The fusion of urban agriculture, ecotourism and cultural innovation industry has been a necessary way for industry updating, value increase and income im- provement of farmers in suburbs. The methods available of the fusion are as fol- lows： corporation development and operation, led by government with an integrated plan; corporation management and development under guidance of market with sup- port from government; collective development under guidance of market and policies; individual development and operation with the model of ＂villagers participation de- pending on infrastructure provided by government＂. The four routes enjoy exclusive advantages and characters. Hence, different villages and towns should adopt the most suitable one according to local conditions for further development and management.

Inheritance,Innovation and High-quality Development of Tea Industry in Xianning City,Hubei Province

Xianning City is a main tea producing area in Hubei Province,the capital of"border-selling tea"in China,and an important starting point for the Ten-Thousand-Mile Tea Road across the Eurasian continent.This paper studies the tea industry in Xianning from the aspects of top 100 counties of tea industry,important agricultural cultural heritage,famous Chinese historical and cultural villages,China’s time-honored brands,major brands,and designated production enterprises of border-selling tea.Besides,it introduces intellectual property resources of the tea industry from traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,trademarks,etc.Then,it analyzes major problems in the inheritance,innovation and high-quality development of Xianning tea,especially the border-selling tea.Finally,it comes up with constructive recommendations of starting the cultural inheritance and development project and upgrade project of the tea industry to build the capital of China’s border-selling tea.

Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

2018 petroleum & chemical industry development report

In 2018,the petroleum and chemical industries of China achieved steady economic growth.The main business income of the entire industry was 12.4 trillion CNY,an increase of 13.6%over the previous year.The total profit was 83.93 billion CNY,an increase of 32.1%over the previous year.The total national oil and gas production reached 334 million tons of oil equivalent,increasing by 2.4%year-on-year.Among the total production,crude oil production was 189 million tons,decreased 1.2%,and natural gas production was 161.02 billion cubic meters,increased 7.5%year on year.Imported crude oil production was 462 million tons,an increase of 10.1%over the last year.Imported gas production was 125.72 billion cubic meters,increased 31.9%.The annual processing capacity of crude oil was 604 million tons,up by 6.8%.The refined oil production was 360 million tons,up by 3.6%.The industry structure was optimized for production growth in 2018,the transformation and upgrading of enterprises and products structure adjustment were sped up,energy efficiency was improved,and overall industrial benefit was rebounded.At present,the economic operation of the industry is still not very stable,and downward pressure is still great,mainly being reflected in the overcapacity of some industries,high cost operation of enterprises,increased tax burden,and weak investment.With the slow recovery of the global economy and the key support of high-quality development through technological innovation,it is expected that the petroleum and chemical industry of China will achieve the general objective of steady growth in 2019.

Properly Understanding Supply–side Structural Reform in the Cultural Sector

The proposal of supply–side structural reform in the cultural sector is based on theoretical inspiration from the economic sector and actual issues in the cultural sector. A proper understanding of the proposal is crucial to the implementation of the reform which should be based on the backgrounds of macroscopic reform and cultural development of the country as well as the need for theoretical innovation. The reform should be carried out with a clear understanding of China's current conditions, a clarification of the reform thinking, the similarities and differences of supply–side structural reforms between the cultural and the economic sectors, as well as an analysis of issues related to the "supply–side" and "structure" in the cultural sector. Concerted efforts from the government through guidance, and market entities through operation should be made to apply appropriately to the reform principle of "unity of doubles effects." Innovations, especially those in technology and institutions, should be promoted as a new momentum to drive cultural development. Concerted efforts from the government and enterprises should underpin optimal supply and a mechanism for competition should be established to ensure effective supply in the cultural sector. In the meantime, the upgrading of demand should be used as a new guidance for effective supply and investment should be oriented to supplement the need for public cultural services. Attention should be paid to a satisfaction–oriented approach to fill the gaps in cultural consumption. For the cultural industry and undertakings, it is now the prime time which brings along great opportunities for development and challenges for reform. From now on the cultural sector should seek its development from transformation and upgrading. Supported by the central government through policy incentives and driven by technological innovations and the capital markets, the cultural industry will maintain stable growth for a relatively long period. In the implementation of supply–side structural reform in a well–organized and all–round way, governments, markets, enterprises, and the industry should each perform their functions and make concerted efforts for innovation to jointly promote the sound development and sustainable growth of the cultural sector.

新基建为文化创意产业的蓬勃发展创造了扎实的物质平台,而文化创意产业同样以其新颖的思维创新反哺前者成长。然而,除却浮于表面的直接干预,隐匿于新基建和文化创意产业系统内部的作用规律才是促进其二者可持续发展的源动力。基于此,本研究以系统动力学技术为依托,以理清创造与创新辩证逻辑关系为引领,通过数值仿真模拟论证了新基建对文化创意产业之显著涌现作用的存在。在理论启示层面,提出了存在于新基建与文化创意产业间以涌现作用与闭环反馈为基础的增效发展规律。在实践启示层面,研究认为文化创意产业发展须稳抓新基建平台跳板,发挥涌现作用的促动价值,充分释放全要素生产率,以系统观念指导产业高质量发展。

西部地区城镇居民文化消费的影响机制

基于2010—2020年西部地区数据,运用固定效应面板模型对城镇居民文化消费的内在影响机制进行实证分析。结果表明:科技创新和文化产业集聚对西部地区城镇居民文化消费影响均有促进作用;区域异质性和产业异质性方面,科技创新和文化产业集聚对西南地区城镇居民文化消费的促进效用均高于西北地区,且对文化服务业的消费市场影响最显著。为了优化西部文化消费结构,应探索文化产业的科技创新型发展路径,提升文化消费市场潜力。

技术创新抑制地区文化产业多元化发展的机制与后果研究

文化发展需要百家争鸣,从产业角度而言表现为文化产业多元化,但是技术创新使得竞争力强的企业和产业获得较高的成长概率,对一个地区而言是否意味着产业多元化程度受到抑制?如果是,是否一定是坏事?针对上述问题,本文基于中国31省区市1997—2021年的面板数据,研究技术创新对文化产业多元化的影响和该影响给文化产业带来的变化。研究表明,技术创新对文化产业多元化存在抑制效应,且区域差异显著。从特征来看,政府产业支持力度越小、数字化水平越高,技术创新的抑制效应越强;技术创新“倒U形”影响文化产业多元化;技术创新对文化产业多元化发展的抑制程度随地区多元化程度增强而减弱。从后果来看,文化产业多元化的降低和集中化程度的提升有利于提高产业产出,但会造成产业发展模式过分依赖投资驱动。
