With the fast growth of Chinese economic, more and more capital will be invested in environmental projects. How to select the environmental investment projects (alternatives) for obtaining the best environmental quality and economic benefits is an important problem for the decision makers. The purpose of this paper is to develop a decision-making model to rank a finite number of alternatives with several and sometimes conflicting criteria. A model for ranking the projects of municipal sewage treatment plants is proposed by using exports' information and the data of the real projects. And, the ranking result is given based on the PROMETHEE method. Furthermore, by means of the concept of the weight stability intervals (WSI), the sensitivity of the ranking results to the size of criteria values and the change of weights value of criteria are discussed. The result shows that some criteria, such as “proportion of benefit to project cost”, will influence the ranking result of alternatives very strong while others not. The influence are not only from the value of criterion but also from the changing the weight of criterion. So, some criteria such as “proportion of benefit to project cost” are key critera for ranking the projects. Decision makers must be cautious to them. 展开更多

Project portfolio management is proved to be remarkable for an enterprise to attain competences. When selecting project portfolios,enterprises are willing to know which one has the largest return on investment rate when realizing enterprise strategy. A methodology for project portfolio ranking by adopting the concept of Strategic Contribution Efficiency( SCE) is proposed. SCE acts as the measure that demonstrates what degree a project portfolio would contribute to enterprise strategy at specific cost. Evaluation criteria are established according to the practical requirements of enterprises. Data Envelope Analysis( DEA) is combined with fuzzy set to calculate SCE and the ranking,which takes project portfolio as a whole rather than evaluates individual projects separately and considers information imprecision at the same time. At last,a numerical example is illustrated the specific process of project portfolio ranking based on SCE,from the portfolio generation to analysis,and the efficiency of proposed model is verified. 展开更多

Stationary flow fields prediction of variable physical domain based on proper orthogonal decomposition and kriging surrogate model 被引量:10

In this paper a new flow field prediction method which is independent of the governing equations, is developed to predict stationary flow fields of variable physical domain. Predicted flow fields come from linear superposition of selected basis modes generated by proper orthogonal decomposition(POD). Instead of traditional projection methods, kriging surrogate model is used to calculate the superposition coefficients through building approximate function relationships between profile geometry parameters of physical domain and these coefficients. In this context,the problem which troubles the traditional POD-projection method due to viscosity and compressibility has been avoided in the whole process. Moreover, there are no constraints for the inner product form, so two forms of simple ones are applied to improving computational efficiency and cope with variable physical domain problem. An iterative algorithm is developed to determine how many basis modes ranking front should be used in the prediction. Testing results prove the feasibility of this new method for subsonic flow field, but also prove that it is not proper for transonic flow field because of the poor predicted shock waves. 展开更多
