While evidence over the past decade underscores their effectiveness across various domains, particularly agriculture, to maximize their potential, it is crucial to identify emerging priority areas and existing research gaps for future research agendas. As a contribution to this effort, this paper employs the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology to review the state-of-the-art in the field of climate services for disaster risk management. A comprehensive search across five literature databases combined with a snowball search method using ResearchRabbit was conducted and yielded 242 peer-reviewed articles, book sections, and reports over 2013-2023 after the screening process. The analysis revealed flood, drought, and food insecurity as major climate-related disasters addressed in the reviewed literature. Major climate services addressed included early warning systems, (sub)seasonal forecasts and impact-based warnings. Grounded in the policy processes’ theoretical perspective, the main focus identified and discussed three prevailing policy-oriented priority areas: 1) development of climate services, 2) use-adoption-uptake, and 3) evaluation of climate services. In response to the limitations of the prevalent supply-driven and top-down approach to climate services promotion, co-production emerges as a cross-cutting critical aspect of the identified priority areas. Despite the extensive research in the field, more attention is needed, particularly pronounced in the science-policy interface perspective, which in practice bridges scientific knowledge and policy decisions for effective policy processes. This perspective offers a valuable analytical lens as an entry point for further investigation. Hence, future research agendas would generate insightful evidence by scrutinizing this critical aspect given its importance to institutions and climate services capacity, to better understand intricate facets of the development and the integration of climate services into disaster risk management.展开更多

The sixth national census shows that in our country, the population aged 60 and 13.26% of the total population over the total number of 179 million, 65 years and older the proportion of 8.87% of the total population, the absolute number of nearly 120 million. Hundreds of millions of older age groups will produce a growing demand for care services, which is the original old-age service system and the whole economic and social development is a huge pressure. On the other hand, with the economic and social transformation, the traditional model of family pension has been unable to adapt to the profound changes in modem employment, family structure, the concept of retirement, since most parts of China, "old before getting ricE" the situation, how to solve the elderly the pension problem is related to the overall situation of China's economic and social development, related to the overall situation of building a harmonious society in China. In order to interoperate, communication between services is very important due to their autonomous nature. This communication provides services with their functional strengths, but also creates the opportunity for the loss of privacy. In this paper, a Privacy Protection Framework for Service-Oriented Architecture (PPFSOA) is described. In this framework, a Privacy Service (PS) is used in combination with privacy policies to create privacy contracts that outline what can and cannot be done with a consumer’s personally identifiable information (PII). The privacy policy consists of one-to-many privacy rules, with each rule created from a set of six privacy elements: collector, what, purpose, retention, recipient and trust. The PS acts as an intermediary between the service consumer and service provider, to establish an unbiased contract before the two parties begin sending PII. It is shown how many Privacy Services work together to form the privacy protection framework. An examination of what current approaches to protecting privacy in an SOA environment is also presented. The evaluation function of fault specifications and the corresponding handling mechanisms of the services are both defined in policies, which are expressed in XML. During the implementation of the services,the occurrences of faults are monitored by the service monitor agent through the local knowledge on the faults. Such local knowledge is dynamically generated by the service policy agent through querying and parsing the service policies from the service policies repository. When the fault occurs, the service process agent will focus on the process of fault handling and service recovery, which will be directed with the actions defined in the policies upon the specific conditions. Such a policy driven and multi-agent based fault handling approach can address the issues of flexibility, automation and availability.展开更多

After all the customers are served in the queue exhaustively, the server immediately takes a vacation and may operate <p,T> policy or <p,N> policy. For the two bicriterion policies, the total average cost function per unit time is developed to search the optimal stationary operating policies at a minimum cost. However, activities in a fast-growing economy significantly impact the suppl...Watersheds provide a variety of ecological services including soil and water conservation, carbon sequestration and biodiversity protection. However, activities in a fast-growing economy significantly impact the supply and demand of these watershed services. To mitigate these impacts, the concept of payment for environmental and ecosystem services from water-sheds has emerged in global academic and policy circles. The governments and academic communities in China have increas-ingly described payments for ecological services from watersheds with the concept of watershed eco-compensation as it is urgent to protect watershed ecosystems. Watershed eco-compensation has proved to be one of the most economically effective means of solving environmental problems of watersheds to be adopted by the Chinese government. This paper presents an objective analysis of the Chinese market for watershed ecosystem services, including supply and demand for the services. It also summarizes Chinese policies on watershed eco-compensation, including relevant laws and regulations and fiscal policies. In addition, it presents a re-view of Chinese practices in watershed eco-compensation, in-cluding the analysis of an ecological construction project in West-ern China, inter-provincial watershed eco-compensation practices and plans, and payment for ecological services at the provincial and small watershed levels. Finally, it summarizes the key com-ponents of the process of payment in Chinese watershed eco-compensation. This discussion forms the basis of concluding suggestions for ecosystem services compensation and ecological protection in the large scale river basin.展开更多

文摘Grave-sweeping is one of the popular special events in Asian cities,especiallyin Chinese societies,in which families express filial piety to their ancestors during two traditional grave-sweeping festivalsin a year.The extraordinary high travel demandis often attracted to columbaria within a relative short period around the festivals,and induces severe impacts to the local traffic.It is challenging for the government and private operators to formulatea public transport service setting to satisfactorily cater all the visitors'travel demand.This paper aims to proposean optimization frameworkto identifythe optimalprovisions of public transport services for columbarium trips to achieve consumer surplus or profit maximization.Numerical studies are carried out usingthe travel demand data collected from a selected columbarium,to examine the effects of different public transport service settings to the policyobjectivesin variouscases.The modelresults showthat the current situation is neither consumer surplus nor profit optimum.Improvement schemes are suggested in relation to allow various fares during different visit periods and provide multiple public transport feeder services to serve the visitors during the high travel demand period.
