After the Morakot disaster in 2009, the affected indigenous tribes suffered from the government’s use of permanent housing as a single reconstruction option, which forced the victims to leave their original land for a new life in a different reconstruction mode. The purpose of this study is to explore the ways adopted by tribal residents to maintain their own culture and tribal life in the process of disaster, post disaster reconstruction and post disaster adjustment. Veoveoana Village in Taiwan is an indigenous tribe that relocated after a disaster and was reconstructed and developed through tourism development. This study performed the research by participant observation and in-depth interviews on Veoveoana Village. The analytical results showed that: 1) development of the tourism industry can result in cultural reconstruction of the post-disaster tribe and maintain the people’s incomes;2) although the government constantly assists with the rehabilitation of tribal industry by various policies, the implementation cannot effectively continue and the outcome is insignificant;3) due to the gap between permanent prefabricated housing and original tribal cultural features, the residential rate is not high. According to the research findings, it is suggested that, in the process of post-disaster reconstruction, the government and private non-profit organizations should respect the intention of the majority of the indigenous people. In addition, it should cultivate professional manpower for the subsidized projects. 展开更多

In the Occupied Palestinian Territories, the Gaza Strip has suffered regular cycles of reconstruction due to systematic destruction during Israeli military operations, as in 2006, 2008–2009, 2012, and 2014. In this context of ongoing conflict this article aims to identify, rank, and discuss the most important factors influencing post-disaster reconstruction project management(PDRPM) for housing in the Gaza Strip. A set of key factors that influence PDRPM were assembled as a result of a global literature review. A questionnaire survey was conducted, and the obtained data were analyzed using a relative importance index for each PDRPM factor. Findings are presented in six groups: housing approaches, organizational behavior, project funding, supply chain and logistics, communication and coordination, and PDRPM context. Findings indicate that the most significant factors that influence PDRPM for housing provision in the Gaza Strip are related to issues associated with financial resources. It is critical that sufficient funding should be available in order to allow organizations to undertake housing projects in an effective and efficient way. Joint efforts are required from international donors and local organizations in order to effectively manage financial resources with the ultimate goal of improving PDRPM for housing provision. 展开更多

The 2004 Indian Ocean Tsunami triggered significant destruction to housing and related infrastructures across various coastal districts of south India.Research shows that tsunami reconstruction projects in Kerala experienced different degrees of success and failure.On this background,this study explored factors that contributed to the successful implementation of tsunami housing projects in Kerala by(1)consolidating various critical success factors(CSFs)for post-disaster reconstruction(PDR)projects under‘‘project management success traits’’through content analysis of existing literature;(2)deriving a conceptual model that envisages project success in PDR contexts;and(3)assessing the impacts of those success traits on tsunami housing projects using confirmatory factor analysis.Necessary data were gathered through a survey of various stakeholders involved in tsunami reconstruction projects in Kerala using structured questionnaires.The research revealed that PDR project success is attributed to critical dimensions of project management such as institutional mechanisms,reconstruction strategies,project implementation,and stakeholder management.A conceptual model with the interplay of project success,success traits,as well as their CSFs identified the project management actions that must be monitored during reconstruction.Since the project management approach is widely recognized for PDR projects,these success traits hold huge potential for effective organization and management of housing reconstruction projects.The study also helped to identify project management traits that need improvements for the successful implementation of post-disaster housing projects in Kerala.Thus the research findings can serve as a foundational study for formulating project management strategies appropriate to PDR projects in Kerala. 展开更多

Root Endophyte Shift and Key Genera Discovery in Rice under Barnyardgrass Stress

Despite increasing knowledge of barnyardgrass(Echinochloa crus-galli) interference with rice, relatively little is known how endophytes improve the ability of rice against barnyardgrass stress. Here, we provided a detailed temporal characterization of rice root-associated microbiomes during co-cultivation with barnyardgrass and a comparison with the microbiomes of weed-free rice plants. Alpha diversity analysis indicated that barnyardgrass had the opposite effects on endophytic bacteria and fungi in rice roots, in terms of the community diversity, richness and coverage at the rice seedling stage. Principal coordinate analysis showed that barnyardgrass had only a minor effect on the community composition of endophytes in rice roots at the rice seedling stage, but showed a significant and maximum interference at the heading stage. Rice recruited many endophytes to resist biotic stress from barnyardgrass, especially for fungi. PICRUSt(phylogenetic investigation of communities by reconstruction of unobserved states) predictive analysis indicated that 23 metabolic pathways of bacteria were overrepresented in rice. In addition, the main trophic mode of fungi was pathotroph according to FUNGuild analysis. A positive correlation between bacteria and fungi in rice roots was found via network analysis. Anaeromyxobacter, Azospira and Pseudolabrys were the vital bacteria, Phaeosphaeria and Funneliformis were the dominant fungi in maintaining the stability of the ecological network. These results provided data and a theoretical basis for the in-depth understanding of what role endophytes play in rice resistance to barnyardgrass stress and will have implications on improving the resistance of rice against biotic stress using root microbiota. 展开更多

The border areas of the Tibetan Plateau and the neighboring mountainous areashave a high incidence of earthquakes with a magnitude greater than Ms 5.0, as well as havinga dense distribution of geological disasters such as collapses, landslides, and debris flows.Revealing the post-disaster economic development and recovery process is very importantfor enhancing disaster prevention and response capacity in order to formulate control policiesand recovery methods for post-disaster economic reconstruction based on economic resilience.Using long-term socioeconomic data and the autoregressive integrated moving average(ARIMA) model, this paper calculated the economic resilience index of the areas mostseverely affected by the Wenchuan Earthquake of 2008 and adopted the improved variablereturns to scale (VRS) date envelopment analysis (DEA) model and the Malmquist productivityindex to analyze the efficiency and effect of annual post-disaster recovery. The resultsshow that: (1) the economic resilience index of the areas most severely affected by theWenchuan Earthquake was 0.877. The earthquake resulted in a short-term economic recessionin the affected areas, but the economy returned to pre-quake levels within two years. Inaddition, the industrial economy was less resilient than agriculture and the service industry. (2)The comprehensive economic recovery efficiency of the disaster-stricken area in the yearfollowing the disaster was 0.603. The comprehensive efficiency, the pure technical efficiency,and the scale efficiency of the plain and hilly areas were significantly greater than those of theplateau and mountain areas. (3) The annual fluctuation in total factor productivity (TFP) followingthe disaster was considerable, and the economic recovery efficiency decreased significantly,resulting in a short-term economic recession. The TFP index returned to steadystate following decreases of 33.7% and 15.2%, respectively, in the two years following thedisaster. (4) The significant decrease in the post-disaster recovery efficiency was causedmainly by technological changes, and the renewal of the production system was the leading factor in determining the economic resilience following the disaster. With the decline in thescale of economic recovery following the earthquake, long-term economic recovery in thedisaster-stricken areas depended mainly on pure technical efficiency, and the improvement inthe latter was the driving force for maintaining the long-term growth of the post-disastereconomy. Therefore, according to the local characteristics of natural environment and economicsystem, the disaster-stricken areas need to actively change and readjust their economicstructures. At the same time, attention should be paid to updating the production systemto enhance the level of technological progress and give full play to the scale effects oflarge-scale capital, new facilities, human resources, and other investment factors followingthe disaster so as to enhance the impact of economic resilience and recovery efficiency inresponse to the disaster. 展开更多

Viable disaster risk reduction measures should resolve the root causes of predisaster vulnerabilities. Accordingly, we investigated the recovery from the impact of Cyclone Aila in Koyra Upazila, Bangladesh, which was severely damaged by this2009 cyclone. Our research focused on understanding preAila vulnerabilities to cyclone impact and examined the degree of inclusion of vulnerability reduction measures within the recovery process. A composite methodology that included an institutional survey, key informant interviews,collection of the judgment of experts, focus group discussions, and a score-based quantification technique was adopted. Through a process of understanding pre-Aila vulnerabilities, recognition of the root causes of these inherent weaknesses, and identification of appropriate measures for pre-Aila vulnerability reduction, a set of 23 indicators were selected to represent the most desirable vulnerability reduction measures to implement duringrecovery. A score-based technique was applied to measure the degree of inclusion of vulnerability reduction within the recovery with respect to the indicators. The scoring result shows that the degree of inclusion of vulnerability reduction within the recovery was poor. The result specifies that among the 23 indicators of potential vulnerability reduction measures, 10 are completely missing and the rest are only partially included. The overall findings imply that the Koyra community continues to live with a vulnerability similar to that of the pre-Aila period. 展开更多

China has adopted a dual urban-rural administration system for many years which gives far more attention to cities than to rural areas. Designated as a National Comprehensive Reform Experiment Area for Coordinated Urban-Rural Development, Chengdu is one of several areas in China where the practice of rural planning was fi rstly carried out. After the earthquakes in Wenchuan in 2008 and Lushan in 2013, the post-disaster reconstruction further enriched the local capabilities of rural planning and management. The practice of Chengdu demonstrates that the success of rural planning and management depends on two aspects, a well-organized and well-developed legal systems and institutions and bottom-up selfadministration of local residents which incorporates the social relationships of local communities based on clan and blood kinships. This paper introduces the positive experience of Chengdu in rural planning and management that could be benefi cial for other areas in the country. 展开更多
