OWns是基于ns的WDM光网络仿真软件,被人们广泛用于光网络的研究。仿真软件RwaOWns扩充OWns以支持多种RWA算法,提供一个对多种RWA算法进行性能比较的平台,且有一个简便的RWA算法模块加入接口。给出了RwaOWns的总体结构和详细的设计,描述了如何编写新的RWA算法模块,最后给出了使用RwaOWns软件进行仿真的方法。

Game analysis of control right of state-owned shares under the background of the mixed ownership

Since the Third Plenary Session of the 18 th Central Committee of the Communist Party of China, the concept of the mixed ownership economy has received extensive attention from all sectors of society, which has effect on a coming new round of reformation on enterprise property. However, in order to take control of the state-owned shares in the end making the state ownership economy become the principal position and to enlarge the scale of state-owned shares, which guides the common development with the non-public sectors of the economy, how to determine the proportion of state-owned shares? Under the background of the mixed ownership reformation, the article explains the mixed ownership by explaining how to enlarge the state-owned assets controlling scale and how to improve the stateowned company 'economic effi ciency and how to protect the interests of small shareholders. The final conclusion is that the SASAC should use the thinking of relative holdings, instead of the absolute control thinking, and should make use of the games among the large shareholders and the pyramidal ownership structure to make the pattern of ownership diversify.

Vehicle Fleet Management Practices and Service Delivery in State Owned Enterprises in Zimbabwe

The main objective of the study was to examine the influence of vehicle fleet management practices on service delivery in State-Owned Enterprises (SOEs) in Zimbabwe. The study adopted a pragmatism research philosophy together with a mixed method research paradigm. In addition, structured questionnaires were distributed to 344 respondents drawn from 86 SOEs. Stratified and purposive sampling was used. Descriptive statistics were calculated using Statistical Package for the Social Science (SPSS) version 20. Exploratory factor analysis (EFA) was done on all items of the study while research hypotheses were tested using Structural Equation Modelling (SEM) in AMOS version 21. The study concluded that vehicle maintenance, fuel management, driver management and vehicle replacement positively influence service delivery. In addition, the study also established that Information and Communication Technologies (ICTs) moderate the influence of vehicle fleet management practices on service delivery. The study recommended that there is need for regular driver training and vehicle programs encompassing electronic spares tracking.

Fundamental issues and solutions in the design of China's ETS pilots:Allowance allocation,price mechanism and state-owned key enterprises

This paper analyzes the three main fundamental issues in the design of China's ETS pilots,including allowance allocation,price mechanism and state-owned key enterprises,and proposed suggested solutions.For the issue of allowance allocation,we suggest that the gradual hybrid mode could be applied at the beginning,which starts with mainly free allocation and then increases auction ratio gradually.And grandfathering is a suitable method of free allocation.For the issue of price mechanism,we suggest a price floating zone with open market operation to reduce the uncertainty of prices.For the issue of state-owned key enterprises,we suggest a good coordination with SASAC,defining the state-owned property right and supervision right when state-owned key enterprises are involved into the carbon market,and the local government can set rules of allocation and transaction to limit their potential market power.

Profit Delivery Proportion,Operation Performance and Bond Rating of Agricultural State-owned Enterprises

The distribution relationship between the profits of state-owned enterprises and the state has been constantly changing with the times. From the state implementing the policy that state-owned enterprises not pay profits to the state in 1994 to the constant growth of stateowned enterprises in the 21st century,their profits have become more and more abundant. Until 2007,the state issued a document stipulates that the state-owned enterprises should pay part of their profits to the state,but at the initial stage of trial implementation of the policy,the implementation was not effective,and finally in 2010 the state officially announced the collection of profits from state-owned enterprises and increased the proportion of collection. From the perspective of agricultural state-owned enterprises,using the difference-in-difference( DID)model,this paper studied the state policy of increasing the profit delivery proportion of state-owned enterprises in 2020. Through CSMAR database,we selected agricultural state-owned listed companies in the 2008-2013 as samples,tested the impact of the implementation of the new policy in 2010 on the operation performance of agricultural state-owned enterprises,evaluated the implementation effect of the policy through comparing the operation performance before and after the policy,and explored whether the policy has an impact on the bond rating. Through empirical research,it found that increasing the profit delivery proportion of state-owned enterprises is helpful for improving the operation performance of state-owned enterprises and improving the quality of bond ratings,and this policy has more prominent effects on stimulating the performance of monopolistic state-owned enterprises. Therefore,collection of some profits from state-owned enterprises can promote better development of state-owned enterprises and also benefit both the state and the people.

Of Own and Forced Vibrations of Dissipative Inhomogeneous Mechanical Systems

In the work, the problems of proper and forced oscillations of dissipative mechanical systems, consisting of rigid and deformable bodies are solved. To quantify the dissipative properties of the system, two values are proposed: the minimum resonance frequency of natural oscillations and the maximum resonant amplitude. In the study of the problem of dissipative inhomogeneous mechanical systems, a nonmonotonic dependence of the damping coefficients on the parameters of the system was observed. The concepts are derived Global damping factor, which characterizes the Damping properties of the dissipative mechanical system as a whole.

Research on evaluation model of technology innovation ability of state-owned enterprises in northeast industry base

The paper viewed the current problem that state-owned enterprises in northeast industry base hadn＇t technologies of their own intellectual property right, whose sources mainly depended on imitation and introduction from abroad. Operational evaluation method and index criteria system of enterprises technology innovation ability were put forward in this paper, different enterprises may revise the model according to their actual situations to evaluate the enterprise technological innovation ability scientifically and quickly. The findings will be helpful to correlative departments to formulate the related policies and also has important theoretical and practical value in technological innovation project of enterprise.

The Influence of Surrounding Ground Floor Facilities on the Use of Privately Owned Public Spaces in Seoul

Seoul’s privately owned public space (POPS) initiative has achieved quantitative success since its introduction in the early 1990s. However, POPSs have been frequently criticized for failing to correspond with the urban context in which they are created and are thus often underused. Association between surrounding urban context and the use of POPS is acknowledged, but specific elements of the urban context associated with the use of POPS and the extent of association are unclear. In this study, the relationship between constituent elements of 48 POPSs including the surrounding ground floor facility use and the use of those spaces in Seoul’s central business district was measured by multiple regression analysis. The results present empirical evidence of a substantial relationship between assembly, mercantile, and business facilities on ground floors of surrounding buildings and the use of POPS. As the surrounding ground floor facility use showed an overriding relationship with the use of POPS that possibly overshadowed the influence of secondary determinants, the 48 POPSs were divided into two groups: those surrounded by commercial facilities and those surrounded by business facilities. The use of POPSs surrounded by commercial facilities was associated with additional variables including the proximity to transit stations and crosswalks. Models using the sample of POPSs surrounded by business facilities were not statistically significant. Based on these results, this paper emphasizes the importance of creating POPSs in connection with desirable surrounding facilities. This study also suggests that anticipation of the usage patterns of POPSs and establishment of guidelines supporting those patterns may be viable by investigating preexisting urban contexts.

A study on state-owned forest area stakeholders' behavior

The development of state-owned forest area plays a very important role in the development of Chinese forest industry, and even in the construction of national economy. As the backbone of Chinese forestry development, it contributes to Chinese economic development, ecological environment protection and social progress. How to balance all stakeholders' interest and behaviors remains as one of the focuses in the study of sustainable development of forest areas. On this basis, researches were carried out and described in the paper. Firstly, the paper goes through the concept and scope of state-owned forest area in China; Secondly, it defines the stakeholders of state-owned forest area, and discusses over the problems in stakeholders' behaviors from the aspect of responsibility, rights and interests; and Finally, it designs the stakeholders' behaviors on the basis of existing problems and provides constructive suggestions on deeper reform of state-owned forest areas.

Effect of state-owned shares transferred to the pension insurance fund

Theory and practice of full social security funds have been more concerned about the Chinese enterprise reform in particular lack of social security funds are insufficient pension fund problem has been of great concern. But with the aging of the population has become increasingly prominent, personal accounts empty account, insufficient co-ordination of social security funds and other funds in the account more and more pronounced. By analyzing the necessity and rationality of state-owned shares transfer, we can see that the use of state-owned shares transfer is a good way to supplement pension fund.

Exploring the effect of aggregation-induced emission on the excited state intramolecular proton transfer for a bis-imine derivative by quantum mechanics and our own n-layered integrated molecular orbital and molecular mechanics calculations

We theoretically investigate the excited state intramolecular proton transfer(ESIPT) behavior of the novel fluorophore bis-imine derivative molecule HNP which was designed based on the intersection of 1-(hydrazonomethyl)-naphthalene-2-ol and 1-pyrenecarboxaldehyde. Especially, the density functional theory(DFT) and time-dependent density functional theory(TDDFT) methods for HNP monomer are introduced. Moreover, the "our own n-layered integrated molecular orbital and molecular mechanics"(ONIOM) method(TDDFT:universal force field(UFF)) is used to reveal the aggregation-induced emission(AIE) effect on the ESIPT process for HNP in crystal. Our results confirm that the ESIPT process happens upon the photoexcitation for the HNP monomer and HNP in crystal, which is distinctly monitored by the optimized geometric structures and the potential energy curves. In addition, the results of potential energy curves reveal that the ESIPT process in HNP will be promoted by the AIE effect. Furthermore, the highest occupied molecular orbital(HOMO) and lowest unoccupied molecular orbital(LUMO) for the HNP monomer and HNP in crystal have been calculated. The calculation demonstrates that the electron density decrease of proton donor caused by excitation promotes the ESIPT process. In addition, we find that the variation of atomic dipole moment corrected Hirshfeld population(ADCH) charge for proton acceptor induced by the AIE effect facilitates the ESIPT process. The results will be expected to deepen the understanding of ESIPT dynamics for luminophore under the AIE effect and provide insight into future design of high-efficient AIE compounds.

Dynamic Spatial Evolution of Market-oriented Supply Level of State-owned Land

The purpose of this study is to analyze the characteristics of the spatial distribution and change trend of the marketing level of stateowned land supply so as to provide policy recommendations. Method of spatial autocorrelation analysis is employed. The results indicate that the spatial layout of the land supply marketing level is generally dispersed,but it does assemble in some specific area. The correlation between the marketing level of state-owned land supply and the economic development is not statistically significant. But their relations fluctuate obviously. The overall marketing level of state-owned land supply is increasing and spatially concentrated. The expansion rate of marketing has decreased first and then increased and stabilized now. The high-value cluster center of marketing level of state-owned land supply exists all over the country; however the existence probability of the cluster is bigger in undeveloped areas. It is concluded that spatial autocorrelation analysis is a good method to quantitatively analyze the spatial variation of marketing level of state-owned land supply in China. To grasp the spatial and temporal variations of the marketing level of state-owned land supply is also good to enhance running of the state-owned land market.

国有企业的低碳双元战略发展路径——基于上海申通地铁集团的案例研究

在中国特色社会主义经济制度下,国有企业始终肩负着发展经济和服务社会的双重使命。根据企业所处的行业特点与所承担的业务特征,国有企业很可能面临高耗能的挑战。选取上海申通地铁集团有限公司作为典型案例,基于双元理论探究国有企业低碳双元战略的动态发展路径。研究发现,国有企业的低碳发展首先是将低碳理念融入其“经济—社会”双元目标,形成具有经济属性的成本性和效益性低碳导向,以及具有社会属性的政策性和公益性低碳导向。基于此,国有企业开发低碳双元战略实践,包括具有经济属性的低碳成本管理和低碳业务投资,以及具有社会属性的低碳政策落实和产业低碳引领。此外,知识和资源开发促进了低碳双元战略实践的相互转化,实现了低碳双元战略的协调统一。研究结论既为国有企业低碳发展中的协同辩证关系提供了新的理解,又拓展了双元理论在企业低碳管理领域的应用。

逆向混改助力民企创新——国有资本参股对民营企业双元创新投入的影响研究

逆向混改有利于提高民营企业创新投入吗?以A股民营控股上市公司为样本考察国有资本参股的逆向混改对民营企业双元创新投入的影响后发现:首先,国有资本参股对于民营企业双元创新投入存在异质性影响,即能够显著提高民营企业开发式创新投入,而对探索式创新投入无明显作用(国企“两利一率”考核压力影响了国有资本参股对民营企业探索式创新投入的作用);其次,缓解融资约束与提高风险承担能力是上述关系的作用机制;再次,制度环境、行业竞争和技术董事数量等情境因素会影响国有资本参股对民营企业开发式创新投入的治理效果;最后,国有资本参股能够通过提高开发式创新投入的方式提高民营企业价值。通过揭示国有资本参股对民营企业双元创新投入的影响及其作用机理,回应了国有产权对民营企业创新作用的研究分歧,也拓宽了混合所有制改革思路。

公立医院数据资产入表财务管理路径与框架研究

目的在遵循国家行政事业性国有资产管理相关法律法规和财政部《关于加强行政事业单位数据资产管理的通知》的前提下,探索公立医院数据资产财务管理的路径。方法按照《政府会计准则》和数据资产相关业务模式的特性,借鉴企业数据资产入表的路径,构建公立医院数据资产入表、会计核算、报告全流程财务管理框架。结果通过构建公立医院数据资产财务管理框架,切实保障了公立医院国有资产的安全与完整,规范了医院数据资产的财务管理。结论医院数据资产入表的财务管理路径与框架的创新构建,对后续出台相关政策、开展相关研究具有借鉴意义。
