The Community Renewal of Shantytown Transformation in Old Industrial Cities:Evidence from Tiexi Worker Village in Shenyang,China

There are many problems,such as poverty,unemployment,poor infrastructure and how to improve the ecological environment,in the shantytowns of old industrial cities.Shantytowns are the most centralized areas with different contradictions,referred to as the‘problem areas’of urban sustainable development.The shantytown transformation of old industrial cities is a typical process of unit community disintegration,which is reflected not only in the reconstruction of physical space but also in the community renewal of social spatial integration and culture reconstruction.Based on qualitative research,questionnaires and in-depth interviews,taking Tiexi Worker Village in Shenyang as a research case,this paper attempts to analyse the characteristics and driving forces of the community renewal of shantytown transformation in old industrial cities.We found that the physical space of Tiexi Worker Village has changed considerably,which is embodied in its land use structure,living environment and community service facilities,reflecting the development of community function from simple industrial function to comprehensive functions.The residents in this community have experienced a transformation from a period of homogeneity to one of heterogeneity.The social network of the community has been destroyed.Social stratification,social differentiation and higher fluidity have occurred.Community renewal is mainly affected by macro factors such as policy regulation,economic driving,condition constraints,and micro factors such as residents’choice of living space and willingness to renew their communities.The transformation policy of the old industrial zone and the development policy of the new urban area are the fundamental and deep-seated reasons for the renewal of Tiexi Worker Village,which determine the direction of the renewal and development of the community.The paid use of land and the development of the real estate industry are the direct stimulating factors for the renewal of Tiexi Worker Village,which become the direct reasons for the spatial transformation.The changes in the population in urban and rural areas and the promotion of traffic are the driving factors for the renewal of the community,while the choice of residents and their willingness regarding community renewal are the endogenous forces for promoting community renewal.Finally,the author attempts to put forward a model of the interlaced mechanism of the forming of community renewal at the macroscopic and microcosmic levels,which are the urban renewal and reconstruction and social space differentiation of community residents,respectively.

Application of the Concept of“Endowing the Old with the New”in Urban Renewal

The renewal of ancient cities is an important part of the urban renewal work in China.However,there are few studies on the general historical ancient cities at the county level in China,and there is no guidance on the renewal path.Through the practice of the renewal design project of Suining County,Xuzhou City,it makes an exploratory study on the renewal concept and mode.It first interprets the connotation and implementation path of the renewal concept of“endowing the old with the new”.Based on the texture analysis of the ancient city of Suining,it finally determines the design theme that tracing the historical context of the ancient city.Using the renewal techniques such as“extraction-transformationactivation”,through the renewal strategies such as“building new space,shaping new landscape,inheriting new culture and pregnant with new environment”,it realizes the regeneration of urban historical context and meets the needs of residents'modern life,so as to provide reference and guidance for the renovation of general historical ancient cities at the county level in China.

The Application of Old City Planning Based on the Concept of Smart Cities: A Case Study of Wanli District, Nanchang

The impact of a smart city as one of the new urban forms on the city is still in the exploratory stage. Therefore, it is necessary to fully analyze the impact of a smart city in the urban planning field, and actively explore the planning ideas and methods that are compatible with the planning and renovation of the old city. On the basis of applying the concept of smart cities, Wanli District of Nanchang City has paid attention to the optimization of urban spatial structure, focused on the development of tourism industry, built an intelligent transportation system with priority to public transport, and improved infrastructure construction, in order to provide guidance for the wisdom update of the old city.

Design Strategies and Practice Paths for Improving Urban Quality in the Stock Era

In the middle and later stages of urbanization development,the growth of the real estate industry will stagnate,and urban renewal will become the mainstream.With the advancement of urban renewal,there are still problems in improving the quality of cities in the stock era and their design strategies.This paper analyzed the Linping Old City organic renewal project and the Xishui River ecological governance project in the stock era of urban quality improvement by sorting out the current development status,historical background,planning types,and design strategies of quality improvement in the stock era from the perspective of urban renewal,combining with project overview,main problems,design methods,and design content.Urban renewal is the leading direction for promoting urban development and construction on a global scale,and countries formulate different plans and practices based on their local characteristics.Urban renewal strategies should be diversified,and focus on livable environments,urban characteristics,etc.,while considering human factors,green innovation,etc.,in order to achieve smart community management and enhance the economic and social benefits brought by urban attractiveness.For successful cases such as the Linping Old City and Xishui River ecological governance project,corresponding urban quality improvement strategies and implementation plans should be formulated according to local conditions,with emphasis on social participation and people’s livelihood improvement.This study can help urban planning pay more attention to rational utilization and upgrading of existing urban resources,adapt to the current urban development situation,and promote sustainable urban development.

A Comparative Study on the Street Space Form in the Old City of Beijing: A Case Study of Shijia Hutong, the White Stupa Temple Area, and Dashilanr

Urban renewal is one of the important contents of urban development in China. With the gradual progress of urbanization, the renewal of the old city has become the focus of urbanization. This paper analyzed the street space form in the old city, and explored the characteristics of the street space form with a view to exploring streets whose space forms are suitable for the current social development. Based on the field investigation of Shijia Hutong, the White Stupa Temple area, and Dashilanr, the similarities and differences of streets in these areas with different space forms in the old city of Beijing were compared and analyzed, and social and cultural factors expressed in urban space form and the impact of human activities on the street space form were explored in terms of the scale, function, building type, and connection with the outside world. It is hoped that this paper will provide a reference for future renovation of the Old City.

Technical Investigation on V2G,S2V,and V2I for Next Generation Smart City Planning

The paper investigates a few of the major areas of the next generation technological advancement,“smart city planning concept”.The areas that the paper focuses are vehicle to grid(V2G),sun to vehicle(S2V),and vehicle to infrastructure(V2I).For the bi-directional crowd energy single entity concept,V2G and building to grid(B2G)are the primary parts of distributed renewable generation(DRG)under smart living.This research includes an in-depth overview of this three major areas.Next,the research conducts a case analysis of V2G,S2V,and V2I along with their possible limitations in order to find out the novel solutions for future development both for academia and industry levels.Lastly,few possible solutions have been proposed to minimize the limitations and to develop the existing system for future expansion.

基于Isovist视域量化分析的芜湖市旧城街区改造路径设计研究

当下,我国城市建筑由增量发展转向存量更新,存在旧城区与新城区的环境品质差距较大、旧城中历史建筑缺乏利用等问题。通过调研Sasaki事务所基于视域研究开展的安徽省芜湖市城市更新项目,借助Isovist视域分析方法,利用路径测绘解析路径设计要素,量化研究旧城改造重点地段的视域特征,阐明物质空间与视觉体验的联系,以期为后续旧城改造提供参考。

Study on Renewal Planning of Declining Historic Quarters:Inspired from the Discussion on Conservation of the Old City in South Nanjing

Through collecting,reflecting and summarizing various opinions on the conservation of the old city in South Nanjing,this paper examines the problems that the declining historic quarters are facing amid the urban renewal process.Moreover,in combination with the existing planning practices in the old city in South Nanjing,this paper carries out a discussion on the renewal of the declining historic quarters from the perspective of values,exploration and assessment of historic resources,choice of renewal methods,and support of implementation system.

基于文化资本评价的苏州市姑苏区旧城社区更新策略研究

姑苏区作为苏州中心城区,旧城社区不仅面临存量背景下内涵式、精细化更新需求,更承载了城市文脉与历史记忆。文章将文化资本理论引入旧城社区更新领域,通过聚焦社区文化资本的识别、分类、评价与利用,对旧城社区更新类型、特征问题及优化策略展开研究。构建旧城社区渐进式更新体系,提出更新思路,尝试建构基于基础、生活、精神、制度、产品五大维度的社区文化资本评价体系,并分类提出具有针对性的更新优化策略。

古城区内老旧小区更新改造模式及政策导向探究——以苏州古城区为例

近年来,古城区内的老旧小区的更新改造问题是城市更新的研究重点,文章通过对近几年苏州古城区内老旧小区的改造行动和现状的全面调研,将其分为三类,分别为完善类、残损类和残破类。并通过对苏州古城区的文化定位、人群定位进一步确定了老旧小区更新改造的功能和方向定位,从而对三类老旧小区提出了针对性的更新改造建议和古城人群调整策略。最后,根据以苏州古城区为例的策略研究,对城市更新中古城区内老旧小区的更新改造提出了多个层面的政策建议。

政党主导旧城改造:党建引领、社区治理与服务供给——以上海市S区58个旧街坊整体改造为例

旧城改造不仅使居民有房住,还要住得好;不仅要促进城市发展,还要关注社会保护。政党主导旧城改造超越对社区问题的局部回应型治理,化被动为主动,通过整体规划和统筹治理促进社区发展和城市化进程。在党的规划引领下,把城市发展与城市保护统筹兼顾,提高治理绩效。政党主导旧城改造模式的运作逻辑在于把基于效率的行政逻辑、基于协商的社会逻辑和基于价值的政治逻辑有机结合,通过政治运作吸纳行政运作,把政治运作嵌入基层社会,结合社会运作加强党建,发挥政党的主导作用,寻求把党的建设、社区治理和服务供给三者融合起来,把党的领导优势和制度优势转化治理效能。

基于步行网络修补的街道空间更新模式研究

新的时代背景下,“以车为本”的发展模式已不再适宜,城市步行网络的建设日益得到重视。而相较于宏观视角下的步行网络整体规划,对既有步行网络进行修补优化更加切实可行。研究对重庆市步行网络的发展趋势和街道使用主体的需求进行了分析,指出修补重庆旧城传统山地步行网络的价值,提出了通过街道公共空间更新来修补旧城步行网络这一方法。进一步从总体思路、目标、原则与策略四个方面构建了街道公共空间更新的具体模式。

基于共生活力的三线老工业历史文化街区更新研究——以绵阳市跃进路为例

历史文化遗产型的传统老工业街区更新思路比较局限,以过度保护或商业化的更新为主,忽略了经济活力、社会活力、空间活力三者之间的平衡,最终导致更新后活力不足。三线老工业历史文化街区具有其特殊性,其活力问题亟需重视。基于此,文章引入“共生活力”思想,借助房价、大众点评POI、百度热力图、人口普查数据、网络点评文本、路网等多源数据构建三线老工业历史文化街区更新后的活力评价体系。以绵阳市跃进路为实证研究,分析活力状态及特征,挖掘活力差异性的动因,并从完善参与主体管理体系,建立多元投资机制;强化共生活力正向要素,灵活调节活力影响机制两个层面提出活力提升策略,以期为类似的三线老工业历史文化街区更新提供一定思路和借鉴。

视觉基础模型支持的老城区更新规划方法与实践

对于具有复杂建成环境的老城区,采用人工智能技术可以提高更新规划的科学性,然而现有的目标识别方法高度依赖人工标注数据集,面临更新实践不足、分析精度受限和训练成本过高的局限。将视觉基础模型引入城市更新领域,探讨视觉基础模型支持的老城区更新规划方法:通过等间隔采样构建图像块数据集,使用视觉基础模型提取高维视觉特征;启动余弦距离、流形学习、高斯混合模型等机器学习技术,实现图像块数据集的智能分组;对图像块进行空间转译,精准识别重点区域;结合多维要素综合评判,优化智能识别结果,指导后续更新规划实践。同时,以陕西省榆林市清涧县老城区为例,探索该技术方法在城市更新规划实践中的应用,以期为老城区的城市更新提供新的思路。

绍兴书圣故里南入口整体改造提升项目地下室拆建技术探讨

2019年绍兴颁布了《绍兴古城保护利用条例》并正式实施。围绕绍兴古城“一城三故里”总体布局,整体推进绍兴古城有机更新,并取得了“文化传承、城市更新、民生改善”一举三得的古城保护利用成果。但在保护、利用、建设的过程中,会碰到老旧建筑或地下室的保留或部分拆除,如何在狭小的施工环境、复杂的周边环境、原始图纸缺失等诸多不利条件下,采用“绣花”功夫做好“织补”,让绍兴千年古城逐渐焕发新姿、展现新貌,是我们在项目建设过程中需要思考和探究的问题。

旧城商业步行街空间更新策略研究——以贵阳市西路商业街为例

随着城市发展从增量时代进入存量更新时代,城市旧城区土地空间的更新利用受到越来越多的关注,尤其是旧城商业步行街。一方面,区位优势明显;另一方面,旧城商业步行街存在空间低效、传统商业逐渐衰落等问题,而传统的更新方法难以呼应现实需求。基于此,从空间更新理念、利用效率和更新再利用模式3个方面对旧城商业步行街的空间更新难点进行了分析,提出更新、激活、织补三大策略,并以贵州省贵阳市市西路商业步行街为对象加以研究,以期能为类似情况的商业步行街空间更新规划提供参考。

旧城更新中文物建筑活化触媒效应研究——以李劼人故居纪念馆为例

随着城市存量设计时代的到来,旧城更新成为我国未来城市发展的主旋律。文章结合文物建筑活化这一城市建设的热点内容,从城市触媒的角度,分析文物建筑活化给旧城更新带来的触媒元素及触媒机制,探索如何有效引导文物建筑的触媒反应,形成自上而下的有机式更新,以期为同类型的文物建筑活化提供经验借鉴。

特大城市旧城更新模式探析--基于广州与国内外城市的实践

改革开放以来,中国经历了快速的城镇化进程。目前,我国的城镇化进程已进入中后期阶段。在国家全面推进城镇老旧小区改造的浪潮之下,城市更新已上升为国家战略。2021年以来,各省市积极开展城市更新工作,全国有超过30个省市出台了城市更新相关政策。广州是国内最早开展城市更新的城市之一,从改革开放至今,广州市旧城更新经历了多轮政策与机制变更,但因旧改成本上升、众多利益主体协商困难、前期财政投资压力大、市场主体融资困难等原因,老城区内的更新工作面临瓶颈。因此,本研究借鉴英国伦敦、德国柏林、日本东京和中国香港等城市在旧城更新中的实践与做法,从土地、规划、实施路径、公众参与等四个层面提出工作建议。

片区统筹视角下老城枢纽地区的更新实践——以宿州火车站周边地区为例

在国土空间趋向集约化、内涵式高质量发展的背景下,城市更新的工作重点开始从点状更新向片区更新转向。因此,文章以宿州火车站周边地区的更新为例,基于片区统筹的中观视角,以全局谋划为先导,自上而下明确片区更新的纲领性原则,指导具体更新策略的制定,最后通过城市设计图则管控的形式将更新策略加以落实,形成了一套贯通谋划、设计与实施管控全周期的片区更新规划路径,以期能够为促进其他城市存量空间的系统性提升提供可借鉴的样本。
