Overall Planning of Public Power and Expression of Private Rights in Cross-regional Trading of Construction Land Quotas

In China, the trading of construction land quotas has undergone an institutional evolution process characterized by gradual deregulation.In 2021, the Central Committee of the Communist Party of China(CPC) resolved to develop a national cross-regional trading mechanism for construction land quotas.Construction land quotas, which have attributes of both public power and private rights, share certain common grounds with the rights of land development, dumping and carbon emission.To build a national trading market for construction land quotas, it is necessary to make clarifications and innovations in macro-level ideas, meso-level mechanisms, and micro-level designs.

Hydro Power in Norway- Development, Political Priorities and Public Opinion ——Lessons learned through mora than 100 years of developments

The production of hydro power from its natural water resources has come to mean more to Norway than to possibly any other country in world. The right to utilize the falling water in the rivers belonged to whoever owned the adjacent ground. The acquisition of water rights is not allowed without a license from the government. Any development is also dependent on a governmental licence. Important conditions such as return of the property to the government without any compensation after 60 years, compulsory delivery of power at production cost and license fees to the local municipalities have been important incentives for the public and political acceptance of hydro power development in Norway during a long period of economic development. Today, Norway is a rich and materially well developed country, and there is no longer any acceptance for further hydro power development. Some of the remaining potential will be utilized for small-scale local developments, but most of it will be incorporated in governmental conservation plans.

The power of the public purse: financing of global health partnerships and acienda setting for sustainability

Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.

Police Emergency Commitment Powers in Cases of Persons Experiencing Mental Health Crisis in “Public Spaces”: Review of the Commitment Process in England and Wales, in Comparison to the Practice in the United States of America (USA)

Police emergency commitment powers for detention of persons in the community perceived to be seriously mentally ill for further specialist examination in a designated facility have always raised interest in medical and legal circles on both sides of the Atlantic. The objective of this article is to detail the police commitment procedure in England and Wales, as dictated by the mental health act of 1983 (MHA 1983) amended in 2007 (MHA 2007);and compare this with similar legal provisions as prevails under current state mental health statutes in the United States of America (USA). The comparative review of the commitment processes in England and Wales to that of the USA reveals that the process in England and Wales seeks to primarily ensure that persons with mental disorder (PWMD) in crisis are directed to a specialist hospital for evaluation and appropriate specialist care. In the USA such persons in a good number of cases may end up in the criminal justice system due to application of the “dangerousness” standard. Additionally whereas in England and Wales the commitment law is uniform in law and application, the federal system in the USA is such that the commitment law may have minor variations depending on the individual states. The minor variation in state commitment laws may engender a situation where the commitment law in England and Wales may seem relatively equitable and just towards PWMD in crisis, compared to the state commitment laws in the USA.

Research on low-carbon development of electric power industry:from the perspectives of public policy

It is a fundamental way to achieve sustainable development and inclusive growth that China takes the low-carbon development path.And low-carbon development is an effective way to respond to many threats,including global climate anomalies,environmental degradation,and energy shortage.Low-carbon economy is policy economy to a large extent.Although the external environment demands low-carbon development of electric power industry,enterprises lack intrinsic motivation.Electric power industry is the pillar industry of China,and is one of the key industries for China's low-carbon development.The government needs to ensure its dominant position in the low-carbon development of electric power industry,and reform the government performance management system and promote the planning and management of electric power industry through appropriate public policy,in order to adjust the structure of the electric power industry and take a low-carbon development road with Chinese characteristics.

Unit Commitment under the Environment of Wind Power and Large-Scale Bilateral Transactions

Bilateral electric power contract is settled based on contract output curve. This paper considered the bilateral transactions execution, new energy accommodation, power grid security and generation economy, considering the executive priority of different power components to establish a multi-objective coordination unit commitment model. Through an example to verify the effectiveness of the model in promoting wind power consumption, guaranteeing trade execution, and improving power generation efficiency, and analyzed the interactions to each other among the factors of wind power, trading and blocking. According to the results, when wind power causes reverse power flow in the congestion line, it will promote the implementation of contracts, the influence of wind power accommodation to trade execution should be analyzed combined with the grid block, the results can provide reference for wind power planning.

Japan’s Politics and Diplomacy after DPJ Took Power

Great changes occurred to the Japanese power structure as DPJ had taken power. Peer-to-Peer Energy Trading Method of Multi-Virtual Power Plants Based on Non-Cooperative Game

The current electricity market fails to consider the energy consumption characteristics of transaction subjects such as virtual power plants.Besides,the game relationship between transaction subjects needs to be further explored.This paper proposes a Peer-to-Peer energy trading method for multi-virtual power plants based on a non-cooperative game.Firstly,a coordinated control model of public buildings is incorporated into the scheduling framework of the virtual power plant,considering the energy consumption characteristics of users.Secondly,the utility functions of multiple virtual power plants are analyzed,and a non-cooperative game model is established to explore the game relationship between electricity sellers in the Peer-to-Peer transaction process.Finally,the influence of user energy consumption characteristics on the virtual power plant operation and the Peer-to-Peer transaction process is analyzed by case studies.Furthermore,the effect of different parameters on the Nash equilibrium point is explored,and the influence factors of Peer-to-Peer transactions between virtual power plants are summarized.According to the obtained results,compared with the central air conditioning set as constant temperature control strategy,the flexible control strategy proposed in this paper improves the market power of each VPP and the overall revenue of the VPPs.In addition,the upper limit of the service quotation of the market operator have a great impact on the transaction mode of VPPs.When the service quotation decreases gradually,the P2P transaction between VPPs is more likely to occur.

Organizational power politics permeates all actions within an organization. Power is one person＇s ability to exert change on another person＇s way of life and actions. Using power is a valuable means to influence and achieve intended desires and future action in others. Power is instrumental; it＇s a means to achieve goals other than the attainment of power itself. Power may also be expressed as one person＇s dependence on another. Power can, and sometimes is, a goal; its basic use is instrumental in the achievement of one＇s goals or aims. The researcher gathered insights into the lived experiences of like-minded sample of respondents as they described organizational power politics and how they view and use power in their vanous leadership positions .

This paper focuses on some literary expressions of the role of faith in our engagement with things political from the pen of C. S. Lewis, whose writings are distinguished by a combination of intellectual force and imaginative flair. In an increasingly secular climate, he sought to bring God back into the equation, and it is not surprising to find some current issues addressed within his imaginative representations of a vibrant spiritual reality. His critical essays and stories are concerned with the practicalities of life, but are never reduced to a merely social gospel; they always have a cosmic dimension.

The Appearances of Power： Its Violent and Popular Geneses According to Machiavelli and La Bo6tie

This paper develops a phenomenology of power in its various forms based on the account of the relationship between domination and freedom given by Niccol6 Machiavelli and ttienne de La Bo6tie. These authors are read in such a way as to extract the contemporary meaning of power in relation to the concept of appearance. Both authors link domination to other forms of violent power （oppression, exploitation, and exclusion）, and while they recognize the inevitable role of appearances in politics, they oppose the tendency of rulers to use appearances to maintain their power over the people. The sharing of intellectual power is then the most likely way for popular power, once it makes its appearance in society, to lead to transformations in governmental and economic power.

Selecting a site for a nuclear power plant requires extensive studies to ensure its safety and stability during its operation until its decommissioning. This paper tries to pin down the reasons for the survival of the Giza pyramids in order to reach a criterion for choosing sites for important buildings. It argues that the site selection and the geological properties of the area, being away from seismic effects,, floods and groundwater levels, the stability of the geometric form of the pyramid, the solidity of the structural engineering and precision of execution arguably are the reasons why the Great Pyramids of Giza are the only survivors of the seven wonders of the ancient world.

A Study of Power in English Corporate E-mails： A Discourse Approach

Nowadays, the e-mail exchange has been prevailing all over the world. Nevertheless, studies on power exercised and enacted in e-mail communication within a corporation can hardly be found at home. The present study, based on the theoretical framework of power＆ solidarity and politeness systems （Scollon,R and Scollon, S.W. 2000）, is made with an attempt to explore the power relations in e-mail exchange among staffof＂upper-lower＂ ranks within multinational corporations in China. The study shows that, in modern multinational corporations, power is an underlying force. To mask and mystify power, we need to resort to a range of linguistic strategies such as the use of relative modality, inclusive pronoun ＂we/our＂, the selection of informal words and the preferred FN （first names） forms of addressing.

The Pragmatic Analysis on Discourse Power in Courtroom

Courtroom discourse is a typical institutional discourse, which reflects the complicated discourse purpose among the participants in courtroom, with several characteristics such as: asymmetry of power relation, complex directions of communication and complex meaning of utterance. Although courtroom discourse is restricted by special procedures or rules, it is still under the control of the cooperative principle and politeness principle. In order to achieve goals, the participants are bound to obey or violate the cooperative principle and politeness principle. This paper is based on the pragmatic theory, switching trial audio into words, trying to find out the purposes why the participants are liable to flout cooperative principle and use politeness and impoliteness strategies, in order to further explore the discourse power in courtroom. This essay not only broaden the perspective of pragmatic research, but reveal the communicative goal in terms of power relation. It will conducive to grasp the interaction conversation, so as to guarantee the fairness of court trial.
