This paper outlines the internal control management of hospital accounting and finance,introducing its concept,importance,and objectives.It then analyzes the problems existing in the internal control management of hos...This paper outlines the internal control management of hospital accounting and finance,introducing its concept,importance,and objectives.It then analyzes the problems existing in the internal control management of hospital accounting and finance,including an unsound management system,insufficient system implementation,inadequate risk assessment and control capabilities,poor information communication,weak internal supervision,and uneven personnel quality.The reasons for these problems are also analyzed,including outdated management concepts,irrational organizational structures,imperfect training and incentive mechanisms,low levels of information technology,and changes in the external environment.This paper proposes improvement measures for the internal control management of hospital accounting,including enhancing the management system,strengthening system implementation,improving risk assessment and control capabilities,enhancing the information communication mechanism,strengthening internal supervision,improving personnel quality,advancing information technology,and adapting to changes in the external environment.展开更多
The Ghana Research Reactor-1 (GHARR-1) is a 34 kW low enriched uranium (LEU) Miniature Neutron Source Reactor (MNSR), tank-in-pool type and cooled by natural circulation under atmospheric pressure operating conditions...The Ghana Research Reactor-1 (GHARR-1) is a 34 kW low enriched uranium (LEU) Miniature Neutron Source Reactor (MNSR), tank-in-pool type and cooled by natural circulation under atmospheric pressure operating conditions. GHARR-1 is owned by Ghana Atomic Energy Commission (GAEC) and operated by National Nuclear Research Institute (NNRI), one of the institutes of GAEC. GHARR-1 is housed by Nuclear Reactors Research Centre (NRRC), one of the Centres of NNRI. Management/Administration, Radiation protection, Reactor operation and maintenance, Reactor utilization and Physical protection are the various systems/units that integrate to manage the activities of operation and utilization of GHARR-1 in addition to the quality assurance and quality control management system of the research reactor facility. The GHARR-1 which is currently in operation follows a robust maintenance culture adopted by the management system and this has made it possible to keep the reactor in operation with minimal interruption. The management system activities adopted at the Centre to ensure safety of the workers, public and the research reactor facility include authorization of the operation of the reactor for any experiments/modifications;providing material and financial resources for maintaining the research reactor facility;following standard procedures while carrying out Neutron Activation Analysis;participation in IAEA proficiency test;irradiation sites/positions characterization;following standard procedures while carrying out reactor operation and maintenance including reactor and pool water purification and other related activities;monitoring radiation levels in the controlled, supervised and uncontrolled areas of the research reactor facility as well as during reactor operation and maintenance;controlling the physical entry of the workers and public into the research reactor facility;and ensuring that the security structures provided to protect the reactor facility are functioning properly. The thorough knowledge on the functions of the various components that make up the electrical/electronic and control systems of the reactor has been observed to be important for continuous successful maintenance of the research reactor to keep the reactor in operation. This work provides some management system activities adopted to monitor the activities of the research reactor operation and utilization to guarantee safety of workers, public and the environment as well as to safeguard a continuous operation of the research reactor. These management system activities adopted among others, are in the form of Monitoring Forms provided for monitoring the activities of the research reactor operation and utilization in order to ensure standard procedures and specifications are followed and quality services are rendered to the public.展开更多
Major fires and floods have enormous impacts on natural ecosystems and are predicted to increase in frequency with global warming.Land managers need to make decisions on the prioritisation of weeds for control in post...Major fires and floods have enormous impacts on natural ecosystems and are predicted to increase in frequency with global warming.Land managers need to make decisions on the prioritisation of weeds for control in post-disturbance landscapes,but little is available in the way of guidance to support timely decision making.Semi-quantitative models(e.g.,scoring systems)have been employed routinely in weed risk assessment,which considers the potential impacts posed by weeds,as well as the likelihood of these impacts being realised.Some progress has been made in the development of similar models addressing the topic of weed risk management.Under conditions prevailing after major disturbances,changes(both positive and negative)can be expected in the multiple factors that determine weed management feasibility,relative to pre-disturbance conditions.A semi-quantitative model is proposed that is based on the key factors that contribute to weed management feasibility in post-disturbance environments,along with annotated modules that could be used by land managers in both post-fire and post-flood situations.The fundamental challenge for weed management in these scenarios lies in the identification of differences between weeds and native species in relation to(1)patterns of seedling emergence;and(2)detectability relative to the growth stage.These two factors will determine the timing of control actions that are designed to address the trade-off between weed control and off-target damage during the period when both types of plants are recovering from a major disturbance event.The model is intuitively sound,but field testing is required to determine both its practical value and any necessary improvement.展开更多
Objective:To explore the role of specialized group management in the quality control of perioperative nursing.Methods:45 surgical nurses from our hospital were selected as the research subjects.Traditional operating r...Objective:To explore the role of specialized group management in the quality control of perioperative nursing.Methods:45 surgical nurses from our hospital were selected as the research subjects.Traditional operating room management was adopted from July 2019 to June 2020,and specialized group management was adopted from July 2020 to June 2021.The surgeon’s satisfaction,surgical nurses’core professional competence,and surgical patients’satisfaction were obtained through surveys and the results were analyzed.Results:Surgeon satisfaction before the implementation of specialized group management was significantly lower than after its implementation(P<0.05).Besides,surgical nurses’core professional competency scores before the implementation of specialized group management were significantly lower than after its implementation(P<0.05).Lastly,surgical patients’satisfaction before the implementation of specialized group management was significantly lower than after its implementation(P<0.05).Conclusion:Specialized group management helps to improve the quality of perioperative care and should be applied in clinical practice.展开更多

Due to round the clock operation feature of scheduled airlines, aircraft maintenance operations are generally carried out using traditional management methodologies instead of considering it as a project. Though aircraft heavy maintenance checks consist of several major tasks that can last from few weeks to a year, the maintenance organisations do not adopt modern project management methodologies. Therefore, this paper models a heavy maintenance check of an Airbus aircraft as a typical project and adopts contemporary project management methodology to explore the possibility of reducing the downtime. However, it is necessary to measure the productivity, so that the system of measurement and control of manufacturing processes are an element critical as to ensure greater visibility of the flow's restrictions, minimized when detected properly. In this case, the automation of factory's measurement process can effectively contribute to ensuring the effectiveness of the function control of a manufacturing system. It is important to consider that the automation of the system of measurement and control of manufacturing processes, of complex environment, is heavily dependent of IT tools applied directly in the interface computational between the operation systems and the corporate systems. This heavy reliance, if exploited technically properly, allows that automation of the system of measurement and control of production makes the access to time real of availability of manufacturing process's data, such as processing time and setup time that it can export to a specialist software in programming production, for example, feasible. In this paper, the automation of the system of measurement and control of production is approached, in order to identify the main possibilities of the design of an information system capable to integrate the flow of information in an environment internal on manufacturing organizations, with emphasis in the digital manufacturing paradigm.展开更多

As mines go deeper and get larger,mine designs become more fragile largely due to the response of the rock mass to mining.Ground control and rock support become important levers in the mine construction schedule,produ...As mines go deeper and get larger,mine designs become more fragile largely due to the response of the rock mass to mining.Ground control and rock support become important levers in the mine construction schedule,production performance,and excavation health.For example,in cave mines,the production footprint together with associated mine infrastructure are significant investments in a modern caving operation.This investment must be protected and maintained to reduce the risk of ground-related production disruptions.It is necessary to preserve the health of these excavations and their maintenance through an effective rock support design.Rock support thus becomes a strategic element in asset management.This article focuses on support design for brittle ground when displacements induced by stress-fracturing consume much of the support’s capacity.It deals with the functionality of the support in deforming ground.Several interlinked concepts are important when assessing excavation health.Designs must not only account for load equilibrium but also for deformation compatibility and capacity consumption.Most importantly,the support’s displacement capacity is being consumed when the rock mass is deformed after support installation.Hence,it is necessary to design for the support capacity remaining at the time when the support is needed.If support capacity can be consumed,it can also be restored by means of preventive support maintenance(PSM).This concept for cost-effective ground control is introduced and illustrated on operational evidence.Furthermore,how design can impact construction costs and schedule are discussed.Support is installed to provide a safe environment and preserve an operationally functional excavation.It also must assure senior management that investments in high quality support and its maintenance will substantially reduce delays and with it,costs.It is demonstrated that the use of‘gabion-like’support systems can achieve these goals.A technical summary of the‘gabion panel’support system design is presented.展开更多
