Research on the Policy Evolution of Inclusive Education from an International Comparative Perspective

In recent years,thanks to the vigorous promotion by UNESCO,inclusive education has rapidly developed and spread worldwide.Governments across various nations have responded and implemented this approach,successively introducing laws and policies to ensure that children with special needs are better integrated into society and receive a comprehensive education.This paper begins by exploring the concept and connotation of inclusive education.Through an international comparative perspective,it conducts a comparative analysis of the policy evolution of inclusive education in China and the United Kingdom.Furthermore,it investigates the implications that advanced international policy experiences have for the development of inclusive education in China.

The Policy Evolution From Social Governance To the Holistic Pension Service

Amid the complex domestic and international environment, Chinese management of the country transits from control gradually to the governance, national governance modernization pattern have also entered the stage of implementation strategy. The fifth Plenary Session of the 18th CPC Central Committee put forward the implementation strategy of the refinement of social governance, making the policy more operable in the implementation level. This paper mainly analyzes the policy evolution fTom the social governance to the holistic service of the aged.

Evolution Characteristics of the Information Literacy Education Policy for Chinese College Students

In order to cultivate information literacy among college students,the Chinese government has formulated a series of relevant policies as well as revised and adjusted the policy priorities along with the times.Guided by co-word and social network analysis,this study analyzes 170 policy texts that have been promulgated by the Chinese government from 1981 to 2020.Based on the clustering results of high-frequency keywords,this study explores the characteristics of policy evolution and its influencing factors from three dimensions:policy themes,contents of information literacy education,and the methods for cultivating information literacy education.Several suggestions have also been put forward in this article to improve the information literacy education policy for Chinese college students.

Construction of Legal System of China's Farmland Protection under the Coexistence of Multiple Objectives:Historical Logic,Practical Problems and Optimization Paths

[Objectives]To explore the evolution of the legal system of farmland protection and explore the rules and characteristics of policy development based on the theory and logic of institutional change since China's reform and opening up,reveal the problems and deep-seated reasons of its legislation,clarify the direction of farmland protection in the new period,and solve the"non-agricultural""non-grain"and ecological problems of farmland.[Methods]Literature analysis and inductive deduction methods were used.[Results]The evolution of the farmland protection legal system has gone through the process of"national consciousness-policy guidelines-institutional system",the change from"single subject to multiple subjects";change from the use of"one-way administrative means to coordinated use of administrative,economic and technical means".The practical problems of the farmland protection legal system are mainly due to the insufficient systematization of the farmland protection legal system itself,the generalization of quantity protection,the transformation of quality protection,and the absence of ecological protection.[Conclusions]It is recommended to improve the existing farmland protection legal system from the establishment of the Farmland Protection Law,the improvement of the farmland protection public participation mechanism and supervision mechanism,the establishment of the farmland quality construction and improvement system,the differentiated farmland occupation and supplementation balance system,and the ecological restoration system.

Experiences and Prospects of China＇s Free Economic Zones after over 20 Years

Chinese FEZs are used as the tool for opening-up policy and the structural reform as well as the growth pole for the regional economic development. It is true that no Free Economic Zones （FEZs） in the world like in China have made so strong impact on national economic development and structural reform. Due to the change of their existing condition since the middle of 1990s, Chinese FEZs have to face the new challenges and problems. This study discusses and prospects the transformation and further development of Chinese FEZs in the 21^st century as well as their significance for the transformation of FEZs in other countries based on the analysis of the indicators such as the role, policy, industrial sectors, administration, development model, spatial structure and location.

Current Status and Trends of Fiscal Support for Early Childhood Education in China

Early childhood education is recognized globally as a critical stage in a child’s development,fostering cognitive,emotional,social,and physical growth.The quality and accessibility of early childhood education are of paramount importance for a nation’s future development.This paper explores the current status and trends of fiscal support for early childhood education in China.By analyzing the evolution of early childhood education policies,government funding,and international experiences,this study aims to provide insights into the impact of fiscal support on the quality and accessibility of early childhood education.It also addresses existing challenges and offers policy recommendations for the advancement of early childhood education in China.

Exploration into the Development of"Integration of Production and Education"in Vocational Education in China

In order to further clarify the function and important value of the integration of production and education for the development of vocational education,this paper combed the development context of the integration of production and education in China's vocational education from three dimensions:policy evolution,research evolution and practice promotion.Studies have shown that the integration of production and education,as a distinctive type characteristic of vocational education in China,has experienced four stages of evolution in policy:the period of combination of production and education,the preparation and presentation period,the full implementation period and the in-depth promotion period,and the initially-constructed institutional system reflects developmental characteristics.In academic research,there are obvious policy-driven characteristics.The theoretical framework tends to be perfect,and the concept connotation and promotion path are gradually getting clear,but the research on regional promotion modes is slightly insufficient.The empirical research is weak,and the operability of countermeasure research is not strong.Moreover,the problem of discussing integration based on education is more prominent.In practice and promotion,the characteristic of the integration of production and education is gradually highlighted and deepened in terms of talent training,school-running system and school-running mode,and the carriers and contents of the integration of production and education are gradually enriched.
