Research on Integrated Planning Method of Offshore Oil and Gas Exploration and Development

Under the requirement of high-quality development, the research method of integrated model planning for offshore oil and gas exploration and development suitable for the western South China Sea is put forward. Based on the new round of resource evaluation and exploration and development research in the western South China Sea, the in-depth research on underground oil and gas resources, surface development facilities, external factors and economic indexes are carried out to clarify the industrial layout of oil and gas development. The potential and prospect of oil and gas exploration and development were implemented, and the main external factors and corresponding measures affecting the planning were clarified in this paper. The economic evaluation model suitable for the region is established based on the analysis of internal rate of return, comprehensive barrel oil cost, critical price, financial net present value and other important indicators, and a set of planning and research methods suitable for the integration of exploration and development in the western South China Sea is finally formed. This method has been applied to the replacement reserve study of Weizhou X and Weizhou Y oil fields. It is found that the planned reserves and production are consistent with the actual ones, and good practical results have been achieved.

Exploration and development of continental tight oil in China

Based on the investigation of tight oil exploration and development in North America, the successful cases of tight oil exploration and development in North America are summarized. The geological differences between continental tight oil in China and marine tight oil in North America is analyzed to explore the technical strategies for the industrial development of continental tight oil in China. The experiences of large-scale exploration and profitable development of tight oil in North America can be taken as references from the following 6 perspectives, namely exploring new profitable strata in mature exploration areas, strengthening the economic evaluation of sweet spots and focusing on the investment for high-profitability sweet spots, optimizing the producing of tight oil reserves by means of repetitive fracturing and 3 D fracturing, optimizing drilling and completion technologies to reduce the cost, adopting commodity hedging to ensure the sustainable profit, and strengthening other resources exploration to improve the profit of whole project. In light of the high abundance of tight oil in China, we can draw on successful experience from North America, four suggestions are proposed in sight of the geological setting of China's lacustrine tight oil:(1) Evaluating the potential of tight oil resources and optimizing the strategic area for tight oil exploration;(2) selecting "sweet spot zone" and "sweet spot interval" accurately for precise and high efficient development;(3) adopting advanced tight oil fracturing technology to realize economic development;(4) innovating management system to promote the large-scale profitable development of tight oil.

Overall Planning of Development of Urban-Rural Areas:A Policy Mechanism for Urban-Rural Coordinated Growth

While analyzing overall planning and coordinated development of urban-rural areas, this paper shows that overall planning for the development of urban-rural areas is a requirement for the best use of productive forces. It means the setting up of a policy mechanism for coordinated growth. Recognizing this, the government should set up a way to lead and manage a unified program to increase service and decrease controlling administration power, while safeguarding and fulfilling the farmers' ownership to the means of production.

The Study on Protection and Construction Mode of Urban Ecologically Sensitive Areas

The paper had analyzed the necessity and feasibility for the protection and utilization of urban ecologically sensitive areas, proposed planning urban ecologically sensitive areas reasonably and combining ecological protection with development construction. Guiding the healthy and ordered development of urban spaces was the key part and important approach to realize ecological cities. The guiding thought for development construction of ecological cities had been discussed, which was conducting laddered development according to the location and coverage of urban ecologically sensitive areas and protection grades of these sensitive areas. Then, it had proposed four kinds of protection and construction modes, which were tourism leisure green lands, relevant expositions, industrial areas and new city groups, and which had been analyzed by combining with successful cases, so as to provide feasible win-win development strategies of ecology and economy for the planning of urban ecologically sensitive areas in the future.

The Multi-Scale Numerical Modeling System for Research on the Relationship between Urban Planning and Meteorological Environment

Considering the urban characteristics, a customized multi-scale numerical modeling system is established to simulate the urban meteorological environment. The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning.

Study on the Environmental Impact of Oil and Gas Field Development on the Ecological Red Line Area

To cooperate with the five ministries and commissions of the state to carry out joint investigation on the environmentally sensitive areas involved in oil and gas exploration and development,for the problems found in survey,containing complex type and numerous amount of ecologically sensitive space and ecological red line involved in oil and gas field enterprises,scientific nature of delimitation,lack of strong support of laws and regulations for forced withdrawal of oil and gas production facilities in these areas,some countermeasures and suggestions were proposed,such as further evaluating and combing scope and functional zoning of existing environmentally sensitive areas and ecological red lines,treating differently,enhancing pertinence of prohibition in ecologically sensitive regions,declining blindness of the withdrawal of oil and gas facilities in environmentally sensitive areas,strengthening seriousness of approval of exploration and mining rights of oil and gas resources,and establishing strategic reserve exploration and hierarchical development mechanism. Moreover,oil and gas field enterprises should integrate more efforts to ① accelerate to find out the current situation of environmental quality,② adhere to developing in protection,and protecting in development,③ increase attention and participation strengthen of providing technical support for national oil and gas exploration and development strategy evaluation,④ accelerate communication and docking with local governments on the ecological red line,⑤ actively strive to be included in the positive list management of local governments,⑥ accelerate to establish and perfect primary database of oil and gas production and facilities construction,and ⑦ document management information system of the ecological red line.

Response of Land Use Planning in Less Developed Areas to Economic Globalization

Under the background of economic globalization, the development mechanisms of various regions face potential deep transformation, and the effective participation of less developed areas in China in economic globalization is of great significance to the sustainable development of Chinese economy and society. In this study, we summarized the characteristics and influences of economic globalization from the aspects of industrial recombination and transfer, competition, economic relevance and development modes, and analysed the opportunities and challenges of land use in less developed areas brought by economic globalization. Afterwards, based on the major problems of land use planning management in the middle of Jiangsu Province, we put forward some suggestion including management of planning process, balanced development of ecology and economy, strengtheningn planing use zoning, spatial agglomeration and protecting cultural diversity to response to economic globalization.

中国石化“十四五”主要勘探进展与发展战略

在系统梳理中国石油化工股份有限公司(简称中国石化)“十四五”以来高质量勘探举措、理论技术进展及油气勘探成果的基础上,提出了油气勘探发展战略。“十四五”以来,中国石化坚定资源发展信心,大力推动高质量勘探实践,在塔里木、四川、渤海湾、准噶尔、鄂尔多斯等盆地的深层碳酸盐岩、陆相页岩油、深层页岩气、中西部碎屑岩、成熟探区隐蔽油气藏、深层煤层气等领域取得了主要勘探成果,为石油稳增长、天然气快上产夯实了储量基础。同时,发展完善了超深走滑断控缝洞型油气成藏理论、创新形成了页岩油成储成烃富集理论、深化了海相页岩气“二元富集”与致密碎屑岩油气差异富集机理认识等;攻关形成了复杂地质结构与储层结构条件下的以地震勘探、深层—超深层钻完井、超深层测录试井、水平井压裂技术等为代表的关键技术与工程工艺技术。展望未来,中国石化探区具备石油稳定发展、天然气快速发展的资源基础,勘探工作聚焦保拓矿权、勘探突破、规模增储三大核心责任,以深地工程、页岩油气示范工程、致密碎屑岩效益攻坚、常非统筹为统领,加快推进战略突破发现,落实规模增储阵地,进一步夯实上游可持续发展资源基础。

海洋城市战略与空间规划前瞻

党的十八大报告明确提出“建设海洋强国”的战略目标,要求提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益。2023年10月13日,王世福教授作为国家社科基金重大研究专项首席专家以“建设海洋强国的战略支点与制度创新”为主题组织第十二届“设计城市”圆桌研讨会,并邀请来自规划、海洋、国际关系等多个领域的专家,共同探讨海洋城市在海洋命运共同体中的战略支点作用以及空间规划创新需要。在凝练与会嘉宾观点的基础上,进一步以笔谈形式邀请相关领域专家围绕“海洋城市战略与空间规划”进行论述,期望为未来海洋城市规划与建设提供有益参考。王世福认为对于我国海洋城市建设而言,立足港城关系的规划和注重海陆统筹的战略,有助于在全局视角上认识和响应从港口大国到海洋强国的战略跃升。王兴平等提出建设海洋城市组群是内陆城市经略海洋的重要方式,港口城市与腹地陆域中心城市可通过交通设施网络、多种“流要素”、区域涉海功能与跨界协同治理四个维度的一体化措施构建联系密切且分工合理的海洋功能圈。马向明认为海洋城市战略不应仅局限于海洋资源的开发利用,更应从促进海陆文明交流融合的视角出发,积极应对海洋生态挑战,大力发展文化交流和综合创新功能。海洋城市空间规划应强调陆海功能协调性,从而保证海洋城市健康发展。陈天结合海洋城市所面临的可持续发展问题,从海岸生态系统保护的统筹与修复、沿海城市防灾韧性体系构建和基于气候适应性的沿海城市品质提升三方面,提出沿海高密度城市防灾韧性建设与空间品质提升实施路径。王建军系统论述目前海洋城市战略推进过程中存在的痛点和堵点,并从四个层次梳理当前海洋城市战略核心要解决的问题,即开展陆海资源全要素综合调查与评价、构建陆海统筹的海洋城市发展格局、做好向海而强的资源要素保障以及在更广阔的深远海深度参与全球海洋治理。文超祥等以海洋中心城市作为海洋强国的战略支点,提出科学谋划境内外海洋中心城市的战略布局,并结合我国沿海各省市开展的海岸带空间规划实践总结出:处理好陆域与海域关系、协调好城市与区域发展关系、谋划好陆海发展的战略空间。郑斌认为粤港澳大湾区建设世界级新港城对推动大湾区海洋城市发展具有积极意义,并提出在设施建设、制度建设和推动港口与产业融合发展三方面推进大湾区新港城建设,实现海洋城市的国际化和全球化发展。赵渺希认为随着全球经济的区域化趋势日渐发展,应把握全球供应链、价值链的近岸化趋势,拓展新发展格局下沿海地区高水平对外开放的规划原理,并进一步围绕粤港澳大湾区建设,提出厘清大湾区的全球网络链接机制、解析大湾区区域网络协同机制、大湾区双循环网络发展的规划响应。程遥认为陆海统筹规划是一个全域全要素统筹的系统问题,且最终将落实到陆域的功能与设施规划建设上。陆海统筹导向的国土空间规划在陆海域、邻域、海岸带三个层面对应的规划层次、内容、深度应该是差异化的,并且海域应建立相较陆域更系统的跨界规划管控体系和更严格的传导体系。邓昭华提出中国特色海洋强国的建设,可施行“以陆促港”策略,从“港产联动”以固港、“两丝枢纽”以稳港、集聚资源以强港三方面拓展港口腹地纵深,助力港口实现其陆域的现代化,并通过技术输出助力当地工业化与扩大港群布局稳固其腹地根基。郭海认为我国应提出符合自身国情的海洋理论,以海洋作为中国维护国际社会和平稳定的重要手段,以海港作为中国发展海洋战略的重要抓手,并提出需处理好贸易与军事、国家利益与系统利益、外交功能与经贸功能之间的三对矛盾。刘铮认为海洋城市相关规划具有明显的创新型规划特征,提出应进一步开展海洋城市规划创新并实现对创新目标的制度安排,且需从连通性、支撑性、撬动性三方面思考规划创新的突破点,激活海洋城市战略支点作用。

构建云南省“三位一体”矿产资源勘查开发新格局

将第三轮和第四轮矿产资源规划分局布局进行了对比分析,指出了不同之处。新时期如何构建云南省矿产资源勘查开发格局,提出了宏观层面构建“勘查开发保护区域布局”;中观层面建立“能源资源安全保障和勘查开采工作布局”;微观层面优化“资源合理配置”,构建“宏观-中观-微观”三位一体的矿产资源勘查开发新格局。

优化国土空间发展格局视域下推进城市群一体化发展的空间逻辑

城市群是推动新型城镇化的主体形态和促进发展要素合理流动的空间载体,在支撑国民经济社会发展和提升国际竞争力方面发挥关键作用。优化国土空间发展格局蕴含引导要素优化配置的目标指向、提升空间结构韧性的实质内容、加快构建新发展格局的时代背景,为考察城市群一体化发展的空间逻辑提供有益视角。从宏观顶层设计、中观权力运作、微观主体行动来看,优化国土空间发展格局中的城市群一体化发展,涉及空间规划与发展规划协同引领、空间尺度与权力结构的动态适配、核心城市与重要主体的辐射带动。根据优化国土空间发展格局的价值导向与功能预期,新时期健全城市群一体化发展机制应规范完善空间规划程序、优化升级空间治理体系、渐进实现空间正义,逐步形成优势互补、均衡发展的城市群布局与国土空间体系。

第十五届全国运动会推动粤港澳大湾区服务国家发展大局的历史进程、价值目标与实践进路

中华人民共和国第十五届运动会(以下简称“第十五届全国运动会”)是党和政府依托大型体育赛事促进区域协调发展的实践典范。采用文献资料分析、比较分析和逻辑分析法,探究第十五届全国运动会推动粤港澳大湾区服务国家发展大局的历史进程、价值目标及实践进路。研究发现,广东、香港地区和澳门地区在体育领域经历了从探索交流到广泛交流、从深度合作到协同发展的历史演变进程。第十五届全国运动会在推动粤港澳大湾区服务国家发展大局方面具有丰富的时代价值,包括促进粤港澳大湾区携手并进、利益共享和凝心聚气。当前,世界正经历百年未有之大变局,赛事筹备仍面临行政管理制度差异较大、要素流动与资源配置不畅、文化发展与价值观念存在差异等现实挑战。据此提出第十五届全国运动会推动粤港澳大湾区服务国家发展大局的实践进路:1)打造三地协同合作新范式,丰富“一国两制”实践内涵;2)推动资源要素优化配置,激发区域协调发展新动能;3)传承民族共同文化记忆,铸牢中华民族共同体意识。

空间生命学科发展战略研究

空间生命学科是一门致力于研究在空间环境条件下生命起源、演化及其分布,生命现象及其规律的学科.该学科从理论和实验两个层面深入探讨生命起源和早期演化机制,同时也探索地外天体生命的宜居性、存在形式等基本科学问题.随着中国空间站、嫦娥工程和天问系列等大科学计划的实施,中国空间生命科学研究进入了一个高速发展阶段.本文对空间生命领域的发展态势进行了梳理,提炼出了中国未来空间生命学科的重点发展领域,并针对学科布局进行优化,旨在推动空间生命科学研究的高质量发展.

高质量发展视角下黄河流域国土空间分区规划策略与实践——以济南市南部山区为例

从高质量发展视角切入,分析国土空间分区规划的发展历程及目标定位,针对国土空间要素多元化、空间协同化等特征,提出系统集成的规划理念,以及生态保护、文化复兴、产业提质、城乡友好“四位一体”的规划策略和切实可行的规划实施路径。以济南市南部山区国土空间分区规划为例,分析高质量发展背景下区域面临的瓶颈,指出编制南部山区国土空间分区规划的迫切性,并紧扣地域资源特征与存在问题,探索建立要素集成、融合高质量发展的规划策略,旨在对同类地区的规划工作有所启示。

村庄规划对偏远山区乡村发展的促进作用--以内蒙古和林格尔县白其口村为例

运用归纳总结法和SWOT分析法提出乡村振兴背景下村庄规划的主要发展内容,聚焦于村庄规划与偏远山区村庄发展的关系,提出经济、生态、文化、旅游等多维度的促进乡村发展的目标框架,探索规划对村庄的促进作用。结果表明,①偏远山区具有距离城市远、地形复杂、经济发展水平不高、人居环境亟待改善的特点;②偏远山区村庄规划,在提升产业发展水平、增加农民收入、重塑村庄治理结构、提高人居环境质量、改善地区生态等方面作用显著,对促进村庄发展至关重要。③针对“集聚提升类”村庄,结合白其口村自然环境特征和发展现状,规划整治村庄内部分区和发展格局,精准推动村庄发展,以期更好地促进偏远山区美丽乡村建设。

中国国际海底区域资源勘查开发:现状分析与战略研究

国际海域蕴藏着多种自然资源,对国际海底区域资源勘探开发已成为各国政治、经济、科技、军事角逐的重要赛场。基于中国国际海底区域资源勘查开发的现状,分析了中国在该领域的政策、技术发展现状与国际参与情况,指出了自主创新能力不足、合作平台缺失、人才匮乏及深海权益维护能力短板等挑战。通过回顾挪威、日本在海底资源开发的经验,提出了提升中国在国际海底区域资源勘探开发水平的战略建议。

优化在京高校布局服务京津冀高质量协同发展——北京科技大学雄安校区规划建设探索与实践

从互动失衡到结构重塑:乡村连片发展的转型思路与规划探索

发展动能转换下连片统筹成为地方主体推动地域乡村功能重塑和空间重构的重要手段,但其内在机理与实践模式尚不明晰。系统梳理乡村分散发展引致的互动失衡问题,从治理权属、治理范式和治理体系3个维度剖析问题背后的乡村治理结构矛盾,认为根源在于当前乡村治理模式与发展要素组织需求的失配。以此为基础,构建以尺度上移、范式转换和层级重构为核心的乡村连片发展转型模式框架,并结合实践案例解析具体规划策略,以期为我国乡村连片发展与振兴提供借鉴。

历史景区的可持续发展与当代性演绎——滕王阁景区改扩建
