Study on the Construction Path of Characteristic Small Cities and Towns from the Perspective of Supply-side Reform——Taking Zushan Town as an Example

Characteristic small cities and towns are the new vehicle for advancing new urbanization construction and supply-side reform.Zushan characteristic towns focus on tourism vacation,ecological livability,integration of production and cities,cultural heritage,poverty alleviation and other functions,and focus on building a new type of"product,city,and people"trinity,is a new benchmark for industrial transformation and upgrading.This article uses field surveys,interviews,and other methods to investigate the status quo of the construction of small towns with Zushan characteristics.Based on this,SWOT analysis of small towns is carried out,and the disadvantages and threats to its development are determined from the nature of towns and cities,infrastructure construction,and townships.Five suggestions were made for the construction of capital,the cultivation of special industries,and the detennination of the main body of urban construction.

The Development History and Prospect Forecast of Characteristic Towns from the Perspective of Planning Rationality

Most of the studies on characteristic towns have made policy interpretation and planning convergence as the research focus. There is still a lack of in-depth discussion on the connotation, essence and scientificalness of characteristic towns. Starting from planning rationality and the source of characteristic towns, this study summarizes the cultivation process and essence of characteristic towns, looks forward to its development prospects and expounds the connotation, innovation and scientificalness of characteristic towns in east China’s Zhejiang Province and other places. The study believes that the innovation of the characteristic town Zhejiang model is reflected in the three aspects of industrial choice, space carrier and system design, but there are rational logical faults from the existing cases to the promotion of the whole province, from Zhejiang experience to national promotion. From the perspective of planning rationality, the construction of characteristic towns in China is a development model under the leadership of political rationality. Planners should clearly understand and provide technical rational support to improve the practice of characteristic towns.

Discussion on the Problems and Path of Characteristic Town Construction in Underdeveloped, Resource-Based Cities: A Case Study of Ganzhou City

Characteristic towns as a characteristic industry are one of the important measures of China's new urbanization strategy. The construction of characteristic towns in different regions needs to pay attention to regional differentiation. At present, the research on characteristic towns focuses on the developed the developed central and eastern regions. There are still few studies on characteristics towns in underdeveloped areas. Starting from the analysis of the concept of the characteristic town, this paper sorted out the general situation of the construction of characteristic towns in China based on the existing research literature, selected Ganzhou City for research, pointed out there were "two restrictions and two singles" in the construction of characteristic towns in Ganzhou City, and clarified that the characteristic towns of Ganzhou City should adhere to the construction path of "two characteristics and two integrations", with a view to providing a useful reference for in Ganzhou City the construction of characteristic towns, industrial transformation and upgrading, and poverty alleviation in such underdeveloped, resource-based cities.

Planning and Design of Health-care Featured Town from the Perspectiveof“Aging Friendly”:A Case Study of Tangwan Town,Guixi City,Jiangxi Province

Under the background of current“aging”and“healthy China”,based on basic needs of theelderly for health care industry,combining the upsurge of featured town construction in China,basicproblems existing in current planning and construction of featured town are expounded and analyzed.Tangwan Town of Guixi City,Jiangxi Province is taken as the research object.Characteristics of theconstruction of health-care featured town and its existing problems are found,and planning strategy isproposed.The research aims to provide reference significance for planning and construction of suchfeatured towns,and promote the perfection of the theory of health-care town in China under agingbackground.

Small Town Construction in the 13th Five-Year Plan Period: A Case Study of Shangrao City

The 12 th Five-Year Plan period was unusual five years in the development of China. Under the dual pressure of complex international environment and arduous domestic reform task,China made outstanding achievements in economic development,which lays a solid foundation for building a moderately prosperous society in all respects in the 13 th Five-Year Plan period. The key and difficult points of building a moderately prosperous society in all respects lie in solving issues concerning agriculture,farmers,and rural areas. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City.

Master Plan of Characteristic Towns from Universal Viewpoint:A Case study of Guzhu Town

Characteristic town has became an important carrier for urban-mral integration. Based on the multiple compounding of the charactemtic town planning, it is significant to combine tiie universal viewpoint widi traditional small town planning. This paper by combining with “universaT viewpoint introduced the transformation of traditional small town planning in theory and practice, and combed the planning stategies from the 4 a^ects of “all level”,“all space”, “all element^,and “all dimension”. Based on the master plan of Guzhu Town in Heyuan, specific strategies were put forward from the 6 dimensions of resoutce analysis, spatial layout, industtiai construction, traffic connection, ecological control and system update, to provide references for the planning of characteristic towns.

Pilot case of provincial digital village and town construction in Yidukou Town of Lingcheng District of Shandong Province is taken as research object.On the basis of defining the connotation and characteristics of digital village,and analyzing development status of digital village in Yidukou Town,construction ideas,system architecture and key action plans of digital village empowering rural revitalization are studied,and the mode and path of digital village empowering rural revitalization are explored.

Overall Planning of Tour Routes: A Case Study of Tour Route Planning in Panzhihua City

Taking overall planning of tour routes as the guiding concept of regional tourism development,one core,three subjects,three sections and three levels in the overall planning of tour routes were explored. Range,planning principle,optimized layout of travel channels,construction of tourist towns,construction of scenic areas,construction of highway landscapes along travel channels,construction of tourist distribution centers in the overall planning of tourist routes for Panzhihua City,Sichuan Province were elaborated. Signifi cance of the overall planning of tour routes was summarized.

Analysis of Local Features and Shaping of Rural Tourism in Kuandian of Liaoning Province

In the process of rural tourism development and planning,local features and related concepts have attracted more and more attention from scholars with the deepening of development. As one form of places,rural areas have extraordinary significance,so the participation of local residents,the integration of traditional culture and the inheritance of local features should be fully taken into account in the development of rural tourism. However,some local governments refuse to focus on local features in the process of rural tourism planning,so the planning and development of rural tourism in many places are similar and can't reflect the unique features of local culture. Therefore,this paper takes Kuandian Manchu Autonomous County in Liaoning Province as an example,which has rich rural tourism resources and unique features,and conducts research on the tourism planning with local features from local perspective.

康县长坝镇运动康养小镇建设

康县长坝镇是我国第一批全国乡村旅游重点镇之一,也是“一带一路”美丽乡村论坛会址,是甘肃境内的康养富集地,具有丰富的文旅康养内涵。文章主要利用文献资料、访谈、实地考察等研究方法,结合我国当前运动休闲小镇建设基本政策和培育经验认为:康县长坝镇运动康养特色小镇建设,应该以“健康”为主题,辐射康县全域美丽乡村游为抓手,依托花桥旅游景区和青龙山冰雪运动基地,打造绿色山水户外运动品牌,将康县长坝镇建设成为集“运动康养、文化旅游、健身休闲、田园旅居、康复疗养、户外露营”等多功能于一体的“宜养、宜旅、宜居”康养小镇,为地方经济及体育、文旅、康养等产业的高质量融合发展提供参考和借鉴。

高职教师职称评审标准的定位、架构与评量解析

自深化职称制度改革评审权下放后,各高职院校根据学校发展需要,自制评聘方案,突出高职教育类型特色。目前,高职院校在职称评审中主要存在评审目的未凸显高职教育育人本质、评审指标与高职教师专业能力发展匹配不足、评审体系与高职教育发展需求的适应性标准模糊等问题。根据我国高职教育发展的“类型”特点和“双高”建设需要,基于高职教师的职业特性、岗位职责、社会角色等要素,建构了高职教师职称五维评审标准基本框架,即5个一级指标和16个二级指标;基于此标准,将教师岗位分层分类,依据绩效配比程度,实施标准评量。这既是高职教师队伍专业发展的现实要求,也有助于提升高职院校师资队伍管理水平。

公安院校国家级一流本科专业建设点发展探析

“双万计划”是推动我国高等教育内涵式发展的重大战略,在该计划的三轮评选中,有20所公安本科院校一共获批78个国家级一流本科专业建设点,涵盖23个专业类别。其中,公安部直属院校获批的建设点数量多,传统公安专业和特色优势专业获批的概率相对大,揭示了公安院校专业发展呈现出同质化和差异化并存的基本特征。公安院校应着力从课程体系架构、专业服务实战能力建设、学科交叉融合、评价指标体系完善、双师型师资队伍建设等方面入手,大力推进国家级一流本科专业建设点建设,并瞄准公安行业重大需求,统筹兼顾其他专业,实现专业建设内涵式发展。

历史传统与现代化愿景:我国当代城市大道的空间原型与规划特征探讨

城市大道是现代城市的功能空间骨架和重要的纪念和展示空间。改革开放以来,在波澜壮阔的城镇化进程中,大道的规划建设成为我国各级城市追求跨越式发展和迈向现代化的重要标志。其建设动力不仅有城市交通发展和空间拓展的客观需求,而且伴随着城市管理者和城市规划工作者对空间秩序的执着追求,还隐含着某些城市文化心理方面的要素。从梳理中外规划历史的视角出发,试图探寻我国现代城市大道规划建设思想源头的空间原型。同时,以深圳深南大道为典型案例,探究其规划建设历程和代表性的空间特征。在此基础上,从空间尺度、功能价值、规划导向、文化意象,以及存量时代大道空间的精细化营造等方面,对我国大道规划建设的成就和经验、不足和问题、挑战和策略等进行讨论。

镇村布局规划实施效果评价方法研究

开展镇村布局规划实施效果评价,可以为决策优化和方案调整提供科学依据。本文结合高分辨率遥感影像与国土三调数据,通过面向对象变化检测方法,提取集聚提升类、城郊融合类、特色保护类、拆迁撤并类村庄的建设用地变化图斑,在两期建设用地图斑的基础上,构建建设用地变化量与紧凑度指标,开展村庄建设进程和村庄形态的分析评价,并以盱眙县穆店镇为例,对2019—2022年近期规划的四类村庄进行方法验证,为不同村庄的发展提供适宜的规划建议。

日本森林特色小镇建设模式及其对中国的启示

【目的】通过研究世界森林特色小镇建设的典范——日本长野县轻井泽町森林小镇(简称“轻井泽”),总结日本森林特色小镇的建设模式,及其对中国森林特色小镇建设的借鉴意义。【方法】首先,对中国和日本森林特色小镇发展历史、建设模式等进行文献分析;其次,结合实地调研,走访轻井泽当地房地产和旅游业从业人员,对当地资源禀赋、产业基础、发展模式进行了深度访谈;最后,选取轻井泽森林特色小镇作为典型案例进行分析研究。【结果】经过130多年4个时期的建设,轻井泽完善了外部高铁、高速公路、内部循环交通在内的综合交通网;制定了一系列保护自然环境,控制无序商业发展的法规条例;建造了一系列融合人文和自然景观,具有极高艺术价值的博物馆、美术馆、酒店、民宿;吸引了日本国内著名企业参与到轻井泽森林小镇的建设中,培育了婚庆、会议、观鸟等新业态;发展了农林业产品培育、采集和初加工的绿色产业;形成了轻井泽风格的生活方式,成为文旅融合、产业创新、社区发展的平台。【结论】借鉴日本森林小镇建设经验,提出了中国特色森林小镇建设路径和发展模式。开发森林小镇要摸清基础条件,定位主导产业,明确发展目标;环境保护和经济发展可以相辅相成。同时,政府治理需要综合考虑中央政府的指导和地方政府的实际操作,将自上而下与自下而上相结合,以实现更有效的决策和政策执行。

巴文化融入文旅特色小镇建设难题及破解路径研究——以巴中为例

巴文化资源的核心价值理念是“忠、勇、信、义”,其开放包容的价值属性对区域经济的发展起到了积极作用。巴文化与文旅特色小镇建设的全方位、多领域、全链条深度融合,既可以促进文化产业与旅游产业的协调发展,也有利于巴文化的传承与创新。因此,以巴文化中心区域的巴中为例,研究巴文化融入文旅特色小镇建设中的现实难题与破解路径,具有较强的理论意义与实践价值。

国土空间规划体系下特色村镇空间基因保护传承研究——以桂林市旧县村为例

空间基因理论是解决特色村镇在空间发展与文化传承问题上的重要框架体系,但目前研究聚焦于空间基因的识别提取与传承应用方法,如何将空间基因融入到现有空间规划体系的研究有所缺乏。本文梳理出国土空间规划体系下的保护传承体系,并在现有研究基础上,提出空间基因的识别提取是前提、空间基因传承可行性分析是关键、空间基因保护传承规划体系构建是核心的研究思路。最后以广西壮族自治区桂林市阳朔县白沙镇旧县村为研究案例,按照上述要点对旧县村空间基因识别提取,并结合旧县村相关规划,对其空间基因保护传承规划进行研究。

乡村振兴时代下的村镇规划与建设分析

上海市五个新城国省干线公路养护工程设计标准研究

通过对上海市“十四五”新城规划建设要求的分析,配合绿色低碳、数字智慧、安全韧性的空间治理新模式建设,探讨嘉定、青浦、松江、奉贤、南汇五个新城在现有基础上的国省干线公路养护维修工程设计标准进行提升的思路,形成一套更加具有针对性和适用性的设计指南,以更好地服务于新城的规划建设,提升管理水平。
