDGs specifically relevant to China over a time horizon well beyond 2030.The model is then used to test possible policy interventions in these six areas under two separate scenarios:Balanced and Narrowly Focused.The major results from these two scenarios are compared with those of the business-as-usual scenario.The simulations show that by adopting certain policy measures,China’s path towards SD can be further improved.It also shows that a variety of policy measures can be selected and tested with the T21 China 2050 model for exploring the future SD prospects of the country.Specific policies recommended include:extension of retirement age,adjustment of the current family planning policy,protection of agriculture land,promotion of agricultural R&D to raise yield,improvement of public transportation to slow private vehicle ownership,increased investment in renewable energy,and water conservation.

文摘Under the requirement of high-quality development, the research method of integrated model planning for offshore oil and gas exploration and development suitable for the western South China Sea is put forward. Based on the new round of resource evaluation and exploration and development research in the western South China Sea, the in-depth research on underground oil and gas resources, surface development facilities, external factors and economic indexes are carried out to clarify the industrial layout of oil and gas development. The potential and prospect of oil and gas exploration and development were implemented, and the main external factors and corresponding measures affecting the planning were clarified in this paper. The economic evaluation model suitable for the region is established based on the analysis of internal rate of return, comprehensive barrel oil cost, critical price, financial net present value and other important indicators, and a set of planning and research methods suitable for the integration of exploration and development in the western South China Sea is finally formed. This method has been applied to the replacement reserve study of Weizhou X and Weizhou Y oil fields. It is found that the planned reserves and production are consistent with the actual ones, and good practical results have been achieved.

文摘This study focuses on a national regional coordinated development strategy and adopts China Multi-Regional Computable General Equilibrium model to analyze the economic and social development, energy demand, and carbon emissions of the provinces during the 14th Five-Year Plan (FYP, 2021 2025) period based on the economic development and energy demand since the New Normal. The main conclusions are the following: 1) Under the guidance of the regional coordinated development strategy, 13 provinces/municipalities are expected to have a per capita gross domestic product (GDP) of more than US$15,000, and 16 provinces/municipalities will have a per capita GDP of US$10,000 15,000. All provincial economies are expected to achieve steady and rapid development by the end of the 14th FYP. 2) The total energy consumption of the provinces is expected to reach 5.45 Gtce (excluding Tibet) in 2025, and the average annual growth rate is approximately 1.5%. The growth of energy demand will remain in low speed. The key point of energy demand will gradually shift from the eastern to the middle area, while the proportion of energy use in the western provinces will remain stable, which is consistent with the economic development stage and regional coordinated development strategy. 3) The annual average carbon intensity (mainly considering carbon emissions from energy use) of the provinces will approximately with most provinces dropping by over 4.0%. The trend of a considerable decline in carbon intensity, as observed in recent years, is expected to continue.

文摘Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a comprehensive method combining resources and environmental carrying capacity(RECC)and land development suitability(LDS)was developed by using techniques of GIS,analytic hierarchy process(AHP)and threedimensional magic cube.Taking Aba prefecture in Sichuan Province of Southwest China as a case study,LDS for transportation was analyzed from three aspects,including overall planning layout,different transport modes,and transportation projects.The results showed that the transport planning scales of most counties in Aba were suitable,and the order of LDS of different transport modes was railway>highway=superhighway>tourism track,which already included 42 new transportation projects.We found that two counties(Maoxian County and Jiuzhaigou County)should improve the ecological protection level of transportation,in which the railway network construction should be encouraged,and some transportation projects with low LDS should be postponed or constructed harmlessly.We suggest the combination of RECC and LDS for transportation could enhance the territorial space optimization and sustainable transport construction.
