This paper attempts to broaden the theory of dynamic competences, defining them as the abilities of firms to integrate and reconstruct in a chaotic and complex environment of technical paradigm transformation (TP tra...This paper attempts to broaden the theory of dynamic competences, defining them as the abilities of firms to integrate and reconstruct in a chaotic and complex environment of technical paradigm transformation (TP transformation). We have created a semi-interactive theoretical framework based on dynamic competences, technical paradigms and innovation strategies to investigate how corporate dynamic competences support innovation during TP transformation. Under this theoretical framework, this paper attempts to open the popular question of mobile Internet industry - the black box of "micro innovation" - to conduct an in-depth case study of WeChat's micro-innovation featuring "integration" and "iteration ". The authors have discovered that the success of WeChat can be attributed to the following factors: seizure of strategic opportunities during TP transformation, effective organizational learning and knowledge management, and powerful virtual integration competences across regions, sectors and firms. These factors have led to the rapid, repetitive and precise iteration of innovation based on technical knowledge and user information. Open and coordinated innovation was carried out ahead of competitors, partners and lead customers, and effective quality control of micro-innovation was conducted to mitigate the uncertainties and risks of innovation failures. These factors have enabled WeChat to become a third-party service platform of disruptive innovation and value creation in the mobile lnternet era. The theoretical contributions of this paper are as follows:it has enriche'd the theory of dynamic competences, conducted a groundbreaking analysis on the intrinsic mechanism of micro-innovation strategy for Internet firms from the height of technical paradigms, and elaborated how dynamic competences support innovation strategies during TP transformation. It concludes that China’s NIS has evolved from weak to strong, from a follower groping its way onto the track of independent innovation with Chinese characteristics. China’s innovation system has experienced a trajectory from “introduction and imitation of complete sets of technology” to “market for technology and imitative innovation,” to “integrated and secondary innovation” and on to “integrated, secondary, collaborative and original innovation combined.” The path of independent innovation with Chinese characteristics is a natural choice of economic, societal, and technological development in the new era.展开更多

Usual recommendations concerning the principles of effective economic policy that were given by international experts, closely connected with the "Washington consensus" approach, for the transitive countries, especi...Usual recommendations concerning the principles of effective economic policy that were given by international experts, closely connected with the "Washington consensus" approach, for the transitive countries, especially to Ukraine, do not contain requirements of the active innovation technological policy, stressing importance the measures which provide efficiency of the existing production structure. This article discusses and criticizes such attitude as the strategic methodological platform. The theoretical backgrounds of the presented analysis lay in the Schumpeterian innovation theory of economic development and the Neo-Schumpeterian approaches concerning decisive value of structural and technological change for economic growth. It gives arguments for standpoint that a follow-up economic development can be successful if a country will be able to have expansion of new modem sectors and more innovative structure of production, as investments in the process of innovation must guarantee a permanent structural reform of the national economy on a new technological basis. One of the main means of realization should be the diversification of the organizational forms of the national economy, ensuring the cooperation of small, medium and large companies within the innovation "science-technology-production" cycle. Conclusion that in transitive countries and in Ukraine the contemporary innovation policy should provide effective mechanisms of investing into large-scale structural changes for the benefit of the sectors of the fifth and sixth technological paradigm.展开更多

It also analyzes the economic development characteristics, regional patterns, and location distributions of Mianyang, Deyang, Leshan, Yibin, Luzhou, Nanchong and Dazhou, the seven alternative subcenters in Sichuan province. It focuses on the analysis of their basic situations regarding scientific and technological(S&T) innovation development including investment in S&T innovation, talent team construction, S&T achievements, industrial structure and S&T platforms compared with the innovative subcenters in leading provinces. Results show that the scale of S&T innovation activities in the seven alternative subcenters in Sichuan province needs to be improved. Finally, based on the ChengduChongqing economic circle strategy, this paper puts forward the thoughts and suggestions on how to cultivate the innovative subcenters in Sichuan province.展开更多
