New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industr...New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. The Chinese new industrialization proposes the pathway and policy measures considering the new global situation and the requirements of new goals of strengthening organization and leadership, reducing factor cost, accelerating independent technological innovation, smoothing domestic and international circulation, and optimizing competition environment.展开更多
The analysis of the current big data policy for scientific research can promote the ecological optimization of big data policy,and is a positive response to the national big data strategy.This paper constructs a“dual...The analysis of the current big data policy for scientific research can promote the ecological optimization of big data policy,and is a positive response to the national big data strategy.This paper constructs a“dual three-dimensional framework”to analyze the central and local science data policies from 2013 to 2022.With the dissemination and popularization of the concept of scientific data sharing,policies and regulations related to scientific data management have been issued,which promotes the emergence of scientific data policy ecology.The scientific data policy ecology is a complex and multicollaborative dynamic system composed of policy text,policy environment and related personnel,the core of which lies in the policy itself,aiming to ensure the security of scientific data and promote the development of science.There are the following problems in the scientific data policy ecology:In terms of policy text,the policy effectiveness is low and the use of policy tools is uneven.In terms of relevant personnel,the cooperation network density among various subjects is low and there is a lack of highquality talents.In terms of policy environment,there is an imbalance of regional funding support.It also puts forward some optimization strategies,such as strengthening the systematization of policy texts,improving the degree of coordination of policy subjects to form a long-term cooperation network,and improving the degree of compatibility between environment,personnel and policies.展开更多

Ecological restoration measures implemented in China have profoundly impacted vegetation NPP.This study aimed to estimate the effects of the land conversion and management measures on the grassland ecosystem in semi-a...Ecological restoration measures implemented in China have profoundly impacted vegetation NPP.This study aimed to estimate the effects of the land conversion and management measures on the grassland ecosystem in semi-arid regions.Land use data were employed from 2000 to 2015 to compare land conversion and coverage changes in Xilingol grassland.Then,the contributions of land conversion and management policies were quantified by assessing the difference between actual NPP and climate-induced NPP changes.The results indicated that the grassland area had a net loss of 534.42 km^(2),and the net area of increased vegetation coverage was 74,683.05 km^(2).Furthermore,the total NPP increased by 8,010.73 Gg C·yr^(−1)(1 Gg=10^(9)g),of which the human activities,including grazing management measures(+6,809.40 Gg C·yr^(−1))and land conversion(45.72 Gg C·yr^(−1))contributed to 85.58%of the increase in NPP.Transformation from desert and farmland dominated grassland expansion and NPP increase,while urbanization and desertification caused large grassland reduction and NPP loss.The grazing management increased vegetation NPP in most regions except for some regions in the desert steppe and the farming-pastoral zone.Related policies should be further adjusted to strengthen the management of the desert steppe and farming-pastoral regions.展开更多
