In order to reduce the regional differentials or narrow the gap in economic development between eastern and western areas and prevent the intensification of contradictions resulting from the regional inequality during...In order to reduce the regional differentials or narrow the gap in economic development between eastern and western areas and prevent the intensification of contradictions resulting from the regional inequality during the development process, the government of China launched the Great Campaign of Western Development (GCWD) in 2000. In this paper, we will evaluate the effects of the first 10 years' GCWD and use the latest Chinese annual data from 1978 to 2010 to investigate the problem of regional differentials in the development process, evaluate the effects of GCWD policy and test whether there is a regional Kuznets inverted-U curve in the regional development of China. The result shows that there are both good and bad news: the good news is that the inverted U-shaped curve of absolute differential between eastern and western areas finally emerges (the previous studies showed that the inverted-U curve did not appear and the differentials between eastern and western areas became worse) and the bad news is that the differential is in the first half of the inverted U-shaped curve in our choice of time span (1978-2010), that is, it is still in the situation of deterioration, and the turning better point will emerge in 2025. Although the western areas have benefitted from GCWD, the absolute gap has been still widened. To narrow the gap, the western areas should accelerate the industrial development and the government should adjust the policy and make more efforts to support the development of the industry in the western areas, especially cultivate and support the development of the western characteristic and advantageous industry rather than just supporting the construction of infrastructure in the western areas.展开更多

This paper modifies the prevailing regional climate model (RCM) by updating its lower boundary conditions with the up-to-date satellite database of the Global Land Cover Characteristics Database (GLCCD) created by the United States Geological Survey and the University of Nebraska-Lincoln. The modified RCM is used to simulate the possible regional climate changes due to the LULC variations. The preliminary results can be summarized as that the two main types of LULC variation, replacing farmland and greening the desertification lands with forest or grass in west China, will affect the regional climate mostly in northwest and north China, where the surface temperature will decrease and the precipitation will increase. The regional climate adjustments in South, Southwest China and on the Tibet Plateau are uncertain.展开更多

The results indicate that economic density is positively related to both rural settlements density (R^2=0.73) and rural population density (R^2=0.77), and it is the same for relationship between towns density and rural settlements density (R^2=0.88) and between towns density and economic density (R^2=0.71), and the scattered distribution pattern of the rural settlements and shortage of economic centers is a major factor to the lagged socioeconomic development. On the eco-economic zoning to Daofu County, the paper indicates the spatial distribution model and the industrial development model of the rural settlements need to be changed, and rural population should be concentrated in larger rural settlements with development of off-farm industries while infrastructure construction is to reinforced.展开更多

The model was run for five continuous three-month periods from 1 June to 1 September of 1993, 1994, 1995, 1996, and 1997, and the results of the five groups are examined by means of a student t-test to identify the statistical significance of regional climate variation. The main results are: (1) The regional climate is affected by the LULC variation because the equilibrium of water and heat transfer in the air-vegetation interface is changed. (2) The integrated impact of the LULC variation on regional climate is not only limited to West China where the LULC varies, but also to some areas in the model domain where the LULC does not vary at all. (3) The East Asian monsoon system and its vertical structure are adjusted by the large scale LULC variation in western China, where the consequences are the enhancement of the westward water vapor transfer from the east oast and the relevant increase of wet-hydrostatic energy in the middle-upper atmospheric layers. (4) The ecological engineering in West China affects significantly the regional climate in Northwest China, North China and the middle-lower reaches of the Yangtze River; there are obvious effects in South, Northeast, and Southwest China, but minor effects in Tibet.展开更多

The objective of this manuscript is to analyze relation involving the energy sector and socioeco-nomic growth and, then, contextualize the process of energy integration within the development policies in South America...The objective of this manuscript is to analyze relation involving the energy sector and socioeco-nomic growth and, then, contextualize the process of energy integration within the development policies in South America. The methodology considers data related to the world’s economy and energy consumption and energy integration policy in countries and regions;and, South America’s energy potential and the energy integration process. Results show that despite the political and institutional difficulties involving the process, energy integration can bring a lot of benefits for countries development. The process of energy integration in South America is divided in three moments, but in both periods the transnational energy projects were restricted, mostly, by a bi-lateral plan and the creation of physical links in a region. In the 21th century’s context, it should be noted Brazil’s participation which has been consolidated as a lead country in this process, and, also the IIRSA (Initiative for the Integration of Regional Infrastructure in South America, nowadays renamed as COSIPLAN) like the main initiative in energy integration in the continent, in a context where the projects are no longer limited to traditional economic blocs. Finally, we note a lack of consensus in defining a comprehensive model of integration and solving asymmetries both within countries and between them.展开更多

Major function oriented zoning (MFOZ hereafter) is the guideline for optimizing the spatial pattern of regional development in China, which entails both theoretical and methodological innovation in the academic fiel...Major function oriented zoning (MFOZ hereafter) is the guideline for optimizing the spatial pattern of regional development in China, which entails both theoretical and methodological innovation in the academic field of economic geography. This study analyzes the basic features of territorial function and puts forward a spatial equilibrium model for regional development for the first time. It argues that there exists a trend of regional convergence in the average value which indicates the comprehensive development status of any region. Based on this finding, the study illustrates that the formation of functional zone should be conducive to the narrowing of regional gap and that free flow of resources between regions is the prerequisite to spatial equilibrium. It also investigates the impact of territorial functional evolution on the process of spatial equilibrium and suggests that the maximization of benefits derived from zoning proposal is interrelative with the method of regional division and the degree of understanding towards the temporal changes of territorial function. Furthermore, this study goes on to examine the scientific foundation of several issues concerning the reconciliation between contradictory functions of development and protection, the selection of indicators and the spatial and temporal features of MFOZ. It is then probes into the rationality of achieving dual goals of efficiency and equality simultaneously through three-dimensional flow and spatial equilibrium. The paper ends with discussions on the position, implementation and coordination of MFOZ from the perspective of institutional arrangements of spatial governance including law, planning and government policy.展开更多

The solution to this problem has been the hotspot of research in la...Land use and cover change(LUCC) is one of the important causes of the Earth’s carbon cycle imbalances resulting from failure in optimizing land use. The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction.展开更多

In the 21th century’s context, it should be noted Brazil’s participation which has been consolidated as a lead country in this process, and, also the IIRSA (Initiative for the Integration of Regional Infrastructure in South America, nowadays renamed as COSIPLAN) like the main initiative in energy integration in the continent, in a context where the projects are no longer limited to traditional economic blocs. Finally, we note a lack of consensus in defining a comprehensive model of integration and solving asymmetries both within countries and between them.
文摘Today, one of the most important phenomenons is the movement of Capital and the expansion of its investments, as well as the use of resources worldwide. The movement of Capital, is changing the local space and the territories, because is not a homogeneous process; they are not in the same way and rhythm, this is because they don't get in the same way to global dynamics. The reorganization of the world, because the movements in Capital is a challenge, that is why, the analysis of regions demand new and different views, to boost regional development. We can tell that since a long time ago, had been developing theories and proposals not good enough, for this reason we must think to generate new proposals. The goal of this paper, is to expose the social and territorial changes in Silao and Romita Counties in the state of Guanajuato Mexico, as a result of the relocation of economic activities that lead us to start a new regional policy, that gives more satisfactory results and think about a regional policy that could reflex about territorial development focuses, specially for a public policy.

文摘Major function oriented zoning (MFOZ hereafter) is the guideline for optimizing the spatial pattern of regional development in China, which entails both theoretical and methodological innovation in the academic field of economic geography. This study analyzes the basic features of territorial function and puts forward a spatial equilibrium model for regional development for the first time. It argues that there exists a trend of regional convergence in the average value which indicates the comprehensive development status of any region. Based on this finding, the study illustrates that the formation of functional zone should be conducive to the narrowing of regional gap and that free flow of resources between regions is the prerequisite to spatial equilibrium. It also investigates the impact of territorial functional evolution on the process of spatial equilibrium and suggests that the maximization of benefits derived from zoning proposal is interrelative with the method of regional division and the degree of understanding towards the temporal changes of territorial function. Furthermore, this study goes on to examine the scientific foundation of several issues concerning the reconciliation between contradictory functions of development and protection, the selection of indicators and the spatial and temporal features of MFOZ. It is then probes into the rationality of achieving dual goals of efficiency and equality simultaneously through three-dimensional flow and spatial equilibrium. The paper ends with discussions on the position, implementation and coordination of MFOZ from the perspective of institutional arrangements of spatial governance including law, planning and government policy.

文摘Land use and cover change(LUCC) is one of the important causes of the Earth’s carbon cycle imbalances resulting from failure in optimizing land use. The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction.
文摘Forest ecosystem is one of the most important ecosystems in the world that human-beings rely on. Forest harvesting policy is one of the main criteria indicating how and how much the human beings open up and make use offorest. Whether the policy is reasonable or not has high relations with not only the increasing or decreasing of forest system,but also the development speed of human society. In this paper, the author analyzed the development of interaction between human society and forest ecosystem from ancient times to today. Then author stated that the rational harvesting policy should be the harvesting sequences of both harvesting density and harvesting time, which might result in the maximumcomprehensive benefit, including economical profit, social benefit and ecological benefit, of forest to human society. Atlast, according to the analysis of interaction bctween human-beings and her environment, the prediction analysis for humansociety development in forest regions in the future was prescnted using Entropy Growing Analysis.
文摘After 40 years of painstaking work, much improvement has been made in regional difference. The road of that development, however, is by no means a smooth one, full of setbacks and failure. The past forty years may be roughly divided into four stages: 1.a stage of rehabilitation and large scale transition towards the interior( 1949-1959), 2. the dispersion stage with an emphasis on the construction of the interior (1960-1977), 3. a stage of moving back to the coastland and relative concentration of constructions of large scale industries (1978-1980), and 4. a stage of taking the coastland as the focal point for regional development (since 1981). Since the late 1970s, China began to carry out what is known as the Open-door policy. Great changes have taken place in regional development policy.
