Cost overrun is a common problem in construction projects worldwide.Most Indian construction projects,particularly those involving high-rise buildings,have had severe cost overruns.For managers,architects,engineers,an...Cost overrun is a common problem in construction projects worldwide.Most Indian construction projects,particularly those involving high-rise buildings,have had severe cost overruns.For managers,architects,engineers,and contractors,completing building projects within the specified cost budget has become the most important and hard assignment.Since it is common for high-rise building projects to go over budget,the aim of this study is to find out the causes of cost overruns and provide effective measures.The study found 70 cost overrun factors based on a comprehensive literature review and expert opinions.A Google form questionnaire was distributed to 150 construction professionals across India.After following up,101 of the 150 responses were received.A five-point Likert scale was used and the acquired data was analyzed and ranked using the Relative Importance Index(RII)technique.According to the findings of RII,the top ten critical factors influencing cost overruns were frequent change orders during construction by the owner,delay in construction,escalation of material prices,market inflation or deflation,rework,frequent changes in design,inaccurate evaluation of the project timeline,unforeseen ground condition,inaccurate quantity take-off,and delay in progressive payment by the owner.Spearman’s rank correlation test revealed that there is a very significant relationship between the rankings of factors provided by the owner,the consultant,and the contractor.In addition,a factor analysis tool in the SPSS software was also used to categorize the seventy factors into sixteen core components.The top ten critical factors were presented to subject matter experts,and their suggestions were being compiled.These results are expected to help construction professionals minimize cost overruns,improve cost control measures,and initiate future research.展开更多

Vietnam has become a major market for construction enterprises from East Asian countries, especially from China, to participate in international project contracting, but serious schedule delays have important adverse ...Vietnam has become a major market for construction enterprises from East Asian countries, especially from China, to participate in international project contracting, but serious schedule delays have important adverse effects on local government and foreign investment companies. Based on international engineering contracting mode of Vietnam highway BOT construction projects, we discussed the drive financial factors of schedule delays, using the methods of exploratory factor analysis and questionnaire survey, and evaluated the effects of various factors which are through regression analysis. The empirical results show that the five categories of financial factors, including the policy change, slow payment, financial mismanagement, financial market changes and lack of fiscal, have significant effects on schedule delay. Furtherly, we suggested that strengthening policy research and improving financial management ability should be used to reduce the influence of relevant financial factors on schedule delay, to improve the profitability of international businesses and the motivation of foreign enterprises to participate in Vietnam highway project.展开更多

In order to develop highly quality software, it is important to respond to these risks reasonably and promptly. In addition, it is not easy for project managers to deal with these risks completely. Therefore, it is essential to manage the process quality by promoting activities of process monitoring and design quality assessment. In this paper, we discuss statistical data analysis for actual project management activities in process monitoring and design quality assessment, and analyze the effects for these software process improvement quantitatively by applying the methods of multivariate analysis. Then, we show how process factors affect the management measures of QCD (Quality, Cost, Delivery) by applying the multiple regression analyses to observed process monitoring data. Further, we quantitatively evaluate the effect by performing design quality assessment based on the principal component analysis and the factor analysis. As a result of analysis, we show that the design quality assessment activities are so effective for software process improvement. Further, based on the result of quantitative project assessment, we discuss the usefulness of process monitoring progress assessment by using a software reliability growth model. This result may enable us to give a useful quantitative measure of product release determination.展开更多

In order to ensure the validity of policy-making,this work firstly exerts a method to do cost-benefit analysis for three kinds of technologies such as building-integrated solar hot water (BISHW) system,building-integrated photovoltaic (BIPV) technology and ground water heat pump (GWHP). Through selecting a representative city of every climate region,the analysis comes into different results for different climate regions in China and respectively different suggestion for policy-making. On the analysis basis,the Ministry of Construction (MOC) and the Ministry of Finance of China (MOF) united to start-up Building-integrated Renewable Energy Demonstration Projects (BIREDP) in 2006. In the demonstration projects,renewable energy takes place of traditional energy to supply the domestic hot water,electricity,air-conditioning and heating. Through carrying out the demonstration projects,renewable energy related market has been expanded. Project cost risk analysis considers the different costs associated with a project and focuses on the uncertainties and risks that may affect these costs. An implementation of PRM (project risk management) process on regional construction project has been carried out to maximize the likelihood of project meeting its objectives within its constraints. Qualitative and quantitative risk analyses have been carried out. The qualitative analysis is presented in a table that shows top ranked risks in Libyan construction projects based on probability-impact grid technique. In quantitative risk analyses, Mont Carlo simulation technique has been conducted to quantify and evaluate the overall level of risk exposure associated with the project completion cost. A project simulation uses a model that translates cost uncertainties into their potential impact on project objectives. A frequency curve model that represents simulation results of project completion costs has been constructed. The frequency curve model shows all possible outcomes of expected project cost at different probabilities. Project manager or decision maker can select the appropriate project budget. If a probability of 0.95 confident project budget is selected that means cost overrun risk can be minimized to a probability of 0.05. It is very helpful for project manager to take decisions based on information that shows project completion cost and its associated probability rather than usin single information of estimated cost.展开更多

As emphasis has been placed on using the incentive-based mechanism by the central government, rapid progress on PES research and practice has been achieved. However PES still faces many difficulties. A key issue is the lack of a fully-fledged theory and method to clearly define the design scope, accounting and feasibility of PES criteria. An improved watershed criteria model was developed in light of research on PES practices in China, investigations on the water source area for the Middle Route Project of South-to-North Water Diversion and ecosystem services outflows theory. The basic principle of assessment is the direct and opportunity cost for ecological conservation and environmental protection in the water source area deduct nationally-financed PES and internal effect. Then the scope and the criteria methods were determined, and internal effect was put forward to define benefits brought from water source area. Finally, Shiyan City, which is the main water source area for the Project of Water Diversion, was analyzed by this model and its payment was calculated. The results showed that: (1) during 2003–2050, the total direct cost and opportunity cost would reach up to 262.70 billion and 256.33 billion Chinese Yuan (CNY, 2000 constant prices), i.e., 50.61% and 49.38% of total cost, respectively; (2) Shiyan City would gain 0.23, 0.06 and 0.03 CNY/m3 in 2014–2020, 2021–2030, and 2031–2050, respectively.展开更多

LPDP can overcome the deficiency of the total variability factor analysis and locality preserving projection (LPP). LPDP can effectively use the speaker label information of speech data. Through optimization, LPDP can maintain the inherent manifold local structure of the speech data samples of the same speaker by reducing the distance between them. At the same time, LPDP can enhance the discriminability of the embedding space by expanding the distance between the speech data samples of different speakers. The proposed method is compared with LPP and total variability factor analysis on the NIST SRE 2010 telephone-telephone core condition. The experimental results indicate that the proposed LPDP can overcome the deficiency of LPP and total variability factor analysis and can further improve the system performance.展开更多
In this paper,we discuss the influence of economic,environmental and legal policies of the state on the management of investment projects in the area of industrial construction in Poland.Our empirical study relies on ...In this paper,we discuss the influence of economic,environmental and legal policies of the state on the management of investment projects in the area of industrial construction in Poland.Our empirical study relies on conducting a questionnaire survey.A total of 158 Polish companies dealing with industrial construction took part in the survey.Then,the collected questionnaires were subjected to a thorough analysis and interpretation,with the use of a method called the exploratory factor analysis(EFA).Our research reveals the key factors influencing successful investment project management in the Polish industrial construction sector.These factors have been identified as the“availability of technology in a stable political system”,“stability of the economic and tax systems”,“stable social system policy,stability and transparency of the legal system”and a“well-targeted environmental policy”.A key conclusion that can be drawn from our study is that an efficient management of investment projects in the industrial construction industry is significantly influenced by properly shaped and stable economic,environmental,and legal policies of the state.展开更多

文摘In this paper,we discuss the influence of economic,environmental and legal policies of the state on the management of investment projects in the area of industrial construction in Poland.Our empirical study relies on conducting a questionnaire survey.A total of 158 Polish companies dealing with industrial construction took part in the survey.Then,the collected questionnaires were subjected to a thorough analysis and interpretation,with the use of a method called the exploratory factor analysis(EFA).Our research reveals the key factors influencing successful investment project management in the Polish industrial construction sector.These factors have been identified as the“availability of technology in a stable political system”,“stability of the economic and tax systems”,“stable social system policy,stability and transparency of the legal system”and a“well-targeted environmental policy”.A key conclusion that can be drawn from our study is that an efficient management of investment projects in the industrial construction industry is significantly influenced by properly shaped and stable economic,environmental,and legal policies of the state.
