Types and Optimization Paths Between Poverty Alleviation Effectiveness and Rural Revitalization:A Case Study of Hunan Province,China

Exploring the synergy types and optimization paths between Poverty Alleviation Effectiveness and Rural Revitalization is necessary for achieving the two centenary goals.Taking poverty alleviation counties in Hunan Province,China as an example,our study proposed an indicator to measure the synergistic development between Poverty Alleviation Effectiveness and Rural Revitalization using the multi-index integrated evaluation method.Then,the coupling types were classified based on both the proposed indicator and regional characteristics.Besides,the corresponding optimization path for each coupling type was proposed to promote the synergistic development of Poverty Alleviation and Rural Revitalization.Results are as follows:1)Lower synergy focused on the southwestern Hunan,while low synergy is widely distributed(such as the west,southwest,northwest,and midland).Moderate synergy is in the midland,such as Huaihua and Chenzhou cities.High synergy is distributed in Yongzhou,Huaihua,Xiangxi cities,etc.Besides,only Hecheng City belongs to the higher synergy.2)This paper proposes corresponding development paths for different development characteristics and main problems from multiple perspectives of the protection system,industrial planning,and rural market.Continuously consolidate and enhance the effectiveness of Poverty Alleviation and Rural Revitalization to achieve coupled and synergistic development of the two systems.Our research results can provide theoretical support for implementing Poverty Alleviation and Rural Revitalization in Hunan Province,China.

This paper puts forward the precise poverty alleviation path of Dongxiang County from the aspects of industry poverty alleviation,science and technology poverty alleviation,education poverty alleviation,poverty alleviation through ecology,relocation poverty alleviation and so on.

From anti-poverty to revitalization: Exploring the path of sustainable development in poverty-stricken areas

On the basis of analyzing the internal logic of rural revitalization and targeted poverty alleviation, it has made a path analysis of the decision-making to overcome poverty and effectively strengthen the rural revitalization. Grasping the internal unity of Marxism and the socialist theory system with Chinese characteristics, profoundly expounding the 'comprehensive' rural revitalization and 'concentration'targeted poverty alleviation, 'long-term' rural revitalization and 'stage' targeted poverty alleviation, and'active' rural revitalization Corresponding to the 'passive' targeted poverty alleviation, it corresponds to the philosophical logic of the materialist dialectic, the law of the unity of opposites, the law of mutual change of quality, and the law of negation of negation. It points out the path of targeted poverty alleviation work under the rural revitalization strategy: scientifically compiling the functional spatial planning of poor rural areas;party building leads the transformation of concepts;industrial development is expanding in depth;and public services are advancing to market.

Path Analysis of Rural Social Work Intervention in Precision Poverty Alleviation in Sichuan Province

The targeted poverty alleviation policy isone of the important methods to solve the problemof poverty in China. After the implementation of thetargeted poverty alleviation policy in China, someresults have shown positive. However, due to theshortage of resources and talents for poverty alleviation,there are still some shortcomings in the targeted povertyalleviation work. In the process of targeted povertyalleviation, if we can promote social work to participatein targeted poverty alleviation and use a wider rangeof social forces to provide more professional andtargeted assistance work for the poor, we will achievethe final sprint for the success of targeted povertyalleviation in China and a well-off society. Based onthe actual situation of China’s current targeted povertyalleviation work, this article takes the relationship andcontent of rural social work in Sichuan Province aspart of the targeted poverty alleviation as well as thedifficulties it faces. The analysis focuses on the pathof rural social work in Sichuan Province to targetedpoverty alleviation and aims to provide more referencesuggestions for targeted poverty alleviation in China.

Complete Path of Rural Poverty Alleviation System in Guizhou Province Based on Empirical Investigation and Analysis of 4 Typical Counties in Guizhou Province

Guizhou Province has the highest incidence and severity of poverty throughout the country.The investigation on its poverty alleviation is of typical significance for the poverty relief and development of concentrated and continuous destitute areas in the new time.On the basis of in-depth research,the 4 typical counties on poverty relief and development in Guizhou Province- Changshun,Yinjiang,Qinglong and Weining have been studied intensively.In the meanwhile,their common successful experiences and existing problems have been summarized.With regard to the complete path for the next stage of poverty alleviation system in Guizho Province,the following recommendations have been proposed: establish a multi-level system for sending agricultural technicians down to the countryside; improve the autonomy of primary-level organizations,especially the anti-poverty organizations at the county level; standardize the allocation of welfare projects; promote agricultural insurance; and improve the sustainable development capacity and market competition ability of farmer specialized cooperative economy organizations.

A Study on Status Assessment and Path Optimization for China-Africa Anti-poverty Cooperation

Anti-Poverty has long been a major challenge facing both China and Africa. China-Africa anti-poverty cooperation has seen rapid progress since the founding of the People’s Republic of China, particularly following reform and opening-up, acquiring some good practices and lessons. However, there have also been problems and new challenges. Based on a review and analysis of relevant domestic and foreign literature published in recent years, this paper provides a summary of the realities, achievements, difficulties and challenges facing the China-Africa anti-poverty cooperation. Then building on this, the authors offer some suggestions on top-level design, cooperation mechanisms, path optimization and safeguard measures in anti-poverty cooperation.

数字经济、相对贫困治理与中国式现代化

文章选取2012—2021年中国30个省份的面板数据实证检验数字经济、相对贫困治理与中国式现代化的关系,研究发现:数字经济可显著促进中国式现代化,该结论经过稳健性检验及内生性问题处理后仍成立;异质性分析发现,数字经济对中国式现代化的影响存在时间与区域上的异质性,即数字经济对2016年以后及东部地区中国式现代化的作用更强;作用机制分析表明,相对贫困治理是数字经济促进中国式现代化的关键路径。

西北地区扶贫光伏整县开发决策演化博弈

双碳目标背景下,西北地区分布式光伏整县开发新模式为解决该地区就地消纳难、弃光严重、光伏扶贫工作分散化等问题提供了新思路,然而光伏扶贫整县市场中各方利益主体的多主体决策问题成为当前扶贫电站市场运行的重中之重。以演化博弈论为基础,构建了包含用户、国有企业、光伏企业和政府在内的四方演化博弈模型,研究了以甘肃省、青海省、宁夏回族自治区为代表的西北地区光伏扶贫整县市场多主体决策演化及参数影响。结果表明,国企和光伏企业的均衡策略均为积极策略,而由于西北地区各地光照资源、电价、用电量等不同,用户和政府的均衡结果及时间也存在差异,光照资源丰富且政府补贴力度较大的地区光伏扶贫收益较为可观,用户投资热情高涨且实现均衡时间较短;成本节约和降低租金是改善西北地区均衡路径的有效措施。

共同富裕背景下我国女性相对贫困的现状、成因及治理

虽然我国已经消除绝对贫困,但是女性相对贫困是一个新的理论和实践命题。文章在整合共同富裕和相对贫困理论的基础上,构建女性相对贫困治理的“收入—福利—资产—发展”四维分析框架,考察我国女性相对贫困的现状及其成因,并提出治理策略。研究发现,女性相对贫困表现为女性职业收入整体低于男性、社会保障不充分、资产建设不足、发展通道窄于男性;“性别文化—性别秩序—功能保障—性别分工”的交互作用是其成因。在此基础上,提出治理女性相对贫困的具体路径:塑造包容的性别文化,建设性别公平的民生保障制度,推进多元主体参与,形成治理合力。

中国式现代化生态文明建设实践与价值

近年来,随着联合国《2030年可持续发展议程》的实施及中国千年绝对贫困的消除,全球减贫事业进入新阶段。但世纪疫情、地区冲突、气候变化等因素交织叠加导致全球减贫治理陷入多重困境。具体表现在:动力维度上,全球发展受阻导致减贫动力不足和赤字增长;制度维度上,新矛盾新挑战凸显边际效益递减下的“贫穷陷阱”和减贫机制失灵;空间维度上,社会动荡和信任赤字交织加剧全球减贫治理风险。人类命运共同体理念作为中国向世界提供的新型治理观,为全球减贫实践提供了更具时代性与世界性的思想支撑和实践蓝图。据此,中国应进一步深化全球减贫脱贫合作,继续同国际社会一道坚持共商共建共享原则以凝聚减贫合力,积极落实全球发展倡议以革新减贫机制,引领共建“一带一路”平台以打造减贫责任共同体,从而推动全球减贫治理走出困境并向纵深发展。

后扶贫时代乡村精神贫困问题治理研究

2020年我国全面建成小康社会,实现第一个百年奋斗目标。现行标准下,消除农村绝对贫困和物质上的贫困,由此进入后扶贫时代,巩固脱贫攻坚成果走向乡村振兴的关键阶段,乡村还有相对贫困和精神贫困需要治理和消除。在乡村振兴的背景下,精神贫困具有影响深远、“感染性”强、脱贫难度大等复杂特点,所以要在精神脱贫方面给予更多的重视。该文探究精神贫困在乡村的现状、成因及治理对策,推动乡村精神贫困问题治理,助力乡村现代化建设。

巩固拓展脱贫攻坚成果同乡村振兴有效衔接是党中央解决“三农”问题的重要战略部署。安徽省作为农业大省,通过采取建立有效衔接的领导体制与政策体系,健全防返贫动态监测和帮扶机制,实施“五大提升”活动等措施,在巩固拓展脱贫攻坚成果同乡村振兴有效衔接方面做出一定成绩,但目前仍面临着农村产业结构承载力不足、部分地区基础设施薄弱、人口流失与老龄化制约乡村经济发展等问题。为进一步推进农村经济社会发展,应通过持续优化产业结构、全面提高乡村基础设施完备度、优化营商环境、完善多元化投入机制等措施,实现人们对美好生活的向往。

乡村振兴背景下体育扶贫阻滞因素分析与对策

通过文献资料法、逻辑分析法、实地调查法,从厘清体育扶贫的内涵出发,对乡村振兴背景下体育扶贫现状进行研究。结果显示,新时代体育扶贫是体育工作与扶贫工作深度融合的新时代产物,在具体实施过程中具有多重属性,是推动乡村振兴战略实施的重要途径。目前体育扶贫在助力乡村振兴的发展进程中仍存在着诸多阻碍因素,其中包括认知因素、社会因素、经济因素制度因素等。为此,需拓宽宣传渠道,深化价值认知,加强顶层设计,推动多元主体协同参与,创新扶贫模式,建立体育扶贫长效化机制,加强监督与反馈,建立体育扶贫长效化机制等。以期为乡村振兴战略下体育扶贫的发展提供了理论依据和参考。

基于旅游视角的甘肃民族地区相对贫困治理研究

当前,我国已经全面消除绝对贫困,正在大力推进乡村振兴战略,部分脱贫群体整体情况还不稳定,仍然存在返贫可能。在全面高质量发展的同时,“相对贫困”依然长期存在。本文以甘肃少数民族地区——卓尼县的相对贫困人口为研究重点,分析了甘肃少数民族地区相对贫困问题及相对贫困人口的识别情况,从而提出了旅游业如何解决相对贫困问题的具体方案。同时,也期望为解决甘肃民族地区相对贫困目前所面临的问题提供指引和思路,从而提高甘肃民族地区相对贫困治理的精准程度,实现民族地区旅游助力乡村振兴,完成持续性减贫工作。

化处镇焦家村巩固脱贫攻坚成果与乡村振兴衔接的路径研究

该文以化处镇焦家村为调研对象,积极响应国家全面推进乡村振兴的战略要求,在全面打赢脱贫攻坚战并取得丰硕的脱贫攻坚成果基础上,探索焦家村在巩固脱贫攻坚成果和乡村振兴衔接过程中的发展现状。通过实地调研发现焦家村目前存在产业发现支撑力度不足、区位优势未充分发挥、缺乏特色旅游业等问题,并就亟需解决问题提出完善产业发展支撑保障、优化资源配置、打造特色旅游业等建议,以期为全面推进乡村振兴注入不竭动力。

基于新一代信息技术融合的防返贫数字治理能力提升机理与路径

防返贫是巩固拓展脱贫攻坚成果同乡村振兴有效衔接的基础和前提,防返贫数字治理能力的有效提升对于乡村振兴战略的高质量推进具有极其重要的现实意义。从信息技术应用的视角来看,当前我国防返贫数字治理能力存在数据基础建设推进不够、智能监测预警应用不深、协同精准施策研究不透以及动态监测管控支撑不足等四大问题。随着数字乡村发展,数字乡村能在信息化总体水平、数字化参与程度和网络化应用场景等方面全面提升新一代信息技术融合应用助力防返贫数字治理能力提升的水平。在数字乡村建设的推动下,随着新一代信息技术融合的不断演化升级,大数据、区块链、人工智能、数字孪生等四项新一代信息技术融合应用能够构建一个与农村社会客观情况高度仿真与同步的易返贫人群的“数字孪生”世界。虚实空间的双向互动将作为核心演化模式,促使防返贫数字治理全过程形成以三次映射为主线的智能化调适升级机制。智能化的防返贫数字治理机制将具备大数据和智能模型双驱动、实时预测赋能、去中心化决策与帮扶过程精准管控的关键能力。与此同时,通过统筹协调、思路转变、规划引导、多级联动、过程可信等五大路径,提升我国防返贫数字治理体系的智能化水平。

巩固脱贫攻坚成果与乡村振兴有效衔接的模式、经验与路径研究——以云南农业科技推广的实践探索为例

通过凝练12个巩固脱贫攻坚成果与乡村振兴有效衔接的典型模式与案例,总结提升其发展中的共性经验、难点与问题,提出从“产业扶贫”向“产业兴旺”的“一条龙、两个转向、三条路线、四个产业、五个机制”路径建议,以期为全面推进乡村振兴提供参考。
