Types and Optimization Paths Between Poverty Alleviation Effectiveness and Rural Revitalization:A Case Study of Hunan Province,China

Exploring the synergy types and optimization paths between Poverty Alleviation Effectiveness and Rural Revitalization is necessary for achieving the two centenary goals.Taking poverty alleviation counties in Hunan Province,China as an example,our study proposed an indicator to measure the synergistic development between Poverty Alleviation Effectiveness and Rural Revitalization using the multi-index integrated evaluation method.Then,the coupling types were classified based on both the proposed indicator and regional characteristics.Besides,the corresponding optimization path for each coupling type was proposed to promote the synergistic development of Poverty Alleviation and Rural Revitalization.Results are as follows:1)Lower synergy focused on the southwestern Hunan,while low synergy is widely distributed(such as the west,southwest,northwest,and midland).Moderate synergy is in the midland,such as Huaihua and Chenzhou cities.High synergy is distributed in Yongzhou,Huaihua,Xiangxi cities,etc.Besides,only Hecheng City belongs to the higher synergy.2)This paper proposes corresponding development paths for different development characteristics and main problems from multiple perspectives of the protection system,industrial planning,and rural market.Continuously consolidate and enhance the effectiveness of Poverty Alleviation and Rural Revitalization to achieve coupled and synergistic development of the two systems.Our research results can provide theoretical support for implementing Poverty Alleviation and Rural Revitalization in Hunan Province,China.

Empirical Research on the Relationship between Education Poverty Alleviation and Rural Revitalization—Spatial Panel Simultaneous Equation Model Based on Provincial Panel Data

On the basis of using entropy weight method to measure China’s education poverty alleviation and rural revitalization evaluation indicators, using the panel data of 30 provinces in China (excluding Xizang, Hong Kong, Macao and Taiwan) from 2012 to 2021, a spatial panel simultaneous equation model is constructed based on adjacency matrix, geographical distance matrix and economic geographical distance matrix deeply study the interaction mechanism and spatial spillover effects between education poverty alleviation and rural revitalization through the generalized spatial three-stage least squares method (GS3SLS). The results indicate that there is a significant spatial spillover effect and a positive spatial correlation between education poverty alleviation and rural revitalization, and there is a significant interactive effect between the two variables, while promoting each other positively. Therefore, the government should clarify the deep relationship between education poverty alleviation and rural revitalization based on the current background, and better consolidate and expand the effective connection between the achievements of education poverty alleviation and rural revitalization.

Integrated Development of Rural Tourism and Rural Poverty Alleviation in the Context of Rural Revitalization:A Case Study of Enshi Prefecture,Hubei Province

As a good mode of getting rid of poverty,poverty alleviation through tourism can transform the advantages of local resources into industrial advantages,mobilize the local economic vitality,and effectively improve the income of farmers.Through the investigation and study of rural poverty alleviation through tourism in Enshi Prefecture,Hubei Province,this paper analyzes the model of poverty alleviation through tourism formed in Enshi Prefecture,and puts forward the corresponding recommendations according to the problems encountered in the process of poverty alleviation through tourism.

Exploration of Development Status and Trend of Three Elements of Rural Areas in the New Era to Protect Achievements in Poverty Alleviation

The three rural issues of agriculture, rural areas, and farmers are important strategic issues in China’s development, are an important foundation for the agricultural country to realize the modernization of agriculture and rural areas and realize the great rejuvenation of the Chinese nation. Under the new situation of great victory in poverty alleviation, it is necessary to protect the fruits of victory and strengthen the construction of new countryside in the new era. From the current development situations of agriculture, rural areas, and farmers, this paper explored the development trend of three elements, to provide a feasible path for protecting the achievements in poverty alleviation, and provide certain ideas for workers engaged in agriculture, rural areas, and farmers.

Minority Rural Tourism Development Planning Based on Targeted Poverty Alleviation: A Case Study of Chaikeng She Village in Jiaocheng District of Ningde City, Fujian Province, China

Developing tourism to help ethnic minorities' rural areas get rid of poverty and achieve prosperity is one path for targeted poverty alleviation in the ethnic rural regions with economic backwardness. Ethnic minorities' rural areas have benefited from the national poverty alleviation policies and subsidies, the economy has made certain progress and the ethic minorities' living standard has been improved to a certain extent. However, the economic and social development still lags behind overall. Research and practice have proved that the ethnic minorities' rural tourism development planning is a forward-looking option for minority villages to implement poverty alleviation, get rid of poverty and become better off and achieve sustainable development.

Evaluation of E-commerce Poverty Alleviation Effect in the Context of Rural Revitalization Strategy

The industrial prosperity proposed in the overall requirement of rural revitalization strategy in the Report of the 19th National Congress is the cornerstone of rural development. E-commerce poverty alleviation is an effective way of poverty alleviation in recent years. This paper mainly explored the factors influencing the rural e-commerce poverty alleviation and the evaluation of poverty alleviation effects,in order to come up with countermeasures and recommendations to provide assistance and guidance for the use of e-commerce to achieve poverty alleviation and accordingly to revitalize the rural industry. Firstly,using the literature research method,it proposed four level Ⅰ indicators influencing the e-commerce poverty alleviation,and designed a detailed level Ⅱ indicator system under each dimension. Then,the questionnaire survey method was employed to collect data for SPSS analysis to verify whether the designed indicator system is correct. Finally,it analyzed the problem of the current stage of e-commerce poverty alleviation by means of the quadrifid graph,and came up with corresponding countermeasures on the basis of the four key levek I factors.

Analysis on the Path of Local Universities’Intervention in the Sustainable Development of Poor Rural Areas in the Era of Post-Poverty Alleviation:Taking Sichuan University of Science and Engineering as an Example

China has entered the era of post-poverty alleviation,which effectively links poverty alleviation achievements with rural revitalization strategies.In the era of post-poverty alleviation,in order to effectively promote the sustainable development of poor rural areas,local colleges and universities should actively nurture the self-development skills of the needy.Local colleges and universities should guide the transformation of ideas and concepts,scientifically optimize the allocation of poverty alleviation resources,improve the interest linkage mechanism between colleges and universities,strengthen the investigation and analysis of poverty alleviation projects,improve the convergence of assistance and practice,actively create a good spiritual and cultural environment,uphold the mission of helping cadres,attach importance to the support for the development of characteristic industries,and lastly,promote the convergence of rural revitalization strategies.

Research on Scientifically and Rationally Promoting the Fallow of Cultivated Land under the Strategy of Rural Revitalization

Implementing the rural revitalization strategy is an important decision-making arrangement made by the party s 19th National Congress,and is the general grasp of the work of"agriculture,rural areas and farmers"in the new era.In rural development,the issue of cultivated land is an important way to promote poverty alleviation in the vast rural areas and build a well-off society in an all-round way.In combination with the fact that the current quality of cultivated land resources in China is not high and the basic fertility has been continuously declining caused due to pollution,China must promote a scientific and rational system of arable land fallow to ensure the further development of agricultural modernization in China.In the process of researching the implementation of the arable land fallow system,the problems of land abandonment and"non-agriculturalization"after farmland fallow,the willingness of farmers to fallow and the subsidy for farmland fallow have been discovered.In response to the problems above,corresponding policy recommendations are put forward in order to better promote the process of arable land fallow and poverty alleviation in China.

Model of Tourism for Poverty Alleviation in Danjiangkou City

Tourism has become an important part of China's tertiary industry. Tourism for poverty alleviation has also become an important means of poverty alleviation. In China,most of the poverty-stricken areas still keep relatively intact natural and human landscapes which have high tourism development value. Through SWOT analysis,the model of tourism for poverty alleviation in Danjiangkou City was studied,to provide both theoretical and practical support for the local tourism for poverty alleviation.

The Effective Linkage of Consolidating and Expanding the Achievements in Poverty Alleviation with Rural Revitalization:Progress,Problems and Suggestions

To promote rural revitalization on the basis of consolidating and expanding the achievements in poverty alleviation after fulfillment of the objectives and tasks of poverty alleviation,it requires not only a smooth transformation of the working system,but a the transfer and continuity of micro policies.As the local practice shows,since the focus of the“tri-agriculture”work has shifted,the local governments have carefully implemented the decisions and deployments of the Central Committee of the Communist Party of China(CPC).In terms of the leadership system,system design,institutional teams,assessment mechanism and financial support,they have registered positive progress in the effective linkage of consolidating and expanding the achievements in poverty alleviation with rural revitalization.Meanwhile,they have been confronted in practice with the problems and difficulties of inadequate cognition of the effective linkage of the two strategies,incompatibilities of the responsibilities and capabilities of the departments at all levels,insufficient consideration of regional discrepancies,weak program guidance and assessmenting and openness to optimization of the poverty-alleviating assets management and utilization.It is advised to further deepen the cognition of linkage promotion,clarify the leadership system and assignment of responsibilities,differentiate the tempo and direction of linkage,strengthen the planning leadership and assessment application,and optimize the poverty-alleviating assets management and utilization mechanism to implement the effective linkage of the two strategies.

From anti-poverty to revitalization: Exploring the path of sustainable development in poverty-stricken areas

On the basis of analyzing the internal logic of rural revitalization and targeted poverty alleviation, it has made a path analysis of the decision-making to overcome poverty and effectively strengthen the rural revitalization. Grasping the internal unity of Marxism and the socialist theory system with Chinese characteristics, profoundly expounding the 'comprehensive' rural revitalization and 'concentration'targeted poverty alleviation, 'long-term' rural revitalization and 'stage' targeted poverty alleviation, and'active' rural revitalization Corresponding to the 'passive' targeted poverty alleviation, it corresponds to the philosophical logic of the materialist dialectic, the law of the unity of opposites, the law of mutual change of quality, and the law of negation of negation. It points out the path of targeted poverty alleviation work under the rural revitalization strategy: scientifically compiling the functional spatial planning of poor rural areas;party building leads the transformation of concepts;industrial development is expanding in depth;and public services are advancing to market.

数字金融、家庭债务与金融整治——基于P2P网贷风险专项整治的实证研究

基于中国家庭金融调查(CHFS)2013年、2015年、2017年和2019年四期数据,构建Probit模型和固定效应模型分析数字金融对家庭债务的影响,并基于近年来金融整治的一个典型样本——P2P网贷风险专项整治,构建强度DID模型探讨实行金融整治政策能否有效降低家庭债务。研究发现:(1)数字金融的使用显著提高了家庭负债概率和债务水平;(2)金融整治之后,使用数字金融家庭的债务水平出现显著降低;(3)异质性分析显示,金融整治政策对使用数字金融的家庭的债务缓解作用,在中西部地区、贫困家庭和农村家庭中更为显著,在我国打赢脱贫攻坚战和实施乡村振兴战略进程中发挥了有益作用。研究结论对我国规范发展数字金融、防范金融风险、巩固拓展脱贫攻坚成果同乡村振兴有效衔接等方面有着重要的政策启示。

赋能型增长与嵌入式发展:脱贫地区特色小镇何以从帮“扶贫”转向助“振兴”——基于陕西省石泉县“金蚕小镇”的实地调查

精准扶贫时期,在产业扶贫政策推动下,中西部地区兴起特色小镇建设热潮。随着脱贫攻坚任务胜利完成,这些特色小镇的角色能否从帮“扶贫”转向助“振兴”,关系着巩固拓展脱贫攻坚成果同乡村振兴有效衔接。从调研来看,大多数特色小镇在脱贫攻坚结束后并未实现可持续发展。一方面,是因为其长期依赖外部扶持,自身发展能力严重不足;另一方面,是由于其未能真正融入乡土社会,难以适应乡村振兴的要求。陕西省石泉县“金蚕小镇”的实践经验表明,赋能型增长与嵌入式发展能够有效应对当前脱贫地区特色小镇面临的“只能帮扶贫,难以助振兴”的发展困境。其中,赋能型增长主要通过对特色小镇的制度、经济、服务、人才方面进行赋能,为其从帮“扶贫”转向助“振兴”奠定基础;嵌入式发展则为特色小镇参与主体、产业协同、文化创新、数字技术等融入乡村社会建立起沟通桥梁,为其从帮“扶贫”转向助“振兴”提供了实现路径。

企业扶贫行为传递对乡村振兴的启示——来自股东扶贫网络的证据

现有研究侧重从企业个体维度探讨其参与帮扶的影响因素,忽略了企业个体行为在社会网络中的嵌入性。鉴于此,选取2016~2020年中国A股上市公司精准扶贫数据,从以往研究较少涉及的社会网络视角出发,探究股东扶贫网络对企业扶贫行为的影响及其机理。研究发现:股东在扶贫网络中越靠近中心位置,企业参与精准扶贫的意愿就越强、扶贫投入就越多、扶贫效果就越好;机制检验表明,企业扶贫行为可以在股东扶贫网络中进行传递,股东扶贫网络主要通过信息渠道与公司治理渠道来影响企业扶贫行为;进一步发现,企业的产权性质、融资约束及所在地区的市场化程度,会对股东扶贫网络与企业扶贫行为之间的关系产生异质性影响。研究结论为推动企业参与乡村振兴战略提供了来自社会网络的分析视角,也为政府部门引导股东的社会责任投资提供了经验启示。

甘肃省脱贫攻坚与乡村振兴有效衔接研究

在阐释脱贫攻坚与乡村振兴三大逻辑关系基础上,梳理了甘肃脱贫攻坚取得的七项历史性成就,分析了甘肃脱贫攻坚与乡村振兴有效衔接面临的六个主要问题,从做好脱贫攻坚与乡村振兴的政策衔接、规划衔接、工作衔接,以及新型城镇化与乡村振兴深度融合、农民收入增长与分配机制有效统筹、富民产业培育与乡村产业振兴有机结合、生态产业化与乡村生态振兴有机结合、提升农民自我发展能力与乡村人才振兴有机结合等八个方面提出了政策建议,并从阻断贫困代际传递、逐步解决相对贫困问题、提升农民内生发展动力和自我发展能力、加快乡村产业振兴步伐、加强农村基础设施建设等方面指出了开启乡村振兴新篇章的主要路径。

互动与内生:乡村治理中的情感与干群社会网络建构机制

本研究在中国式现代化背景下考察农村治理中情感与干群关系网络互动、内生建构的过程。以中部地区H村为例,本研究结合社会网络理论分析乡村治理中干群间社会网络与情感建构的内生过程。研究表明,情感与干群关系网络是一种持续互动的内生关系,制度搭建了最初的关系网络,使干部在与贫困家庭交往过程中获得关系合法性的基础;但随着更多资源投入,干群间信任加强,关系加深,情感加重;在此基础上,干部本身投之以家人般的感情交往使关系升华,形成一对强关系,并具备了促进乡村治理体系和治理能力现代化发展的可能。本研究强调,干部类家人般的情感投入是形成干群间强关系的关键,这也是干部得以深入基层,链接国家与社会,为乡村振兴赋能的关键,是中国特色社会主义制度优越性的重要表现。

从教育扶贫到乡村教育振兴的政策调适与有效接续——基于国家教育扶贫政策的内容分析

乡村教育振兴是脱贫攻坚的成果巩固与战略升级,具有承接教育扶贫、奠定教育现代化发展的关键作用。在政策上,推进教育扶贫与乡村教育振兴有效衔接是全面推进乡村振兴工作的重要议题。通过构建“政策工具-政策主体-政策要素”三维立体式的分析框架,对1984—2020年国家制定的141份教育扶贫政策进行内容分析,解构政策主体合作、政策工具运用和政策要素配置的内部关系发现:教育扶贫政策体系化特征显著,形成了以教育管理为主的教育经费支持模式。但在教育扶贫与乡村教育振兴的衔接上,仍面临着政策工具选用广泛而内部结构性偏差明显、政策主体间合作普遍而深度协作力度不够、政策要素宏观配置均衡而市场作用发挥不足等的困境。建议通过完善政策工具系统协调机制、创新乡村教育振兴主体协作参与机制、深化乡村教育振兴的政策要素供给侧结构性改革等推动乡村教育政策接续创新。

乡村振兴战略下乡村教育转型衔接的三重向度与现实进路

乡村教育是实现农业农村现代化的重要支撑,是脱贫攻坚与乡村振兴有机衔接的重要领域。在全面推进乡村振兴战略下,乡村教育转型衔接既是立足时代的应然之变,也是现实观照的必然之举,其“价值-功能-实践”的三重向度面临深刻转变,应朝着“价值理性”、“三生空间”“长效性治理”的方向发展。然而,乡村教育“为农”与“离农”的冲突博弈,教育资源有限供给与乡村发展复杂需求的供需矛盾,以及治理手段的外源依附惯性和内生动能不足问题,为转型衔接带来了诸多难点与挑战。为此,要进一步深化“一体融合”的发展理念,进行“统一灵活”的规划部署,完善“多元共治”的体制机制,以乡村教育振兴带动乡村全面振兴。

新时代农民讲习所的创新扩散历程、举措与走向

新时代农民讲习所是我国继续教育助力脱贫攻坚和乡村振兴的创新性典范,源于探究农业技术推广过程的创新扩散理论可为系统总结新时代农民讲习所的实践经验提供参考。纵观新时代农民讲习所的发展轨迹,其创新扩散历程包括为新问题寻求创新方案、重新定义及升级调整、常规化、扩散推广等四个阶段。在新时代农民讲习所的创新扩散过程中,其采取的典型举措主要有精选“创新代理人”担任讲习员、谋求与农民“客户需求”的最大相容性、利用乡土知识系统克服讲习的“空心管偏见”、打造讲习的“技术集群”、注重讲习的“可试性”与“可观察性”。在全面推进乡村振兴的新征程中,可从以下方面着力进一步促进新时代农民讲习所的创新扩散:一是秉持“再创造”发展理念,因应形势及时调整讲习内容、讲习方式和讲习员队伍组成;二是优先培养“创新者”和“早期采用者”,充分发挥其在当地社会系统内的榜样带动和人际说服作用;三是拓展数字化“传播渠道”,推进讲习的数字化转型并提升农民的数字素养;四是综合运用“中心化”与“非中心化”扩散系统,构建“专家讲授+现场观摩+交流讨论”的混合式讲习模式。
