Surrounding the theme of this year...Organized by the Standard Administration of China (SAC), the plenary meeting on publicity of the 2005 World Standards Day was held on October 14, 2005 at the Great Hall of People. Surrounding the theme of this year's World Standards Day - "Standards for a Safer World", the meeting made publicized the status of construction and implementation of the food safety and production safety standard system of our country,the result of clearance on national standards and the announcement of formal operation of the system for online free-of-charge access to the full text of national compulsory standards, and the system for online distribution and service of national standards. Attending the meeting were Li Changjiang, Director of AQSIQ, Li Chuanqing,Party Group Secretary of AQSIQ, Li Zhonghai, Director of SAC, high-ranking officers of relevant departments of the State Council, Chen Xiaohong, Vice-minister of Ministry of Health, Wang Xianzheng, Vice-director of the National General Bureau of Supervision and Administration on Production Safety, and representatives and experts from enterprises of various sectors with a total of over 300 people. The main purpose of blasting in open pit mines is to produce the feed for crushing stage with the optimum dimensions from in situ rocks. The size distribution of muck pile indicates the efficiency of blasting pattern ...The main purpose of blasting in open pit mines is to produce the feed for crushing stage with the optimum dimensions from in situ rocks. The size distribution of muck pile indicates the efficiency of blasting pattern to reach the required optimum sizes. Nevertheless, there is no mature model to predict fragmentation distribution to date that can be used in various open pit mines. Therefore, a new framework to evaluate and predict fragmentation distribution is presented based on the image analysis approach. For this purpose, the data collected from Jajarm bauxite mine in Iran were used as the sources in this study. The image analysis process was performed by Split-Desktop software to find out fragmentation distribution, uniformity index and average size of the fragmented rocks. Then, two different approaches including the multivariate regression method and the decision-making trial and evaluation laboratory(DEMATEL) technique were incorporated to develop new models of the uniformity index and the average size to improve the Rosin-Rammler function. The performances of the proposed models were evaluated in four blasting operation sites. The results obtained indicate that the regression model possesses a better performance in prediction of the uniformity index and the average size and subsequently the fragmentation distribution in comparison with DEMATEL and conventional Rosin-Rammler models.展开更多
Bangladesh’s public procurement system has been traditional, i.e., a manual tendering system, under the legislative guidance of PPA-2006 and PPR-2008. Manual tendering has long been a source of concern for public pro...Bangladesh’s public procurement system has been traditional, i.e., a manual tendering system, under the legislative guidance of PPA-2006 and PPR-2008. Manual tendering has long been a source of concern for public procurement agencies regarding tender opening related to cost and time. To resolve this challenge and make the dream of a Digital Bangladesh a reality, the Government of Bangladesh launched the e-Procurement system in 2011 under the flagship of e-GP Guidelines. Following the successful pilot testing conducted under the umbrella of the CPTU, all public PEs are attempting to implement electronic procurement tenders. This study aims to examine the cost and time involved in preparing Tender Opening Committee (TOC) Reports for manual and e-procurement tenders in Bangladesh’s Roads and Highways Department. A mixed-method was used to collect data from the population of 11 RHD zones, including KII and primarily survey questionnaires. The independent samples t-test was used to compare data and hypothesis tests from two groups using SPSS software. The results indicated that e-Procurement tendering, tender opening preparation costs and time were more efficient than manual tendering. Academicians, students, practitioners, researchers, and policymakers will benefit from the study’s conclusions. Additionally, the government will be urged to improve policies such as the PPA 2006, the PPR 2008, and the 2011 e-GP Guideline.展开更多
