Application Research of Robust LS-SVM Regression Model in Forecasting Patent Application Counts

A forecasting system of patent application counts is studied in this paper. The optimization model proposed in the research is based on support vector machines （SVM）, in which cross-validation algorithm is used for preferences selection. Results of data simulation show that the proposed method has higher forecasting precision power and stronger generalization ability than BP neural network and RBF neural network. In addi- tion, it is feasible and effective in forecasting patent application counts.

Development，Application，Markets，and Patent Situation of Magnetostrictive TERFENOL－D

The development of the giant magnetostrictive rare earth-iron materials is reported from their discovery in the early 1970's to their present use in transducer and sensor applications. Fifteen broad market areas, ranging from miniature devices in the medical industry to high powder sonar and seismic sources have been identified. A world-wide customer base in these high technology fields has been established and the superior properties of these materials are responsible for the rapid growth of the magnetostrictive transducer industries. The critical design criteria that lead to efficient devices are reported and the performance of several of these products is presented. The key patents associated with these giant magnetostrictive materials and devices using these materials are reviewed. The present and future of these technologies in reference to commercialization, market growth and the impact on the many transduction industries are discussed. (Author abstract) 9 Refs.

A Preliminary Study on Patent Application and Management of Agricultural Scientific Research Institutions

At present,there is a contradiction between the rapid growth of the number of patents declared and authorized by agricultural scientific research institutions and the decline of the efficiency of invention patents year by year,and the low conversion rate of patents.This paper discusses the patent application quantity,authorization quantity and patent efficiency of the Tropical Crops Genetic Resources Institute,Chinese Academy of Tropical Agricultural Sciences,analyzes the present situation of its work and the main problems existing in patent management,and puts forward the relevant suggestions.

Patenting of hot-rolled high-carbon steel and its applications

The patenting process of three hot-rolled steels with carbon mass contents of 0.70%-0. 90% was studied. The effect of the quenching temperature on the cementite lamellar distance in the steel was evaluated on the basis of microstructural characterization and mechanical property tests. The patenting treatment of high-carbon hot- rolled strip and its application in springs were discussed.

Scientific Articles and Patent Applications on Biodiesel Production from Lignocellulosic Biomass

This document was conducted to identify trends in research activity (published articles) and technology (patent applications) on the production of biodiesel from lignocellulosic biomass. The Web of Science, Compendex, and Scopus databases were used to retrieve articles and Derwent Innovation was used to search for patent applications;300 articles and 169 patent applications were retrieved. The most common research goals (microbial lipid production, acid pretreatment, and pyrolysis) were identified from an analysis of the author’s keywords. The countries most involved in research are China (96 articles), United States (68), and India (19). The top countries in international partnerships research were United States (22), China (16), and Germany (11). Bioresource Technology (54), Biotechnology for Biofuels (18), and Green Chemistry (13) are the journals with the most published articles. United States (84) is the leader on patent applications, followed by China (15) and Japan (5).

ZTE Ranked Second Worldwide for International Patent Applications

ZTE announced on February 11 that, according to the World Intellectual Property Organization （WlPO）, it had leapt from 23rd place in 2009 to second place in 2011 in terms of the number of international patent applications submitted. This follows a significant jump in the overall number of international patent applications from China, now the world＇s fourth largest submitter of patent applications.

Patent Applications of Pharmaceutical Industry in Liaoning: Current Situation and Suggestions

Objective To analyze the current situation of pharmaceutical patents in Liaoning Province with the background of increasing emphasis on intellectual property rights in the pharmaceutical industry and the application of pharmaceutical-related patents having taken shape in Liaoning Province.Methods The invention patent information applied by Liaoning pharmaceutical manufacturers before December 31,2018 was obtained from Qixinbao APP,and then the retrieval data was also obtained through detailed search on patent information inquiry websites in China and other countries.The types of drug patents were separately extracted by Excel.Data analysis was carried out according to drug category,applicant type,legal status and transfer situation.Results and Conclusion A thorough discussion on the current situation of patent applications in pharmaceutical industry of Liaoning Province reveals that the number of patent applications is large but they are lack of creativity.Meanwhile,few patent applications are made by individual.Besides,there are fewer international patent applications for pharmaceutical patents in Liaoning Province.The problems in patent applications include the followings,such as insufficient patent applications and unbalanced proportion of patent applications.In order to promote the stable development of pharmaceutical market in Liaoning Province,some suggestions are raised.

Research on the Status Quo and Countermeasures of Patent Application in Liaoning Biopharmaceutical Industry Based on Patent Map

Objective To study the patent map and the relevant theories of the patent development of biopharmaceutical industry for conducting a comprehensive and in-depth analysis of the problems in patent application in Liaoning biopharmaceutical industry.Methods Literature review,information visualization method,empirical analysis method and comparative analysis method were used to research the problems in the patent application.Results and Conclusion While developing biopharmaceutical industry,Liaoning provincial government should strengthen the protection of pharmaceutical patents,creating a new R&D mode of“university+research institutes+enterprises+individuals”to broaden the scope of technical fields.Then,its biopharmaceutical industry will be developed in an all-round way.Besides,it should closely follow the national development direction so that the biopharmaceutical industry in Liaoning Province will have a bright future.

Research on Patent Situation of Medical Devices in China

Objective To study the patent situation of medical device industry in China based on patent data.Methods The analysis function of the patent search software incoPat was used to analyze the patent situation from two perspectives:The overall situation and the technical level.Results and Conclusion At present,China’s medical device industry is developing rapidly under the leadership of enterprises as the main body of innovation,but only 16%of patents are authorized.In addition,the technology distribution of medical device industry is mainly related to diagnostic,surgical and identification medical devices and implantable devices,accounting for 59%of the main technology distribution,and their technical effects are mainly related to improving convenience,reducing complexity,and improving safety.The quality of patents related to medical device industry in China is low,the technology distribution is not rich enough,and the level of technical efficacy is low.

辅助缩唇呼吸训练工具在慢性阻塞性肺疾病患者居家肺功能康复中的设计及应用

目的:设计一种辅助缩唇呼吸训练工具,并观察其在COPD患者居家肺功能康复中的应用效果。方法:选取本院2020年1月—2021年1月收治的116例COPD患者作为研究对象,根据随机数字表法将其分为对照组和观察组(每组n=58),对照组给予常规吸入药物治疗及缩唇呼吸训练指导,观察组在对照组基础上使用辅助缩唇呼吸训练工具进行缩唇呼吸训练,对比两组患者出院后1、3、6个月肺功能指标、动脉血气指标、6MWD、m MRC、BODE指数、患者满意度。结果:观察组训练3个月、6个月后肺功能指标(FVC、FEV1)优于对照组(t=2.196、2.613、3.022、4.200,P<0.05),动脉血气指标(PaCO_(2)、Pa O2)优于对照组(t=5.223、11.536、2.086、2.223,P<0.05),6MWD高于对照组(t=10.725、11.620,P<0.05),m MRC低于对照组(t=10.110、22.567,P<0.05),BODE指数1级(17.24%、34.48%)、2级率(37.93%、48.28%)均高于对照组(10.34%、6.90%、25.86%、27.59%),3级(25.86%、17.24%)、4级率(18.97%、0)均低于对照组(31.03%、34.48%、32.76%、31.03%)(Z=﹣2.060、35.273,P<0.05);观察组患者训练1个月满意度为91.38%(53/58),3个月满意度为96.55%(56/58),6个月满意度为100%(58/58)。结论:辅助缩唇呼吸训练工具可以改善COPD患者居家肺功能康复效果,增强运动耐力,减轻呼吸困难程度,提高患者满意度,值得临床参考。

基于TOE框架的企业创新质量提升路径研究——专利战略化申请视角的分析

创新质量的提升对中国企业来说是实现效益可持续增长和保持竞争力的重要手段。近年来,我国在知识产权保护方面取得了巨大进步,在专利数量与质量层面均呈现出显著的提升趋势。在此背景下,国内企业申请专利的动机不再仅限于技术知识保护的单一目标,还包含了开拓国际市场、建立声誉和增加谈判筹码等。因此,我国企业以多动机并存的方式进行专利布局,而多元化的专利战略化申请动机对企业创新活动与结果产生了异质性影响。以中国医疗制造型上市企业为研究对象,运用模糊集定性比较分析方法(fsQCA),基于技术—组织—环境(TOE)框架,探讨技术(发明专利战略化申请动机)、组织(企业技术知识基础广度与深度)和外部环境(政府经费支持与区域知识产权保护)对企业创新质量的多元影响路径。研究发现:①企业发明专利战略化申请动机、技术知识基础特性以及外部环境之间存在联动匹配的多重并发因果关系,引致企业高创新质量与非高创新质量的组态结果呈现出因果非对称性关系;②引致企业高创新质量的组态路径有技术与组织协同型(P1)及技术—组织—环境耦合型(P2、P3)共3条,以及发明专利战略化申请的阻挡动机与国际市场开拓动机是引致企业高创新质量的关键要素;③企业高创新质量背后涉及多种因素的协同作用,通过多种组合以“殊途同归”的方式提升企业的创新质量。研究结论为企业在不同外部环境与内部知识资源的条件下,根据不同发明专利战略化申请动机,更好地利用知识产权保护以实现创新质量提升提供了理论指导与管理启示。

专利申请相关遗传资源公开要求新条约及我国因应

世界知识产权组织最新缔结的《产权组织知识产权、遗传资源和相关传统知识条约》规定了申请专利的发明基于遗传资源的应公开遗传资源的原产国或来源,基于遗传资源相关传统知识的应公开传统知识持有者或来源的强制性义务,同时规定缔约方应通过国内法实施,并可自主决定违反公开要求的行为的制裁和救济措施。这不仅是第一项有关遗传资源和传统知识保护的多边条约,而且是国际专利协调领域新的里程碑,具有重要的国际法意义。我国积极参与该条约的起草和缔结,并建立申请专利遗传资源公开要求制度和推动区域经贸协定纳入相关规定。但是,我国尚无相关传统知识公开要求制度,因而为准备加入该条约,应建立健全申请专利遗传资源和相关传统知识公开要求的一系列制度。

当下,非正常申请专利行为正制约我国专利的健康高质量产出。本文以高质量发展为背景,以专利转化运用为目标,深入研究非正常申请专利行为产生的原因及其危害,并对规范申请专利行为分别从建立专利转化运用导向考核评价制度、建立非正常申请专利行为“零容忍”制度、严格实施专利申请前评估制度、科学界定非正常申请专利行为审查标准与优化认定流程、出台专利代理机构降低其代理费用政策制度等方面提出对策,为全面提升专利创造、运用、保护、管理和服务水平提供实践参考。

某三级甲等医院人工智能辅助医药领域专利申请及授权现状分析

目的促进医院人工智能(AI)辅助医药领域相关专利的发展。方法利用解决方案式全球专利智能检索分析平台(HimmPat)提供的专利检索及分析功能,检索某三级甲等医院(截至2023年10月31日)涉及AI辅助医药领域的相关专利数据,分析该领域专利的申请和授权情况、申请法律状态、授权专利类型、具体技术领域、合作申请情况等。结果该院共申请专利130件,其中38件(29.23%)获得授权;16件(12.31%)为合作申请专利,授权率为50.00%。2017年开始出现相关专利申请,之后申请量呈先逐年增加后下降又回升趋势,授权量自2021年起迅速增长;在审专利申请有56件(43.08%),失效专利申请较多(36件,27.69%);获授权专利中发明专利占比较大(34件,授权率为26.98%),实用新型专利授权仅4件。具体技术集中在智能诊疗和智能健康管理领域。结论该院AI辅助医药领域相关专利申请量保持增长态势,但还存在专利管理人才缺乏、涉及技术领域单一、合作申请少等问题。建议医院巩固智能诊疗和智能健康管理方面的专利申请,加强专利管理人才队伍建设,建立高价值专利培育体系,规范医疗数据标准,培养复合型人才,深化与企业合作,并推动专利转化及在高附加值的AI辅助药品研发方面的研究。
