STUDY OF SETTING UP THE FOREST RESOURCES MANAGEMENT INFORMATION SYSTEM BASED ON WEBGIS

Based on an analysis of the characteristics of the Forest Resources Management Information System of each development phase, and consideration of the technical trend in Geographic Information System (GIS) in the Internet Age, this paper explores the importance and the feasibility of setting up Forest Resources Management Information System based on the WEBGIS. At the same time, based on the experience of our study, the paper explores the function, structure and method of developing the Forest Resources Management Information System based on WEBGIS. With the technology of WEBGIS, the Forest Resources Management Information System with data from Huoditang Farm was set up, which makes a great impact on forest resources management. So setting up the Forest Resources Management Information System based on WEBGIS is a trend of forest resources management. In the course of setting up this system, we must pay attention to following questions: 1) unify data standard and information encoding; 2) change mind.

What to Cache：Differentiated Caching Resource Allocation and Management in Information-Centric Networking

Information-centric networking(ICN) aims to improve the efficiency of content delivery and reduce the redundancy of data transmission by caching contents in network nodes. An important issue is to design caching methods with better cache hit rate and achieve allocating on-demand. Therefore, an in-network caching scheduling scheme for ICN was designed, distinguishing different kinds of contents and dynamically allocating the cache size on-demand. First discussing what was appropriated to be cached in nodes, and then a classification about the contents could be cached was proposed. Furthermore, we used AHP to weight different contents classes through analyzing users' behavior. And a distributed control process was built, to achieve differentiated caching resource allocation and management. The designed scheme not only avoids the waste of caching resource, but also further enhances the cache availability. Finally, the simulation results are illustrated to show that our method has the superior performance in the aspects of server hit rate and convergence.

Integration of Soil Information System and Interactive Self-Organizing Data for Agricultural Developing Zones in Red Soil Region

Integration of soil information system (SIS) and interactive self-organizing data (ISODATA) was studied to establish proper agricultural developing zones in red soil region of southern China which are of crucial importance to farmers, researchers, and decision makers while utilizing and managing red soil resources. SIS created by using ARC/INPO was used to provide data acquisition, systematic model parameter assignment, and visual display of analytic results. Topography, temperature, soil component (e.g., organic matter and pH) and condition of agricultural production were selected as parameters of ISODATA model. Taking Longyou County, Zhejiang Province as the case study area, the effect of the integration and recommendations are discussed for future research.

A Numerical Solution for the Integrated Analysis of Water Resources Management: Application to the Mero River Watershed, La Coruña, Spain

This research is concerned with new developments and practical applications of a physically-based numerical model that incorporates new approaches for a finite elements solution to the steady/transient problems of the joint ground/surface water flows. Python scripts are implemented in Geographic Information System (GIS) to store, represent and take decisions on the simulated conditions related to the water resources management at the scale of the watershed. The proposed surface-subsurface model considers surface and groundwater interactions to be 2-D horizontally distributed and depth-averaged through a diffusive wave approach for surface flood routing. Infiltration rates, overland flows and evapotranspiration processes are considered by a diffuse discharge from surface water, non-saturated subsoil and groundwater table. Recent developments also allow for the management of surface water flow control through the capacity of diversion on river beds, spillways and outflow operations of floodgates in weirs and dams of reservoirs. Practical application regards the actual hydrology of the Mero River watershed, with two important water bodies mainly concerned with the water resources management at the Cecebre Reservoir and the present flooding of a deep coal mining excavation. The MELEF model (Modèle d’éLéments Fluides, in French) was adapted and calibrated during a period of five years (2008/ 2012) with the help of hydrological parameters, registered flow rates, water levels and registered precipitation, water uses and water management operations in surface and groundwater bodies. The results predict the likely evolution of the Cecebre Reservoir, the flow rates in rivers, the flooding of the Meirama open pit and the local water balances for different hydrological components.

Management Implications of Aquifer Fractures on Ecosystem and Habitat Suitability for Panthers in Southern Florida

Our case study analyzed the proximity of previously mapped fractures in the aquifer matrix to 93 Florida panther (Puma concolor coryi) dens mapped from 2007-2016 in south Florida. Dens occurred in five counties (Collier = 77, Dade = 1, Hendry = 9, Lee = 5, and Monroe = 1) and three sub-basins of the Greater Everglades Basin (Big Cypress Swamp = 83, Caloosahatchee = 3, and Everglades = 7). Fractured aquifers occur worldwide, but are not the focus of habitat suitability studies, despite evidence that fractures influence plant species composition and density. Habitat alterations can occur many kilometers from the surface footprint of groundwater alterations in the regional Floridan aquifer system via preferential flow through fractures. Increased natural discharge from and recharge to the aquifer occur at fracture intersections. Greater induced recharge and habitat changes also may occur at fracture intersections. All dens were within 5 km of a previously mapped fracture;36% and 74% were within 1 km and 2 km, respectively, of those fractures;and 47%, 74%, and 90% of dens were within 2 km, 3.25 km and 5 km, respectively, from the nearest fracture intersection. Results suggest fractures influence the suitability and/or availability of habitat for panther dens, selection of den sites, and availability as well as abundance of high quality prey items essential for the nutritional demands of successfully rearing panther kittens in the wild. We recommend more detailed investigations of: a) vegetation characteristics near dens, b) groundwater alterations and cumulative impacts of those alterations associated with fractures in panther habitat (e.g., altered plant species composition and density), and c) influence of aquifer fractures in all habitats underlain by fractures.

Local Government Asset Management:Affecting Factors and Policy Implications on Government Work Unit of Central Java Province in Indonesia

This study aims to analyze the influence of Human Resource Competence,Regulation,Information Technology,Reconciliation,and Internal Control System on Asset Management in Local Government Work Unit(abbreviated SKPD)of Central Java Provincial Government.This research is conducted because there is still record in the Final Report of Inspection by the Republic of Indonesia Audit Board(abbreviated BPK)concerning problem of asset management conducted by some SKPDs of Central Java Provincial Government,although in general the Local Government Financial Report of Central Java Province has got opinion“Reasonable Without Exception”.The data source of this research is primary data collected through interview method on asset management officers at the 48 SKPD in Central Java Provincial Government.Data analysis method used in this research is multiple regression analysis.This research finds that the Human Resource Competence,the Regulation,the Information Technology,the Reconciliation,and the Internal Control System have positive and significant effect on the Asset Management at the Local Government Work Unit of Central Java Provincial Government at level of significance 0.05.Ability to explain of the independent variables to the Asset Management variable is equal to 67.7%.

The Implementation of Human Resource Management Information System

Human resource management has begun to conduct information technology to enhance the efficiency of human resource work.The research objectives are:(1)Does the implementation of human resource management information system enhance work efficiency?(2)What are key factors to influence the implementation of human resource management information system?This research adopts case study with in-depth interviews at W University of Science and Technology.The interviewees of this study were mainly one director and four staffs working at the Department of Human Resource.The research results show that the system quality is acceptable and the system security is perfect.All users have consistent opinions on the bad quality of information and they spend more time to check the data at work.The system use frequency of each user is different,mainly depending on the content of their work.Users who are used less have higher user satisfaction in human resource management information system.Most users perceive that the personal benefit is increased,and feel that this system can enhance personal benefits and improve the organization benefits for personnel management.

Organizational dynamics of an information system: case study from the forestry sector

The Forest Department in the State of Uttar Pradesh, India developed Forest Management Information System (FMIS) for achieving organizational goals of improved financial and human resource management, improvement in the management of forests and wildlife, and for achieving responsive administration. This paper, based on field research, presents an assessment of the dynamics of FMIS in organizational context for a better understanding of such systems in forestry organizations. The paper also investigates the success of FMIS in assisting decision makers in achieving organizational goals. Based on the knowledge developed during the course of the study, key learning elements have been highlighted for the benefit of the stakeholders in information systems in forest sector.

Researching on the Digital Information Systems of Mine and its Applications

The article introduces several digital information systems of mine which established on PC platform by the author using the software package of mathematical economic modal of deposit, GIS software, and furthermore putting them into solving the dynamic management of mine produce, produce programming, produce scheme and decision optimization of systems, rational utilization of the resource, searching ore and increasing reserves on the margin or in the deep part of those old mines .etc, so improving the socialize economic efficiency of mining exploiture.

Multi-formal and Information-based Emergency Resource Reserve System in China

Emergency resources are an important basis of effective emergency response. But there are many disadvantages of the Chinese traditional material reserve method in which the resources are separately reserved in different regions and sections according to the kinds of disasters. So there comes the Multi-formal and Information-based Emergency Resource Reserve System (MIERRS) in China. The reserve body and method change from the single into the multiple forms, that is, the main reserve body changes from the single government agency into the organizations combining with the military, enterprise and society, and the reserve method changes from single material reserve into the reserve combining with market reserve, talents and technology reserve, and production capacity reserve. The content of the reserve change from material to information means to develop the Emergency Resource Management Information System realizing real-time control of resource characteristics and relevant reserve information. The MIERRS leads to a reserve system with rapid response and flexible schedule. It provides a convenient platform for resource sharing, thus avoiding duplication and waste, improving the utilization of resources, reducing the reserve loss and optimizing the structure of resource reserve.

Power allocation for MIMO-OFDM systems with multi-user decoupling and scheduling

A power allocation scheme for multi-user multiple-input multiple-output orthogonal frequency division multiplexing （MI- MO-OFDM） systems with channel state information （CSI） on transmitter and receiver is pressed. Multi-user lower allocation can be decoupled into single user lower allocation throughout null space mapping of multi-user channel and lower allocation can be performed throughout spatial-spectral water-filling for per user.To deal with more users in system and fading correlation,scheduling is oerformed to maintain the gain of power allocation.The proposed scheme can substantially improve system＇s spectral efficiency with low complexity.Simulation results validate the accuracy of theoretic analyses.

Factors Influencing the Successful Adoption of Human Resource Information System: The Content of Aqaba Special Economic Zone Authority

This study examines the key factors that have impact on the successful adoption of Human Resource Information System (HRIS) within the Aqaba Special Economic Zone Authority (ASEZA)/Jordan. In order to accomplish the purpose of the study four critical factors are inquired. So, four critical factors are inquired: First, TAM Model (Perceived Ease of Use (PEOU) and Perceived Usefulness (PU)). Second, Information Technology Infrastructure (ITI). Third, Top Management Support (TMS). Finally, Individual Experience with Computer (IEC). The research model was applied to collect data from the questionnaires answered by 45 users of HRIS as a source of primary data, based on a convenience sample the response rate was about 91%. In addition, the results were analyzed by utilizing the Statistical Package for Social Software (SPSS). Furthermore, the findings were analyzed;multiple Regression analysis indicated that all research variables have significant relationship on successful adoption of HRIS. The findings indicated IT infrastructures have a positive and significant effect on the successful adoption of HRIS. But there is no significant of PU, PEOU, TMS, and IEC on the successful adoption of HRIS. Finally, the results indicated that no significant statistical differences of demographic characteristics on HRIS adoption. Depending on the research’s findings;the researchers proposed a set of recommendations for better adoption of HRIS in SEZA.
