The Innovation and Practice in Jakarta-Bandung High Speed Railway Construction

As a flagship project of Sino-Indonesia cooperation within the framework of“the Belt and Road”Initiative(BRI),Jakarta-Bandung High Speed Railway(Jakarta-Bandung HSR)is the first overseas high speed railway entirely implementing China's high speed railway technology with all systems,elements and industrial chain.It marks the success of extensive consultation,joint contribution and shared benefits between China and region states to achieve modernization.By studying the Jakarta-Bandung HSR project,this paper concludes the innovations and successful practices in“going global”of China's railway industry in terms of project organization,engineering construction,railway equipment,operation management,risk prevention and control,etc.Meanwhile,focusing on one of the eight major steps to support high-quality Belt and Road cooperation proposed by President Xi Jinping—building a multidimensional“the Belt and Road”connectivity network,this paper puts forward the specific outlook for China's high speed railway to“go global”and jointly build“the Belt and Road”Initiative from two perspectives of international railway engineering and international scientific and technological cooperation.

Relationship between Project Consultants’ Performance and Project Success in the Rwandan Construction Industry

As discovered, today’s Rwandan construction industry is developing day by day, which plays a very important role in the country’s economic growth. In the construction industry, project consultants play a very significant role in providing services for such projects. The project consultants provide services from the beginning of the project to the completion of the project. Using project consultants is very useful for construction projects because it can ameliorate project efficiency and effectiveness. The main purpose of this paper is to investigate the relationship between project consultants’ performance and project success in the Rwandan construction industry. The data used in this study were obtained from primary and secondary sources. The secondary data was attained through an elaborated literature review of various books, articles, and papers related to this research to outlining and describing the chief ideas of this research title. The primary data was compiled through a questionnaire survey that was directed to 110 selected professionals in the construction projects in Rwanda to collect data from the site for statistical analysis of the research to test the hypothesis. However, a total of 90 usable responses were received within the scheduled period representing the response rate of 81.82%, which is likely to be representative and acceptable. Data collected from the questionnaire surveys were analyzed using the Statistical Package for Social Scientists (SPSS), excel spreadsheets, and Relative Importance Index (RII), which provide more merit presentations. The survey results show that even if there are many obstacles in the use of project consultants in the Rwandan construction industry such as lack of knowledge and practice in project consulting, lack of well-trained project consulting professionals, lack of training opportunities in project consulting, lack of knowledge and experience in addition to the senior management opposition, and lack of local project consulting guidelines and information;they are needed in the construction project to make it more successful through reducing and saving the overall project’s life cycle cost according to client’s wishes, keeping time of construction project, improving quality of the project products in the present and future, removing major variations that affect construction project with its attendant cost overrun, and advising on construction project process. Therefore, it is more important to remark that the good performance of the project consultants in any industry especially in the construction industry will contribute to the successful implementation of the project. From the results of the study, the performance of project consultants is closely related to the success of the construction industry in Rwanda. The project consultants’ leading skills and knowledge automatically guide the project to complete with accurate time, budget, and quality to make the project successful. In this paper, we will also consider the project success criteria;the role and responsibility of project consultants;the factors affecting the performance of project consultants;and the reasons that hinder the implementation of project consulting in the Rwandan construction industry.

Research on the railway construction process quality model based on the state space method

In the ISO9000"input-output"process model,the concept of process quality is difficult to get the correct interpretation. From the"white box"theory of process,this paper puts forward the scientific meaning of the concept of process quality and the process quality model by taking the basic operating unit of 6M1E in the railway construction project for example. The basic operating unit system consists of technological natural process,operation process and management process;the process quality of the basic operating unit system depends on the interrelation and interaction among those three sub-processes,and also subjects to the impact of the external disturbance input factors. Finally,the cast-in-situ prestressed concrete continuous box girder construction process is utilized to elaborate the specific application of this theory in the quality management of the railway construction project.

Project management maturity in construction consulting services: Case of Expo in China

For many years,project management maturity models(PMMM)derived from the software industry have brought immeasurable benefits.However,the adoption and investigation of PMMM in the construction field have been weak and insufficient,particularly in construction consulting services(CCS).Moreover,professionals have gradually realized the importance of non-process factors(e.g.,teamwork,culture,leadership)in the evaluation of PMMM.This study describes the construction of PMMM for CCS that considers non-process factors and combines them with CCS-specific process factors.To verify the effectiveness of the proposed model,we conduct a case study on the overall project management consultancy for China’s 2010 Winter Expo.The results would fill in the PMMM research gap in CCS and provide practitioners with ideas to improve their performance.

工程造价咨询在建筑企业精益化管理中的应用研究

本研究提出了一种结合霍尔三维结构的工程造价咨询精益化管理系统,并使用建筑信息模型技术解决了信息集成性不足、数字化服务体系不成熟的问题,促进对工程造价咨询精益化管理。结果表明,该系统不仅可以节省资源、提高效率,还可以准确实现项目价值增值和项目咨询服务一体化的目标,研究结果可应用于工程造价咨询行业。

Construction management and technical innovation of the Beijing–Shanghai High Speed Railway

1 Project overview The Beijing–Shanghai High Speed Railway(HSR)represents a major national strategic transportation project in China that is characterized by the largest-scale one-time investment in the country.At the time,it was the longest HSR constructed in a single phase,with the highest technical standards in the world.Acting as an HSR artery between the Northern and Eastern regions of China,the Beijing–Shanghai HSR is the busiest HSR with the highest ridership in the country and the world at large.Additionally,it is the only commercial HSR consistently operates at a speed of 350 km/h globally.

造价管理是建筑企业开展成本管理的关键,也是难点所在。结合BIM技术开展全过程协同管理能在传统管理模式基础上大幅提高管理效率,避免了重复计算、人为误差等问题,意义重大。对此,结合江苏淮安涟水高沟镇高沟社区建设项目住宅楼工程,分析工程实践中以BIM技术协同工程造价管理之效果。应用成果显示BIM技术能有效避免常规管理中常见的管线碰撞、钢筋碰撞等问题,优化了设计方案,保障了施工质量且缩短了工期,应用价值显著。

国家会议中心二期项目作为2022年北京冬奥会和冬残奥会主媒体中心(MMC),设计时间紧、工程体量大、结构复杂。为提高专业间协同效率、提升施工图设计质量、保证现场施工进度、为后续设计施工一体化奠定基础,以REVIT软件为平台,采用全专业协同BIM设计,即正向BIM设计。以国家会议中心二期项目为例,讨论并总结了结构专业在设计过程中引入正向BIM设计的优势、正向BIM设计的难点与重点、现阶段BIM设计存在的问题,以期为后续项目开展全专业协同BIM设计提供帮助。
