Study of the Urban Coordinated Development Capability Index in the Yangtze River Economic Belt

Coordinated development is a major concern in the construction strategy of the Yangtze River Economic Belt (YREB).However,there were few studies which have quantitatively measured the level of coordinated development in the YREB.This paper aimed to propose an comprehensive index system of coordinated development based on the theories of growth pole and complex ecosystem and new guidelines of development from the central government.The index system was composed by 18 indicators within 4 domains including economic development,technology & innovation,communication & transportation,and ecological protection.The scores of coordinated development capability of the 110 prefecture-level cities in the YREB were calculated and examined using natural break point analysis,spatial autocorrelation analysis and rank-size analysis.It was shown that Shanghai,Nanjing and Wuhan were leading the coordinated development in the YREB.Generally,the scores of coordinated development capability were higher in the eastern region of the YREB,in which the cities performed well in the domains of economic development,technology & innovation and communication & transportation yet showed poor performance in ecological protection.Most cities in the middle reaches of Yangtze river ranked in the middle in the YREB in all the domains,except the provincial capitals.The western region of the YREB got the lowest score in the coordinated development capability besides the largest cities such as Chongqing,Chengdu,Kunming and Guiyang.The correlation coefficients between ecological protection and other domains were very low,suggesting that few cities have achieved a win-win situation between environment protection and socio-economic development.We suggested 3 ways to promote coordinated development in the YREB:establish multi-level institutional designs;enhance the innovation in green industries;and strengthen the joint prevention and control of ecological risks. 展开更多

Global climate change has been identified as the first of the top ten environmental problems in the world. As climate change will have serious effects on the social and economic development and everyday living of people in the world, many of the countries and governments are taking untiring efforts to combat climate change. As one of the important mechanisms of reducing greenhouse gas (GHG) emissions in the Kyoto Protocol, Clean Development Mechanism (CDM) has not only provided chance for developed countries to fulf ill greenhouse emission reduction obligations, but also provided an opportunity for developing countries to combat climate change under the sustainable development frame. The dual objectives of developed countries' GHG emissions' reduction obligation achievement and developing countries' sustainable development will be achieved under the CDM. As a country with responsibility, China has been positively developing CDM projects and promoting energy saving and emissions reduction during the three years after the Kyoto Protocol came into force, and CDM projects development has always been in the front tank in the world. However, as the vast clime within China, notable differences occur in different regions. In order to promote the CDM development in China, it is necessary to have regional CDM capability construction in accordance with the practicality in different regions. Based on the Slat Analysis of developed CDM projects and current CDM development status in China, problems in the CDM development of China, including the inefficiency in small and medium-sized CDM Projects development, over centralization of CDM development scope and especially the differentiated provincial CDM projects developing capability are pointed out in the paper. What's more, reasons for the problems are analyzed from the leading factors, including policy orient, information asymmetry and weak CDM capability. In order to promote CDM projects development in China, a new CDM capability construction model is put forward in the paper. 展开更多

Does Industry-University-Research Cooperation Matter? An Analysis of Its Coupling Effect on Regional Innovation and Economic Development 被引量:1

The dislocation between regional innovation and economic development directly influences the economic effect of regional innovation. However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth. 展开更多

It is possible to say that the automotive industries of Brazil and Turkey have developed as assembly industries and showed great similarities in this context.In the 1980s,in line with the development direction of the world’s automotive industry,Turkey tried to make the country’s investment environment attractive for foreign international companies to produce in their country.We can say that while Brazil created the state incentive system in order to attract foreign investments to its country since the 1950s,it tried to increase its dose with the 1990s.Although,like Turkey,Brazil has thought of producing local cars,the difference between Turkey and Brazil is that it has considered exporting and was able to export not only to South America,but also to African countries.Another difference of Brazil is that it has implemented incentive policies for the automotive sector and has been able to rearrange its incentive elements according to changing conditions.Turkey,on the other hand,has decided to return from the policy of attracting foreign investments to its country since 2006,and in 2011,it was decided to produce domestic automobiles.As of December 2019,a prototype of the domestic car was produced by Turkey’s Automobile Initiative Group and work for mass production began.Thus,the problem of adaptation to electric vehicle production was tried to be overcome by moving to a new phase in the way of technology development.This approach was used by the South Korean automotive industry in the 1980s and it was successful and technology development capability was gained in a short time.In order to see the success of the application of this method in Turkey,it is thought that it is necessary to wait for the result of the domestic automobile project.Brazil,on the other hand,was able to rank high in world automotive industry production with its sectoral incentive policies that can adapt to changing conditions and its structure that considers exports from the past,while Turkey lagged behind. 展开更多

This study aimed to design a new ecological model to be used in ecological land evaluation studies, using careful planning and sustainable resource in the region to develop a sustainable and comprehensive guide. The results show that the study area has grade 1 and 2 urban sustainable planning. Capability Grade 1 has area 149,724.25 hectares equal 22.2% that is stretched from East to West Range. Capability Grade2 has area about 18533.28 hectares equal 2.7% that located in the South, East and South-East. The results show that the greater extent of this range is the unsustainable site, which extends over 506,664.81 hectares, equivalent to 75.1% that areas compliance by the Environmental Protection area. Another important result of this study is unsuitable area for urban development and the range of services already seating workshops and industrial units. This is due to the arrival of adverse environmental effects. Therefore, this study has been focusing on reform of the status of land of use and the optimal use of the ecological potential. 展开更多

动态能力视角下环境战略转型影响企业高质量发展的机理研究——以江西铜业为例

当前中国已进入经济社会发展绿色转型的新阶段,一些高能耗、高排放的传统行业面临的环境问题不容忽视。当企业在动态环境中遭受环境问题挑战时,其应当做出的决策改变即为环境战略转型。通过以江西铜业为例,沿着“驱动因素—环境战略—... 当前中国已进入经济社会发展绿色转型的新阶段,一些高能耗、高排放的传统行业面临的环境问题不容忽视。当企业在动态环境中遭受环境问题挑战时,其应当做出的决策改变即为环境战略转型。通过以江西铜业为例,沿着“驱动因素—环境战略—实施效果”的路线,探讨了在内外部双重因素驱动下企业环境战略转型的过程机制,进而揭示出转型对企业高质量发展的影响机理。通过分析发现,随着外部环境规制的变化和内部绿色动态能力的演进,企业按照“反应型环境战略—防御型环境战略—适应型环境战略—主动型环境战略”这一路径完成了环境战略转型。同时在转型过程中其环保投入逐渐增加,绿色创新力度显著加强,实现了发展各维度高质量的增长。 展开更多

在数字乡村建设的大背景下,农户数字能力的提升对拓宽农户增收渠道、增强农户内生发展动力具有重要意义。利用中国家庭金融调查(CHFS)数据,深入考察了数字能力在农户家庭发展韧性中发挥的作用及其内在作用机制。研究发现:数字能力有效... 在数字乡村建设的大背景下,农户数字能力的提升对拓宽农户增收渠道、增强农户内生发展动力具有重要意义。利用中国家庭金融调查(CHFS)数据,深入考察了数字能力在农户家庭发展韧性中发挥的作用及其内在作用机制。研究发现:数字能力有效提高了农户家庭发展韧性,在充分考虑潜在的内生性问题并经一系列稳健性检验后,结论依旧稳健有效。进一步分析表明:数字能力对西部地区、人均收入水平较高、传统人力资本较低、中青年家庭等特征的农户家庭发展韧性增强效果更好。数字能力主要通过鼓励农户创业、深化农户参与金融市场的程度两个路径增强农户家庭发展韧性。建议加快推动数字乡村建设,健全农户数字能力培育机制,鼓励农户创业并营造良好的创业环境,推动农户积极参与金融市场,充分发挥数字能力对农户家庭发展韧性的促进作用。 展开更多

目的探索医学教育与多学科交叉融合背景下建立以增强科研创新意识和能力为主的全新教学模式。方法选择北华大学2021级临床医学专业本科生为研究对象。根据平时成绩将30名学生随机分成两个组,A组15人,采用传统授课模式,完成基本教学内容... 目的探索医学教育与多学科交叉融合背景下建立以增强科研创新意识和能力为主的全新教学模式。方法选择北华大学2021级临床医学专业本科生为研究对象。根据平时成绩将30名学生随机分成两个组,A组15人,采用传统授课模式,完成基本教学内容。B组15人,在完成基础教学的基础上,增加多学科交叉融合教学,学期结束后比较两组同学在课程体系评价、学生实践教学考核成绩、师资队伍评价、教学效果和质量评价。结果在课程体系评价中,B组课程的整体表现优于A组;实践教学考核成绩得分,B组得分明显高于A组;在授课内容贴合本专业领域前沿、理论知识与实践相结合、学科进行交叉融合、师生互动、激发学生思考能力和创新思维上,A组教师优良率仅为33.3%~73.3%,而B组教师优良率为86.7%~100%,B组教师表现较A组教师提升较大。在教学效果评价和教学质量评价方面B组整体优于A组。结论医学教育与多学科交叉融合培养能够有效地提升医学本科生科研创新能力。 展开更多

绿色发展是生态文明建设的必然要求,而科技创新则是破解绿色发展难题的关键所在,为了实现农业高质量发展,提高农业绿色发展水平,本构建农业绿色发展水平与农业科技创新能力评价指标体系,运用熵值法测算农业绿色发展水平和农业科技创新... 绿色发展是生态文明建设的必然要求,而科技创新则是破解绿色发展难题的关键所在,为了实现农业高质量发展,提高农业绿色发展水平,本构建农业绿色发展水平与农业科技创新能力评价指标体系,运用熵值法测算农业绿色发展水平和农业科技创新能力综合水平,并通过耦合协调度模型对农业绿色发展水平和农业科技创新能力综合水平进行耦合协调度测算,并运用核密度估计法、标准差椭圆、空间马尔科夫链等方法,分析农业绿色发展水平与农业科技创新能力综合水平耦合协调度的时空演变特征。研究表明:中国农业绿色发展与科技创新的耦合协调水平持续提升,尽管地区间存在差异,但整体上各省份在农业绿色发展与科技创新的融合方面取得了积极进展。耦合协调度在空间分布上大体呈梯形分布,反映了经济发展水平、科技创新能力与农业绿色技术推广和应用之间紧密联系。同时,耦合协调度的空间状态转移具有较高的稳定性。因此要加大对农业绿色发展的科技支撑力度,着力突破农业科技成果转化难题,建立跨区域、跨部门的农业科技创新协同发展机制。 展开更多
