Risk management in public procurement is a critical aspect that needs to be addressed in the public sector.Several studies have been conducted to understand the challenges and factors influencing risk management in pu...Risk management in public procurement is a critical aspect that needs to be addressed in the public sector.Several studies have been conducted to understand the challenges and factors influencing risk management in public procurement.These studies have explored the importance of risk management principles,the role of political influence,and the need for effective risk assessment and anticipation.The research has also highlighted the need for specific risk management mechanisms and tools to be implemented in public procurement processes.Risk management reforms in the public sector are essential but often circumvented due to assorted reasons,such as political influence and the emergence of new risks.The research investigation employs a quantitative research design.A total of 380 questionnaires were recovered from respondents.The study showed that the public sector has a procurement risk management system that is effective,but there may be some areas for improvement in the prequalification process,onboarding process,and support provided to newly onboarded suppliers.Additionally,the public sector used some strategies to mitigate and control contract risks during the procurement process,but there were some areas for improvement in the review and lessons learned process,risk mitigation measures,contract monitoring and performance evaluation mechanisms,and communication and documentation process.Finally,the results suggest that there were constraints placed on the risk management strategies currently utilized by professionals working in the public sector.These constraints include insufficient support and buy-in from senior management and stakeholders,bureaucratic or administrative hurdles,inadequate policies and regulations,insufficient training and skill development opportunities,and insufficient resources.The study highlights the significance of tackling risk management in the realm of public procurement and offers valuable perspectives on avenues for enhancement,obstacles encountered by practitioners,and the necessity of thorough evaluation and revisions.Through the adoption of the suggestions originating from this study,governmental entities can improve their procurement risk management frameworks and guarantee improved adherence to risk management principles.展开更多

Cost recovery and user satisfaction are among the core objectives of any public or quas-public good provision.Public toilet service provision has been the domain of local government until when liberalisation policies ...Cost recovery and user satisfaction are among the core objectives of any public or quas-public good provision.Public toilet service provision has been the domain of local government until when liberalisation policies struck the developing south.With stringent condition to reduce the fiscal burden,local government authorities have sought to offload some of its core functions including the management of public toilets to contracted firms.Based on regression and comparative quadrant analysis,this study evaluates cost recovery and user satisfaction in relation to public toilet condition based on a total of 729 user responses and 31 public toilet operators.The observations point to misguided decision to place public toilet management under contracted firms instead of placing then under Public Private Partnership(PPP).The decision to place public toilets management under private contract or individual contract is only secondary to PPP if the focus is to achieve both cost recovery and user satisfaction.However,if the focus was to achieve only cost recovery regardless of the need to protect users,then the decision would have been well founded but can be conspired inappropriate in as long as public toilets remain the domain of public good.展开更多

Design: This study follows a phenomenografic approach guided by Ference Marton’s philosophy. <strong>Methods:</strong> Semi-structured interviews were used to identify variations in RNs’ perceptions of TBPM. Between February and April 2019, 24 RNs from five Swedish public healthcare departments participated in the study. <strong>Results: </strong>The results show that none of the participants had previously heard about the work of the Swedish Delegation for TBPM. The study revealed perceptions those politicians and managers were absent from the workplace, that power had been displaced to HR, and that perceptions of trust in the leadership and of working to guidelines varied. Household waste management is considered a highly challenging task for Bahrain’s policy-makers, urban planners and municipalities due to rising population, burgeoning growth rate of waste generation, limited availability of land and scarce waste disposal sites. Public awareness represents a key enabler in order to succeed any sustainable waste management practice in the country. The survey aimed at gauging public awareness about household waste management in Muharraq Governorate and explored if there are any correlations between educational level, gender, occupation and age and area of living with the level of public awareness as well as its three components: knowledge, attitude and behaviour of the people in Muharraq Governorate. The results indicated the total awareness is significantly different across different age levels and nationality. Moreover, it shows a high public awareness toward household waste management among people in Muharraq Governorate, which indicated that the society is aware and has the basics to build on in terms of sustainable waste management practices and technologies adoption, which may help overcome the possible social barrier represented by low public awareness.展开更多

Solid Waste and/or waste in general is an artefact of human activities that can spring from individu...Managing waste has been an aged-old challenge, especially in developing cities, like the Freetown Metropolitan City. Solid Waste and/or waste in general is an artefact of human activities that can spring from individuals, families, community, commercial/industrial operations etc. This study is a qualitative investigation, and it is intended to gather an inclusive knowledge of solid wastes management for better public health in Freetown, the Capital City of Sierra Leone. Statistical analysis was employed to observe numerical representations on a wide range of selected data. In an attempt to achieve the aim of this research project, reviews of available online resources were exploited, and juxtaposed with everyday knowledge in the existing state of the Freetown’s municipality solid waste management. The study revealed that residents in Freetown produce an average 0.45 kg of solid waste per individual per day. It was further established that biodegradable/organic matters comprise approximately 75% to 85% of total waste stream along with assorted retired furniture, scarp metals and plastic bags as most important recyclable elements. The hitches connected with municipal solid waste management in Freetown have become palpable, spanning from the past decade to date. Among many other factors, an upsurge influx urbanisation after the 11 years brutal civil war that ended in 2001, combine up with insufficient approved dumping sites for waste disposal and institutional incapability stand out. In this project, the contemporary approach of solid waste disposal in Freetown was carefully assessed with efforts to bring out the most feasible alternatives of solid waste disposal and acclaim ways of refining its activities. It was concluded from the study that, solid wastes in the Freetown Municipality must be tackled in a synergetic approach. That is, government corroborating with private solid waste managing actors so as to enhance an excellent better-public health, sustainable environmental, urban economic development and a resourceful energy paradigm.展开更多

Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatiza...Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatization of waste management services in efforts to reduce costs and improve efficiency.Lobatse,a town located in the south of Botswana,faces the increasing challenges of poor waste management due to the lack of finances and resources available to the Lobatse Town Council,which hinders efforts towards a sustainable waste management system.This has negative implications for public health and the environment,as a result of solid waste pollution from littering and the illegal dumping of waste.This work examines the current state of solid waste management and its challenges in Lobatse,within the context of the interplay between public and private solid waste management.The study aims to perform a social exploration of the efficiency of waste management services,considering the political economy and households’perceptions towards these services.Key stakeholders were interviewed and a social survey of 222 households was conducted to generate primary data.The findings indicate that the involvement of the private sector yielded positive outcomes,as it increased the solid waste collection frequency and improved the quality of the waste management service.Most of the stakeholders were in favor of privatization,and the households were satisfied and willing to contribute towards the cost recovery of solid waste management.It is,therefore,recommended to promote and establish a private-public-community partnership in the town to improve the quality of the waste management system.展开更多

The paper uses questionnaire and the interview schedule as instruments to gather data from members of the public who are familiar with the “Oga at the Top” incident and the public relations officers (PROs) of the NSCDC respectively. From the data gathered, we conclude that the NSCDC adopted different image management strategies to salvage the corporate image of the Corps;that the image management strategies have engendered a cordial relationship between the media and the Corps;and that the infamous “Oga at the Top” incident brought some fame to the Corps as free advertisement as well as questioned the capacity of its officials to discharge their duties effectively. As a fallout of this evaluation, it is recommended that NSCDC management should endeavour to engage only professionals in the field of public relations who would understand and implement public relations objectives and functions in the organisation and that all ranking officers of the NSCDC should endeavour to involve the public relations unit in all their engagement with the external publics to avoid a repeat of the “Oga at the Top” incident that affected the Corps’ image negatively.展开更多

This approach provided a comprehensive assessment of VM at institutional, organizational and project levels. This paper illustrates the procedures that were used to validate the developed VM approach. For the institutional and organizational levels, the VM approach was validated by conducting telephone interviews with three experts from three organizations that use VM and with two senior managers from the MOF (Ministry of Finance). Mainly, it was found that the MOF should be supported by experts to set up a centre of excellence that can set VM policy, guidelines and standards for the promotion of VM in the SPS, in order to ensure achieving value for money spent in SPS projects. The developed VM approach, as it would be applied at the project level, was presented to 11 experts, all of whom completed a validation questionnaire and presented their comments. Subsequently, the questionnaires were analyzed and the VM approach was amended to reflect the inputs provided by these experts. It was concluded that VM should be applied at least twice on SPS projects. Firstly, it is to review and structure strategic and project briefs to sort out soft issues, and secondly, it is to optimize project designs and sort out hard issues.展开更多

The survey aimed at gauging public awareness about household waste management in Muharraq Governorate and explored if there are any correlations between educational level, gender, occupation and age and area of living with the level of public awareness as well as its three components: knowledge, attitude and behaviour of the people in Muharraq Governorate. The results indicated the total awareness is significantly different across different age levels and nationality. Moreover, it shows a high public awareness toward household waste management among people in Muharraq Governorate, which indicated that the society is aware and has the basics to build on in terms of sustainable waste management practices and technologies adoption, which may help overcome the possible social barrier represented by low public awareness.

The authors have developed a real time public bus management system based on IoT and android application. The authors have used GPS (Global Positioning System) to track the nearest location of the bus and police station;IR sensor is used for checking seat availability. The authors also use a Panic Alert Button on every seat of the bus to reduce women harassment. With the press of the panic alert button, the notification sends to the owner and the nearest police station with the current location of the bus.
文摘Managing waste has been an aged-old challenge, especially in developing cities, like the Freetown Metropolitan City. Solid Waste and/or waste in general is an artefact of human activities that can spring from individuals, families, community, commercial/industrial operations etc. This study is a qualitative investigation, and it is intended to gather an inclusive knowledge of solid wastes management for better public health in Freetown, the Capital City of Sierra Leone. Statistical analysis was employed to observe numerical representations on a wide range of selected data. In an attempt to achieve the aim of this research project, reviews of available online resources were exploited, and juxtaposed with everyday knowledge in the existing state of the Freetown’s municipality solid waste management. The study revealed that residents in Freetown produce an average 0.45 kg of solid waste per individual per day. It was further established that biodegradable/organic matters comprise approximately 75% to 85% of total waste stream along with assorted retired furniture, scarp metals and plastic bags as most important recyclable elements. The hitches connected with municipal solid waste management in Freetown have become palpable, spanning from the past decade to date. Among many other factors, an upsurge influx urbanisation after the 11 years brutal civil war that ended in 2001, combine up with insufficient approved dumping sites for waste disposal and institutional incapability stand out. In this project, the contemporary approach of solid waste disposal in Freetown was carefully assessed with efforts to bring out the most feasible alternatives of solid waste disposal and acclaim ways of refining its activities. It was concluded from the study that, solid wastes in the Freetown Municipality must be tackled in a synergetic approach. That is, government corroborating with private solid waste managing actors so as to enhance an excellent better-public health, sustainable environmental, urban economic development and a resourceful energy paradigm.
文摘Started with the discussions on the value orientation of urban water supply industry marketization,the article points out that the current urban water supply industry marketization reform is inconsistent with the goal of public water service equalization to some extent.The article also analyzes the problems emerged in urban water supply industry marketization reform and various rea-sons in view of efficiency and fairness.An efficiency and fairness oriented management model is built in this article to illustrate how the government should conciliate interests of various communities involved in the process of marketization reform of the urban water supply industry so as to actualize the coordination of efficiency and fairness.At the end,an assumption on urban water price is put forward to help achieve the public water service equalization.
文摘Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatization of waste management services in efforts to reduce costs and improve efficiency.Lobatse,a town located in the south of Botswana,faces the increasing challenges of poor waste management due to the lack of finances and resources available to the Lobatse Town Council,which hinders efforts towards a sustainable waste management system.This has negative implications for public health and the environment,as a result of solid waste pollution from littering and the illegal dumping of waste.This work examines the current state of solid waste management and its challenges in Lobatse,within the context of the interplay between public and private solid waste management.The study aims to perform a social exploration of the efficiency of waste management services,considering the political economy and households’perceptions towards these services.Key stakeholders were interviewed and a social survey of 222 households was conducted to generate primary data.The findings indicate that the involvement of the private sector yielded positive outcomes,as it increased the solid waste collection frequency and improved the quality of the waste management service.Most of the stakeholders were in favor of privatization,and the households were satisfied and willing to contribute towards the cost recovery of solid waste management.It is,therefore,recommended to promote and establish a private-public-community partnership in the town to improve the quality of the waste management system.
文摘This paper evaluates the place of public relations in the image management strategies of the Nigeria Security and Civil Defence Corps (NSCDC) particularly after the infamous “Oga at the Top” interview by the Lagos State Commandant of the Corps. The paper uses questionnaire and the interview schedule as instruments to gather data from members of the public who are familiar with the “Oga at the Top” incident and the public relations officers (PROs) of the NSCDC respectively. From the data gathered, we conclude that the NSCDC adopted different image management strategies to salvage the corporate image of the Corps;that the image management strategies have engendered a cordial relationship between the media and the Corps;and that the infamous “Oga at the Top” incident brought some fame to the Corps as free advertisement as well as questioned the capacity of its officials to discharge their duties effectively. As a fallout of this evaluation, it is recommended that NSCDC management should endeavour to engage only professionals in the field of public relations who would understand and implement public relations objectives and functions in the organisation and that all ranking officers of the NSCDC should endeavour to involve the public relations unit in all their engagement with the external publics to avoid a repeat of the “Oga at the Top” incident that affected the Corps’ image negatively.

The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. The aim of this paper is to provide a comprehensive narration for the performance management in modem public sector, to explain the uses of performance appraisals, to describe the methods of the evaluation and to analyze the role of evaluation.
文摘Many Brazilian federal universities do not make use of a concrete and effective maintenance policy of its public buildings.Taking this fact into consideration,the objective of this work is to contribute with an assessment of the current maintenance management carried out in three federal universities in the State of Minas Gerais:the UFOP(Federal University of Ouro Preto),UNIFEI(University of Itajubá)and the UFMG(Federal University of Minas Gerais).These universities were chosen because they have buildings with metal structures and also for being a reference in the state of Minas Gerais,which is the largest steel producer in Brazil.Knowledge was sought about the management of the campus infrastructure maintenance by raising questions about the main tools used by managers and other professionals in the field.The adopted methodology was qualitative and performed through semi-structured interviews conducted via email,with servers working directly or indirectly within each building maintenance system.The results show lacking a well-formulated plan and building maintenance programs as well as a specialized and qualified skilled labor force for the performance of services.
文摘A VM (value management) approach was developed that better suits the culture and the context of the SPS (Saudi Public Sector). This approach provided a comprehensive assessment of VM at institutional, organizational and project levels. This paper illustrates the procedures that were used to validate the developed VM approach. For the institutional and organizational levels, the VM approach was validated by conducting telephone interviews with three experts from three organizations that use VM and with two senior managers from the MOF (Ministry of Finance). Mainly, it was found that the MOF should be supported by experts to set up a centre of excellence that can set VM policy, guidelines and standards for the promotion of VM in the SPS, in order to ensure achieving value for money spent in SPS projects. The developed VM approach, as it would be applied at the project level, was presented to 11 experts, all of whom completed a validation questionnaire and presented their comments. Subsequently, the questionnaires were analyzed and the VM approach was amended to reflect the inputs provided by these experts. It was concluded that VM should be applied at least twice on SPS projects. Firstly, it is to review and structure strategic and project briefs to sort out soft issues, and secondly, it is to optimize project designs and sort out hard issues.
