Whole-Process Project Cost Management Based on Building Information Modeling (BIM)

The whole-process project cost management based on building information modeling(BIM)is a new management method,aiming to realize the comprehensive optimization and improvement of project cost management through the application of BIM technology.This paper summarizes and analyzes the whole-process project cost management based on BIM,aiming to explore its application and development prospects in the construction industry.Firstly,this paper introduces the role and advantages of BIM technology in engineering cost management,including information integration,data sharing,and collaborative work.Secondly,the paper analyzes the key technologies and methods of the whole-process project cost management based on BIM,including model construction,data management,and cost control.In addition,the paper also discusses the challenges and limitations of the whole-process BIM project cost management,such as the inconsistency of technical standards,personnel training,and consciousness change.Finally,the paper summarizes the advantages and development prospects of the whole-process project cost management based on BIM and puts forward the direction and suggestions for future research.Through the research of this paper,it can provide a reference for construction cost management and promote innovation and development in the construction industry.

Study of Quality Management in Construction Projects

This research management, exp and lores preliminarily the practices of quality management, management commitment in quality quality management implementation problems in construction projects in the context of Malaysian construction industry. The research applies semi-structured interview approach with twelve project management practitioners. The findings of the study indicate that the state of quality management in construction projects in Malaysia needs to be strengthened and there are problems in relation to quality management implementation that require attention and further research. The paper provides an insight on the state of quality management in construction projects in Malaysia.

Research on the Present Situation and Improvement Strategy of Water Conservancy Project Construction Quality Management based on the Quality Efficiency Equilibrium Theory

In this paper, we conduct research on the present situation and improvement strategy of the water conservancy project construction quality management based on quality efficiency equilibrium theory. Water conservancy engineering construction enterprises should refer to oneself circumstance, and the characteristics of the water conservancy project, determine the quality objectives of specific quality assurance plan and the related measures, clear implementation content, methods and effects. Strictly control the factors influencing the water conservancy engineering quality of many aspects, in the process of the water conservancy project construction, to establish a meet the requirements of the technical process and quality standards, operation procedures. Establish the strict appraisal system, continuous improvement and improve the level of construction technique and technology. Establish strict quality assurance system and quality responsibility system, each division, subdivisional work will comprehensively implement in place management to ensure the engineering quality.

An Empirical Study on Project Management Maturity in Human Resources

The assessment of the Project Management Maturity （PMM） level shows the company how good it is at managing projects. This measurement can be performed in different domains of expertise. In the article, the issue of PMM in the human resources （HR） area is examined. The discussion is based on a world-wide empirical research project conducted in more than 400 companies. The study was mostly focused on the machinery industry as there is a dearth of research on project management topics in this branch of the economy. Therefore, by investigating the PMM level in the HR area, a picture of the state of project management in the machinery industry will be created. For the purposes of comparison, a study was conducted on the construction （CONS） and information technology （IT） industries which, in contradistinction, are very well recognized in the scientific literature related to project management issues. This approach will help to better contextualize and understand the results from the machinery industry. The PMM level measurement was done using the author＇s model which assesses maturity on a scale of one to five, where one is the lowest and five, the highest level of maturity. The results of the study revealed that there were differences among the industries in PMM levels and between Polish and foreign companies.

Common Management Process Model of New TQM Based on the Situation Analysis

In the previous study, we suggested the concept of new TQM based on the consideration of basic concept of Quality Control. Also, in the previous study, we suggested the target domains and entities of product and process based on the TQM Matrix and view point of Three Dimensional Unification Value Models for managing quality of organization systems. Furthermore, in the previous study, we suggest the Common Management Process of organizations. Based on the above suggestion, in this paper, we would like to propose the Common Management Process Model of Total Quality Management based on the consideration of situation analysis and more precise definition of TQM Matrix and Three Dimensional Unification Value Model of “Product and Process”. Improvement of quality and efficiency of organization management can be expected by the integration of conventional different management such as quality assurance, quality improvement, risk management, investment individually from the view point of common management process.

Target Entities of Total Quality Management Based on the New TQM and Three-Dimensional Unification Value Models

In recent years, the method of TQM (Total Quality Management) is widely recognized. However, contents of target entities for assessment are various, and it is very difficult to define the whole scope of TQM. On the other hand, it is very important to define the whole target entities of quality management about the TQM because lack of important target entities may cause significant risk of loss in future. Furthermore, target entities of TQM should correspond to needs and priority of an objective requirement and that should be based on the consideration of basic principle of quality management. In the previous study, we have proposed the “framework of new TQM” of assessment for a total quality management of organizations based on the original concept of “TQM matrix”. On the other hand, we have proposed the view point of “Three-Dimensional Unification Value Models” for an evaluation of system product. Therefore, in this paper, we propose the target entities of whole assessment of quality management of organization totally based on the consideration of “New TQM framework” and the view point of “Three-Dimensional Unification Value Models”. Also, this paper proposes the result of verification based on the result of comparison between proposed target entities of assessment and American Malcolm Baldrige Prize for Performance Excellence.

Research on Concurrent Engineering Oriented Integrated Product Development Process Management System

In concurrent engineering, effective process management is the key to improve the efficiency and quality of product development. Although in project management system, workflow management system and PDM system, process management functions are provided, they can not meet the needs of product development. In this paper, we integrate the project management, workflow management and product management technique together and a concurrent engineering oriented integrated product development process management system is proposed. The system structure, integrated product development model and running method are introduced. The practice proves this system is powerful in supporting product development process.

A New Approach to University IT Project Portfolio Management Based on Multi-Criteria Methods and the COBIT 5 Governance Framework

Project portfolio management is a major challenge for some organizations.In most organizations,there are a large number of projects active at the same time,some not necessarily delivering value or not aligned with their strategic goals.Also universities face a lot of uncertainties when selecting and prioritizing the projects that make up their portfolio.In addition,the achievement of those who are aligned with the strategy of the university becomes a great challenge.So to ensure good project portfolio management,the implementation of selection and prioritization methods and processes becomes important.For the project portfolio management to be effective,it is necessary to establish a structured method adapted to the needs and strategy of the university.In this context,this paper proposes a method for selecting and prioritizing projects within the framework of the portfolio management dedicated to universities,which can promote harmony between the university’s strategy,the needs and the priority objectives for enable better decision-making.This method is based on the processes of the COBIT 5 good practice framework,and on the multi-criteria decision-making methods AHP,TOPSIS and the WSM technique,thus,it proposes seven project selection criteria based on the five axes IT governance strategies and two catalysts derived from COBIT 5 enablers.The evaluation and validation of this method was applied in the portfolio management of the Abdelmalek Essaadi Moroccan University(AUE).The result shows that this proposed method has made it possible to make a better selection and prioritization of the portfolio of projects of Abdelmleek Essaadi University having the most value.

Model of generic project risk element transmission theory based on data mining

In order to construct the data mining frame for the generic project risk research, the basic definitions of the generic project risk element were given, and then a new model of the generic project risk element was presented with the definitions. From the model, data mining method was used to acquire the risk transmission matrix from the historical databases analysis. The quantitative calculation problem among the generic project risk elements was solved. This method deals with well the risk element transmission problems with limited states. And in order to get the limited states, fuzzy theory was used to discrete the historical data in historical databases. In an example, the controlling risk degree is chosen as P(Rs≥2) ≤0.1, it means that the probability of risk state which is not less than 2 in project is not more than 0.1, the risk element R3 is chosen to control the project, respectively. The result shows that three risk element transmission matrix can be acquired in 4 risk elements, and the frequency histogram and cumulative frequency histogram of each risk element are also given.

Intelligent data analytics is here to change engineering management

A great deal of scientific research in the world aims at discovering the facts about the world so that we understand it better and find solutions to problems. Data enabling technology plays an important role in modern scientific discovery and technologic advancement. The importance of good information was long recognized by prominent leaders such as Sun Tzu and Napoleon. Factual data enables managers to measure, to understand their businesses, and to directly translate that knowledge into improved decision making and performance. This position paper argues that data analytics is ready to change engineering management in the following areas: 1) by making relevant historical data available to the manager at the time when it's needed; 2) by filtering out actionable intelligence from the ocean of data; and 3) by integrating useful data from multiple sources to support quantitative decision-making. Considering the unique need for engineering management, the paper proposes researchable topics in the two broad areas of data acquisition and data analytics. The purpose of the paper is to provoke discussion from peers and to encourage research activity.

国家重大项目管理应用技术就绪度评价的实施方案及优化——基于“工厂化农业关键技术与智能农机装备”国家重点专项的案例研究

技术就绪度(TRL)评价是建立在项目分解结构和关键技术元素识别基础上的,强调了技术在不同发展阶段之间的转化,能够更直观展现专项实施进展和目标完成情况,并通过进一步丰富技术研发各阶段的评价细则创新项目管理。现阶段已经形成了比较成熟的TRL9级定义,但以应用于工业领域为主,在管理层面衡量科技项目的成效尚未涉及。鉴于此,结合“工厂化农业关键技术与智能农机装备”国家重点专项的项目特点开展TRL管理方法案例研究。梳理TRL概念发展和国内外研究与应用状况,系统梳理“原理构想—技术验证—模拟环境测试—实际应用”这一研发链条,从TRL审查组、被评单位和评价对象3个关键要素入手,从技术指标、技术成果与创新性指标、应用指标3个维度构建覆盖技术、技术成果与创新性评估及应用效能的技术就绪度评价体系,并在考量评价组织机构的运作特性基础上,运用专家咨询法设计技术就绪度评价流程,分别从技术就绪度审查组和被评单位两个层面形成操作规范,构建符合该专项特点的TRL一般标准、TRL指标体系、评级要点参考指标,最终建立“工厂化农业关键技术与智能农机装备”重点专项项目的技术就绪度管理方法。根据所提出的TRL评价实施方案,进一步从开展农业领域应用试点和推广、加强评价方法普及和操作培训、促进与其他项目管理方法有效融合以及加快信息化应用和技术开发等方面,思考提出促进TRL在科技项目管理中高质量实施的建议。

人工智能技术赋能我国档案工作发展的现状与建议

为了解当前我国档案领域人工智能技术应用的发展现状,论文运用内容分析法对全国及各省档案事业“十四五”规划、档案领域人工智能应用实践案例及国家档案局科技项目立项进行分析。研究发现我国鼓励并支持人工智能技术在档案领域的应用,正在初步探索人工智能助推档案工作的路径和方法。在此基础上,论文从三个方面提出建议,分别是:推动人工智能技术在档案全流程管理中的应用,推动人工智能技术与档案工作的深度融合,以及关注人工智能技术成功应用于档案工作的影响因素。

借鉴发达国家经验优化我国国际科技合作项目管理的思考

在科技创新发展新机遇与国际形势严峻复杂新挑战的双重背景下,探索建立更加符合国际合作规律的科技合作项目管理机制尤为重要。本文梳理了国家国际科技合作与交流专项及改革后的国家重点研发计划“政府间国际科技创新合作”和“战略性科技创新合作”2个国际合作类重点专项的实施情况、取得成效,分析存在的问题,借鉴美国、英国、日本、德国、欧盟等发达国家(组织)国际合作项目管理经验,提出破解当前突出问题、优化国际科技合作项目管理的政策建议。

基于大数据赋能的重大科技项目监测评估新模式研究

监测评估作为重大科技项目组织实施的重要抓手,在推动完善项目管理、提升管理绩效、构建科技大监督格局方面发挥了重要作用。但是,目前仍存在数字化评估手段有限、对科技决策支撑作用不充分和监测评估效能尚未充分释放等问题。为进一步优化重大科技项目组织实施模式,让数字化、信息化工具更大程度赋能科技评估,以重大科技项目为研究对象,研究了国内外重大科技项目监测评估的模式,围绕中国现阶段重大科技项目监测评估面临的挑战,探讨了大数据赋能监测评估的理论依据、主要特点,探索构建了重大科技项目数据治理新路径,并提出了建立重大科技项目管理新机制、新方法、新模式等有关政策建议。
