This paper ...Under the goal of “Carbon Emission Peak and Carbon Neutralization”, the integrated development between various industries and renewable energy(photovoltaic, wind power) is of great significance in China. This paper summarizes the relevant policies, integration schemes and typical cases of the integrated development between renewable energy and other industries. First, the development status of wind and solar generation in China is introduced. Second, we summarize the relevant policies issued by the National Development and Reform Commission, National Energy Administration and other departments to promote the integrated development in photovoltaic and wind power generation in China. Third, eight kinds of photovoltaic three-dimensional development models are described, including “photovoltaic + agriculture, industry, environmental protection, transportation, architecture, communication, hydrogen and ecology”. Fourth, eight kinds of wind power threedimensional development models are summarized, including “Offshore wind power + marine ranch, marine energy, marine tourism, marine oil and gas, hydrogen, communication, Energy Island” and “Onshore wind power+ courtyard”. In the future, the promotion and application of the above integrated development projects will be accelerated. The aim of this study was to verify the existence of business and strategic intelligence policies at the level of Congolese companies and at the state level, likely to foster progress and healthy development in the ea...The aim of this study was to verify the existence of business and strategic intelligence policies at the level of Congolese companies and at the state level, likely to foster progress and healthy development in the east of the DRC. The study was based on a mixed perspective consisting of objective analysis of quantitative data and interpretative analysis of qualitative data. The results showed that business and strategic intelligence policies have not been established at either company or state level, as this is an area of activity that is not known to the players in companies and public departments, and there are no units or offices in their organizational structures responsible for managing strategic information for competitiveness on the international market. In addition, there is a real need to establish strategic information management units within companies, upstream, and to set up a national strategic information management department or agency to help local companies compete in the marketplace, downstream. This reflects the importance and timeliness of building business and strategic intelligence policies to ensure economic progress and development in the eastern DRC. Business and strategic intelligence provides companies with an appropriate tool for researching, collecting, processing and disseminating information useful for decision-making among stakeholders, in order to cope with a crisis or competitive situation. The study suggests a number of key recommendations based on its findings. To the government, it is recommended to establish the national policy of business and strategic intelligence by setting up a national agency of strategic intelligence in favor of local companies;and to companies to establish business intelligence units in their organizational structures in favor of stakeholders to foster advantageous decision-making in the competitive market and achieve progress. Finally, the study suggests that studies be carried out to fully understand the opportunities and impact of business and strategic intelligence in African countries, particularly in the DRC.展开更多

For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs.展开更多

The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Development zones(DZs)have emerged as a significant policy initiative for promoting regional coordination and facilitating resources allocation.They serve as an organizational framework for fostering industrial agglom...Development zones(DZs)have emerged as a significant policy initiative for promoting regional coordination and facilitating resources allocation.They serve as an organizational framework for fostering industrial agglomeration and driving high-quality development.DZs attract and accommodate resource factors,firms,and projects,thereby functioning as a central catalyst for economic growth.This study utilizes data collected at the“DZ,City and Countrycountry”levels through manual compilation,textual analysis,and innovation measurement.It aims to empirically examine the theoretical rationale and practical preferences for promoting business and investment in China’s DZs.This study considers several factors such as industry attribute,firm attribute,agglomeration theory,and industrial chain layout.Based on our research findings,DZs exhibit distinct preferences.First,industry attribute:DZs align with both national and regional strategic planning and adhere to the industrial endowments of the respective areas.Second,firm attribute:DZs prioritize attracting firms that are productive and innovative,and have an international presence,rather than those that primarily contribute to taxes and job creation.Third,DZs are guided by the agglomeration theory,which suggests that they prefer firms that generate strong agglomeration externalities.Lastly,DZs also consider the industrial chain layout,aiming to attract firms that not only align with their existing industrial strengths but also extend to the upstream and downstream supply chain links.These conclusions are substantiated by the performance of robustness test.The success of DZs in China can be attributed to the five key principles:Adherence to national and regional strategic planning,prioritizing the actual industrial foundation,incorporating the theory of agglomeration externalities,strengthening corporate competitiveness,and expanding industrial chains.展开更多

Rapid growth and a vast transition of Chinese livestock industry driven by economic incentives make it become an important contributor on climate change over the last four decades.This study first analyzes the evolvin...Rapid growth and a vast transition of Chinese livestock industry driven by economic incentives make it become an important contributor on climate change over the last four decades.This study first analyzes the evolving lowcarbon livestock development policies and regulations,then an assessment and explanations of the achievements and non-achievements are provided.The findings reveal that China began to pay attention to low-carbon development policy starting in the early 1990s.However,only after the cyclic and green concept became the main sustainable development policy,China began to move seriously toward low-carbon livestock development.Several policy instruments were introduced,including moderate scale,feed optimization,manure resource utilization,facility and equipment allocation rate,energy conservation and substitution.Overall,achievements were made in introducing such policies.However,due to the large share of standard agriculture and regional resources,and environmental diversity,such policies may have little effect in practice.The divergence between the policies and actual practices are explained,and important policies applicable to all developing countries are also recommended.展开更多

文摘The formulation of agricultural extension policy and the development of rural regional economy present the relationship of mutual existence,mutual influence and mutual promotion.Therefore,it is necessary to study the agricultural extension policy according to the current situation of rural regional development.Agricultural technology extension system is an organization set up at county and township levels to provide farmers with scientific research achievements and practical technical services on planting,animal husbandry,fishery,forestry,agricultural machinery and water conservancy,and it is an important carrier for implementing the strategy of developing agriculture through science and technology.On the basis of expounding the value and significance of rural regional economic development,this paper analyzes the problems existing in China s rural regional development from the aspects of rural infrastructure and public services,rural labor force s cultural and scientific level,rural grass-roots extension system,etc.,and puts forward corresponding measures against the problems.This study has certain theoretical reference value for promoting the all-round development of China s rural economy and realizing the great strategy of rural revitalization in China.

文摘Rapid growth and a vast transition of Chinese livestock industry driven by economic incentives make it become an important contributor on climate change over the last four decades.This study first analyzes the evolving lowcarbon livestock development policies and regulations,then an assessment and explanations of the achievements and non-achievements are provided.The findings reveal that China began to pay attention to low-carbon development policy starting in the early 1990s.However,only after the cyclic and green concept became the main sustainable development policy,China began to move seriously toward low-carbon livestock development.Several policy instruments were introduced,including moderate scale,feed optimization,manure resource utilization,facility and equipment allocation rate,energy conservation and substitution.Overall,achievements were made in introducing such policies.However,due to the large share of standard agriculture and regional resources,and environmental diversity,such policies may have little effect in practice.The divergence between the policies and actual practices are explained,and important policies applicable to all developing countries are also recommended.

文摘Mechanization is the future direction of rapeseed production in Sichuan. A series of technology tests for rapeseed mechanized production have been carried out in terms of variety selection, key agronomic measures and machinery in the main production area of Sichuan in recent years. In the research, the agronomic techniques, including variety selection for mechanical production, key agronomic measures and mechanical harvesting were analyzed. Based on the present condi- tions, strategy and suggestions for the development of mechanized rapeseed produc- tion in Sichuan also were presented.
