DEVELOPING EXPERT DECISION SUPPORT SYSTEM WTH VP-EXPERT AND LOTUS 1-2-3 IN RE-BLENDING BY USE

An expert decision support system (EDSS) for multi-bins balance and contro1 of orequality in production ore bins of some large-scale open pit iron mine in China has been developed byexpert svitem tool software VP-EXPERT and integration software LOTUS 1-2-3 in this paper. Itis known by practicing that a medium-scale EDSS constructed on microcomputer is completcly, feaasible by means of VP-EXEPERT to construct knowledge base system (KBS), LOTUS 1-2-3 tomake decision support system (DSS) and link them with BAT.

Adding Value to Applied Policy Models： The Case of the WTO and OECD Support Classification Systems

Both the OECD and the WTO have accumulated systematic data on the magnitude of support going to farmers as a result of farm policies. The datasets are collected for different purposes, but both give a detailed picture of the evolution of these policies. This paper extends recent work on the compatibility or otherwise of the two attempts at policy monitoring by considering the categorization of individual policy instruments in Norway, Switzerland, the US, and the EU. The results show how the OECD dataset, particularly with respect to the link between direct payments and production requirements, complements that of the WTO. Many payments classified in the WTO Green Box require production, raising the possibility that they may distort production and trade. Though the issue of correct notifications to the WTO is the province of lawyers, the implications for modeling and policy analysis are of interest to economists, and the broader question of improving the consistency of the two datasets is of importance in the quest for transparency in the interpretation of changes in farm policies.

The Difficulties in Raising Fertility Rates-The Deficiencies and Improvements of the Maternity Protection System for Women of Childbearing Age

Fertility policies consist of not only the legal definition of"procreation",but also the"maternity"protection system,the complete set of selfconsistent social relations and policy systems formed around"fertility".Gender,labor and intergenerational relations are the cornerstones of a fertility policy system.In this framework,we focus on women of childbearing age as the main actors of reproductive behaviors,to research how drastic social changes have altered women,the above-mentioned relations,and policy support and analyze the structural factors that restrict women’s reproductive intentions.The traditional male breadwinner model,which can no longer prevail and the relatively slow development of maternity protection policies and service systems leave women of childbearing age in a dilemma between working hours and birth timing.Therefore,maternity protection policies should focus on improved decommodification of maternity insurance and the construction of women and children’s social welfare systems including childcare social service systems.

“需求-目标-工具”框架下失独扶助政策的失范与矫正——基于22个省级行政区政策文本分析

失独扶助政策的目标包括维持基本生存、增进民生福祉、构建管理制度、营造舆论环境与促进社会融入五大目标。失独群体的个体性与结构性困境有不同层次的政策需求,政府部门需要灵活使用不同类型的政策工具,发挥社会政策的工具性效应,从而实现个体需求、社会稳定和经济增长的政策目标。基于全国22个省级行政区失独扶助政策文本量化分析表明:政策需求维度中以满足生理和安全需求为主,爱与归属、尊重和自我实现需求欠缺;政策目标维度中以维持基本生存和增进民生福祉的目标为主,构建管理制度、营造舆论环境和促进社会融入等目标欠缺;政策工具维度中以命令型工具为主,激励型和系统变革工具为辅,劝告型和能力建设工具欠缺;从政策区域异质性来看,相较于东部、西部和东北地区,中部地区政策文本结构在政策需求、政策目标与政策工具维度最为全面、多元与完善。未来政府应优化扶助政策的政策需求与政策目标,调整政策工具供给,促进政策公平性。

Science and Technology Promotion Policies of Strategic Emerging Industries in Anhui Province

In recent years,based on advantages of industry,market,science and technology and other development environment,strategic emerging industries in Anhui Province are developing rapidly,and emerging industries such as new energy,new materials,new generation of information technology occupy an important market share in China and even the world.However,there are still a number of problems in the process of development,and the policy support has a greater impact.In this paper,the development status of strategic emerging industries in Anhui Province was discussed firstly,and then the challenges and problems of the development was discussed.Finally,some science and technology promotion policies of strategic emerging industries in Anhui Province were proposed.

钱都去哪儿了:中央专项转移支付支持领域变迁的量化研究--基于1994-2021年政策文本的文献计量分析

以1994—2021年中央颁布的专项转移支付相关的资金管理政策文本为基础进行文献计量分析发现,专项转移支付的支持领域呈阶段性扩张,资金分配管理过程中财政部和发改委的中心角色日渐明确。随着中国式现代化进程的推进,专项转移支付应当进一步完善其进入与退出机制,通过支持领域的灵活变化,积极高效地服务于现代化的国家治理目标。

基于RoBERTa-wwm-BiLSTM-CRF的扶持政策文本实体识别研究

扶持政策能够帮助企业获得政府在资金补助、税务减免等方面的支持,帮助企业更好地发展。针对扶持政策文本存在实体边界难以划分且传统词向量无法解决一词多义的问题,提出基于RoBERTa-wwm-BiLSTM-CRF的扶持政策文本实体识别模型。该模型使用预训练语言模型RoBERTa-wwm训练得到动态词向量,能够表征词的多义性;利用BiLSTM网络进一步抽取扶持政策文本的上下文信息和语义特征;最后通过条件随机场得到最佳的预测序列。提出的模型在自建的5512条语料组成的扶持政策数据集上的F1值达到91.7%,结果表明,该模型能够有效识别扶持政策文本的命名实体,从而提高企业筛选政策的效率。

城乡养老保险统筹是否影响子女经济支持?--基于CHARLS的经验分析

基于CHARLS数据,使用双重差分法评估城乡养老保险统筹对子女经济支持的影响。结果表明:城乡养老保险统筹使农村老年人收到的子女经济支持总额增加24.9%,这种提升作用主要通过降低农村老年人劳动供给时间、增加照料孙辈的时间得以实现。同时城乡养老保险统筹对子女经济支持的促进效应在与子女同住、经济支持来源于儿子的农村老年人中更加显著。鉴于此,政府应逐步提高养老保险统筹层次,有序缩小城乡居民的养老保险待遇差距。

财政支农机制创新与国家粮食安全--基于政策性农业担保机构设立的准自然实验

结合我国财政支农机制创新实践,深入分析省级政策性农业信贷担保机构的设立背景和理论逻辑,并借助这一准自然实验,从提高粮食综合生产能力的视角,评估财政支农机制创新对保障国家粮食安全的影响,分析其中的具体机制。研究发现,政策性农业信贷担保机构的设立有助于实现“藏粮于地、藏粮于技”,能够显著促进我国粮食增产、保障粮食安全。这种影响主要通过缓解农户信贷约束、促进规模化经营和改善要素投入等方式实现,增产效果在东部地区、西部地区和粮食主产区更为明显。研究还发现,设立分支机构能够有效提升政策性农业信贷担保机构的效能。

Aeroelastic modeling of wind loading on a cable-net supported glass wall

Wind loading study on a cable-net supported glass wall is conducted by means of wind tunnel tests. An equiva- lent aeroelastic model is designed and constructed. Response of displacements of the wall is measured and analyzed. In order to design a glass wall under wind loading, the ＂wind- vibration factor＂ is estimated and discussed. In fact, the mech- anism of wind acting on the wall is commonly known not only as positive pressure, but also as negative pressure caused by the flow separation on the corners of the building. Due to the diffidence in the mechanism of wind acting, two typi- cal response cases are classified. The results show that the dynamic response of the structure caused by the negative pressure is stronger than that of the positive pressure case. To determine the aerodynamic wind loading on a flexible part of structure on a building, wind tunnel study may be useful and play an important role.

数字化背景下知识跨界搜寻对企业迭代创新的影响--关系嵌入与政府支持政策的调节作用

跨越组织边界获取并组合异质性知识资源,是企业创新成功的重要路径。采用资源编排理论,从知识元素关系结构视角,将知识跨界搜寻划分为领域知识搜寻与架构知识搜寻两种,探讨知识跨界搜寻对企业迭代创新的差异化影响,同时,验证关系嵌入与政府支持政策对两者关系的调节作用。通过对搜集的262份高新技术企业调研数据进行实证分析,研究发现:①领域知识搜寻与企业迭代创新呈倒U型关系,而架构知识搜寻正向影响企业迭代创新;②关系嵌入正向调节领域知识搜寻与企业迭代创新关系;③政府支持政策与知识跨界搜寻活动的匹配更能促进企业迭代创新,具体表现为企业在实施领域知识搜寻策略时,政府采用财税支持政策更有利于企业迭代创新,而当企业开展架构知识搜寻活动时,政府出台创新环境支持政策更能促进企业迭代创新。研究结果为充分利用组织内外情境因素、选择恰当的知识搜寻活动以促进企业迭代创新提供了理论基础。

Radiotherapy in combination with systemic therapies for brain metastases:current status and progress

Brain metastases(BMs)are the most common cause of intracranial neoplasms in adults with poor prognosis.Most BMs originate from lung cancer,breast cancer,or melanoma.Radiotherapy(RT),including whole brain radiotherapy(WBRT)and stereotactic radiation surgery(SRS),has been widely explored and is considered a mainstay anticancer treatment for BMs.Over the past decade,the advent of novel systemic therapies has revolutionized the treatment of BMs.In this context,there is a strong rationale for using a combination of treatments based on RT,with the aim of achieving both local disease control and extracranial disease control.This review focuses on describing the latest progress in RT as well as the synergistic effects of the optimal combinations of RT and systemic treatment modalities for BMs,to provide perspectives on current treatments.

Agricultural Support Policy and Farmers' Income in China

This paper reviewed the main components and contents of agricultural support policy system in China. By using the fundamental definition and measuring method from OECD,the research studied the relation between agricultural support level and farmers' income from 2003 to 2012. The aim of the paper is to discuss the effect of agricultural support policy on farmers' income,and provide policy suggestions for the policy makers.

构建居家养老友好型家庭支持政策体系--基于家庭照顾需要者和家庭照顾提供者双重视角

最近几十年来,一系列经济社会形势变迁特别是人口、家庭结构变化,使得家庭照顾老年人的能力和功能在逐渐弱化。在这种情况下,国家应在积极应对人口老龄化的战略框架下,研究、制定并实施适宜的社会政策有效支持家庭照顾老年人的能力建设以及可持续发展,构建居家养老友好型家庭支持政策体系。具体的政策接口是,一方面,营造良好的家庭养老环境,另一方面,面向居家老年人以及家庭照顾者这两类政策目标群体,从时间、经济、服务、技术、就业等多个维度给予必要支持。

How Far Is China’s Grain Subsidies Level from the Ceiling of Amber Box Support?-Evaluation Based on WTO Rules

Using the aggregate measurement of support （AMS） approach of the World Trade Organization （WTO）, this study estimates China＇s product-specific and non-product- specific amber box support levels between 2008 and 2013. The result indicates that China＇s product-specific amber box support level has significantly increased but not yet exceeded the tolerable ceiling of de minimis and remains consistent with WTO rules on agricultural domestic support,＂ that there is still policy room for product-specific amber box support but the ceiling of de minimis has already imposed substantial constraint on China＇s grain price support policies; and that despite rapid increases in non-product-specific amber box support levels, future policy space remains significant. The result also suggests that China should make appropriate adjustments to product-specific amber box support policies in accordance with WTO rules on agricultural domestic support and make proper use of non- product-specific amber box support policies.

The inspiration for development in China from the international experience of entrepreneurial support policies

已婚女性流动人口生育两孩的影响因素分析--基于江浙沪的数据分析

2016年全面二孩政策推行后,我国经历了短暂的二孩生育潜能释放期,而后多项生育支持政策遇冷,对提升总和生育率收效甚微。对家庭经济状况影响生育二孩的机制进行理论分析,发现存在高收入女性因高“生育代价”而减少生育二孩的“生存-生育冲突”机制以及女性因乡城流动和家庭化流动同时发生压力更大而减少生育二孩的“双重迁移”机制。为探究已婚女性流动人口生育两孩的影响因素及影响机制,选取2018年全国流动人口卫生计生动态监测调查数据中流入江浙沪地区的已婚育龄女性(15~49岁),构建核心解释变量为家庭月收入、周工作时间以及亲属幼儿照料的Probit模型。为解决生育二孩与家庭收入之间的内生性问题,将正规就业、长期居留作为工具变量建立IVProbit模型。对全体样本回归后,发现如果忽视内生性问题,将低估高家庭月收入、低女性周工作时长对生育二孩的激励作用,同时也高估了亲属提供幼儿照料变量的正向作用。从生育旺盛期与非生育旺盛期、乡城与城城流动的分组回归结果来看,发现影响机制存在显著差异。分别在引入女性个人月收入与家庭月收入交互项和家庭化迁移与家庭月收入交互项后,发现生育旺盛期女性“生存-生育冲突机制”显著、乡城流动女性“双重迁移机制”显著。由于上述机制的存在,仅仅通过调节家庭收入对生育二孩的激励效果并不明显。需要在此基础上出台更多降低“生育代价”以及家庭化迁移压力的配套政策,探索建立普惠式、社会性别平等式的生育政策支持体系。
