Comparison between Chinese Supervision Enterprise and International Project Management Enterprise

With the entrance into WTO, the Chinese supervision enterprises face the serious challenge never existed before. Comparing with other type enterprises Chinese supervision enterprises nature of China are the same as project management companies in connotation and service scope in nature. They have much superiority in development of the project management work. Through comparing and analyzing the special feature between Chinese supervision enterprise and international project management enterprise, this paper points out the gap between them, and table the proposal of they transforming to the project management enterprises.

Measures to strengthen engineering quality supervision in construction management

Study of Quality Management in Construction Projects

This research management, exp and lores preliminarily the practices of quality management, management commitment in quality quality management implementation problems in construction projects in the context of Malaysian construction industry. The research applies semi-structured interview approach with twelve project management practitioners. The findings of the study indicate that the state of quality management in construction projects in Malaysia needs to be strengthened and there are problems in relation to quality management implementation that require attention and further research. The paper provides an insight on the state of quality management in construction projects in Malaysia.

Enhancing Private Healthcare Effectiveness in Lagos State, Nigeria: An Overview of the Effect of Quality Improvement Initiatives and Implications for Sustainable Healthcare Delivery

Background: Nigeria, a nation grappling with rapid population growth, economic intricacies, and complex healthcare challenges, particularly in Lagos State, the economic hub and most populous state, faces the challenge of ensuring quality healthcare access. The overview of the effect of quality improvement initiatives in this paper focuses on private healthcare providers in Lagos State, Nigeria. The study assesses the impact of donor-funded quality improvement projects on these private healthcare facilities. It explores the level of participation, perceived support, and tangible effects of the initiatives on healthcare delivery within private healthcare facilities. It also examines how these initiatives influence patient inflow and facility ratings, and bring about additional benefits and improvements, provides insights into the challenges faced by private healthcare providers in implementing quality improvement projects and elicits recommendations for improving the effectiveness of such initiatives. Methods: Qualitative research design was employed for in-depth exploration, utilizing semi-structured interviews. Private healthcare providers in Lagos involved in the SP4FP Quality Improvement Project were purposively sampled for diversity. Face-to-face interviews elicited insights into participation, perceived support, and project effects. Questions covered participation levels, support perception, changes observed, challenges faced, and recommendations. Thematic analysis identified recurring themes from interview transcripts. Adherence to ethical guidelines ensured participant confidentiality and informed consent. Results: Respondents affirmed active involvement in the SP4FP Quality Improvement Project, echoing literature emphasizing private-sector collaboration with the public sector. While acknowledging positive influences on facility ratings, respondents highlighted challenges within the broader Nigerian healthcare landscape affecting patient numbers. Respondents cited tangible improvements, particularly in staff management and patient care processes, validating the positive influence of quality improvement projects. Financial constraints emerged as a significant challenge, aligning with existing literature emphasizing the pragmatic difficulties faced by private healthcare providers. Conclusions: This study illuminates the complex landscape of private healthcare provision in Lagos State, emphasizing the positive impact of donor-funded quality improvement projects. The findings provide nuanced insights, guiding policymakers, healthcare managers, and practitioners toward collaborative, sustainable improvements. As Nigeria progresses, these lessons will be crucial in shaping healthcare policies prioritizing population well-being.

Projection pursuit cluster model and its application in water quality assessment

One of the difficulties frequently encountered in water quality assessment is that there are many factors and they cannot be assessed according to one factor, all the effect factors associated with water quality must be used. In order to overcome this issues the projection pursuit principle is introduced into water quality assessment, and projection pursuit cluster(PPC) model is developed in this study. The PPC model makes the transition from high dimension to one-dimension. In other words, based on the PPC model, multifactor problem can be converted to one factor problem. The application of PPC model can be divided into four parts: (1) to estimate projection index function Q(); (2) to find the right projection direction ; (3) to calculate projection characteristic value of the i th sample z-i, and (4) to draw comprehensive analysis on the basis of z-i. On the other hand, the empirical formula of cutoff radius R is developed, which is benefit for the model to be used in practice. Finally, a case study of water quality assessment is proposed in this paper. The results showed that the PPC model is reasonable, and it is more objective and less subjective in water quality assessment. It is a new method for multivariate problem comprehensive analysis.

Application of Projection Pursuit Evaluation Model Based on Real-Coded Accelerating Genetic Algorithm in Evaluating Wetland Soil Quality Variations in the Sanjiang Plain, China

A new technique of dimension reduction named projection pursuit is applied to model and evaluatewetland soil quality variations in the Sanjiang Plain, Helongjiang Province, China. By adopting the im-proved real-coded accelerating genetic algorithm (RAGA), the projection direction is optimized and multi-dimensional indexes are converted into low-dimensional space. Classification of wetland soils and evaluationof wetland soil quality variations are realized by pursuing optimum projection direction and projection func-tion value. Therefore, by adopting this new method, any possible human interference can be avoided andsound results can be achieved in researching quality changes and classification of wetland soils.

Evolution trend of the water quality in Dongping Lake after South-North Water Transfer Project in China

To investigate the evolution trend of water quality in Dongping Lake after South-North Water Transfer Project operation as well as to ensure the safe usage of the water receiving areas, water samples were collected and determined before and after water delivery in different hydrological seasons. Then, comprehensive pollution index method, comprehensive nutrition state index method and health risk assessment model were utilized to evaluate the quality, nutrition, and health risk of Dongping Lake water. Results showed that the quality of Dongping Lake water still met level Ⅲ (light pollution) no matter before or after water delivery. The nutrition state was improved from light eutropher before water delivery to mesotropher after water delivery. The health risk level was reduced from high-medium before water delivery to medium level after water delivery. In summary, the operation of the eastern route of South-North Water Transfer Project is beneficial for water environment improvement of Dongping Lake.

Quality Guided Phase Unwrapping for Fringe Projection Profilometry

Fringe projection technique is a non-contact, full field 3-D shape measurement method. The object depth information is recorded in one or several deformed fringe patterns. The phase-shifting algorithm or the Fourier transform method can be used to extract the wrapped phase data. A phase unwrapping process is then applied to retrieve a continuous phase distribution, which represents the surface profile of the test object. In this paper, a quality-guided phase unwrapping approach is incorporated and two novel phase quality evaluation methods are proposed to facilitate the phase unwrapping process.

Improving Internationally Core Competences Based on the Capabilities of Precise and Accurate Project Management

Modern international project management has entered the phase of precise and accurate project management after the global financial crisis broke out at the beginning of the 21 stcentury. However, its development has faced new challenges since there has been lack of explicitly unanimous definition for the capability dimensions of precise and accurate project management, as well as the models and their process control parameters. The required core capabilities based on the precise and accurate project management for various rings are involved in the project life cycle, namely, the required internationally core competences and their components for the phases of project strategic planning and decision making in the early project phase, as well as the value engineering, and the project supervision and controls during the execution phase.Through studying the effects of the internationally core competences based on precise and accurate project management capabilities for the success and excellence of projects and configuring such models, the goal is to help the main contractors continuously obtain project success and excellence, thus improve its internationally core competences with continuous project success and excellence.

Target Entities of Total Quality Management Based on the New TQM and Three-Dimensional Unification Value Models

In recent years, the method of TQM (Total Quality Management) is widely recognized. However, contents of target entities for assessment are various, and it is very difficult to define the whole scope of TQM. On the other hand, it is very important to define the whole target entities of quality management about the TQM because lack of important target entities may cause significant risk of loss in future. Furthermore, target entities of TQM should correspond to needs and priority of an objective requirement and that should be based on the consideration of basic principle of quality management. In the previous study, we have proposed the “framework of new TQM” of assessment for a total quality management of organizations based on the original concept of “TQM matrix”. On the other hand, we have proposed the view point of “Three-Dimensional Unification Value Models” for an evaluation of system product. Therefore, in this paper, we propose the target entities of whole assessment of quality management of organization totally based on the consideration of “New TQM framework” and the view point of “Three-Dimensional Unification Value Models”. Also, this paper proposes the result of verification based on the result of comparison between proposed target entities of assessment and American Malcolm Baldrige Prize for Performance Excellence.
