Issues of "Agriculture, Rural Areas and Farmers" from the Perspective of Economy and Ideological System : Based on the Background of All-round Well-off Society

Based on CNKI core journals and CSSCI database, "agriculture, rural areas and farmers" were used as the key words to summarize 20 core articles and CSSCI articles with "agriculture, rural areas and farmers" as the key words from 2015 to 2020, so as to let more researchers have a deeper understanding and grasp of China s current problems of "agriculture, rural areas and farmers". Through the method of comparative analysis of studies, the problems that need to be solved in the work of "agriculture, rural areas and farmers" were discussed, so that other scholars can further clarify the research results and experience of "agriculture, rural areas and farmers", so as to deepen the reform of rural land system and steadily promote the work of "agriculture, rural areas and farmers" in the future. This study can provide thinking and reference for deepening the reform of rural land system and steadily promoting the work of "agriculture, rural areas and farmers".

Exploration and Practice of Ideological and Political Teaching Construction for Biochemistry Course in Agricultural Colleges and Universities

The Problems of Coordinating Urban-rural Development of Chongqing City and Corresponding Measures of Financial System

The thesis researches urban-rural coordination which is incorporated into the framework of "agriculture,rural areas and farmers",and it focuses on farmers' human resources development,agricultural industrial adjustment,rural regional coordinated development and so on.The main problems existing in the process of coordinating urban-rural development of Chongqing City are discussed under the foregoing framework.We find that input and flow direction of capital deviating from "agriculture,rural areas and farmers" is the direct cause of insufficient rural educational input,insufficient agricultural input,and irrational rural input,while the fundamental reason lies in the irrational financial policy.Based on this,the measures of innovating upon financial policy and financial system are put forward.

Through analyzing current situations of newspapers about agriculture,countryside and farmers and problems impairing development of these newspapers,this paper presents constructive recommendations for combination with NIE project at operational level.In China,NIE project should not copy foreign experience,but should proceed from rural realities,expend its intension and enrich its extension,and extend coverage of newspaper to all levels in rural areas.In addition,it is recommended to explore new approaches and find a new development road of newspapers about agriculture,countryside and farmers through transforming the publishing mode.

The Impact of China's Fiscal Expenditure in Agriculture on Farmer's Income

Based on the account of the vital role which the national finance played in supporting agriculture,the thesis presents the current situation of financial support for agriculture in China,in terms of the limited scale and irrational structure of financial support expenditure in agriculture.On the basis of the brief introduction of the current level of Chinese farmers' income,the thesis discusses the effects of scale and irrational structure of financial support expenditure in agriculture on the farmers' income,according to the related data of financial support expenditure in agriculture and rural per capita net income.The results indicate that the calculating regression equation has a remarkable explanation power,reflecting the positive role of financial support expenditure in agriculture played by national finance in increasing the farmers' income.As regards the structure of financial support expenditure in agriculture at present,according to the proportion from high to low,the expenditure primarily consists of three parts from high to low in sequence as follows:productive expenditure and funds for public undertakings,capital construction expenditure,and rural relief expenditure plus science and technology funds.Such sequence deviates from the marginal production effects of financial support expenditure in agriculture and the correlation of farmers' income,which demonstrates the severe irrationality of the structure of financial support expenditure in agriculture.Corresponding countermeasures are put forward as follows:on one hand,we should continue intensifying the efforts to support agriculture financially in order to form a regular increase mechanism;on the other hand,we should adjust and optimize the structure of financial support expenditure in agriculture,and further crystallize the investment flows.

Review and Prospect of Development Capability of New Generation Farmers

In the context of dual economic structure,there occurs shift of numerous rural surplus labors in China. As a special group lingering about in the edges of urban and rural areas,the new generation farmers become a hot spot of research. How to help them smoothly become successors of China's agricultural modernization construction is a focus of academic circles. Based on literature review,this paper analyzed connotation of development capability of new generation farmers from agricultural modernization,thinking ability construction,system and policy,and new farmers. Finally,it came up with prospect for development of new generation farmers.

Motivations,enablers and barriers to the adoption of climate-smart agricultural practices by smallholder farmers:Evidence from the transitional and savannah agroecological zones of Ghana

This paper examined the prioritized climate-smart agricultural practices by smallholder farmers,the motivations of adopting climate-smart agricultural practices,the enablers to the successful adoption of climate-smart agricultural practices,and the barriers to the successful adoption of climate-smart agricultural practices in the transitional and savannah agroecological zones of Ghana.Specifically,we employed ethnographic research using participatory approaches,including two stakeholder workshops and household surveys with 1061 households in the transitional and savannah agroecological zones of Ghana.The weighted average index(WAI)and problem confrontation index(PCI)were used to rank smallholder farmers’perceived enablers to the adoption of climate-smart agricultural practices and the barriers affecting climate-smart agricultural practices,respectively.Results suggest that the majority of the respondents used a suite of climate-smart agricultural practices,including the timely harvesting of produce and storage,emergency seed banking,appropriate and timely weed and pest control,and early planting as practices to build climate resilience.The majority of smallholder farmers primarily employed climate-smart agricultural practices to improve household food security(96.2%),reduce pests and diseases(95.6%),and obtain higher yields and greater farm income(93.2%).Findings also show that secured land tenure system arrangement,understanding the effects of climate change,and access to sustainable agricultural technologies were ranked the first,second,and third most important enablers to the adoption of climate-smart agricultural practices with the WAI values of 2.86,2.75,and 2.70,respectively.Key barriers to the successful adoption of climate-smart agricultural practices included incidences of pests and diseases(PCI=2530),inadequate access to agricultural credit(PCI=2502),high cost of improved crop varieties(PCI=2334),and limited government support with farm inputs(PCI=2296).Smallholder farmers need to be better supported through the provision of appropriate institutional and policy arrangements together with improved land management extension advice to overcome these barriers and facilitate the more effective implementation of climate-smart agricultural practices in Ghana.

Link-up between farmers and supermarket is a new move adopted actively by the current government, conducive to consumers, farmers and circulation enterprises. At present, link-up between farmers and supermarket is launched in China's 15 provinces and cities, which will set off the revolution in the field of agricultural circulation. Based on the current situation of link-up between farmers and supermarket and the existing problems, we put forth the following recommendations: promoting the quality of farmers' cooperative organizations; establishing the logistics center of fresh agricultural products; using economies of scale to reduce the fresh logistics costs; improving the operation and management level of fresh agricultural products in supermarket.

由强省到强国:省级政府推进特色农业强国政策体系的异质性研究

农业强省是农业强国的有机组成部分,地方政府对农业强国战略的推进是农业强国建设的重要环节。农业强国的政策体系主要以政策背景、政策手段和政策目标三大要素来构成。其中,政策背景作为出发点,分别从制度空间、经济空间、社会空间描绘出现实图景。各省以构建保障体系、产业体系、支持体系和创新体系的政策手段来贯彻落实农业强国战略,勾勒出鲜明的农业强国建设着力点。政策目标是政策体系的归宿点,央地政策的精准匹配体现出协同治理的思想。在建设农业强国的实践中,各省级政府要统筹发挥好不同体系的作用,打造具有弹性的特色农业强国建设体系,协调好中央与地方治理的关系,实现央地协同发展。

新农科背景下生物化学与分子生物学“根植三农聚焦融合”的课程思政教学实践

“根植三农聚焦融合”是河南牧业经济学院服务区域农牧产业发展,实现高水平应用型大学发展的重要抓手。生物化学与分子生物学课程是我校涉农专业的学科基础课程,新农科建设过程中学科融合的重要载体。为了新农课背景下课程思政目标的实现,课程组在思政案例凝练上,从学科发展史、三农实践应用、校友优秀案例、生态文明、职业道德与生物伦理等方面,搭建学生“三农”情怀的培养平台;在课程思政案例和实践项目安排上,对接行业发展、三农实践、教师科研、校企合作项目和学生自主创新项目等,建立学生知识应用的“融合”平台,从而实现对学生“根植三农”的情怀培养和“聚焦融合”的能力提升。授课过程中以线上线下混合式教学为主线,将单一的课堂讲授改造为人才培养全周期的参与。在课前的线上布置任务、课中的“六环节”教学和课后的第二课堂等环节中融入思政元素,通过具有一定挑战度、高阶性和创新性的知识应用达到思政目标。通过课程改革,学生在三农行业一线的就业率明显提升,利用学科融合解决三农问题的能力得到有效提升,增强了学生服务“三农”的意识,强化了学生的专业思想,激发了学生利用课程知识服务“三农”实践的内生动力。

中国山区旅游地农户生计韧性评价指标体系的构建与实证——以湖北省恩施州为例

山区旅游地兼具旅游资源丰富、生态环境脆弱、贫困人口集聚等多重特性,对中国山区旅游地农户生计韧性的科学评价有助于守护脱贫攻坚成果.本研究在农户生计韧性理论认知的基础上,结合区域特征构建了中国山区旅游地农户生计韧性评价指标体系,采用均值法对恩施州18个旅游村进行实证分析.研究结果表明:①以Speranza为代表的生计韧性评价指标体系较好地表达了农户应对冲击、实现更好结果的特性,但存在评价对象不明晰、指标选取不够严谨、评价体系构建不完整及本土适应性不够等问题;②结合中国山区旅游地特性对Speranza的评价指标进行了在地优化,通过Ω系数检验发现优化后的评价指标体系具有合理性;③恩施州旅游地农户的生计韧性总体处于低水平.从3大维度来看,除缓冲能力处于中等水平之外,学习能力和自组织能力均处于低水平,自组织能力水平最低.从地域分布来看,农户的生计韧性水平在不同地区或者同一地区的不同村落间都存在较大差异,其中宣恩县的农户生计韧性水平整体最低.

“三农”领域高校智库建设现状及发展路径探析

“三农”领域高校智库在“三农”问题分析、决策拟定及政策工具弥补纠正等方面发挥着重要作用。为促进中国“三农”领域学术研究与智库研究有效对接,分析相关高校智库建设现状,总结其发展行为、运行机制、成果水平等方面及特点。研究发现,中国“三农”领域的高校智库建设主要依托一批专业化的研究团队和学术机构,在“三农”领域智库中数量占比最高且呈现快速增长趋势,并表现出强烈的地域性特征,在推动农业产业高质量发展方面发挥重要作用;但面临着服务乡村振兴的激励有限、协同合作能力有限、农业生产活动复杂性与农村调查公益性、成果实效水平不高和政策转化力度不够、资源及资金投入缺乏多元化与灵活性等困境。针对此,提出发挥涉农学科优势、推动成果评价制度改革、营造良好生态体系、畅通资政服务渠道、打造政产学研联盟共同体、构建“旋转门”机制、与新农村发展研究院协同建设等对策建议,以期对“三农”领域高校智库体系的建设与转型升级有所裨益,更好地满足新时期全面推进乡村振兴战略的智力需求。

政策支持下农业供给侧需求对新农人职业能力的作用机理研究

农业供给侧需求是新时代新经济环境下重要的社会活动,关系到民生福祉。农业供给侧结构性改革、供给体系质量提高、供给效率提升等与政府政策实施及新农人职业能力发展有着密不可分的联系。通过广泛调研、数据分析、计量验证、科学假设等各变量机理的研究,发现政策支持下的农业供给侧的主体性需求对新农人职业能力有显著的提升效果,对加速农村产业融合发展以及促进乡村农业振兴有积极的促进作用。

新型职业农民经济权利的体系构建与法律保护

保护新型职业农民的经济权利,对保护新型职业农民的生存权、发展权具有重要意义,也有利于农业现代化和乡村振兴的实现。目前,中国已经初步构建起新型职业农民经济权利法律保护体系,但仍然面临一些现实挑战。保护新型职业农民的经济权利,需要出台支持新型职业农民发展的专门法,并完善现代农业、农民经济合作组织相关法律制度。行政机关出台的农业政策应符合法治精神,依法为新型职业农民提供优质的公共服务。应鼓励社会力量为新型职业农民提供法律咨询,开展法律宣传活动,并完善矛盾纠纷的调解解决方式。强化对经济权利的法律保护,要发挥新型职业农民自身的作用,并加强对新型职业农民的专业技能教育和法制教育。

学科课程思政元素挖掘及应用策略

人才培养是高校的根本任务,也是高等教育的核心内容。课程思政理念下,深入挖掘学科课程思政元素,有助于提升人才培养质量,激发学生的学习热情,调动学生的学习积极性,从而提升人才培养质量。但在学科课程思政元素挖掘的过程中还存在学科课程思政改革的宽度与思政元素挖掘的精度不够、学科课程思政育人的一体化教学管理体系难以建立、学科教师的课程思政意识有待提高、学科课程思政教育的质量评价体系尚待建构等问题。在挖掘学科课程思政元素时应从元素属性中积极提炼课程思政元素的育人目标,保障课程思政教育的“又红又专”;从教学环节中多角度深挖学科的课程思政元素,确保课程思政教育的“源头活水”;从教学方法与手段中拓展课程思政元素的融合路径,力促课程思政教育的“水乳交融”;从教学策略中反思课程思政元素挖掘的实施路径,保证课程思政教学策略的“不拘一格”。通过实现专业教育与课程思政元素的应用相辅相成、在专业教育之下进行德育教育、积极挖掘课程思政元素的专业载体、创新课程思政教育的方法手段等提升学科课程思政元素的应用效能。
