Evaluation on the Influence of Different Meteorological Government Micro-blog

Taking Meteorological Knowledge official micro-blog ＂ Meteorological Knowledge＂ and Beijing Meteorological Bureau official micro-blog ＂ Meteorology Beijing＂ as the research objects,the differences of different types of meteorological government micro-blog and the contribution of each factor were analyzed by comparing changes of the number of fans,micro-blog comments and forwarding and other key elements during March1 to May 31 in 2012. The results showed that the number of fans was one of important indexes to determine the influence of meteorological government micro-blog,and the high active fans played a more prominent role. During the period of study,the fans number of ＂ Meteorology Beijing＂ was far more than ＂ Meteorological Knowledge＂,the daily micro-blog released number and comment forwarding number were both more than ＂ Meteorological knowledge＂,but the proportion of active fans of ＂ Meteorological knowledge＂ was larger than ＂ Meteorology Beijing＂. Timeliness was of greater contribution to advancing the meteorological government micro-blog influence. During the period of study,the proportions of comments and forwarding number of morning weather forecast were the largest,the evening weather forecast took the second place,and the noon was the smallest.But the influence of noon weather forecast micro-blog increased most highly approximately by 15% because of the higher timeliness. The content and form also made great contribution to the influence of meteorological government micro-blog. Comparison of different types of meteorological micro-blog showed that,the number of fans and the influence of meteorological government micro-blog which mainly published real-time meteorological information were larger than which mainly published meteorological popular science knowledge.

In the rapid development of science and technology,the Internet has been widely used in the daily life and work of people,which has greatly changed the way people live and work.At this stage,people regard the Internet as the main way to obtain news information,and they have supervised the news contents[1].Based on this,the article expounds the relevant content of network public opinion,analyzes the role of network public opinion in the public management of Chinese government,and studies the influence of public opinion on the public management of Chinese government.

Research on the Evolution Structure of Fragment Disordering Public Opinion in College Students’ Network Circle Group

Clarifying the evolution structure of public opinion induced and spread by fragmentation in college students’ network circle group is the key to understanding college students’ online social psychological demands, grasping the development trend of public opinion, and designing targeted public opinion governance strategies. On the basis of identifying the key variables in the process of public opinion communication, DEMATEL-ISM model is used to explore the attribute positioning, relative importance level and hierarchical association mechanism of ante-variable and result variable, and then the governance strategies for fragment disordering public opinion in network circle groups of college students is designed. According to the study, exogenous stimuli, the uniqueness of discourse system, the number of spectacular texts and micro-narrative mode constituted the deep-rooted causes of fragment disordering public opinion. The unique situational and information attributes of network circle groups often become an important “booster” of disordered public opinion. The topic deviation is often accompanied with the formation of negative emotions. The corresponding public opinion governance strategies are sought from the aspects of shaping the network environment, adjusting the operation mechanism of the network circle group, improving the efficiency of using fragmented information, and optimizing the human resources of colleges.

演化视角下的网络暴力治理研究——基于SEIQR模型

[研究目的]采用传染病模型模拟网络暴力舆情演化过程,有助于监管部门预测舆情趋势、评估治理策略和制定应急预案。[研究方法]首先,融入生命周期理论改进标准传染病模型,研究网络暴力舆情的扩散机制和影响模式;其次,基于中央网信办加强网络暴力治理的通知内容深入分析模型基本再生数的参数含义;最后,通过六组对照仿真实验研究网络暴力舆情在不同阶段的治理侧重点。[研究结果/结论]实验结果表明,在网络暴力舆情的成长期加强内容识别预警有助于降低暴露人群比例;在爆发期通过及时发布权威信息能避免活跃人群放大负面舆论;在衰退期开展宣传教育能够增大传播链中隔离人群比例;在平缓期持续完善防控机制可以监督恢复人群的情绪变化。

生成式人工智能虚假信息的舆论生态挑战与治理进路

生成式人工智能虚假信息对舆论生态和话语秩序构成了严峻挑战,割裂着舆论事实的认知图景、操纵着舆论话语的公共导向、绑架着舆论价值的社会信任。在群体武器、时空脱域、数据围猎的三重作用下,舆论生态出现异化,呈现出舆论载体“武装化”、舆论主体“脱域化”、舆论客体“失控化”的特征。生成式人工智能虚假信息对舆论生成和走向的设置会分割舆论主流观点、控制舆论传播路径、诱发新型舆论风险,主要表现为公权力受到遵循资本与技术逻辑运作的私权力挟持,定制化的情感偏向信息营造虚假意见环境,虚假视觉信息生成引发舆情并误导舆论走向。生成式人工智能虚假信息的舆论治理应以数据基础设施的统合实现“中台”治理,发挥多元主体的侧芽效应以破解顶端优势带来的治理困局,构建以“FAITH”为核心要素的治理体系以消除新型舆论治理的悬浮状态,重构生成式人工智能下的舆论结构和社会实践。

整体性治理:高校网络舆情治理的一个解释框架

有效的高校网络舆情治理对构建高校网络思政育人格局和推进高等教育治理能力现代化具有重大意义。基于整体性治理的分析框架,通过剖析其逻辑机理,构建以领导小组领导力、舆情主体协同力、舆情资源整合力和舆情治理摩擦力为核心变量的高校网络舆情治理模型,指出治理理念、治理结构和治理功能碎片化是高校网络舆情治理的核心问题所在。转变理念提高高校党委领导力,重塑结构提高多元主体协同力,整合功能提高舆情治理整合力是整体性治理解释框架下应对高校网络舆情治理的策略理路。

A Study on the Evolution of Mechanism of Infectious Disease Analysis Model of Event Using Micro-Blog Platform

After the occurrence of unexpected group events of network, the relevant opinion information will spread rapidly through micro-blog, and the negative public opinion information will aggravate the unexpected the group events to upgrade and expand the scope of harm. It is difficult to deal. So public opinion control is very important. In this paper, we establish an influence model for spreading of public opinion based on SIR model. Through the political analysis, this paper finds that the network group events will subside, but the influence scope, time and ability of event cannot be ignored. As a result of this study, the corresponding strategies are put forward in this paper.

Does Independent External Auditing Play a Role in Corporate Governance？ An Empirical Study on Chinese A-Share Listed Firms

In China, an emerging economy, where investor protection is relatively weak, it is worthwhile and interesting to investigate whether independent external auditing, a sort of external corporate governance mechanism, exerts its influence. Using a sample of all A-share listed firms in 2005, this paper investigates the effects of independent external auditing on corporate governance via three aspects： （1） choice of auditing institution; （2） auditing fee; and （3） auditing opinion for annual reports. Empirical results show that, with worse agency problems in firms, the possibility of employing the “Big 41” to audit its annual reports is bigger. When determining auditing fees, auditing institutions take both firms＇ agency problems and the firm size into account. When issuing qualified opinions for poor-performing firms, auditors do not consider agency problems embedded in concentrated ownership. Overall, external independent auditing plays a limited role in corporate governance.

在全媒体时代,网络舆情事件给医疗行业带来困扰,医院网络舆情管理面临严峻考验。阐述了医院网络舆情治理存在的主要问题,介绍了北京大学人民医院基于灾害脆弱性分析的医院网络舆情治理策略与方法,即从舆情风险识别、舆情管理体系建设、提高科室管理水平等方面完善医院网络舆情管理模式,以期减少和避免网络舆情事件的负面影响,构建和谐的医患关系,改善医疗服务。

非国有董事治理积极性与国有企业审计意见决策

如何发挥非国有董事治理积极性以提高国有企业审计意见质量,实现国有资产保值增值,是深化国有企业改革亟需研究的问题。以2013—2022年A股国有企业上市公司为样本,构建离散选择模型,以投非赞成票代理非国有董事治理积极性。研究发现,非国有董事治理积极性越高,越能够提示应计盈余管理风险,审计师越倾向出具非标准审计意见;第一大非国有股东持股比例越高,混改国有企业股权集中度越低,非国有董事治理积极性与审计意见谨慎性的关系越显著。经过稳健性检验,研究结论不变。进一步研究发现,非国有董事积极履行治理职能导致审计意见质量提高有利于混改国有企业资产保值增值,实现国有企业混改主要目标。研究结论对于国有企业审计师正确决策审计意见、非国有董事有效维权、政府监管部门和混改国有企业充分尊重非国有董事治理的积极性、实现国有企业改革目标,均具有启示意义。

监督型基金持股会影响审计意见吗?

公募基金作为资本市场的专业投资力量和普惠金融载体,能否发挥公司治理作用进而提高公司质量?本文以2004-2020年我国A股上市公司为研究样本,从审计意见视角,考察了监督型基金的治理作用。研究发现,监督型基金持股可显著降低非标审计意见概率和审计意见偏离度,表现出积极的“治本”效应。机制分析显示,监督型基金持股通过提升公司绩效、信息透明度和公司治理水平、降低经营风险等机制影响审计意见。异质性分析显示,监督型基金持股对审计意见的影响在更需要外部监管的样本中更加显著。研究结果为监管部门思考如何培育和发展高质量的专业投资力量和普惠金融载体提供了政策借鉴。

场域理论视角下高校网络舆情治理的防范困境与实践进路

作为意识形态工作的前沿阵地,高校肩负着培育时代新人的重大使命,是国内外各种社会思潮交锋和与西方敌对势力争夺青年一代的重要场所。在场域理论视角下,针对网络舆情治理面临的场域壁垒下的治理角色转化、资本制约下的治理权力更迭和惯习固化下的治理手段改变等危机风险,高校需在初始传播阶段建立健全舆情监测机制,构建动因性应对机制;在爆发扩散阶段强化精准研判控制局势,构建资源性保障机制;在逐渐消退阶段加强社会各界沟通协作,构建进路性导引机制。

耦合情绪与收益的网络舆情传播及治理研究

[目的/意义]作为网络舆情传播主要受众与载体,网民传播行为及其驱动要素深度剖析对深谙网络舆情传播规律、完善网络空间治理体系意义重大。[方法/过程]聚焦网民传播行为形成逻辑,耦合情绪与收益两个层面要素,采用网络博弈研究范式,设计网络舆情传播三种情景且定量化表征网络舆情治理的三种手段;借助仿真实验,深度剖析网络舆情传播特征并对比不同治理手段治理效果。[结果/结论]耦合情绪与收益的网络舆情传播模型更符合实际传播过程;情绪治理效果出乎意料,与技术治理接近,均优于制度治理;相较于治理强度,治理效果对治理时机变化更加敏感;表征网民属性的三个指标在网络舆情传播过程中发挥着差异化作用。基于相关研究结论,提出系列网络舆情治理对策与建议。

基于情绪分析的生产安全事故政府责任公众感知偏差研究

为强化政府安全生产监督及行政问责公正机制,提升生产安全事故协同治理能力,利用文本挖掘技术从个体和场域2个层面出发,探索生产安全事故政府责任的公众感知偏差形成机理和影响因素。通过公众责任感知双向编码转换器(BERT-PPR)预测事故微博评论的情绪和归责类型,对比事故调查结果得到政府责任的公众感知偏差,并基于二元逻辑回归考察事故信息和微博报道对感知偏差的影响。研究结果表明:采用政府形象框架以及调查结果公布阶段引发政府舆情危机的风险更高;责任人宣判阶段公众更易误判政府有责。行业、阶段、等级、形式、框架因素对生产安全事故政府责任公众感知偏差的影响不同,应采取对应措施,进而纠正相关偏差。研究结果可为安全生产领域内相关政策调整提供参考。

突发事件网络舆情:认知图景与分析框架

文章聚焦突发事件应急管理,重新审视突发事件网络舆情的内涵与治理方向,旨在通过舆情治理,同时支撑网络舆情风险的有效管控与突发事件风险的理性沟通。首先,系统梳理现有突发事件网络舆情研究的分析框架与治理逻辑,并将其明确划分为危机管理范式和风险沟通范式;其次,重塑突发事件网络舆情的认知图景,从风险建构视角论述突发事件网络舆情的内涵与本质,从风险感知与社会动员两个维度阐述网络舆情的正向和负向作用机制;最后,以网络舆情风险治理和突发事件应急管理为目标导向,提出以舆情主体和舆情本体为核心的网络舆情分析框架,用以支撑突发事件网络舆情治理。据此,打破了传统网络舆情研究的危机管理范式,重塑了突发事件网络舆情的认知图景,建构了突发事件网络舆情的分析框架,为突发事件应急管理与网络舆情治理提供了新的视角和参考依据。
