In this paper, based on the statement of general concept and conventional calculation method of the poverty incidence, the calculation method of poverty incidence in the exit evaluation of poverty-stricken counties (also including poverty-stricken township and poverty-stricken villages) was investigated through the view of the third-party evaluation. In addition to considering the previous "number of planned poverty remaining population", the method also needed to give consideration to the exiting mistaken population, evaluation missing population. Based on the case in Yuanyang County, Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, the poverty incidences of 10 exit planning villages by the end of 2017 in Yuanyang County were investigated and estimated, and suggestions were proposed to promote the precise poverty alleviation and poverty relief of the county.展开更多

From the microscopic point of view,taking the surplus labor transfer in the Yimatu Town area as study object,we conduct survey of characteristics and transfer of rural surplus labor in Yimatu Town,through questionnair...From the microscopic point of view,taking the surplus labor transfer in the Yimatu Town area as study object,we conduct survey of characteristics and transfer of rural surplus labor in Yimatu Town,through questionnaires and field interviews.Then we analyze the main factors influencing surplus labor transfer in rural areas from the personal characteristics of labor forces and family factor of labor forces.The results show that gender,age,educational level,farmland management days and other factors pertaining to the labor forces all affect the transfer of surplus labor, but the size and extent of the impact vary.In accordance with various influencing factors,we put forward recommendations for promoting the effective transfer of surplus labor in rural areas as follows:first,paying equal attention to macroscopic factors and microscopic factors influencing the transfer of surplus labor;second,focusing on the factors concerning the rural households and individual farmers,to find out the factors influencing the rational transfer;third,shifting the employment concept of surplus labor in rural areas;fourth,speeding up the construction of small towns and developing the secondary and tertiary industries.展开更多

Laopingzi Village,Jiaopingdu Town,Luquan County,Kunming County,Yunnan Province,located in the dry-hot valley area of Jinsha River,has become a typical deep poverty-stricken village due to its special natural conditions.In recent years,in the battle to win the fight against poverty,the people of Laopingzi Village have achieved a virtuous cycle of the ecological environment and an access to get rid of poverty and get rich through vigorously developing green prickleyash planting industry. By the end of 2018,the incidence of poverty in Laopingzi Village Committee dropped from 45. 62% in 2014 to 1. 11%,and the green prickleyash planting industry had achieved remarkable results in poverty alleviation. The attitude of the least advantaged people to income inequality is important in regard to social stability,which is also a major concern of the government and researchers in China.This paper aimed to investigate the ...The attitude of the least advantaged people to income inequality is important in regard to social stability,which is also a major concern of the government and researchers in China.This paper aimed to investigate the perceptions and attitudes of the least advantaged people toward income inequality in China.An empirical analysis was conducted on farmers' attitudes to income inequality based on a questionnaire survey of 308 farmers in four villages in Yingshan,Hubei Province.Our results show that the respondents consider the income inequality as severe,and ability,hard work,and individual choices are the major determinant factors of income.It is shown that farmers in less developed areas are more likely to accept income inequality,and they ascribe this to their own failure rather than to social injustice.However,it is not the case that people living in poverty-stricken areas are satisfied with antipoverty policies;and these policies are expected to be further improved to increase the income of the poor.展开更多

The main driving forcesthat influenced temporal and spatial changes wereeconomic development of the whole province,ecological environment quality, infrastructureconditions and radiation of the key city. It is the most effective and direct way out of poverty. Dongchuan District, located in the alpine valley area of northeastern Yunnan, is a typical extreme poverty-stricken county in China. Under its jurisdiction, Awang Town is a mountainous township with a wide area of poverty and an extreme poverty. The incidence of poverty in 2015 reached 35.39%. In recent years, through the implementation of various policies to combat poverty, combined with the advantages as a traditional "hometown of migrant labor", focusing on employment- promoting poverty alleviation work, Awang Town has made certain achievements in poverty alleviation work. By the end of 2018, the poverty rate in the town fell to 0.57%, marking a major victory in the town s fight against poverty. Financial support is a crucial part of China's poverty alleviation effort.Thus,it is vital to understand how formal credit impacts income growth in rural households.In 2012,2015,and 2018,a survey was conducted to ...Financial support is a crucial part of China's poverty alleviation effort.Thus,it is vital to understand how formal credit impacts income growth in rural households.In 2012,2015,and 2018,a survey was conducted to obtain a panel dataset of 592 rural households from 6 poverty-stricken counties in western China,including counties in Guizhou,Yunnan,and Shaanxi provinces.We use the data to examine the effect of formal credit on rural household income and the mechanism that underlies this effect.We find that formal credit can significantly increase rural households'income in deprived areas in western China.Furthermore,formal credit promotes the reallocation of household labor from the agricultural sector to the non-agricultural sector and changes rural households'decisions about investment-consumption behavior.These are the drivers of changes in the amount and structure of household income.Further analyses show that formal credit may widen income inequality among rural households in western China's deprived areas.The individual characteristics of rural households,such as different levels of material capital,human capital,and social capital,bring about differences in the effects of formal credit on income growth.This study emphasizes that the implementation of formal credit is an essential strategy for poverty alleviation in underdeveloped areas,but policymakers should not excessively interfere with the financial market.展开更多
Despite China's fast-growing e-commerce and its great achievement in promoting poverty alleviation through consumption,little is known about Chinese consumers'online ethical consumption.Using the payment card ...Despite China's fast-growing e-commerce and its great achievement in promoting poverty alleviation through consumption,little is known about Chinese consumers'online ethical consumption.Using the payment card elicitation method,this paper designs a within-subject survey and a between-subject survey to investigate Chinese consumers'quality perception and preference for apples from poverty-stricken areas.The results show that before"information shock",emphasizing that taste and safety attributes of apples from poverty-stricken areas are the same as the conventional ones,Chinese consumers on average are willing to pay a 31%premium for apples from poverty-stricken areas.After"information shock",both the within-subject and between-subject designs show a minimal drop of the premium,implying that the ethical attribute is the main motivation for buying apples from poverty-stricken areas.The regression results show that quality perception of private attributes has significant effect on consumers'willingness to pay(WTP)for apples from poverty-stricken areas,and trust in government supervision of e-commerce plays an essential role in motivating online ethical consumption.展开更多

By using China's provincial data to validate this model, we have found a lack of sufficient public security services for the rich; an increase in cultural, educational and healthcare provisions as well as social relief for the poor over recent years; a lack of social security services for the poor; the availability of immediate economic services, but a lack of those with long-term benefits to the poor; the provision of subsidies to the rich and the furnishing of special-purpose services and support to the poor. The disparity in the provision of public services is primarily attributable to economic strength, economic deficiency, public preference and the government financial transfer payment mechanism. Last but not least, the paper presents some policy recommendations.展开更多

In recent decades, there is an increasing understanding that ecological poverty alleviation can meet the dual goals of environmental protection and rural poverty reduction. China is pivoting towards forestry-based poverty reduction in the severely poverty-stricken areas. However, several key factors remain elusive, including the extent to which the poor people benefit from forestry programs, whether they are satisfied with the policies and whether the policies are effective for poverty alleviation. Based on data collected through a questionnaire survey of 79 households in the prefectures of Nujiang and Aba, southwestern China, the analytic hierarchy process(AHP) approach was used to examine the effectiveness of the forestry-based poverty alleviation policy. The results showed that four poverty alleviation pathways, including industry, employment, micro-finance and pairing assistance in villages, had obviously increased the incomes of the filing poor households and solved the problem of "Two Worries-free and Three Guarantees". The poor were satisfied with the forestry-based ecological poverty alleviation policies and these policies had good effects in fighting against poverty. However, there are still some shortcomings, such as a lack of active participation, imperfect targeted identification, lack of funds and limited sources of funds during the policy implementation. Our results highlight the importance of the forestry industry and the public welfare position in the alleviation of poverty in the poverty-stricken areas. Synergies between ecological protection and poverty reduction are possible through sound forestry-based policies. This article recommends five policies to simultaneously realize the potential of poverty alleviation and environment protection through forestry development.展开更多

文摘The attitude of the least advantaged people to income inequality is important in regard to social stability,which is also a major concern of the government and researchers in China.This paper aimed to investigate the perceptions and attitudes of the least advantaged people toward income inequality in China.An empirical analysis was conducted on farmers' attitudes to income inequality based on a questionnaire survey of 308 farmers in four villages in Yingshan,Hubei Province.Our results show that the respondents consider the income inequality as severe,and ability,hard work,and individual choices are the major determinant factors of income.It is shown that farmers in less developed areas are more likely to accept income inequality,and they ascribe this to their own failure rather than to social injustice.However,it is not the case that people living in poverty-stricken areas are satisfied with antipoverty policies;and these policies are expected to be further improved to increase the income of the poor.
文摘This paper takes poverty-stricken countyas the basic unit, and selects net income per peasantto study the poverty status in Hebei Province during1986~2000.Temporal and spatial changes of poverty-stricken areas are analyzed. The result shows thatpoverty-stricken areas in Hebei Province distributedconcentratedly and the areas decreased during1986~2000, the net income per peasant was on therise with an increasing speed in off-poverty countiesbeing slightly higher than that in poverty-strickencounties, but the growth rate was extremely unstable,rising slowly in off-poverty counties while droppingin poverty-stricken counties. The main driving forcesthat influenced temporal and spatial changes wereeconomic development of the whole province,ecological environment quality, infrastructureconditions and radiation of the key city. On thisbasis, some anti-poverty countermeasures suitable tolocal conditions are proposed.
文摘Songpan County is a poverty-stricken county in Tibetan areas of Sichuan Province,it belongs to a concentrated poverty-stricken area in China.Through summarizing the specific conditions of multi-level cooperation and complementary advantage poverty alleviation model in Songpan County,this paper analyzed the effect of this model.Through the analysis on the cooperative poverty alleviation model(eastern-western cooperation,provincial targeted assistance,county-wide"four-leading and four-assistance"inner-party assistance,social force"10000 enterprises helping 10000 villages",and"visiting every household and keeping every person busy"),it summarized the implementation and actual results of each level.In addition,it summarized the problems encountered in the implementation process of multi-level cooperation and complementary advantage poverty alleviation model and came up with recommendations.With the aid of this successful multi-level cooperation and complementary advantage poverty alleviation model,Songpan County has achieved a decisive victory in the fight against poverty.At the end of April 2019,the poverty rate in the whole region fell to 0.45%,and it successfully took off the poverty hat.This paper analyzed and refined the specific practice,main achievements,successful experience,implications and reference significance of multi-level cooperation and complementary advantage poverty alleviation model,to provide necessary references for innovation of poverty alleviation model in poverty-stricken Tibetan areas,or even other similar provinces and regions.

文摘Poverty alleviation through employment promotion is to promote the poor households to get rid of poverty through promoting employment to increase income. It is the most effective and direct way out of poverty. Dongchuan District, located in the alpine valley area of northeastern Yunnan, is a typical extreme poverty-stricken county in China. Under its jurisdiction, Awang Town is a mountainous township with a wide area of poverty and an extreme poverty. The incidence of poverty in 2015 reached 35.39%. In recent years, through the implementation of various policies to combat poverty, combined with the advantages as a traditional "hometown of migrant labor", focusing on employment- promoting poverty alleviation work, Awang Town has made certain achievements in poverty alleviation work. By the end of 2018, the poverty rate in the town fell to 0.57%, marking a major victory in the town s fight against poverty. Through field investigations, this article summarizes the main practices of Awang Town to carry out employment-promoting targeted poverty alleviation, analyzes the poverty alleviation achievements and successful experience of the town s employment-promoting targeted poverty alleviation work and discusses the promotion and application of this model so as to provide reference Yunnan Province and other poverty-stricken areas to carry out employment-promoting poverty alleviation.

文摘Taking Ludian County in Zhaotong City of Yunnan Province for example,according to the data on residents'income gap in Ludian County during the period 2002-2011,we analyze the residents'income gap in Ludian County,and offer the forecast value of residents'income gap in Ludian County during the period 2012-2015,using Compertz curve model and Eviews software for fitting.The forecast value shows that the residents'income gap will continue to widen in Ludian County.Finally we put forth the recommendations for bridging the residents'income gap in Ludian County,in order to provide a reference for settling the problems concerning residents'income gap in other state-level povertystricken counties of Yunnan Province.

文摘Financial support is a crucial part of China's poverty alleviation effort.Thus,it is vital to understand how formal credit impacts income growth in rural households.In 2012,2015,and 2018,a survey was conducted to obtain a panel dataset of 592 rural households from 6 poverty-stricken counties in western China,including counties in Guizhou,Yunnan,and Shaanxi provinces.We use the data to examine the effect of formal credit on rural household income and the mechanism that underlies this effect.We find that formal credit can significantly increase rural households'income in deprived areas in western China.Furthermore,formal credit promotes the reallocation of household labor from the agricultural sector to the non-agricultural sector and changes rural households'decisions about investment-consumption behavior.These are the drivers of changes in the amount and structure of household income.Further analyses show that formal credit may widen income inequality among rural households in western China's deprived areas.The individual characteristics of rural households,such as different levels of material capital,human capital,and social capital,bring about differences in the effects of formal credit on income growth.This study emphasizes that the implementation of formal credit is an essential strategy for poverty alleviation in underdeveloped areas,but policymakers should not excessively interfere with the financial market.

文摘Despite China's fast-growing e-commerce and its great achievement in promoting poverty alleviation through consumption,little is known about Chinese consumers'online ethical consumption.Using the payment card elicitation method,this paper designs a within-subject survey and a between-subject survey to investigate Chinese consumers'quality perception and preference for apples from poverty-stricken areas.The results show that before"information shock",emphasizing that taste and safety attributes of apples from poverty-stricken areas are the same as the conventional ones,Chinese consumers on average are willing to pay a 31%premium for apples from poverty-stricken areas.After"information shock",both the within-subject and between-subject designs show a minimal drop of the premium,implying that the ethical attribute is the main motivation for buying apples from poverty-stricken areas.The regression results show that quality perception of private attributes has significant effect on consumers'willingness to pay(WTP)for apples from poverty-stricken areas,and trust in government supervision of e-commerce plays an essential role in motivating online ethical consumption.
文摘In the absence of household data, this article attempts to convert variables to build a public expenditure incidence assessment model by using middle-level data to analyse and explain the disequilibrium between the rich and poor in their public expenditure benefits. By using China's provincial data to validate this model, we have found a lack of sufficient public security services for the rich; an increase in cultural, educational and healthcare provisions as well as social relief for the poor over recent years; a lack of social security services for the poor; the availability of immediate economic services, but a lack of those with long-term benefits to the poor; the provision of subsidies to the rich and the furnishing of special-purpose services and support to the poor. The disparity in the provision of public services is primarily attributable to economic strength, economic deficiency, public preference and the government financial transfer payment mechanism. Last but not least, the paper presents some policy recommendations.
文摘Land use regionalization is a strategic measure for the rational use,management and protection of land resources based on local conditions.Based on the needs of targeted poverty alleviation and rural revitalization strategy and the analysis on the natural and socioeconomic conditions,characteristics of land resources,and the current status of land use in Luquan County,corresponding regionalization indices were selected from four aspects:economic environment conditions,socioeconomic conditions,land resources and land use structure,and poverty alleviation and development level,a scientific and feasible index system for land use regionalization was constructed,and land use in Luquan County was regionalized by using systematic cluster analysis method.The results show that the 16 townships(towns)of Luquan County were divided into four land use regions,poverty alleviation region for development of new town and characteristic industries in the southwest(I),agricultural development and ecological poverty alleviation region in central mountainous area(II),poverty alleviation region for development of characteristic agriculture and tourism towns in eastern plateau mountainous area(III),and poverty alleviation region for development of characteristic industries and protection of land economy in the northern alpine valley area(IV).In addition,suggestions were put forward for the rational use of land in each region.

文摘Poverty alleviation by supporting industry is a key measure to promote the poverty alleviation of relocated households. Taking Xundian County, the first county in Yunnan Province that has been lifted out of poverty, as an research case, this article analyzes and summarizes the industry-supporting poverty alleviation achievements and successful experience of two typical relocation areas (Shanhou Village and Eyang Village) in Xundian County. Practice has shown that the key to industry-supporting poverty alleviation lies in targetedness to strengthen the participation of poor farmers in industrial development. The interests of poverty alleviation entities should be linked by market mechanism to establish a benign interaction between all parties for win-win situation, thereby effectively guaranteeing the long-term and healthy development of poverty alleviation by supporting industry.

文摘China has adopted a long-term campaign against poverty. In recent decades, there is an increasing understanding that ecological poverty alleviation can meet the dual goals of environmental protection and rural poverty reduction. China is pivoting towards forestry-based poverty reduction in the severely poverty-stricken areas. However, several key factors remain elusive, including the extent to which the poor people benefit from forestry programs, whether they are satisfied with the policies and whether the policies are effective for poverty alleviation. Based on data collected through a questionnaire survey of 79 households in the prefectures of Nujiang and Aba, southwestern China, the analytic hierarchy process(AHP) approach was used to examine the effectiveness of the forestry-based poverty alleviation policy. The results showed that four poverty alleviation pathways, including industry, employment, micro-finance and pairing assistance in villages, had obviously increased the incomes of the filing poor households and solved the problem of "Two Worries-free and Three Guarantees". The poor were satisfied with the forestry-based ecological poverty alleviation policies and these policies had good effects in fighting against poverty. However, there are still some shortcomings, such as a lack of active participation, imperfect targeted identification, lack of funds and limited sources of funds during the policy implementation. Our results highlight the importance of the forestry industry and the public welfare position in the alleviation of poverty in the poverty-stricken areas. Synergies between ecological protection and poverty reduction are possible through sound forestry-based policies. This article recommends five policies to simultaneously realize the potential of poverty alleviation and environment protection through forestry development.
