Teaching reform is an important work indispensable for the long-term development of the open university,and it is also the development trend of the advertising art design major in open education to keep up with the new media era.Based on the current situation of advertising art design major in open education,this paper analyzes the necessity of implementing the online and offline mixed teaching reform in this major,and puts forward the specific teaching reform measures in three aspects.

This journal article delves into the future of distance learning in Cambodia and the potential for collaboration with the Mekong-Lancang Open Education initiative. It explores how distance learning can successfully address the current issues the Cambodian educational system is currently facing. The article discusses the goals and opportunities for collaboration that the Mekong-Lancang Open Education initiative presents, as well as the difficulties and potential solutions involved in implementing distance learning in Cambodia. Moreover,the article also offers insightful case studies and best practices from other countries, offering valuable insights and lessons for Cambodia. Lastly, the article concludes with policy recommendations for the future of distance learning in Cambodia. Future research and studies should concentrate on continually evaluating and improving the Mekong-Lancang Open Education Initiative to ensure that it effectively meets the educational needs of students and educators.

Digital resources for nursing education:Open courseware and massive open online courses

Open Courseware(OCW)and massive open online courses(MOOCs)are teaching and learning resources that are easily accessible to anyone with an Internet connection.OCW is digitally published learning content including full and partial courses(syllabi,outlines,lectures in pdf or video,slides,reference lists,etc.),simulations,animations,tutorials,drills and practices,modules,podcasts,case studies,and quizzes.This content is free and can be adopted or adapted to the user's needs.MOOCs are online learning experiences taught by university professors using conventional educational tools including video lectures,interactive modules,assignments,study materials,discussion boards,quizzes and tests.MOOCs are offered free or at low cost for personal and professional learning,and as a supplement to classroom teaching.Many MOOCs and OCW focus on topics of interest to nursing,particularly to nurse educators.This article provides the reader with a brief history of the development of OCW and MOOCs,conceptual descriptions,and guidance about how to access and use these new online resources.

Human Rights and Social Justice through Open Educational Resources and Lifelong Learning

A landmark in the realization of UNESCO’s Sustainability Goals,Education for All(SDG4),was passed when the organization’s Recommendation of Open Educational Resources(OER)was uniformly adopted in 2019.Now it is time to transfer from the consciousness of OER to their mainstream realization at all levels,micro,meso,and macro,including all stakeholders,such as governments,institutions,academics,teachers,administrators,librarians,students,learners,and the civil service.The OER Recommendation includes five areas:building capacity and utilizing OER;developing supportive policies;ensuring effectiveness;promoting the creation of sustainable OER models;promoting and facilitating international collaboration;monitoring and evaluation.OER are valued as a catalyst for innovation and the achievement of UNESCO’s SDG 4,education for all,lifelong learning,social justice,and human rights.The OER Recommendation will be a catalyst for the realization of several other SDGs.Because access to quality OER concerns human rights and social justice,this Recommendation is vital.In 2020,the effects of the worldwide COVID-19 pandemic clearly demonstrated the importance of opening up education and the access to internationally recognized,qualified learning resources.This article describes and discusses how the promise of resilient,sustainable quality open education can be fulfilled in the new normal and the next normal.

Achieve Intended Learning Outcomes and Improving Digital Literacy Skills for Practical-Based Subjects Using Online Teaching via Propagation of OER Materials

As professors are subjected to teaching their classes online due to the recent COVID-19, our local Hong Kong students find it difficult to consult their teachers, and ultimately would fail to achieve the intended learning outcomes, especially for practical-based subjects. In this research, students having online classes of a practical-based fabric design subject were encouraged to self-study from Open Educational Resource (OER) materials for a further and better understanding of their subject. Additionally, online materials were developed to improve students’ understanding via skill of digital literacy. Their learning progress was evaluated and compared to the face-to-face version. The majority of students found online classes combined with self-studying OER materials, potentially be a substitute for face-to-face classes. Most of the students further opined different OER videos assisted them without any face-to-face instructions in practical works, to develop new fabric samples from the inspiration. Analysis of test results, and comparison of students’ final grades with different learning modes, supported these phenomena.

Developing Open RDI and Education in Finnish Universities of Applied Sciences

Open Science(OS)and Research has reached mixed maturity levels in Finland.The meaning of the national project in the ecosystem of Finnish universities of applied sciences(UAS)is to enhance and elaborate OS and Open Education(OE)activities.Future actions were defined based on a survey and interviews carried out in the Finnish UAS sector during 2018 and 2019.The aim of both data collections was to evaluate the current status and attitudes towards open Research,Development,and Innovation(RDI)among staff members.Another purpose was to define the need for internal support services concerning open RDI and OE and to identify knowledge gaps.The results revealed several gaps in understanding OS and OE initiatives.Real-life actions were mostly vague,and the respondents experienced the need for support.On the other hand,the attitudes towards open RDI were positive,and the issue aroused questions and reflections.This study revealed gaps in knowledge and actions in Finnish UAS sectors.These results have been the basis of development actions such as joint workshops,educational webinars,and common instructions.The future plan includes the establishment of an experts’network for supporting open RDI and Education.

This article invites us to a concise walk through the past,offering insights defined by the major challenges science encountered during the centuries.Some lessons for today and tomorrow are enumerated in the three sections of the article,and they go beyond the relatively few perspectives offered by today’s Data Science:Open Science(OS)is what has always happened and is nothing new,because science has always sought to be open.Esthetical values played a relevant role in the past.Former scientists recognized the intrinsic relation between the way they opened science and the way they followed the principles of beauty and the sense of esthetic.Their groundbreaking heritage still inspires us in being ready to open new ways in science.Whereas Latin was the original lingua franca of European science,and English is the recent lingua franca,the new lingua franca is software.Pieces of software are the filter,which connect researchers to the world,through layers of data.They assist in observing,in choosing,and in selecting.Open scientists should be aware of the fact that their autonomy in science depends on the quality of these pieces.Another lesson is that ethics-regarded as a source of innovative activities-must be a core component of innovative processes in OS,because society needs a responsible use of data and algorithms in corresponding practices that serve OS.
